Observations about the useof procedures and about practice with older people who had beenabused are placed in the context of national policy developmentsand are reviewed alongside the available literature. Summary This paper presents the findings of a major follow-up studyof independent living schemes (ILSs) for people with mentalhealth problems and people with learning difficulties. The surveywas undertaken in four local authority areas and covered 171schemes accommodating 481 residents. Information was gatheredon the characteristics of the schemes and their occupants, withparticular reference to the suitability of the ILSs in meetingresidents' needs. It was found that mixed-sex ILSs and ILSsrun by voluntary bodies in cooperation with statutory agencieshad higher than average success rates.  相似文献

Summary This paper presents some of the findings from the Kirklees RelocationProject, an evaluation of a local community care programme forpeople leaving long-stay mental handicap hospitals and socialservices hostels. It concentrates on the views of movers interviewedbefore and after the move using an innovative ‘visualgame’ technique. Argumentsfrom the professional literature both in favour of and againstparental participation were presented. Overall social workerswere found to be largely supportive of parental participationalthough aware of the potential problems. Other professionalgroups involved in case conferences were perceived as beingless enthusiastic about parental participation. Summary This paper traces the theory and practice of group living inhomes for the elderly in the literature and in the field. Itreviews the current state of research and calls for more workon the comparative evaluation of outcomes. It describes andpresents the results from a longitudinal study of matched samplesof residents in group homes and traditional homes which assessedthe relative changes in their personal functioning over time.The findings suggest that group living arrangements have beenoversold—in so far as they promise more than they deliver.  相似文献

Summary This article presents the findings from a major survey of staffattitudes and caring practices in homes for the elderly in Fife.The survey was carried out in the wake of the Wagner Reportto examine the diffusion of good practice ideas among residentialstaff and to see how far these ideas are reflected in actualcaring routines. The study points to the existence of a ‘coolingeffect’ whereby adherence to good practice lessens thecloser one gets to operational reality. Although children's social care is an area rich in guidance, there is very little research looking at the implementation of new policies in the United Kingdom. In this article, we report on the first stage of a realist evaluation of the implementation of the new Safeguarding Children from Child Sexual Exploitation guidance in Wales. We discuss the development of an initial programme theory, for which we conducted semi-structured interviews with practitioners and managers in three local authorities. We developed programme theories across three areas: policy nature and development, implementation plans and organizational context. Findings suggest that, for policies to produce a significant impact on practice, they need to be sufficiently different to social workers' current perceptions of practice. Second, we found that the coordination between national and local policies is critical for successful implementation as contradictions between them might lead to confusion in what local teams should prioritize. Finally, our findings highlight the importance of effective communication of policy changes, as well as a supportive organizational culture to strengthen implementation in local contexts. These findings illustrate the complexity of policy implementation and the need for policymakers to consider the meaningful involvement of local practitioners in national policy development.  相似文献

Welfare rights take-up activityhas become an important feature of provision by local authoritysocial services departments, frequently targeted on particulargroups of clients known to experience problems in claiming fullbenefit entitlement. Users of home care services are such aclient group. Take-up work with home care clients is also, however,a product of the impact of community care policy changes andof financial pressures on local authority social services. Thesehave resulted in the introduction of charges for home care servicesby many authorities, and the use of rebates from such chargesto protect low income service users. Welfare rights work hasthus become an important feature of the reconciliation of thesenew charging policies with the continued service needs of poorhome care clients. The research examined a successful take-upinitiative, linked to home care charges, in Sheffield and contrastedthis with similar activities in other authorities throughoutthe UK. The conclusion is reached that levels of non-take-upof social security benefits are particularly low amongst homecare clients and that benefit checks can secure significantadditional income for them, which may also have the indirecteffect of increasing the income to social services departmentsfrom the charges for home care services.  相似文献

Summary The following is a discussion paper prepared for a researchteam engaged in a project funded by the Joseph Rowntree MemorialTrust. The problems it sought to address concerned how the teamcould derive a clear statement of clients rights from broadformulations of professional values, and the extent to whichresearch can measure the realization of these rights in socialwork practice. It was found in the research that the practical wisdom (commonsense) of social workers is frequently assumed to be based onprofessionally agreed values, and that—in the pressuresof daily work —values are seldom articulated in ways whichchallenge the procedures and solutions dictated by common sense.Thus, an initial purpose in preparing the paper was to commenton ways in which matters concerned with values become obscuredin practice, and to find ways of linking together values. rightsand practice more strongly. Summary This paper reports on the findings of a study on the extentto which carers felt like shaking, and shook, their babies andyoung children and the circumstances surrounding the feelingsand/or actions of shaking. The research was designed to informa 'Don't Shake Your Baby' campaign planned by the preventionsub-committee of the London Borough of Newham's Area Child ProtectionCommittee. The main findings from interviews with 83 mothers,and self-completion questionnaires completed by 152 secondaryschool students, are discussed. Recommendations for a preventionprogramme are suggested in light of the findings.  相似文献

Summary Recently there has been considerable debate concerning the useof child guidance/psychiatric services. There is a lack of consumerstudies in this area, despite opinion that such studies areessential in the evaluaton of these services. This paper considersthe expectations and experiences of ten families who attendedtheir local child guidance clinic. These families had attendedthe clinic for no more than six appointments before termination.Most parents had expectations which conflicted with those ofclinic staff. The only three families whose expectations concurredwith clinic practice had had previous experience of the ‘helpingprofessions’. Overall less than half the families feltthey had been helped and this seems related to the differencesbetween their expectations and experiences. The clinic's andthe families' opinions concerning the helpfulness of clinicintervention do not always coincide, nor do their reasons fortermination. Ideas for preparation of families prior to attendingthe clinic and for modification of treatment by clinic staffare considered.  相似文献

E-mail info{at}new-horizonschildcare.co.uk Summary Research shows that the education of children in residentialcare is generally poor, in terms of both process and outcome.This has highlighted the uncertainty over how best to educatethese children and a pessimism over what they can achieve. Drawingupon the findings of an evaluation of a children’s home,this paper argues that children in residential care can havegood educational outcomes. It also shows that it is possibleto identify the processes by which these outcomes can be broughtabout. However, this largely positive assessment is predicatedupon education being defined broadly in respect of ‘process’and ‘outcome’. Moreover, it is important not tounderestimate the formidable challenges inherent in this work.While the multi-agency nature of this work gives rise to oneof the most significant, it has to be recognized that responsibilityfor the education of children in residential care falls primarilyto children’s homes. If children’s homes are tomeet the increasing expectations that are being made of them,national and local government will have to undertake a radicaltransformation of residential childcare, especially in termsof attitudes towards, and resources invested in, this sector.Central to this is the establishment of a qualified and properlysupported workforce.  相似文献

Summary Parents with learning difficulties form an underserved needsgroup whose numbers are steadily increasing and are likely tocontinue to do so as a result of deinstitutionalization, communitycare and the acceptance of ‘ordinary life’ principlesas a basis for service provision. This article reviews the researchliterature on parenting by people with learning difficultiesin order to draw out the lessons for practitioners and to assistthem in developing a clearer view of their aims and approachwhen working with these families. Case vignettes from an ongoingstudy of mothers and fathers with learning difficulties areused to illustrate the common themes. The authors conclude thatservice providers still have much to learn about how best theycan secure and uphold the citizenship rights of these parentsas well as protect the welfare of their children.  相似文献

Summary Following a review of the literature a checklist of 118 itemswhich have been associated with child abuse and neglect wasconstructed. This checklist was applied to twenty-five familiesattending a Local Authority's family centres. Nine of thesefamilies had children whose names were on the local Child AbuseRegister. The checklist scores of the families on the registerwere compared with the remainder. There was little differencein the factors studied between the two groups. This suggeststhat either there is little real difference between the characteristicsof abusing and non-abusing families, or that the process ofregistration is controlled by a series of events which are notsolely related to the characteristics of the families underconsideration.  相似文献

Summary This paper is concerned with children's involvement in decisionsand with what happens when adults communicate with childrento discover their thoughts and feelings. It is based on a studyof the participation of children aged between 8 and 12 in decisionswhen they are looked after by local authorities. The paper brieflydescribes the research and its main findings, before going onto describe aspects of the methodology in more detail. Thisleads to a discussion of the relationship between the methodsused in the research and those used in the social work practicethat was in part the subject of the research. The paper arguesthat, both in research and in practice, a commitment to involvingchildren in decision making must go with a determination tofind methods of communication that enable children to demonstratetheir competence.  相似文献

Specifically,it considers social worker responses to direct payments, a policywhich has been linked to a discourse of social justice and rights.The article initially considers the nature of justice and rights,arguing that these can plausibly be seen to be grounded in theidea of autonomy and that a rights or justice based social policyand practice must be grounded in the protection, enhancementand development of the capacity for autonomous action. The articlethen presents partial findings of a research project, whichsampled social workers' views and attitudes towards direct paymentsin three local authorities. The findings suggest that socialworkers are aware of the link between direct payments and autonomyand are generally very supportive of the move to a rights basedapproach to policy and practice as evidenced by programmes suchas direct payments. The paper also concludes that structuralconstraints limit social workers' ability to fully functionfrom a rights based approach to disability.  相似文献

Correspondence to Jackie Powell, Department of Social Work Studies, University of Southampton, Highfield, Southampton S017 1BJ Summary Drawing on an evaluative study of UK participation in a Europeandisability programme (HELlOS I), this paper explores the extentto which and the ways in which disabled people were-or werenot-involved in the programme as active participants ratherthan passive recipients, at local, national and European levels.The findings presented here draw attention to the differentperspectives of the programme's various stakeholders and arediscussed in relation to two broader themes. The first of thesethemes is the involvement of disabled people themselves in anyprogramme aiming to promote the full participation of disabledpeople in society. The second is the role and value of formalizednetworks as a means of promoting information exchange and learning,as a prerequisite for promoting change in individuals (thatis in day-to-day practice) and change in organizations (thatis service developments). These two themes are pertinent tocurrent developments in social work, with its explicit attentionto anti-discriminatoiy practice and its strong tradition ofvaluing the learning gained from experience.  相似文献

Summary Amongst the many developments in social services organisationin the decade since Seebohm, specialist Intake Teams responsiblefor all initial referrals and short term work received by anArea Team, remain a popular form of local organization. Thispaper describes a small national survey of English local authoritiesto collect information on both intake teams and their long termcounterparts, and briefly outlines some of the major findings.The survey produced a broad picture of both the present structureof local authority fieldwork departments, and the personal characteristicsof social workers and their team leaders. The paper goes onto examine the relationship between intake and long term teams,particularly in terms of referral rates, relative caseloadsand the case transfer process; and concludes with an outlineof teams satisfaction with the intake system, and some indicationsof desired future developments.  相似文献
