This article explores the experiences of asylum seekers who have been housed in Glasgow under the government's dispersal policy. It notes the work of the Audit Commission in identifying those factors which may be considered when assessing the suitability of areas for asylum-seeker settlement. These factors are then discussed in detail in relation to the Glasgow case study, using information derived from interviews with asylum seekers themselves, with service providers and various community and voluntary organizations. The article notes the impact of additional factors such as media coverage, which were not considered by the Audit Commission. The article discusses the appropriateness of cities such as Glasgow, with relatively small minority ethnic populations, as locations for asylum-seeker settlement, and explores the impact of devolution. It concludes by suggesting that areas such as Glasgow may, with the appropriate commitment, become places where asylum seekers may successfully settle, once they have received refugee status, with new multicultural communities being created.  相似文献

The present study investigated the potential of social cooperative activities and social work practices in the Italian agriculture sector in promoting sustainable integration forms for refugees and asylum seekers. The study adopted a qualitative approach using case study as the main research method. As the results show, the complexity and diversity of needs of refugees and asylum seekers make collaboration between formal and informal actors increasingly necessary for generating a common knowledge and support networks. The article argues that integrated approaches to refugees’ socio‐economic integration are needed to free them from the need for assistance and thereby help them regain their autonomy. The case study presented gives insight into the potential of small‐step experiences towards sustainable development and, linked to this, the integration of refugees and asylum seekers based on self‐organisation and cooperation, considering the well‐being of all citizens in the broader context.  相似文献

While Australian legislation allows for the mandatory detention of asylum seekers arriving without a valid visa, in recent years the Australian Government has released thousands from immigration detention prior to their protection claims being finalised. This article outlines the results of interviews with eleven men who had been released into such community‐based arrangements after long periods of immigration detention. The major challenge for most of the men who had been granted the right to work upon their release was securing employment, while being denied the right to work was the major challenge for those released without this right. This article explores the social and personal benefits that employment can offer asylum seekers and refugees and the implications it has for integration into their host country.  相似文献

Although the environmental and economic impacts of drought have been widely studied, few large‐scale studies have examined the broader social impacts of drought. To fill this knowledge gap, the Australian Institute of Family Studies undertook the Regional and Rural Families Survey in 2007, when a significant part of Australia was experiencing a severe drought. This paper analyses that survey to measure the extent to which drought affects a range of economic, health and social outcomes. Drought is found to have a substantial negative economic and health impact on farmers and others employed in the agricultural sector. There is some evidence that groups that are not employed in agriculture are adversely affected, with a widespread loss of services in drought‐affected areas and some marginal labour market groups (e.g. carers) experiencing poor employment outcomes in a drought‐affected local economy. Policymakers need to take these impacts into account in designing effective responses to future droughts.  相似文献

The main objective of this article is to discuss the effectiveness of bottom‐up, community‐driven approaches in promoting community participation and building local capacity within the post‐Soviet social, institutional and political context of Armenia. In exploring this issue, the article examines the nature of local participation and social relations in rural communities in Armenia and the impact of the World Bank‐supported Armenia Social Investment Fund (ASIF) project on the existing forms of local social organization. One of the objectives of the ASIF project was to promote the participation of local communities in their own economic and social development. The research finds that the project did not change the existing patterns of local social organization and had no significant impact on the nature of participation in the beneficiary communities. Bottom‐up, capacity‐building interventions that mainly focus on changing patterns of interpersonal social relations may not be effective in fostering sustainable civic institutions without changes in the nature of a country's governance.  相似文献

Various waves of asylum seekers and resettled refugees arriving in Canada since the 1980s reflect the eruption of war and ethnic conflicts in parts of Africa, Central America, and South East Asia. Contrary to long‐established immigrant communities such as the Greeks, Italians, and Portuguese, these newcomers have had to fend for themselves and develop their own support networks, leading to new forms of organizing and to the formation of refugee community organizations (RCOs). This article discusses the findings of a 2008–2011 study on RCOs in Canada, specifically in Montréal and Winnipeg. The objective of the study was to understand the context in which RCOs have developed, the populations they serve, and the role they play in their ethnic communities. Working within the RCO paradigm, we analyze the creation of these organizations, contrast findings with research done in the UK, and raise issues for social work practice. This paper explores the welfare of forced migrants (i.e. refugees, asylum‐seekers, those with humanitarian leave to remain, and “failed asylum‐seekers/overstayers”) at three linked levels. First, it considers the governance of forced migrants at a supranational (in this case European Union) level. Second, particularly, but not exclusively in the context of the UK, it considers the extent to which the welfare rights of forced migrants in EU member states have been subject to a process of “hollowing out” or “dispersal”. Third, utilizing data from a recently completed qualitative research project, the paper outlines the complex local systems of governance that exist in relation to the housing and social security rights of forced migrants in the UK. Underpinningthese approaches is the belief that local communities can beorganized to address health and social needs and to work withgovernment agencies, voluntary bodies and local authoritiesin delivering services and local solutions to problems. Thesemethods of working challenge the traditional social work focuson individual and family casework interventions. Governmentin Northern Ireland has stressed that community developmentshould no longer simply be an afterthought in key aspects ofHealth and Social Services, but should instead be at the coreof their work. It is now officially recognized that communitydevelopment has the potential to make a significant impact ona broad spectrum of policies and programmes, which are deliveredthrough agencies in both the statutory and voluntary sectors.This commitment to community development has been outlined ina number of key documents and reports. This paper assesses therelationship between social work and community development inNorthern Ireland. The first section looks briefly at the historyof community development and social work and then sets out thecontext in which this move towards the promotion of a communitysocial work approach is occurring. Against this backdrop, acase study of a Family Support Team, which provides a rangeof services in a community setting, is used to illustrate howthe strategy has already been adopted and the lessons of thisexperience are explored and discussed. It is concluded thatwhile this approach has a lot to offer it is not without itsdifficulties. Far from being a new philosophy, community developmentis being reinvented and reapplied. It is therefore crucial thatold mistakes are not revisited and old prejudices rekindled.It is hoped that this article will provide a useful contributionto the current important and necessary debate.  相似文献

ABSTRACT

Improving social service in local communities is a complex undertaking. Over the past few decades, the performance and sustainability of community initiatives have been questioned, while such factors as a lack of funding, insufficient community involvement, unsatisfactory community service, and lack of awareness of the impact of community initiatives have restricted community development. From a case study of community operations in Scotland, this article provides insights into how social service delivery is organized in the absence of public capital. This study utilized data from semi-structured in-depth interviews with a sample of 76 participants from a deprived area in Scotland, including community management team members (n = 6), local residents (n = 52) and community partners (n = 18). The findings illustrated how participants of all ages, local organizations, policy makers, funders and media came together to create a cohesive and responsive community environment. Residents' needs and funders' demands were identified. Results further revealed that a Community Partnership Mechanism helped strengthen the social service network and create flexible social services. Service benefits included improved resident wellbeing in the context of less government intervention. Future implications include suggestions for government and other stakeholders involved in community reform to focus on service recipient skill building and tracking changes between the indicators and service provision.  相似文献

Immigration to Australia has long been the focus of negative political interest. In recent times, the proposal of exclusionary policies such as the Malaysia Deal in 2011 has fuelled further debate. In these debates, Federal politicians often describe asylum seekers and refugees as ‘illegal’, ‘queue jumpers’, and ‘boat people’. This article examines the political construction of asylum seekers and refugees during debates surrounding the Malaysia Deal in the Federal Parliament of Australia. Hansard parliamentary debates were analysed to identify the underlying themes and constructions that permeate political discourse about asylum seekers and refugees. We argue that asylum seekers arriving in Australia by boat were constructed as threatening to Australia's national identity and border security, and were labelled as ‘illegitimate’. A dichotomous characterisation of legitimacy pervades the discourse about asylum seekers, with this group constructed either as legitimate humanitarian refugees or as illegitimate ‘boat arrivals’. Parliamentarians apply the label of legitimacy based on implicit criteria concerning the mode of arrival of asylum seekers, their respect for the so‐called ‘queue’, and their ability to pay to travel to Australia. These constructions result in the misrepresentation of asylum seekers as illegitimate, undermining their right to protection under Australia's laws and international obligations.  相似文献

Politics in the countryside has undergone a significant shift in emphasis in recent decades, which may be characterized as a transition from ‘rural politics’ to ‘a politics of the rural’. Whereas ‘rural politics’ refers broadly to politics located in rural space, or relating to ‘rural issues’, the ‘politics of the rural’ is defined by the centrality of the meaning and regulation of rurality itself as the primary focus of conflict and debate. However, far from marginalizing social issues – as early work on the new rural conflicts by Mormont implied – the paper argues that the new politics of the rural has liberated rural social policy from the shadow of agricultural policy, providing a new language and context through which rural social issues can be placed on the political agenda. Three examples of this are discussed, drawing on illustrations from Britain, Australia, New Zealand and North America – conflicts over the rationalization of public and commercial services in rural communities; campaigns around the closure of rural schools and their symbolic place at the heart of rural communities; and issues of difference and discrimination in the countryside, including responses to travellers and asylum‐seekers.  相似文献

Recent years have witnessed the growing emphasis of the Chinese central government to develop community services as a method of building communities and strengthening social solidarity. With the increased involvement of multi‐generation households in China's internal rural‐to‐urban migration, however, little is known about what community services are available for migrant families. Nor do we know much about how such services can enhance social support for migrants, which is crucial for their psychological well‐being in managing the ongoing challenges that arise from migration and further integration into cities. This article presents a case study conducted in Shanghai where social services are emerging in a few urban villages. We begin with a brief background on China's rural‐to‐urban migration and the emergence of urban villages, followed by a discussion of community services and social support for Chinese migrant families. We then document existing services in an urban village to explore how they can influence migrant families' social support. Drawing on the perspective of service providers, we highlight the effects social work interventions can have on improving social support for migrant families. Finally, we propose an intervention framework based on multi‐dimensions of social support, emphasizing an integration of formal and informal social support through community services for migrant populations.  相似文献

Social exclusion and isolation are worldwide social and health concerns with negative effects becoming exacerbated in deprived communities. There is limited understanding related to the role of community‐based centres in reducing social exclusion and isolation, so the aim of this research was to explore the role one family centre had in improving social inclusion in a deprived community in Glasgow, Scotland. Interpretative Phenomenological Analysis was utilized to analyse interviews from 10 parents to explore their lived experiences of creating and developing social networks through family centre attendance. Findings indicate that attending the family centre positively impacted on social inclusion and social support for all parents interviewed. Relationships created in the centre were proposed as being meaningful, non‐judgemental and produced social capital—rooted in reciprocity and trust. Findings can inform services that aim to reduce social isolation in deprived communities.  相似文献

Contracting is a prevalent trend in the delivery of public and social services around the world. International experience shows that contracting has positive and negative impacts on service provision. While local experiments on social service contracting are currently emerging in China, the implementation and effects of contracting are worthy subjects of examination. This study delves into this area by focusing on community service provision for the elderly in the context of competitive contracting. A street community which is located in Guangzhou, Guangdong Province of China serves as a case study to show the implementation of competitive contracting, the provision of community service for the elderly, and the implications of contracting for care.  相似文献

Since the increase in the numbers of asylum‐seekers arriving in Europe in the early 1990s, European countries of asylum have been implementing new and increased controls over entry and making conditions more difficult for asylum‐seekers while they are waiting for a decision on their case. This paper explores the ways in which four European asylum regimes use the deportation, detention and dispersal of asylum‐seekers in an attempt to control and exclude them from national societies and territories. Germany, France, Italy and the UK have different migration histories and have introduced different asylum policies at different times; but all have in common the increasingly draconian response to asylum‐seekers since the 1990s. The paper looks at the stated rationale for introducing and extending dispersal, deportation and detention. EU governments have introduced these measures, arguing that they will deter “fraudulent” asylum claims. While the number of claims has fallen in the last five years to the lowest level since 1988, there is no evidence that this is due to such policies. It is clear, however, that these policies penalize all asylum‐seekers, breach their human rights, damage the receiving societies as a whole, and as such should be abandoned.  相似文献

The social environment influences health outcomes for older adults and could be an important target for interventions to reduce costly medical care. We sought to understand which elements of the social environment distinguish communities that achieve lower health care utilization and costs from communities that experience higher health care utilization and costs for older adults with complex needs. We used a sequential explanatory mixed methods approach. We classified community performance based on three outcomes: rate of hospitalizations for ambulatory care sensitive conditions, all-cause risk-standardized hospital readmission rates, and Medicare spending per beneficiary. We conducted in-depth interviews with key informants (N = 245) from organizations providing health or social services. Higher performing communities were distinguished by several aspects of social environment, and these features were lacking in lower performing communities: 1) strong informal support networks; 2) partnerships between faith-based organizations and health care and social service organizations; and 3) grassroots organizing and advocacy efforts. Higher performing communities share similar social environmental features that complement the work of health care and social service organizations. Many of the supportive features and programs identified in the higher performing communities were developed locally and with limited governmental funding, providing opportunities for improvement.  相似文献

To improve services through better coordination, some communities have formed multiagency hoarding teams (MAHT), which include aging services. MAHTs requested this mixed methods study to understand the progression of cases through the public sector. Quantitative data collected on 52 cases involving adults ages 60+ identified steps in this process. Qualitative data collected from MAHT members were the basis for case studies illustrating the progression of cases through the public sector. First Nations communities are seeking to improve current service delivery models and create alternative evidence‐based strategies. A First Nations child welfare organization has prioritized further understanding of reunification and parenting, including identification of successes and barriers to reunification, and service needs within communities. These priorities were addressed with a community‐based participatory research model and guided by a Research Advisory. Results were analysed using a blend of grounded theory and thematic analysis techniques. Participants indicated that placing children with extended family or within home communities facilitate best child outcomes. These reunifications could be increased by promoting parental and community capacity. Successes identified within communities included available supports, such as those that increased empowerment and community capacity. Identified barriers within communities were the lack of culturally appropriate services, hesitancy to obtain available support due to fears of child welfare intervention, and mental health difficulties of community member.  相似文献

Although it is only a minority of displaced and persecuted people globally who seek refuge in ‘Western’ countries, they meet an increasingly hostile reception. This paper focuses on the situation facing children seeking asylum with or without their families in Britain and Australia, and the implications for children's rights and for social work. The policy background and its racist foundations in both countries are outlined. Despite geopolitical differences, there are unnerving parallels. Legislative changes and policy complexity signal increasingly punitive attitudes towards asylum seekers. The situation of children and families in the community is discussed in terms of the exclusion of asylum seekers from basic rights, and specific issues for separated children. Even more damaging is the incarceration of children and families in detention centres, and the emerging research is explored. In both countries there is widespread flouting of children's rights, and children also feature as pawns in ideological contests. However, they also act autonomously and illustrate an inclusive model of citizenship. The role of social workers in the statutory and voluntary sectors is considered, and the paper concludes with a discussion of the challenges for social work of avoiding collusion with repressive policies and actively promoting human rights.  相似文献
