ABSTRACT

Since 1978, the Rohingya have been fleeing Myanmar and taking refuge in Bangladesh. The state of Bangladesh is not a signatory to the Geneva Convention and does not recognize refugee rights, but the initial experiences with the Rohingya refugee population led the government to create a temporary and ad hoc domestic policy advisory and refugee management system, which eventually became highly politicized. There was also some degree of slow “externalization” of policy advice through the involvement of international organizations from 2006–2007 onward, mainly through the participation of the United Nations High Commissioner for Refugees (UNHCR) and International Organization for Migration (IOM). Over 2017–2018, there was a massive influx of refugees from Myanmar to Bangladesh. The domestic advisory and refugee management system lacked the capacity to manage the crisis and had to quickly and greatly externalize policy advice and refugee management. The UNHCR and IOM came in with a host of international organizational networks and coordinated with each other and the state through a multi-sectoral approach to manage the crisis. This externalization led to the systematization and institutionalization of the state’s domestic advisory system. However the effect of externalization on politicization is equivocal; on the one hand it decreased politicization of the domestic policy advisory system, but on the other hand, it created new levels of politicization.  相似文献

Various waves of asylum seekers and resettled refugees arriving in Canada since the 1980s reflect the eruption of war and ethnic conflicts in parts of Africa, Central America, and South East Asia. Contrary to long‐established immigrant communities such as the Greeks, Italians, and Portuguese, these newcomers have had to fend for themselves and develop their own support networks, leading to new forms of organizing and to the formation of refugee community organizations (RCOs). This article discusses the findings of a 2008–2011 study on RCOs in Canada, specifically in Montréal and Winnipeg. The objective of the study was to understand the context in which RCOs have developed, the populations they serve, and the role they play in their ethnic communities. Working within the RCO paradigm, we analyze the creation of these organizations, contrast findings with research done in the UK, and raise issues for social work practice. The global market in international education has grown almost without interruption over several decades. Increases in international student enrolments in Australia have been among the most impressive in the world, though they declined between 2010 and 2013. The decline was attributable to exchange rate movements and changes to student visa regulations, though an additional factor lay in reputational fallout from a series of violent physical attacks on Indian students, mostly in 2009. In response, Australian federal and State governments undertook diplomatic trips to India, established a raft of public inquiries to investigate the broader question of international student welfare, and made policy changes. Utilising the literature on public policy “crises”, this paper presents government responses to the 2010–2013 downturn in terms of managing a “long‐shadow crisis” (Boin et al., The Politics of Crisis Management: Public Leadership Under Pressure; Cambrtidge University Press, 2005), which typically emerges quickly but has major political consequences, is only seen to be resolved incrementally, and calls for policy change rather than fine‐tuning in response. The adequacy of the policy response to the crisis is not discussed. The article suggests that the crisis and the response acted to elevate the status of international education as an area of policy in general, though not as a mainstream area of social policy.  相似文献

Adult refugee claimants experience several well‐documented post‐migratory challenges. Little is known about the resettlement process for refugee claimant families with children. This study reports on 75 open‐ended, in‐depth interviews with refugee claimant families in Montreal about their resettlement challenges and their proposed solutions to them. These interviews were conducted with 33 dyads and triads of children and parents attending a paediatric hospital. Experiences accessing formal and informal child care in Montreal were addressed. Subsequently, a comparative policy analysis was conducted on residency eligibility criteria for child care subsidization. Twenty‐eight out of 39 parents (73%) report a lack of informal or formal child care and 15 out of 33 families (39%) propose improving access to formal child care services. They describe a lack of informal child care as a result of reduced social networks, and affordability as a barrier to formal child care services. Refugee claimants are not eligible for subsidized child care in Quebec. A comparative policy analysis within Canada and comparable countries reveals that this situation is not unique to Quebec. However, most provinces and European countries offer child care subsidies to refugee claimants. Refugee claimants should qualify for child care subsidies. Social workers and community organizations should consider their clients' child care needs in designing programmes and services.  相似文献

目前中国的经济问题,从表面看来,是在美国金融危机冲击的背景下发生的,但从根本上来说,是一场从生活必需品时代向耐用消费品时代转型转不过去而形成的传统的生产过剩危机。原发于美国的金融危机只是引发并加速了正在酝酿中的中国的生产过剩危机。因此,美国的问题不一定是中国的问题。中国目前所面临的问题更具有传统的生产过剩危机的特点。这是我们分析中国在这次危机中一些重要问题的前提,而对经济危机产生的社会后果的讨论,也必须建立在这一前提的基础之上。中国所面临的问题主要是表现在实体经济的层面及其该问题向社会层面的传导。在这种情况下,我们面临的重要任务是,利用经济危机的机会,真正实现发展方式的转变,为从生活必需品时代顺利转型到耐用消费品时代创造条件;同时进行社会安全网络的建设,形成可以隔绝或减缓经济危机向社会层面传导的过滤机制。  相似文献

In the 1970s, as the now compact, mature economies in East and Southeast Asia were industrializing, their governments had claimed that they saw no need for the kind of welfare programmes developed in Western “welfare states”. Notwithstanding this claim, a study of social welfare development in these economies in the last three decades, particularly when Hong Kong is taken as an example, shows that they have gone for universal social welfare, largely as a result of the growing prosperity and the rising expectations of the people. This trend has, however, been reversed since the start of the Asian financial crisis in the latter part of 1997, with the resultant slowing down of the economy, rising unemployment and surging fiscal deficits. Governments of the compact, mature economies in East and Southeast Asia found that they must rethink their social commitments and in order to return to balanced budgets, the former selective approach is now adopted by concentrating social welfare resources on the most needy people. While it is not in dispute that there is a close and positive relationship between industrialization and social welfare, the case of the compact, mature economies in East and Southeast Asia shows that as they are more vulnerable to world economic vicissitudes, the relationship may not be as steady as it has been in the Western industrial states.  相似文献

In Portugal, Spain, and South Africa, there has been a noted anti-neoliberal resistance, marked by the significant participation of the older generation in protest movements. Changing demographics, the global financial crisis, unemployment, poverty, and the reliance of the family nucleus on the pensioner, coupled with neoliberal and austerity-based reductions to welfare programs, pensions, health, and social care, has caused the “silver revolution.” As a population group that is often considered to be less politically active and robust members of society, such resistance is a noteworthy moment in society that needs to be considered and responded to.  相似文献

Although there are compelling examples of stress put upon refugee families, there is little systematic attention placed upon how the refugee women themselves view child‐rearing. In this exploratory research, refugee women's narratives concerning their understanding and perceptions of child‐rearing in the United States are studied. Seventeen refugee women raising children living in the Greater Portland region in Maine were interviewed. While resettling in the United States, the participants shared being overburdened by the loss of social structures that supported their parenting beliefs and strategies back home. They perpetually encounter cultural conflicts in the United States that result in a continuous process of contradictory interpretations and negotiations while rearing and disciplining children. Recommendations are provided for service providers working with this population. Professionals have to be cognizant of the hierarchical decision‐making and retributive strategies used by refugee families when disciplining children. Tools, that is, explaining, teaching, and rewarding children for coping with parenting challenges without resorting to punitive discipline methods can be introduced to refugee families. Professionals need to focus on providing refugee families with basic needs and addressing social and emotional challenges so that they can better integrate with the new communities as they rebuild their lives.  相似文献

A study aiming at presenting the effects of increases in work strain during war and crisis on the home help service organization within the social service sector in Stockholm was carried out in 1991. This has given rise to a discussion about achieving the goals for the organization in war and crisis. Organizations are supposed to encompass qualities that allow them to achieve operative goals even if operative conditions are changed. The principle underlying preparedness planning is the maintenance of peace-time functions in organizations during war and crisis, although such functions may be restricted. Changes influencing preparedness planning within the social service organization include ongoing organizational restructuring in terms of decentralization and increases in private enterprising within the municipal social service sector. Two factors of decisive importance to organizational appropriateness are information generation and information processing. The results from the study show deficiencies within the organization's ability to generate and process information between different organizational levels about demands put on the organization in situations of war and crisis.  相似文献

ABSTRACT

The literature on transgender social services is limited. Taking a case study approach, this article examines the needs of chronically underserved lesbian, gay, bisexual, transgender, and queer (LGBTQ) populations, particularly homeless transgender street youth, and efforts of community-based organizations to address them. To consider their needs, this article considers the legacy of transgender activist Sylvia Rivera along with four organizations that grew out of her work: the Street Trans Action Revolutionaries, Sylvia's Place, Sylvia Rivera Law Project, and New Alternatives for LGBT Youth. These organizations show the promise for using multiple methods, from direct action to direct services, while connecting the lessons of social movements with social services. Future recommendations for improving research and services are highlighted.  相似文献

Objective . Theoretically informed models of the relationship between stigmatized personal identities and participation in collective social action are tested. Methods . Data from a longitudinal study of participants ( N = 4,169) followed between adolescence and the fourth decade of life are used to estimate structural equation models. Results . The data support hypotheses that perceived rejection during adolescence anticipates participation in social action under conditions when respondents reported during adolescence (1) that many of the kids at school participated in social movements ( p < .10) and (2) that they perceived themselves as having personal control over adverse outcomes ( p < .05), but not under mutually exclusive conditions. In all models, gender, mother's education, and minority status were specified as control variables. Conclusions . Early experiences of rejection and failure dispose people to engage in collective social action if they perceive social support for such action and anticipate that action will be effective.  相似文献

This research examined formal social participation among elderly Chinese adults living alone and the association between utilization of community-based services and formal social participation, which refers to participation in employment, volunteer jobs, and social groups. Using a secondary analysis on a survey data from a simple random sample of 228 adults aged 60 and older living alone in a Shanghai neighborhood, it was found that only small percentage of older adults living alone were involved in formal social participation. Hierarchical multiple regression analysis showed that use of community-based services is significantly associated with formal social participation among elderly Chinese living alone. Thus, future policies and programs should focus on strengthening community-based services for elderly Chinese, to more effectively promote and facilitate their social participation.  相似文献

ABSTRACT

Practitioners often face questions about how to approach adolescents to join a group where they can develop healthy relationships with themselves and their peers. A growing number of practitioners and researchers value creative—nondeliberative—forms of working with such groups. This article discusses the artful, actional methods the authors use in their work with time-limited small groups of adolescents (age 14–17) who experienced behavioral challenges. These creative methods were used in settings such as secondary schools, counseling centers, and nongovernmental organizations in Lithuania during social skills training groups facilitated by the social workers.  相似文献

Studies taking a mediation perspective have highlighted how the actual impact of economic globalisation is mediated by institutions that include welfare regimes. Some have examined how the welfare systems of East Asian developmental states have changed and adapted since the Asian financial crisis of 1997/1998. Using Hong Kong as a case study, this article examines how the developmental state of Hong Kong mediated the impact of the global financial crisis of 2008, particularly on disadvantaged groups. Hong Kong's welfare regime has provided insufficient support to ‘non‐productive’ groups despite incidents of social crisis. The government's welfare responses have been characterised by long‐term strategies to improve the competitiveness of the economy, and short‐term measures to boost the spending power of the general public. Measures targeted at disadvantaged groups have been piecemeal and minimal. The government's approach towards crisis management after 2008 has been similar to that taken after the 1997/1998 financial crisis.  相似文献

This paper reviews the changing relationships between Northern development NGOs (NNGOs) which are organizations with their roots in industrialized countries, and local southern NGOs (SNGOs) which exist in many aid-recipient countries. It draws on selected experiences from the Bangladesh context. There are three main changes which have taken place. Firstly, many NNGOs in the past decade or so have moved from implementation of development projects towards a partnership approach in which they fund and attempt to work with SNGOs. This has increasingly led to the idea of NGO "capacity-building" as a key objective, but a significant growth in SNGO capacity in a country such as Bangladesh increasingly renders such objectives less meaningful. Secondly, official bilateral or multilateral development donors are increasingly moving towards the direct funding of Southern NGOs rather than the previous model of funding through Northern NGOs in the partnership approach. This leaves many NNGOs in an uncertain position. Thirdly, the need to respond to international emergencies in the post-cold war order has led governments increasingly to fund NNGOs to undertake relief and emergency work on a contractual basis. This trend also potentially raises questions about the viability of their longer-term development work. All three sets of changes are contributing to an uncertain future for NNGOs, which arguably face an "identity crisis", and they will need to adapt carefully to the emergence of new global social policy agendas if they are to continue to be effective.  相似文献

An inquiry into child welfare protective services workers’ perceptions and experiences in the United States was conducted in order to examine their perceptions of crisis and crisis intervention, and the emotional impact of working with children who endured significant maltreatment. As there is presently little research that has explored these issues specifically from the point of view of the workers, a qualitative grounded theory approach was utilized. Four themes emerged from the data: workers perceived crisis as a result of biopsychosocial breakdown; workers routinely triage when faced with crises; workers are subject to vicarious traumatization; and workers’ personal lives are affected by their work. The findings add to an existing body of knowledge about secondary trauma in child welfare by providing information about the investigative workers’ subjective experience of it. This research adds a unique contribution to understanding workers’ subjective experience of crisis on the job, how it manifests, and whether they feel knowledgeable in the area of crisis intervention.  相似文献

Taking the community rather than the service system as its starting point, a community-centered approach to service integration seeks to interweave formal and informal systems of care. Working as part of a community--negotiating and building partnerships with families, social networks, and organizations to change problematic patterns and mobilize resources--requires not only collaboration among administrators, but teamwork among front line staff. Team members need to share work, knowledge, and resources, while building collaborative relationships with their counterparts in other organizations, service users, and other residents. Ensuring congruence between new, integrative methods of practice and the way they are introduced and managed may require substantial changes in management behavior. "Resistance" is best understood in this context as feedback to management about its need to change.  相似文献

This study evaluated the Family Crisis Intervention Program (FCIP), focusing on crisis, child safety, family functioning and child behaviour problems. Questionnaires were completed by 183 families in crisis and their FCIP worker. After FCIP, the crisis had decreased and child safety had increased. Although problematic family functioning persisted after intervention, improvements were found in parent–child interaction, parenting stress, parental competence and child behaviour problems. Crisis change, safety change and improved family functioning were associated with programme characteristics, especially the therapeutic relationship, analysis of the crisis situation, duration of the intervention and the solution‐focused approach. The discussion addressed implications of this study with regard to outcome measures in the evaluation of family crisis intervention and the importance of particular programme characteristics.  相似文献

Harding S, Libal K. Iraqi refugees and the humanitarian costs of the Iraq war: what role for social work? The US‐led invasion and war in Iraq has created one of the most significant refugee crises in recent decades. International nongovernmental organizations have partnered with local organizations in Jordan and Syria to provide humanitarian aid to some two million displaced Iraqis. Field research indicates that, as with other humanitarian crises, few trained social workers have contributed to policy and practice with displaced Iraqis. The case of Iraq provides an opportunity to consider how the social work profession can shape comprehensive global refugee policies and programs. This role is appropriate, given mandates for the profession to promote social justice and human rights. Using the case of Iraqi displacement, we illustrate the complexities of humanitarian services provision and the need for trained social workers to participate in humanitarian relief and development programs. We argue that a variety of social work institutions and actors should become more robust advocates for shaping just refugee policy and practice.  相似文献
