Public‐private partnerships between supermarket retailers and development agencies help small‐scale producers reach growing domestic markets in developing countries. Drawing on qualitative data that focuses on relationships between producers, development agencies, and Wal‐Mart‐owned supermarkets in Honduras, the research presented here demonstrates how, by introducing food safety standards to development agencies' outreach efforts, but without necessarily certifying producers or offering a price premium, Wal‐Mart uses these standards to simultaneously differentiate production practices by promoting quality, while maintaining a standardized market. As a result, the responsibility and costs for incentivizing growers to change their practices is shifted to nongovernmental organizations. Therefore, although an extensive body of literature describes standards and third‐party certification systems as the means for corporations to control production practices, this research indicates that public‐private partnerships are a new vehicle by which corporations can influence agricultural production practices. In addition, this article argues that the inclusion of food safety standards in development projects leads to the conflation of food safety and sustainability, without adequately interrogating which agroecological processes food safety standards include and exclude. Therefore, retailers' private food safety standards dominate how sustainability is perceived and practiced in the development context.  相似文献

Supermarkets are rapidly penetrating urban food retail in Kenya and spreading well beyond their initially tiny market niche among the urban middle class into the food markets of lower‐income groups. Having penetrated processed and staple food markets much earlier and faster than fresh foods, they have recently begun to make inroads into the fresh fruits and vegetables category. Supermarkets in Kenya already buy about half the volume of produce exported, and thus represent a significant new ‘dynamic market’ opportunity for farmers. The important changes in their procurement systems bring significant opportunities and challenges for small farmers, and have implications for agricultural diversification and rural development programmes and policies.  相似文献

Calls for liberalising cash‐crop sectors in sub‐Saharan Africa have been voiced for decades, yet the impact of reforms remains elusive in empirical studies. This article offers new opportunities for solving this problem by creating precise and consistent market organisation indices for 25 African cotton markets from 1961 to 2008. The aggregation of scores reveals interesting trends: markets are no more competitive today than in the late 1990s, 50% of production still originates from markets with fixed prices and reforms are giving rise to a new type of regulated market in both East and West Africa.  相似文献

Coffee is characterised by high levels of price fluctuation, which exposes producers to price risk. Its wide trading in international commodity futures markets offers scope for producers to manage the risk by hedging on these markets, the mechanism for which is based on the use of put options. This article uses historical data of actual put‐options contracts to estimate the costs of the mechanism, the benefits being inferred from field evidence. It emerges that the costs are relatively low and outweighed by the benefits for most producers. The article then looks at the operational feasibility of the mechanism for producers and compares it with other hedging mechanisms.  相似文献

Market failures, government failures and some of the characteristics of both the poor and business actors as well as their environment can act as barriers preventing the poor from participating more actively in markets, both as consumers and as producers. Private actors ‐ including for‐profit and not‐for‐profit entities, often in partnership with the public sector ‐ have been able to mitigate some of these constraints through innovations that have helped to make markets more inclusive for the poor, enabling them not just to gain access, but also to participate in ways that enhance their economic empowerment and human development. This article identifies the strategies and innovations used and devises a possible typology for them.  相似文献

This paper investigates the relationship between the state and India's rural informal sector by focusing on the collective mobilizations of middle-sized agricultural producers in Western Uttar Pradesh. These cultivators are involved in an economic sector which is at the same time capitalist, largely informal but also, to some extent, state-regulated. Through their mobilizations organized by the Bharatiya Kisan Union (BKU), they have attempted to influence state regulation of agricultural markets, obtaining increased input subsidies and better procurement prices for their produce, and thus an increase in the rates of return and profitability of their farming activity. The paper conceptualizes the modality of production of these farmers as ‘subsidized capitalism’, alluding to the self-employed and self-funded producers with holdings large enough to support a pair of bullocks defined as ‘bullock capitalists’ by Lloyd and Susanne Rudolph (1987), while denoting the crucial role of public subsidies in preserving this faction of informal agrarian capitalism. The paper also points to the ambivalent relationship between the ‘subsidized capitalists’ of Western Uttar Pradesh and the state: although they seek protection from the central government in the context of globalization, they confront and contest local state institutions by deploying collective strategies to distort local regulations of agricultural markets.  相似文献

The supermarket revolution is spreading faster in China than anywhere else in the world. Supermarket sales are growing by 30–40% per year, 2–3 times faster than in other developing regions. This development has been driven by factors shared by other developing countries as well as by China‐specific policies. It presents opportunities for Chinese agricultural producers to diversify into activities with higher income prospects, and for procurement systems to move into dealing directly with farmers. However, supermarket managers face several unique challenges: average farm size is small and farmers are not well organised. Hence, the whole supply chain must be upgraded, and government agricultural policy and rural development programmes have an important role in this.  相似文献

Innovation is stated to be one of the most powerful engines for economic growth in firms, markets and nations today. It is therefore not surprising that policy-makers would like to see innovations as a benefit of publicly spent money; making innovations an additional aim of public procurement (public procurement for innovation). The aim of the paper is to analyse the impact of a science organization's procurement practices on innovation. The intention is also to show how different and contradicting goals and expectations regarding public procurement are described and acted upon by the science organization and its suppliers, and to what extent the outcome of public procurement is innovation. Empirically, the study addresses how the European Organization for Nuclear Research, i.e. CERN, works with procurement; and how their procurement in turn affects CERN's suppliers. Based on a large case study in which more than 100 interviews were conducted over a time period of 8 years, the study contributes to the understanding of the limitations CERN’s procurement rules put on interaction and on innovation. The understanding of the implications of restricting interaction, but also the understanding of the reasons why these rules are put into place, and the dilemmas that follow, are all important contributions.  相似文献

Characterized as a “wicked” problem, water shortage in the American West will soon become a reality—due to increasing population, climate change, and decreased flows. Concurrently, water‐centered technologies such as hydraulic fracturing and directional drilling have facilitated the rapid and widespread growth of unconventional oil and gas (UOG) production in the United States. Water markets are increasingly touted as the best, most efficient, and fairest mechanisms for allocating vital and scarce resources. Yet this contention is largely unexplored at the food‐energy‐water nexus, particularly from an environmental justice perspective—where equitable water access for all users is a central concern. We utilize a case study in Colorado's South Platte basin based on 41 in‐depth interviews to show: (1) distortions created in regional water markets as wealthy UOG operators participate in them and (2) ways in which access to water markets becomes blocked for smaller, newer, or water‐poor water users. We also highlight how UOG producers’ presence may inhibit the formation of alternative systems for water exchange. Thus, the participation of UOG operators in Colorado's water markets appears to drive environmental injustice and increased inequity at the food‐energy‐water nexus, rather than facilitating fair or efficient access to water for all users.  相似文献

Former state‐controlled economies (FSCEs) have become the most important destination of global retail chain investments. These economies, which spread from North Africa, across Central and Eastern Europe, to East Asia, include more than one and a half billion consumers and a large share of the world's agricultural area and poor farmers. They have undergone an often radical transformation of their agrifood system over the past decade. The take‐off of supermarkets in FSCEs started seriously in the mid‐late 1990s, and is now moving fast. This article compares FSCE experience in the supermarket revolution and considers its implications for policy‐makers and rural development practitioners.  相似文献

Abstract In the decades following the Second World War supermarkets and retail outlets in North America, Western Europe, and Australasia became the most important sites for the sale of food products. This dominance in food sales was generally confined to the retail sector as supermarkets tended to act as a nexus or distribution point between agri-food producers and consumers. In the 1970s this relationship began to break down as supermarkets moved up the chain of production. Supermarkets began to directly source materials from producers to use in “own” brand and generic products, which soon came to compete with the branded products of agri-food manufacturers. This paper traces the beginnings of these shifts and investigates the consequences of globally-sourced supermarket goods in the context of the Australian agri-food system, with pineapples and wine as case studies. The paper concludes that the increasing size and scope of supermarket buying power and the presence and growth of “own” brands suggests that capital organized through retail channels is coming to rival manufacturing capital as a significant fraction of the Australian agri-food system.  相似文献

It has been widely documented that unauthorized immigrants experience adverse economic incorporation in destination countries, particularly in the global North. Faced with restricted employment opportunities, many are drawn into informalizing segments of the labour market where earnings are low and unstable. Much less is known about how immigrant workers fare in the informal economy of cities of the South. Using surveys conducted in 2004, 2007 and 2015, we examine the economic outcomes of immigrant and native‐born workers who participate in the day labour markets of Tshwane, South Africa. In 2004 there were signs that foreign‐born workers enjoyed modestly better outcomes than South Africa‐born workers. In the latter periods, however, these advantages have disappeared and there are indications of a downward convergence of employment outcomes. The article concludes with a call for creating worker centres to regulate informal job markets for the benefit of workers, regardless of immigration status.  相似文献

This article makes an initial analysis of the implications of income diversification for technical change and agricultural research policy in Africa, leading to two insights. First, that the dilution effect of income diversification means that, as the proportion of non‐farm income increases, so must the expected gains from adopting a new agricultural technology. Second, that diversified producers will face disproportionately large transactions costs associated with information acquisition to inform technology choice decisions. Two hypotheses about how diversified producers are likely to react are then explored. Both point to the conclusion that income diversification among the poor is likely to constrain significantly the direct poverty impacts of agricultural research. The policy implications of these findings are then considered.  相似文献

The evolution of olive oil markets has sparked interest in policies that promote olive oil as a means of inducing rural development across the Middle East and North Africa. This article describes policies that link olive oil markets to rural development in Morocco, Syria and Tunisia and evaluate their effectiveness. It uses a framework that combines producer heterogeneity and market differentiation to describe how rural poverty impacts will be shaped by production, quality and marketing constraints. While the flow of olive oil from producers to the market may have increased, that of information and incentives in the reverse direction is still limited, something that too few olive oil policies aim to improve.  相似文献

We evaluated a training course called “Orientation to Transit Procurement”, designed and conducted by the National Transit Institute. This course is designed to provide Federal Transit Administration (FTA) grantees an overview of regulations and best practices related to the procurement process. Our objective in conducting the evaluation was to understand how transit agency staff made changes in procurement practices in response to the course training. The evaluation was mixed mode: an Internet survey followed by in-depth interviews with a small group of respondents. Survey respondents were also provided with an open-ended question providing us with additional context for our evaluation. Results show that the training is substantially successful at meeting the goal of improving procurement practices at transit agencies; indeed, most respondents report making changes at their agencies as the proximate result of the training. This was at odds with our exploration of knowledge of procurement topics, as most respondents gave inaccurate answers on multiple-choice “knowledge questions”. This may have been due to question structure or, more likely, the nature of online surveys. Suitable training on the procurement of information technology was also a main concern. The lack of training in this area is indicative of the broader challenge facing public transit agencies in how to incorporate new forms of technology into their existing practices and bureaucratic structures.  相似文献

In many parts of rural America, agrofood producers compete for a larger share of global markets by mechanizing, deskilling, and flexibly relocating to reduce labor costs. They recruit new immigrant workers but sow transience rather than sustainable rural growth. The industrialization of U.S. dairy farming appears to be aligned with these processes, and yet the large‐scale dairy farmers who have replaced small craft producers face a paradox: The more they rationalize production on their farms, the more vulnerable their herds become to stress and illness, compromising production. Focusing on three competing dairies in Kansas, I examine how farmers variously organize work among immigrant employees to promote herd health while expanding their operations. Evidence from 22 months of ethnographic research and repeated interviews with farm owners, managers, employees, and extension agents suggests that enhancing production requires promoting employee citizenship at work—especially among immigrant employees possessing the fewest citizenship rights outside of work. In contrast to the high labor turnover endemic to other forms of industrialized food production, the distinctive human‐animal relations central to dairying encourage farm owners and employees to cooperate, with promising results for farms and rural communities.  相似文献

This article analyzes the theoretical and empirical parameters of social regulation in contemporary global food markets, focusing on the rapidly expanding Fair Trade initiative. Fair Trade seeks to transform North/South relations by fostering ethical consumption, producer empowerment, and certified commodity sales. This initiative joins an array of labor and environmental standard and certification systems which are often conceptualized as “private regulations” since they depend on the voluntary participation of firms. I argue that these new institutional arrangements are better understood as “social regulations” since they operate beyond the traditional bounds of private and public (corporate and state) domains and are animated by individual and collective actors. In the case of Fair Trade, I illuminate how relational and civic values are embedded in economic practices and institutions and how new quality assessments are promoted as much by social movement groups and loosely aligned consumers and producers as they are by market forces. This initiative's recent commercial success has deepened price competition and buyer control and eroded its traditional peasant base, yet it has simultaneously created new openings for progressive politics. The study reveals the complex and contested nature of social regulation in the global food market as movement efforts move beyond critique to institution building.  相似文献

The spread of COVID‐19 acutely challenges and affects not just economic markets, demographic statistics and healthcare systems, but indeed also the politics of organizing and becoming in a new everyday life of academia emerging in our homes. Through a collage of stories, snapshots, vignettes, photos and other reflections of everyday life, this collective contribution is catching a glimpse of corona‐life and its micro‐politics of multiple, often contradicting claims on practices as many of us live, work and care at home. It embodies concerns, dreams, anger, hope, numbness, passion and much more emerging amongst academics from across the world in response to the crisis. As such, this piece manifests a shared need to — together, apart — enact and explore constitutive relations of resistance, care and solidarity in these dis/organizing times of contested spaces, identities and agencies as we are living–working–caring at home during lockdowns.  相似文献
