SINCE July, 1986 China had formally proposed the resumption of full membership in the General Agreement on Tariffs and Trade (GATT). However she failed to accomplish this wish till 1995 when the World Trade Organization (WTO) replaced the GATT. November 15, 1999 was an important day for China, because on that day China and the United States finally reached a bilateral agreement in Beijing concerning China's entry into the WTO after hard and tortuous negotiations. "LAW" has been drawing closer to the lives ofordinary Chinese people since the 1980s. Overthe past 10 years or so China has issued manylaws in rapid succession. "Governing the statebased on law" was put into the Constitution of thePRC in March 1999, laying a solid foundation forthe realization of the nation's four modernizations. I became a lawyer in 1985. The Beijing neighborhood of Zhongguancun is considered China's Silicon Valley. After ten years of rapid devel-opment, it has hewn out a dominant position for itself in respect to computer markets, technology and labor force. Even on an average day, the famous "Computer Street" attracts a large number of visitors and consumers, but at a recent computer fair, the crowds were even larger. The purpose of the festival was to encourage computer use in homes and offices, to further promote the development of high-tech production and to keep pushing the modernization of information in China. China has more than 60 million disabled people-nearly five percent of the country's total population. That means that in every six families, there is a family with a disabled member. The Chinese Government is devoting great effort to improving the lives of disabled people and is taking various measures to solve the difficulties faced by them, in education and employment for example. However, protecting disabled people from poverty and discrimination still calls for long-term mechanisms to be in place, a sound social welfare system and awareness of the general public to disability issues. On May 15, 1991, China's Law on the Protection of the Disabled Person came into effect, stipulating the third Sunday of May every year as the National Day for Helping the Disabled, which calls on the public to show their concern. Many kind-hearted people have reached out to help the disabled. Yang Jinhua, Director of Huanggang Social Welfare House in Hubei Province is one such person. BEFORE coming to China in 1986, I had spent months collecting all sorts of information on China and asking Chinese friends of mine about their everyday lives. So I felt fairly well informed before my trip. But when I landed in China, I was a bit disappointed. Everyihing looked so Western here. Of course, in Germany you never see a man kill a hen in the street for lunch or cabbages stacked on the sidewalk to dry in the sun.
