This article explores abolitionist treatments of East Indian slavery in the 1820s. It argues that rather than resulting from a lack of information or a conception of the qualitative difference between East and West Indian slavery, ambivalent and muted abolitionist responses to this issue prior to 1833 were conditioned by the wider imperatives of the anti-slavery campaign. Abstentionist substitution of ‘free-grown’ East India sugar for morally tainted West Indian produce, together with wider economic arguments about the equalisation of the sugar duties and the potential of India to provide a free labour alternative to the West Indian slave system, marked points of intersection between abolitionist and East India economic interests that relied on the assumption that labour in India, however cheap, was fundamentally ‘free’. As a result, rather than engaging with the various forms of slavery in India, abolitionists focused on discursively distancing them both from sugar production and from their campaign. This response suggests that abolitionist ideology was intersected by pragmatic political, economic, and discursive imperatives that precluded the universal application of humanitarian anti-slavery ideals.  相似文献

Abstract

The problem of forced labour in the contemporary global economy is attracting increasing attention in global governance debates and policy circles. The effectiveness of governance initiatives depends on underlying understandings of the root causes of the problem. We explore how the root causes of forced labour in global production networks (GPNs) are framed in global governance debates. Focusing on the dominant frameworks mobilized by international institutions, with some attention to cognate national-level and corporate governance strategies, we identify certain limitations to dominant interpretations, which derive from their ‘residual’ character and their associated neglect of the manner in which the roots of forced labour reach deeply into the organization of GPNs, the forms of exploitation which are integral to them, and the connections between exploitation and poverty. We set out an alternative, ‘relational’ perspective on the roots of forced labour in GPNs, based on the concept of ‘adverse incorporation’, and consider the implications of the insights generated by this perspective for contemporary governance frameworks.  相似文献

Foreign labour force participation in Sarawak is thirteen per cent (about 138,027) workers from Indonesia, Philippines, Myanmar, China and India, among others. This article attempts to describe the management of foreign labour employment in Sarawak. It also attempts to identify challenges and issues that current migration regulations have generated and which have impacted the society. Using the Filipino migrant workers as informants, a two-year period of fieldwork observation was conducted, using personal interviews and observations following the ‘mobile ethnography approach’. While Sarawak maintains its immigration control as part of the State safety net, the interplay between state and federal laws engenders contradictions that may be detrimental to the people and to society. This article argues that the claimed autonomous position of Sarawak in regard to immigration is not equated to better labour migration management in relation to the federal government’s approach to labour migration in Malaysia.  相似文献

This article seeks to investigate the complexity of the working experiences of female prostitutes in Hong Kong, using an oral history approach. Based on 13 in‐depth interviews, I depict my respondents as performing the skilled emotional labour of sex in exchange for their clients’ money. Looking at the ways in which the women manage the job, the self and the business, I argue that their major problem is not with the commercial transaction (that is, the content of the work itself), nor with the ‘conflict’ between their personal and work selves, but with the social stigma, surveillance and dangers at their workplaces. Inspired by a post‐structuralist conception of power and identity formation, I propose a women‐centred lived‐experience feminist approach in the hope of filling the gap between the bipolar imageries of ‘sexual slavery’ or ‘sex radical’ that have been thrown up in the feminist debate over the meaning of prostitution. This approach emphasizes the inter‐relationships among women’s lived experiences, the micro‐sites of social surveillance and the macro‐condition of wider society. Although Hong Kong female prostitutes are not ‘political’ in fighting for their rights and benefits, they have tended to take the path of micro‐resistance in combating societal domination. They negotiate an identity of the ‘prostitute’ that is sensitive and flexible to different institutional areas that seems to jeopardize the neat binaries of madonna/whore, good girl/bad girl, victim/warrior, conformist/radical. This allows them to create their own space to work and survive.  相似文献

ABSTRACT

This article draws on an engagement with Marx’s notes on money and finance to reconsider the relationships between labour, working classes, and financial accumulation. In recent years, these dynamics have often been understood through the lens of ‘financialization’ – referring to a trend towards the growing prominence of financial sector profits, logics, and power at the expense of productive activity. This lens has tended to produce analyses of labour and finance that are (1) unidirectional and (2) that often lump a wide range of developments under a single heading without considering how these trends might intersect in potentially contradictory ways. Marx offers a useful alternative insofar as his approach to money and finance centres on a continual and fraught dynamic between the ‘abstract’ social labour embodied in money and the ‘concrete’ labour performed in particular places at particular times. This argument is illustrated through brief vignettes from South Africa.  相似文献

Globalization has implied the transfer of industrial work to countries of the Global South, where labour rights are seldom effectively protected by legal frameworks. New forms of governance that go beyond state-centred legal regulation are presented as an alternative to fill in ‘governance gaps’. This paper analyses ‘new governance’ from the perspective of Cambodian garment workers and labour movements’ struggles. Drawing on the literature on governance and private regulation and research data from Cambodia, it argues that a technocratic approach makes governance initiatives ignore the economic conflict between labour and capital but also the possible political conflict between labour and government. By ignoring trade union rights, power-blind initiatives might end up weakening both the labour movement and democratic accountability, instead of complementing state’s regulatory roles. This might serve the overlapping interests of the powerful actors both in Cambodia and internationally.  相似文献

This paper presents a case study of an open-source 3D printer called ‘Rep-rap’. 3D printing derives from computer numerical control machinery, a technology first introduced against a background of industrial conflict. This historical fact reactualises labour process theory as a theoretical resource. However, the hobbyists in the Rep-rap project are located ‘outside’ the typical setting studied in labour process theory, that is, the workplace. The case study is, therefore, suitable for examining the limits of labour process theory. Its key tenet regarding structured antagonism between labour and capital is put to the test when the ‘point of production’ is located in a community and ‘labour’ consists in non-remunerated contributions by hobbyists (i.e. non-employees). Drawing on theories of the social factory and free labour in the cultural sector, the article argues that this is changing as hobbyists, fans, makers, etc., are put to work by start-up firms and venture capital in the so-called “sharing economy.”  相似文献

In a pivotal section of Capital, volume 1, Marx (1976 : 279) notes that, in order to understand the capitalist production of value, we must descend into the ‘hidden abode of production’: the site of the labour process conducted within an employment relationship. In this paper we argue that by remaining wedded to an analysis of labour that is confined to the employment relationship, Labour Process Theory (LPT) has missed a fundamental shift in the location of value production in contemporary capitalism. We examine this shift through the work of Autonomist Marxists like Hardt and Negri, Lazaratto and Arvidsson, who offer theoretical leverage to prize open a new ‘hidden abode’ outside employment, for example in the ‘production of organization’ and in consumption. Although they can open up this new ‘hidden abode’, without LPT's fine‐grained analysis of control/resistance, indeterminacy and structured antagonism, these theorists risk succumbing to empirically naive claims about the ‘new economy’. Through developing an expanded conception of a ‘new hidden abode’ of production, the paper demarcates an analytical space in which both LPT and Autonomist Marxism can expand and develop their understanding of labour and value production in today's economy.  相似文献

Although feminism revitalized the study of work, deconstructionist tendencies may now undermine further theoretical advance. Implicit threats to the very concept of ‘work’ pave the way for conceptual dissolution or, unwittingly, for recuperation by an unreconstructed mainstream. This paper argues for a reconceptualization of ‘work’ which builds on the new insights but avoids essentialist or ahistorical categories. The issue is approached through consideration of the simultaneous embeddedness and structural differentiation which characterize ‘work’ activities and institutions. A reorientation of perspective towards a conception of work as ‘total social organization of labour’ is proposed as a means of moving forward. By focusing on the relational organization of all labour, however and wherever it is undertaken, the concept of work as economic activity is recovered, but no longer restricted by the boundaries separating institutional spheres or the constraints demarcating traditional academic disciplines. While of general applicability, the TSOL is elaborated here in relation to gender and work in the period of mass production.  相似文献

COVID‐19 is dramatically reconfiguring paid work and care. Emerging evidence in the global media suggests that academic women with caring responsibilities are being disproportionately impacted. This article fills a key knowledge gap by examining how Australian universities are supporting academics to manage remote work and caring during the COVID‐19 pandemic. We conducted a desktop analysis of public information about remote working and care from 41 Australian universities and compared them to the world’s top ten ranked universities. Findings suggest that during the pandemic, the Australian higher education sector positions decisions about caring leave and participation in the paid labour force as ‘private’ matters in which employees (mainly women) design their own ‘solutions’ when compared with international institutional counterparts. We argue that COVID‐19 provides another context in which universities have evaded their responsibility to ensure women’s full participation in the labour force.  相似文献

This paper examines the socialization of graduate recruits into a knowledge intensive labour process and organizational culture. Theoretically the paper draws upon the idea of ‘preparing for work’ to position this early socialization as a crucial moment in the production of subjectivities suited (and booted) for the labour process of management consulting. Empirically the paper reports on a two‐day induction session for new graduate recruits joining a global management consultancy and their responses to this training. Particular attention is given to the use of role‐play and a dramaturgical workshop used in part of the training process. The paper argues that the utilization of dramaturgy in training is consistent with the overall approach to control developed in the firm in response to the fact that the labour process of consulting is often conducted on client sites, away from any direct supervisory gaze. As such, the consultants were subjected to a form of cultural control that was designed to function independently of direct supervision. This control did not operate directly upon the new employees professed values, however, but at one step removed so that a ‘cynical distance’ from the content of the organization’s culture was accepted so long as a professional ‘ethic of behaviour’ was established. By focusing on an ‘ethic of behaviour’ these young professionals were encouraged to internalize a self‐control akin to that of an actor, rather than internalizing the corporate values entirely.  相似文献

The Global Compacts on Migration (GCM) and Refugees (GCR) include policy recommendations that aim to increase opportunities for legal labour migration, improve protections for migrant workers, and provide refugees with ‘complementary pathways’ to enhanced protection via labour mobility. This paper explains why there are large gaps between these policy recommendations and the labour market policies and realities in the countries that host most of the world’s migrant workers. These gaps between ideals and realities are likely to limit the effective implementation of the GCM/GCR recommendations on labour migration. More ‘labour market realism‘ is needed to incrementally but effectively improve protections for migrant workers.  相似文献

This article considers how changing trends in patterns and modalities of aid are affecting the roles of civil society organisations. It draws on research carried out in Uganda in 2001 to argue that donors are adopting an oversimplified conception of the roles of CSOs. In particular, by separating ‘service delivery’ from ‘advocacy’ roles, donors fail to appreciate a situation in which organisations play several roles simultaneously, and the vital synergy that can be created between roles. Furthermore, there is a danger that the changes in funding modalities will force a new dependence on government which will restrict CSOs’ ability to carry out the very role that donors are trying to enhance — that of ‘holding government to account’.  相似文献

A new stream of sociological and demographic theory emphasizes individualization as the key process in late modernity. As maintained by Hakim ( 2000 ), women also have increasingly become agents of their own biographies, less influenced by the social class and the family. In this study, I intend to contribute to this debate by analysing how, in Italy and Britain, women's movements between employment and housework are linked to their husband's education and class, and how this link has changed across cohorts. Using discrete‐time event‐history modelling on the BHPS and ILFI, my findings show that in both countries, if the woman's educational and labour‐market profile is controlled for, the husband's occupation and education have lost importance. Yet, although based more on ‘her’ than ‘his’ profile, divisions along ‘classic’ lines are still evident and not context‐free, and they assume different forms in the two countries with distinctive institutional and cultural settings. In ‘liberal’ Britain, women's labour‐market participation responds more to motherhood and class than to education, while in ‘familistic’ Italy education seems more important, which suggests the existence of returns over and above strictly human capital/economic ones.  相似文献

In the trafficking discourse and international law, debt-bonded sex workers have been defined as ‘victims of trafficking’. The hyperexploitative contractual arrangements faced by debt-bonded sex workers may be the most common form of contemporary forced labour practices in the modern industry. However, in this paper, I present women's individual experiences working under indenture in Sihanoukville, Cambodia. I do so because women's narratives raise many questions about ‘consent’ and ‘coercion’ that, to date, remain unanswered. By examining women's own perceptions of the situation, the present paper attempts to address issues related to ‘consent’ and ‘coercion’ in order to highlight some of the possible implications this has for both how we theorise about and respond to the issue of indenture.  相似文献

In this article, I examine the narratives of migrant Pakistani men in their fifties and sixties, who became chronically ill over the course of their working lives in London. The men's life histories show that the body, and in particular the labouring body, needs more sustained attention in migration studies. Their narratives tell of how the physical toll of industrial labour resulted in chronic ill health, unemployment and various forms of ‘redundant masculinities’. Moreover, the impoverishment that frequently followed from ill health ate away at local social status and transnational relationships. I argue that the existing work on transnationalism has normalized the experiences of an entrepreneurial migrant elite and obscured those of migrants who are bound to one place by force of circumstance. Chronic ill health is not merely the experience of a minority who fall between the cracks of epidemiological studies on ‘healthy migrants’, as some have recently suggested, but rather, common to industrial labour migration.  相似文献

ABSTRACT

This article critically assesses Brazil’s role in the South American regional integration process. My hypothesis is that despite the rhetoric of Brazil’s Workers’ Party (PT) governments about a ‘new developmentalism’ project to support ‘post-neoliberal’ regional integration, the structural continuities imposed by neoliberal macroeconomic policies have constrained all possibilities of overcoming underdevelopment. In the realm of regional integration, the driving force has been the internationalization of oligopolic Brazilian business in a process that promised Brazil a leadership role in the subcontinent. This frame has fostered business based on the overexploitation of labour and the destruction of the environment, enforcing trends that deepen the structures of economic dependency and social conflict. The political outcome of that process is that the PT has contributed to contain social pressures, both in the domestic and in regional contexts, as Brazil has played a moderating role in South America’s so-called progressive wave.  相似文献

ABSTRACT

This article applies sociological theories of ‘craft’ to computer gaming practices to conceptualise the relationship between play, games, and labour. Using the example of the game Dota 2, as both a competitive esport title and a complex game based around a shared practice, this article examines the conditions under which the play of a computer game can be considered a ‘craft’. In particular, through the concept of ‘prehension’, we dissect the gameplay activity of Dota 2, identifying similarities with how the hand practices craft labour. We identify these practices as ‘contact’, ‘apprehension’, ‘language acquisition’ and ‘reflection’. We argue that players develop these practices of the hand to make sense of the game’s rules and controls. From this perspective, it is the hand that initiates experiences of craft within computer gameplay, and we offer examples of player creativity and experimentation to evidence its labour. The article concludes with a discussion on the need for future research to examine the quality of gaming labour in the context of esports.  相似文献

ABSTRACT

The precarity of young people’s transitions to work has been a longstanding focus in youth studies. As Furlong and others have demonstrated, processes of social, political and economic restructuring have led to a pronounced instability for young people entering the labour market. While the notion of labour market precarity has gained attention, the ‘contamination’ of precarity into other spheres of life such as leisure has been less developed. This article seeks to extend these debates through interrogation of the concept of ‘leisure precarity’. Drawing on a qualitative study of youth leisure in Glasgow, it argues that temporal anxieties have reframed young people’s experiences and understandings of leisure such that young people have come to fear ‘empty’ or unproductive time. The pressures of juggling work and study, or looking for work, meant that most participants in our research had limited time free for leisure, and temporal rhythms became fragmented between past, present and future. The paper argues that these multiple and contradictory leisure dispositions reveal new forms of individualisation and uncertainty, as well as traditional patterns of inequality, thereby bringing youth transitions into dialogue with the study of precarity in the twenty-first century.  相似文献
