The recent decision of the U.S. Supreme Court on the regulation of CO2 emissions from new motor vehicles( 1 ) shows the need for a robust methodology to evaluate the fraction of attributable risk from such emissions. The methodology must enable decisionmakers to reach practically relevant conclusions on the basis of expert assessments the decisionmakers see as an expression of research in progress, rather than as knowledge consolidated beyond any reasonable doubt.( 2,3,4 ) This article presents such a methodology and demonstrates its use for the Alpine heat wave of 2003. In a Bayesian setting, different expert assessments on temperature trends and volatility can be formalized as probability distributions, with initial weights (priors) attached to them. By Bayesian learning, these weights can be adjusted in the light of data. The fraction of heat wave risk attributable to anthropogenic climate change can then be computed from the posterior distribution. We show that very different priors consistently lead to the result that anthropogenic climate change has contributed more than 90% to the probability of the Alpine summer heat wave in 2003. The present method can be extended to a wide range of applications where conclusions must be drawn from divergent assessments under uncertainty.  相似文献

Many attempts are made to assess future changes in extreme weather events due to anthropogenic climate change, but few studies have estimated the potential change in economic losses from such events. Projecting losses is more complex as it requires insight into the change in the weather hazard but also into exposure and vulnerability of assets. This article discusses the issues involved as well as a framework for projecting future losses, and provides an overview of some state‐of‐the‐art projections. Estimates of changes in losses from cyclones and floods are given, and particular attention is paid to the different approaches and assumptions. All projections show increases in extreme weather losses due to climate change. Flood losses are generally projected to increase more rapidly than losses from tropical and extra‐tropical cyclones. However, for the period until the year 2040, the contribution from increasing exposure and value of capital at risk to future losses is likely to be equal or larger than the contribution from anthropogenic climate change. Given the fact that the occurrence of loss events also varies over time due to natural climate variability, the signal from anthropogenic climate change is likely to be lost among the other causes for changes in risk, at least during the period until 2040. More efforts are needed to arrive at a comprehensive approach that includes quantification of changes in hazard, exposure, and vulnerability, as well as adaptation effects.  相似文献

This article reflects on my experiences observing and participating in the development of risk analysis for environmental and health hazards since the 1970s with emphasis on its critical role in informing decisions with potentially high consequences, even for very low probability events once ignored or simply viewed as “acts of God.” I discuss how modern society wants to protect itself from hazards with limited or no immediate historical precedent such that prediction and protective actions must depend on models that offer varying degrees of reliability. I believe that we must invest in understanding risks and risk models to ensure health in the future and protect ourselves from large challenges, including climate change, whether anthropogenic or otherwise, terrorism, and perhaps even cosmic change.  相似文献

The U.S. electric power system is increasingly vulnerable to the adverse impacts of extreme climate events. Supply inadequacy risk can result from climate‐induced shifts in electricity demand and/or damaged physical assets due to hydro‐meteorological hazards and climate change. In this article, we focus on the risks associated with the unanticipated climate‐induced demand shifts and propose a data‐driven approach to identify risk factors that render the electricity sector vulnerable in the face of future climate variability and change. More specifically, we have leveraged advanced supervised learning theory to identify the key predictors of climate‐sensitive demand in the residential, commercial, and industrial sectors. Our analysis indicates that variations in mean dew point temperature is the common major risk factor across all the three sectors. We have also conducted a statistical sensitivity analysis to assess the variability in the projected demand as a function of the key climate risk factor. We then propose the use of scenario‐based heat maps as a tool to communicate the inadequacy risks to stakeholders and decisionmakers. While we use the state of Ohio as a case study, our proposed approach is equally applicable to all other states.  相似文献

Protection motivation theory (PMT) has become a popular theory to explain the risk‐reducing behavior of residents against natural hazards. PMT captures the two main cognitive processes that individuals undergo when faced with a threat, namely, threat appraisal and coping appraisal. The latter describes the evaluation of possible response measures that may reduce or avert the perceived threat. Although the coping appraisal component of PMT was found to be a better predictor of protective intentions and behavior, little is known about the factors that influence individuals’ coping appraisals of natural hazards. More insight into flood‐coping appraisals of PMT, therefore, are needed to better understand the decision‐making process of individuals and to develop effective risk communication strategies. This study presents the results of two surveys among more than 1,600 flood‐prone households in Germany and France. Five hypotheses were tested using multivariate statistics regarding factors related to flood‐coping appraisals, which were derived from the PMT framework, related literature, and the literature on social vulnerability. We found that socioeconomic characteristics alone are not sufficient to explain flood‐coping appraisals. Particularly, observational learning from the social environment, such as friends and neighbors, is positively related to flood‐coping appraisals. This suggests that social norms and networks play an important role in flood‐preparedness decisions. Providing risk and coping information can also have a positive effect. Given the strong positive influence of the social environment on flood‐coping appraisals, future research should investigate how risk communication can be enhanced by making use of the observed social norms and network effects.  相似文献

Public risk perceptions can fundamentally compel or constrain political, economic, and social action to address particular risks. Public support or opposition to climate policies (e.g., treaties, regulations, taxes, subsidies) will be greatly influenced by public perceptions of the risks and dangers posed by global climate change. This article describes results from a national study (2003) that examined the risk perceptions and connotative meanings of global warming in the American mind and found that Americans perceived climate change as a moderate risk that will predominantly impact geographically and temporally distant people and places. This research also identified several distinct interpretive communities, including naysayers and alarmists, with widely divergent perceptions of climate change risks. Thus, "dangerous" climate change is a concept contested not only among scientists and policymakers, but among the American public as well.  相似文献

In honor of the 40th anniversary of Risk Analysis, this article suggests ways of linking risk assessment and risk perception in developing risk management strategies that have a good chance of being implemented, focusing on the problem of reducing losses from natural hazards in the face of climate change. Following a checklist for developing an implementable risk management strategy, Section 2 highlights the impact that exponential growth of CO2 emissions is likely to have on future disaster losses as assessed by climate and social scientists. Section 3 then discusses how people perceive the risks of low-probability adverse events and the cognitive biases that lead them to underprepare for future losses. Based on this empirical evidence, Section 4 proposes a risk management strategy for reducing future losses using the principles of choice architecture to communicate the likelihood and consequences of disasters, coupled with economic incentives and well-enforced regulations.  相似文献

This article argues for a cultural perspective to be brought to bear on studies of climate change risk perception. Developing the "circuit of culture" model, the article maintains that the producers and consumers of media texts are jointly engaged in dynamic, meaning-making activities that are context-specific and that change over time. A critical discourse analysis of climate change based on a database of newspaper reports from three U.K. broadsheet papers over the period 1985-2003 is presented. This empirical study identifies three distinct circuits of climate change-1985-1990, 1991-1996, 1997-2003-which are characterized by different framings of risks associated with climate change. The article concludes that there is evidence of social learning as actors build on their experiences in relation to climate change science and policy making. Two important factors in shaping the U.K.'s broadsheet newspapers' discourse on "dangerous" climate change emerge as the agency of top political figures and the dominant ideological standpoints in different newspapers.  相似文献

This study focuses on the perception of large scale application of nuclear energy and coal in the Netherlands and France. The application of these energy-sources and the risks and benefits are judged differently by various group in society. In Europe, France has the highest density of nuclear power plants and the Netherlands has one of the lowest. In both countries scientists and social scientists completed a questionnaire assessing the perception of the large scale application of both energy sources. Furthermore, a number of variables relating to the socio cultural and political circumstances were measured. The results indicate that the French had a higher risk perception and a more negative attitude toward nuclear power than the Dutch. But they also assess the benefits of the use of nuclear power to be higher. Explanations for these differences are discussed.  相似文献

Whether the floods experienced during the last decade in Germany and in other European countries are triggered or worsened by human activities has been the subject of a great deal of debate. Possible anthropogenic activities leading to increased flood risk include river regulation measures, intensified land use and forestry, and emissions of greenhouse gases causing a change in the global climate. This article discusses the latter by reviewing the existing knowledge on the subject. First, the relevance, capabilities, and limitations of climate models for the simulation and analysis of flood risk under aspects of the anthropogenic climate change are described. Special consideration is given here to differences between the "typical" spatial scale of climate models and hydrological flood models. Second, observations of trends in climate variables relevant for river flooding issues are summarized. Special emphasis is put on the Rhine and other German catchment areas. Third, the possibilities of modeling the different parts of the "cascade of flood risk" are summarized, introducing the special features of meteorological, hydrological, and river hydraulic models.  相似文献

Although risk perception study has a 40-year history in Europe and North America, little is known about risk perception in China. Previous studies of risk perception have primarily focused on unnatural hazards, but China has experinced many natural environmental hazards. Therefore, the Chinese public's perceptions of environmental hazard risks must be considered in order to support the IDNDR program. In this article, we present the results of a study investigating the influence of vulnerability to climate change as a function of physical vulnerability, sensitivity, and adaptive capacity on climate change risk perception. In 2008/2009, we surveyed Nevada ranchers and farmers to assess their climate change‐related beliefs, and risk perceptions, political orientations, and socioeconomic characteristics. Ranchers’ and farmers’ sensitivity to climate change was measured through estimating the proportion of their household income originating from highly scarce water‐dependent agriculture to the total income. Adaptive capacity was measured as a combination of the Social Status Index and the Poverty Index. Utilizing water availability and use, and population distribution GIS databases; we assessed water resource vulnerability in Nevada by zip code as an indicator of physical vulnerability to climate change. We performed correlation tests and multiple regression analyses to examine the impact of vulnerability and its three distinct components on risk perception. We find that vulnerability is not a significant determinant of risk perception. Physical vulnerability alone also does not impact risk perception. Both sensitivity and adaptive capacity increase risk perception. While age is not a significant determinant of it, gender plays an important role in shaping risk perception. Yet, general beliefs such as political orientations and climate change‐specific beliefs such as believing in the anthropogenic causes of climate change and connecting the locally observed impacts (in this case drought) to climate change are the most prominent determinants of risk perception.  相似文献

Climate change and its projected natural hazards have an adverse impact on the functionality and operation of transportation infrastructure systems. This study presents a comprehensive framework to analyze the risk to transportation infrastructure networks that are affected by natural hazards. The proposed risk analysis method considers both the failure probability of infrastructure components and the expected infrastructure network efficiency and capacity loss due to component failure. This comprehensive approach facilitates the identification of high‐risk network links in terms of not only their susceptibility to natural hazards but also their overall impact on the network. The Chinese national rail system and its exposure to rainfall‐related multihazards are used as a case study. The importance of various links is comprehensively assessed from the perspectives of topological, efficiency, and capacity criticality. Risk maps of the national railway system are generated, which can guide decisive action regarding investments in preventative and adaptive measures to reduce risk.  相似文献

In 1992, a mental‐models‐based survey in Pittsburgh, Pennsylvania, revealed that educated laypeople often conflated global climate change and stratospheric ozone depletion, and appeared relatively unaware of the role of anthropogenic carbon dioxide emissions in global warming. This study compares those survey results with 2009 data from a sample of similarly well‐educated laypeople responding to the same survey instrument. Not surprisingly, following a decade of explosive attention to climate change in politics and in the mainstream media, survey respondents in 2009 showed higher awareness and comprehension of some climate change causes. Most notably, unlike those in 1992, 2009 respondents rarely mentioned ozone depletion as a cause of global warming. They were also far more likely to correctly volunteer energy use as a major cause of climate change; many in 2009 also cited natural processes and historical climatic cycles as key causes. When asked how to address the problem of climate change, while respondents in 1992 were unable to differentiate between general “good environmental practices” and actions specific to addressing climate change, respondents in 2009 have begun to appreciate the differences. Despite this, many individuals in 2009 still had incorrect beliefs about climate change, and still did not appear to fully appreciate key facts such as that global warming is primarily due to increased concentrations of carbon dioxide in the atmosphere, and the single most important source of this carbon dioxide is the combustion of fossil fuels.  相似文献

Defining "dangerous anthropogenic interference with the climate system" in the context of Article 2 of the UN Framework Convention on Climate Change (UNFCCC) presents a complex challenge for those developing long-term climate policy. Natural science has a key role to play in quantifying vulnerabilities of elements of the Earth system and estimating the risks from a changing climate. But attempts to interpret Article 2 will inevitably draw on understanding from social science, psychology, law, and ethics. Here I consider the limits of science in defining climate "danger" by focusing on the potential disintegration of the major ice sheets as an example of an extreme impact. I show that considerations of timescale, uncertainty, and learning preclude a definition of danger drawn purely from natural science. Decision makers will be particularly challenged by one characteristic of global problems: answers to some scientific questions become less accurate over decadal timescales, meandering toward the wrong answer, a feature I call negative learning. I argue for a precautionary approach to Article 2 that would be based initially on current, limited scientific understanding of the future of the ice sheets.  相似文献

Western Canada is experiencing an unprecedented outbreak of the mountain pine beetle (MPB). The MPB has the potential to impact some of Canada's national parks by affecting park ecosystems and the visitor experience. Controls have been initiated in some parks to lessen the impacts and to prevent the beetle from spreading beyond park boundaries. We examine the perception of ecological risk associated with MPB in two of Canada's national parks, the factors affecting perceptions of risk, and the influence of risk judgments on support for controlling MPB outbreaks in national parks. Data were collected using two studies of park visitors: a mail survey in 2003 and an onsite survey in 2005. The MPB was rated as posing a greater risk to the health and productivity of park ecosystems than anthropogenic hazards and other natural disturbance agents. Visitors who were familiar with MPB rated the ecological and visitor experience impacts as negative, unacceptable, and eliciting negative emotion. Knowledge and residency were the most consistent predictors of risk judgments. Of knowledge, risk, and demographic variables, only sex and risk to ecosystem domains influenced support for controlling the MPB in national parks. Implications for managing MPB in national parks, visitor education, and ecological integrity are discussed.  相似文献

Climate change is an increasingly salient issue for societies and policy‐makers worldwide. It now raises fundamental interdisciplinary issues of risk and uncertainty analysis and communication. The growing scientific consensus over the anthropogenic causes of climate change appears to sit at odds with the increasing use of risk discourses in policy: for example, to aid in climate adaptation decision making. All of this points to a need for a fundamental revision of our conceptualization of what it is to do climate risk communication. This Special Collection comprises seven papers stimulated by a workshop on “Climate Risk Perceptions and Communication” held at Cumberland Lodge Windsor in 2010. Topics addressed include climate uncertainties, images and the media, communication and public engagement, uncertainty transfer in climate communication, the role of emotions, localization of hazard impacts, and longitudinal analyses of climate perceptions. Climate change risk perceptions and communication work is critical for future climate policy and decisions.  相似文献

Prior research demonstrates widespread persistence of beliefs about climate change causes and risks that are arguably misconceptions. They include believing pollution causes climate change, believing ozone depletion causes climate change, the combination of these two “green beliefs,” referred to as environmental problems, and believing natural climate variation significantly contributes to current climate trends. Each of these causal beliefs has the potential to weaken or divert support away from effective climate change risk mitigation policies. To assess this potential, we explore the nature and prevalence of these beliefs in the United States with a national sample of interviews (N = 77) and two national surveys (N = 1,013, N = 1,820), and apply regression and mediation analyses to explore whether they explain any of the variation in individuals’ concern or support for policy to mitigate climate change. Adherence to these beliefs—which reflect a variety of misconceptions illustrated in the interviews—differs by political ideology but is common, with over a third of interviewees mentioning one or more. Controlling for general knowledge, political ideology, and other factors, misconceptions about environmental problems are still associated directly with support for climate change policies. On average adherence to the belief that environmental problems cause climate change is associated with a 25% higher probability of policy support. In contrast, believing natural climate variability is a major recent cause of climate change is associated with a 7% lower probability of supporting climate policy, even after controlling for political ideology and other knowledge about climate change.  相似文献

Over the past decade, terrorism risk has become a prominent consideration in protecting the well‐being of individuals and organizations. More recently, there has been interest in not only quantifying terrorism risk, but also placing it in the context of an all‐hazards environment in which consideration is given to accidents and natural hazards, as well as intentional acts. This article discusses the development of a regional terrorism risk assessment model designed for this purpose. The approach taken is to model terrorism risk as a dependent variable, expressed in expected annual monetary terms, as a function of attributes of population concentration and critical infrastructure. This allows for an assessment of regional terrorism risk in and of itself, as well as in relation to man‐made accident and natural hazard risks, so that mitigation resources can be allocated in an effective manner. The adopted methodology incorporates elements of two terrorism risk modeling approaches (event‐based models and risk indicators), producing results that can be utilized at various jurisdictional levels. The validity, strengths, and limitations of the model are discussed in the context of a case study application within the United States.  相似文献
