Past studies in social choice theory are generally based on the assumption that any two alternatives must be incompatible. We are concerned with the concept, k-social choice based on the assumption that just k alternatives out of p (1kp–1) are compatible. In a Borda count, bc, M. de Borda suggested the last preference cast should receive 1 point, the voter’s penultimate ranking should get 2 points, and so on. Today, however, points are often awarded to (first, second,..., last) preferences cast as per (n, n?1, ..., 1) or more frequently, (n ?1, n?2,..., 0). If partial voting is allowed, and if a first preference is to be given n or n ? 1 points regardless of how many preferences the voter casts, he/she will be incentivised to rank only one option/candidate. If everyone acts in this way, the bc metamorphoses into a plurality vote... which de Borda criticized at length. If all the voters submit full ballots, the outcome—social choice or ranking—will be the same under any of the above three counting procedures. In the event of one or more persons submitting a partial vote, however, outcomes may vary considerably. This preliminary paper suggests research should consider partial voting. The author examines the consequences of the various rules so far advocated and then purports that M. de Borda, in using his formula, was perhaps more astute than the science has hitherto recognised.  相似文献

This article proposes a cardinal or an intensity measure of interpersonal envy by directly measuring the distance between the envied person's consumption bundle and the envious person's equilibrium indifference curve. The individual's intensity of envy is aggregated to form a social envy index, which in turn is combined with the Pareto criterion to form a social choice rule. This social choice rule generates a non-empty choice set with the fair set (envy-free and Pareto efficient social states) as a proper subset of the choice set. The intensity measure of envy is then applied to the Rawlsian problem of the worst-off person. It turns out that the person with the greatest envy need not be the poorest person. Finally, it is shown that if individuals have homothetic and identical preferences the measure of envy collapses into a measure of income inequality. This measure of income inequality satisfies soem appealing axioms.I am grateful to William Vickrey and Duncan Foley for orginally encouraging the idea of intensity of envy. Using axioms no stronger than those for the Neumann-Morgenstern expected utility hypothesis, with the recognition of finite sensibility, it is shown that the utility function derived by the N-M method is a neoclassical subjective utility function, contrary to the belief otherwise by prominent economists. This result is relevant for issues of utility measurability, social choice, etc. since it is subjective utility that is relevant for social choice. The relevance of individual risk aversion to the form of social welfare functions and the rationality of pure risk aversion are also discussed.  相似文献

This paper raises questions concerning the use of Wilhelm Reich's discoveries in the alternative therapies as they impinge on clinical social work. Clinical social workers use Reich's theoretical concepts and treatment techniques that come to them second-hand from the alternative therapies. Social work graduate schools appear not to recommend him to students. Reich's theoretical and treatment concepts concerning body or muscular armor and its three-layered structure are discussed. Red and black fascism is related to the secondary layer in discussion of the sociopolitical character. Questions related to orgonomic counseling for social workers are raised and recommendations made for social work to open channels of communication with the American College of Orgonomy.  相似文献

The application of the theory of partially ordered sets to voting systems is an important development in the mathematical theory of elections. Many of the results in this area are on the comparative properties between traditional elections with linearly ordered ballots and those with partially ordered ballots. In this paper we present a scoring procedure, called the partial Borda count, that extends the classic Borda count to allow for arbitrary partially ordered preference rankings. We characterize the partial Borda count in the context of weighting procedures and in the context of social choice functions.  相似文献

This paper critically reviews the actionresearch paradigm that has evolved over the last 50years within and outside The Tavistock Insitute, withreference to radical shifts in the social construction of medicine and health that are occurring as aresult of the transition toward the informationsociety. The medical domain has been chosen as anappropriate space within which to review the actionresearch paradigm because it bridges both the past andfuture of the Institute. The paper firstly considers theoriginal conception of action research andsociotechnical systems, and the role of consultants, in relation to Foucualt's analysis of powerrelations, social control, and dividingpractices. It then describes and analyzes recentdevelopments in the field of medicine and healthcareservice provision that, on the one hand, offer opportunities forincreased self-management and control by consumers overphysical, social, and emotional self-hoodand on the other could lead to further socialsurveillance and the domination and subjectification of theindividual. Frederick Buttel was one of the pioneers in studying the social impacts of biotechnology, claiming originally that it will involve profound changes in social structure. Recently Buttel turned around his argument proposing that, rather than revolutionary, biotechnology is more a substitutionist technological form to be applied to declining sectors of the economy than an epoch-making technology. This paper provides both external and internal critiques of Buttel's new position based on the concept of the third technological revolution, looking at the impact of new technologies as a global and interrelated phenomenon, and not on an individual case-by-case basis. The concluding section suggests the necessity of bringing into the analysis those living in the Third World: 60% of this population lives from agriculture and will be affected by the deployment of agricultural biotechnologies, whether through substitutionism or through totally new products.  相似文献

Conclusion The reasons for the obvious lack of professional cohesion are varied, but most impelling is the notion that somehow political action geared at self-directed advocacy is alien to professional commitment for social workers. As a result the gestalt of total advocacy is left incomplete, and the legislative efforts in both Connecticut and Texas have ended without the passage of much needed legislation.Fritz Perls (1973a, 1973b), the father of gestalt therapy, has attempted to explain the concept of gestalt, and makes a timely observation: The world and especially every organism maintains itself, and the only law which is constant is the forming of gestalts-wholes, completeness. A gestalt is a complete and ultimate experiential unit. As soon as you break up a gestalt, it is not a gestalt any more, it can no longer exist and function constructively [1973a, p. 16, 17].It seems obvious that the profession of social work needs to devote a good deal of its energy to reexamining the very basis of its existence as a profession. Does it choose to see itself as server rather than as self-serving, or do these two concepts of advocacy need stand in conflict? Is it not only possible but also essential that those who purport to serve the needs of others be able to serve their own needs as a profession as well? Is it not possible for the process of professional education in social work to grapple and be comfortable with the notion of self-serving advocacy on the part of professionals present and future?If the gestalt of social work advocacy is to be, as Perls has stated, a whole, then it would seem essential that both areas of advocacy be mobilized effectively to ensure the survival of the profession. If not, then professional social workers will have to assume the responsibility for their own demise as professionals.  相似文献

Being socially isolated is a painful experience for many children, one that can profoundly affect the development of their self concepts. Peer-pairing is a model of treatment designed to address this problem by promoting social relationships. It offers many of the benefits of more traditional friendship groups in a less stimulating environment. Peer-pairing is especially appropriate for children who have difficulty with impulse control, hyperactivity, anxiety and poor self-esteem. The school setting affords the opportunity to make friends within the child's natural social environment while social skills are being taught.  相似文献

We consider voting games induced by anonymous and top-unanimous social choice functions. The class of such social choice functions is quite broad, including every t-refinement of the Plurality Rule, Plurality with a Runoff, the Majoritarian Compromise and the Single Transferable Vote, i.e., any selection from either of these social choice rules which is obtained via tie-breaking among candidates according to any total order t on the set of alternatives. As announced in our title, the strong equilibrium outcomes of the voting games determined by such social choice functions turn out to be nothing but generalized Condorcet winners, namely the (n,q)-Condorcet winners. In the case of social choice functions (such as those just listed) which are furthermore top-majoritarian, they coincide with the classical Condorcet winners.The non-alphabetic ordering of names has a reason deserving to be explained. Murat R. Sertel, this man from the Bosphorus whose contributions put Turkey on the academic map of Economic Theory, passed away on January 25, 2003, while this paper was in print. His untimely death was met with deep sorrow by his colleagues, friends and students all over the world. Murat R. Sertel was one of the forerunners of the Age of Economic Design. Qualitative immediacy (also termed quality in its philosophical sense and esthetic quality) is of fundamental importance within the pragmatic conception of meaning as interpretive act, and yet it has been virtually ignored by social scientists. The concept is traced through its foundations in Peirce's philosophy, its development in Dewey's theory of esthetic experience, and its relation to the general pragmatic conception of the self. The importance of the I in Mead's view of the self is seen as similar to Firstness in Peirce and esthetic experience in Dewey. All social choice functions are manipulable when more than two alternatives are available. I evaluate the manipulability of the Borda count, plurality rule, minimax set, and uncovered set. Four measures of manipulability are defined and computed stochastically for small numbers of agents and alternatives.  Social choice rules derived from the minimax and uncovered sets are found to be relatively immune to manipulation whether a sole manipulating agent has complete knowledge or absolutely no knowledge of the preferences of the others. Conclusions None of the three worlds within the field of professional piano playing has adequately confronted the problem of pain, partly because its causes and treatment could be easily assigned to another world. The medical world could blame pain on misuse; the virtuoso world on lack of genius or hard work; the pedagogical world on bad teaching or lack of talent. Each world, for its own reasons, has managed either to skirt the problem of pain outright or to develop techniques and languages that fail to offer general remedies, or worse, exacerbate the amount of pain pianists endure. In the meantime, market competition in a shrinking concert market has increased, together with audience dependence upon charismatic virtuosity. The more compact virtuoso world, populated by ever larger numbers of hopeful pianists, creates intense competition in which the causes stimulating pain multiply.A number of factors have inhibited both the private and public acknowledgment of pain. First, there are the demands of maintaining a professional career as a pianist. It has been difficult if not impossible for concert artists to admit they are in pain, because it would threaten their careers. Second, there is the romantic image of pain: the belief that pain is necessary and inevitable in order to be a virtuoso. This factor is related to a culture of mastery (or masculinity): the ideal of a stoical master in control of his body, able to surmount such mundane obstacles as pain. Third, the emotional identification of the young prodigy with their teacher; the belief that the teacher is giving the young pianist a precious skill, potential career as an artist, and would not allow unnecessary pain. Psychologically it is difficult to challenge teaching maxims that lead to discomfort. Instead, musicians in pain blame themselves.Complementary factors are leading to a growing ability to acknowledge pain. First, what might be called a culture of femininity emphasizing awareness of the body may be increasing. It is interesting to speculate whether women teachers are more likely than male teachers to emphasize that playing should be comfortable. Are women pianists less likely to suffer pain than male pianists because of less commitment to the ideal of control, power, and mastering pain?Second, the rise of the world of performing-arts medicine itself provides a refuge, a safe place where pain can be legitimately acknowledged. Medicalization takes pain out of the virtuoso world and neutralizes its emotional and professionally charged character, whether or not the doctors have solutions.Third, the diffusion of awareness that pain is not one's individual problem, as such examples as Gary Graffman and Leon Fleisher have become publicly acknowledged. However, once acknowledged, there may be a contagion effect. Is it possible that the reported incidence of pain is a result of a kind of mass hysteria? This possibility raises a knotty methodological issue: How much can we trust subjective reports of pain? Once people are asked if they have physical problems, they may become aware of them. Or, the individual may discover or remember an analog to parental or teacher abuse. Such an attempt to explain away the discovery of widespread pain as hysteria seems highly unlikely.If injuries to hand and arm can be shown to be caused by keyboards, not just pianos, but computers too, then legal institutions may get involved in this complex story. Here we are dealing with a future possibility, but an ominous one. Repetitive stress injury (RSI) has been charged by persons suffering pain after long hours on the computer, and more than 2,000 suits have been filed against makers of computer equipment. The U.S. Occupational Safety and Health Administration in October, 1994, announced a plan for rules that would make it harder for employers to claim they didn't know about the problem.... For the delicate muscles and tendons in the fingers and wrists, rapidly pushing buttons [or piano keys] thousands of times an hour can be just as stressful [as driving screws or slicing carcasses in a meat-processing plant]. The Time magazine article blithely explains the consequences of these stresses as creating tiny tears in the muscles and tendons, which become inflamed. If the tissues aren't given time to heal properly, scarring can occur. That the hand motions required for the piano and computer keyboards are essentially the same, in terms of body physiology, has been finally realized. A book giving concrete instructions on how to play both types of keyboards safely and efficiently was published in 1995, although the author, a concert pianist, focusses upon computers, with an accurate eye on a far bigger market for the book. It is curious in a society like ours that technical solutions have not been explored at all as a cure for pain. Interviews with members of manufacturing companies at the National Conference on Piano Pedagogy in October, 1994 indicated that there is practically no work being done in this area. Even though certain technological solutions readily present themselves (as they do in the computer industry, for example), having to with changing the physical arrangement of the keyboard, nothing has been seriously considered. Neither have pedagogical learning routines in electronic keyboards reached the sophistication that is now technically possible. This lack is fortunate (and perhaps not accidental) because Steinway and Baldwin might become subject to suits on exactly the same grounds as IBM has become liable.If pain is still slipping through the cracks among the various worlds constituting the field of professional piano playing, it is because in each of these worlds there are forces at work either producing pain or explaining it in individualistic terms. The pervasive experience of pain is an unintended consequence of the mutual actions of the institutions involved in creating and propagating piano music in our culture. Unintended consequences put stubborn difficulties in the path of change precisely because there are no concrete intentions or interests at stake that are producing the problem. As the examples above show, however, the mere recognition of pain as a reality pushes for a mutual opening up and interaction among these only partially overlapping worlds. If the issue of pain among pianists becomes forcibly raised - well beyond academic discourse and professional interest groups - in the broad community of piano playing and the even broader realm of the media, each of these institutional worlds faces deep challenges. At this moment it is impossible to know what might happen if the issue of pain is finally confronted as a joint problem for these social worlds. Within physiological limits, the issue is whether knowledge exists or can be acquired about how to play the piano in a way that will minimize the occurrence of pain. We have been concerned with the institutional and individual processes that both cause pain and stand in the way of obtaining a suitable cure for injured pianists. As we have shown, the institution with which pain is traditionally associated in our culture - medicine - plays only an accompanying part in this story. As David B. Morris notes in his recent work on the cultural embeddedness of pain. Certainly we can take comfort in assuming that pain obeys the general laws of human anatomy and physiology that govern our bodies ... however, the culture we live in and our deepest personal beliefs subtly or massively recast our experience of pain. The story of how our minds and our cultures continuously reconstruct the experience of pain demands that we look beyond the medicine cabinet. For the sociologist, what is most theoretically and substantively compelling about the relatively esoteric tribulations of pain-ridden performing artists is precisely how, within the experience of emotional and physical distress, deeply individual physical states and emotions cannot be separated from institutional pressures and constraints. And not only does the scourge of pain among pianists shatter the dichotomy of individual versus institution, it also provides a palpable example of how pain in our culture exists in the shadow of multiple social worlds.

Although championed by the Marquis the Condorcet and many others, majority rule has often been rejected as indeterminate, incoherent, or implausible. Majority rule's arch competitor is the Borda count, proposed by the Count de Borda, and there has long been a dispute between the two approaches. In several publications, Donald Saari has recently presented what is arguably the most vigorous and systematic defense of Borda ever developed, a project Saari has supplemented with equally vigorous objections to majority rule. In this article I argue that both Saari's objections to majority rule and his positive case for the Borda count fail. I hold the view that defenders of Condorcet cannot muster arguments to convince supporters of Borda, and vice versa, but here I am only concerned to show that the Count de Borda cannot beat the Marquis de Condorcet. Saari's approach displays what I take to be widespread fallacies in reasoning about social choice worthy of closer analysis. This debate bears on important questions in the philosophy of social choice theory.  相似文献

Forn candidates, a profile of voters defines a unique Borda election ranking for each of the 2 n – (n + 1) subsets of two or more candidates. The Borda Dictionary is the set of all of these election listings that occur for any choice of a profile. As such, the dictionary contains all positive features, all flaws, and all paradoxes that can occur with single profile, sincere Borda elections. After the Borda Dictionary is characterized, it is used to show in what ways the Borda Count (BC) is an improvement over other positional voting methods and to derive several new BC properties. These properties include several new characterizations of the BC expressed in terms of axiomatic representations of social choice functions, as well as showing, for example, that the BC ranking ofn candidates can be uniquely determined by the BC rankings of all sets ofk <n candidates for any choice ofk between 2 andn.This research was supported, in part, by NSF grants IRI8415348, IRI-8803505 and a Fellowship from the Guggenheim Memorial Foundation.  相似文献

Ramon Llull (Majorca c.1232–1316) is one of the earliest founding fathers of voting theory and social choice theory. The present article places Llull’s contributions and discussion in the historical context of elections in the medieval Church and the emergence of majority rule as a new general principle for making enforceable collective decisions in replacement of traditional unanimous requirements. To make the majority principle operational, Llull initially proposed a system of exhaustive binary comparisons that is more efficacious in producing a winner than the Condorcet system, in anticipation to the so called Copeland procedure. In contrast to some previous tentative suggestions, careful reading of Llull’s papers demonstrates that he did not propose a rank-order count system, such as those proposed later on by Cusanus and Borda. A new hypothesis is presented to explain Llull’s later proposal of an eliminatory system of partial binary comparisons. Some performance of Llull’s voting systems is estimated by innovative analysis of results in certain modern sports tournaments.  相似文献

The study analyzes battered women's experiences of treatment processes and results. A qualitative methodology based on the phenomenological approach, including semi-structured deep interviews, was used in collecting and analyzing the data of 60 women who had undergone treatment in six different agencies. All the agencies were highly qualified in providing psychosocial intervention in cases involving domestic violence and were operated by the Israel Ministry of Labor and Social Affairs. The findings reveal that the most significant experience for the women was being held and contained by the social worker, an action that allowed their recognition of self. Concerning outcomes, objective results such as taking action toward changing the violent relationship or leaving it were much less significant in the women's experience. Various aspects of the experience are described and analyzed, emphasizing the treatment process as a rebirth of the women. Implications for treatment based on this significant perspective are given.  相似文献

Ecofeminists call attention to the associations that have been made between woman and nature, which can operate as a source of both subjugation and resistance, exploitation, and inspiration. This paper expands upon feminist critiques of purity by phrasing these concerns in an ecological feminist perspective. This theoretical exercise of problematizing the ideal of purity sheds light upon the intersections of human and nonhuman oppression. Preservationist work has tended to employ the logic of purity by focusing on protection of the purity of the wild regions of the earth from the polluting forces of humanity. However, such approaches retain the troublesome nature/culture dualism. The author illustrates how attempts to fragment and radically separate people from the environment can prove to be highly dangerous. She connects the theoretical resistance to purity to the important activist work that is being done to expose environmental racism. Finally, she discusses how muddying the waters and resisting the logic of purity can offer a promising approach to pressing problems revolving around the intersections of human and nonhuman oppression.  相似文献

This paper examines knowledge-based systems (KBS's) and considers how they may be applied in the social sciences. KBS's are programs which use artificial intelligence techniques to solve complex problems. Characteristics of KBS's are illustrated with an example knowledge-based program (N-ACT) written in PROLOG which uses Goffman's dramaturgical model to analyze social interaction. The paper argues that KBS's offer a qualitative formalism capable of being applied to concepts and phenomena which have been beyond the scope of traditional mathematical models. KBS's can create explicit, reproducible, logically powerful knowledge systems while avoiding the Procrustean bed of mathematical formalism.This research took place in part while the author was on sabbatical leave from the University of Missouri and a post-doctorate fellow in medical computing and informatics on NIH Grant LM 07006 from the National Library of Medicine.
