This article explores two problems analysts face in determining how to estimate values for children's health and safety risk reductions. The first addresses the question: Do willingness‐to‐pay estimates for health risk changes differ across children and adults and, if so, how? To answer this question, the article first examines the potential effects of age and risk preferences on willingness to pay. A summary of the literature reporting empirical evidence of differences between willingness to pay for adult health and safety risk reductions and willingness to pay for health and safety risk reductions in children is also provided. The second dimension of the problem is a more fundamental issue: Whose perspective is relevant when valuing children's health effects—society's, children's, adults‐as‐children, or parents'? Each perspective is considered, followed ultimately by the conclusion that adopting a parental perspective through an intrahousehold allocation model seems closest to meeting the needs of the estimation problem at hand. A policy example in which the choice of perspective affects the outcome of a regulatory benefit‐cost analysis rounds out the article and emphasizes the importance of perspective.  相似文献

Land application is one of the major methods of managing municipal sludge in China. The sludge is used for fertilizing and conditioning soil, but due to the high concentration of heavy metals and other chemicals that it contains, improper use of sludge will lead to the contamination of farmland soil. To provide guidance on the application of sludge in China, the Control Standards for Pollutants in Sludge for Agricultural Use (CSPSAU) were enacted, and implemented in 1985. Afterwards, the National Environment Quality Standards for Soil (NEQSS) were also formulated and put into effect in 1996. In this article, these two national standards were examined by means of exposure assessment. The main exposure pathway to humans that was considered was dietary intake of crops grown on the sludge-applied farmland. Five major types of agricultural crops (rice, wheat, tuber roots, vegetables, and fruits) and three groups of exposure population (the urban individual group, the rural sludge-applying individual group, and the rural sludge nonapplying individual group) were assessed. This case study in Tianjin, China, shows the necessity of reexamining the national standards of the CSPSAU and the NEQSS in the context of risk assessment. More comprehensive surveys and monitoring programs assessing heavy metals contained in farmland soils and crop tissues will be necessary for examining the risks to human health.  相似文献

Detection of heavy metals at trace or higher levels in foods and food ingredients is not unexpected given the widespread unavoidable presence of several metals in nature, coupled with advancement in analytical methods and lowering limits of detection. To assist risk managers with a rapid risk assessment when facing these situations, a metal dietary exposure screening tool (MDEST) was developed. The tool uses food intake rates based on the National Health and Nutrition Examination Survey 2005–2010 consumption data for the U.S. population two+ years and up and for infants age six months to <two years based on the Nestlé Feeding Infants and Toddlers Study, and existing exposure limits for several frequently detected metals (e.g., inorganic arsenic, cadmium, chromium, lead, and mercury). The tool has data entry fields for detected concentrations and includes algorithms that combine metal levels with consumption data to generate screening‐level exposure estimates, which it then compares to MDEST assigned default portions of the exposure limits in the risk characterization module. As a screening‐level tool, the risk assessment output is intentionally conservative, public health protective, and useful for a rapid assessment to set aside issues that are not of concern. Issues that cannot be readily resolved using this screening tool will need to be further evaluated with more refined input data that are tailored to the specific question or situation under consideration.  相似文献

The intake of Cd, methyl‐Hg, and Pb through consumption of black scabbardfish (BSF) (Aphanopus carbo) in Portugal as well as the associated probability of exceeding the respective provisional tolerable weekly intakes (PTWIs) was estimated. For this purpose, the contamination levels of heavy metals in this fish species were combined with constructed consumption scenarios or with a hypothesized consumption distribution. Whereas Cd and Pb posed no serious risk, the consumption of at least one portion of BSF per month as well as the hypothetical study in the Portuguese population produced nonnegligible probabilities of surpassing the PTWI for Me‐Hg. Risk assessment for Portuguese consumers revealed a higher risk regarding Me‐Hg, 1.19% and 1.81% with the plug‐in (PI) and the tail estimation (TE) estimators, respectively. On the other hand, the risk for Cd and Pb was less than 1 in 100,000. TE was more realistic and accurate for Cd and Pb. Concerning Me‐Hg, TE and PI estimators produced similar results. Furthermore, the limitations of a deterministic approach were shown.  相似文献

One of the common challenges for life cycle impact assessment and risk assessment is the need to estimate the population exposures associated with emissions. The concept of intake fraction (a unitless term representing the fraction of material or its precursor released from a source that is eventually inhaled or ingested) can be used when limited site data are available or the number of sources to model is large. Although studies have estimated intake fractions for some pollutant-source combinations, there is a need to quickly and accurately estimate intake fractions for sources and settings not previously evaluated. It would be expected that limited source or site information could be used to yield intake fraction estimates with reasonable accuracy. To test this theory, we developed regression models to predict intake fractions previously estimated for primary fine particles (PM2.5) and secondary sulfate and nitrate particles from power plants and mobile sources in the United States. Our regression models were able to predict pollutant-specific intake fractions with R2 between 0.53 and 0.86 and equations that reflected expected relationships (e.g., intake fraction increased with population density, stack height influenced the intake fraction of primary but not secondary particles). Further analysis would be needed to generalize beyond this case study and construct models applicable across source categories and settings, but our analysis demonstrates that inclusion of a limited number of parameters can significantly reduce the uncertainty in population-average exposure estimates.  相似文献

We develop a theory of parent‐child relations that rationalizes the choice between alternative parenting styles (as set out in Baumrind, 1967). Parents maximize an objective function that combines Beckerian altruism and paternalism towards children. They can affect their children's choices via two channels: either by influencing children's preferences or by imposing direct restrictions on their choice sets. Different parenting styles (authoritarian, authoritative, and permissive) emerge as equilibrium outcomes and are affected both by parental preferences and by the socioeconomic environment. Parenting style, in turn, feeds back into the children's welfare and economic success. The theory is consistent with the decline of authoritarian parenting observed in industrialized countries and with the greater prevalence of more permissive parenting in countries characterized by low inequality.  相似文献

A new risk assessment scheme was developed to quantify the impact of resuspension to infection transmission indoors. Airborne and surface pathogenic particle concentration models including the effect of two major resuspension scenarios (airflow‐induced particle resuspension [AIPR] and walking‐induced particle resuspension [WIPR]) were derived based on two‐compartment mass balance models and validated against experimental data found in the literature. The inhalation exposure to pathogenic particles was estimated using the derived airborne concentration model, and subsequently incorporated into a dose‐response model to assess the infection risk. Using the proposed risk assessment scheme, the influences of resuspension towards indoor infection transmission were examined by two hypothetical case studies. In the case of AIPR, the infection risk increased from 0 to 0.54 during 0–0.5 hours and from 0.54 to 0.57 during 0.5–4 hours. In the case of WIPR, the infection risk increased from 0 to 0.87 during 0–0.5 hours and from 0.87 to 1 during 0.5–4 hours. Sensitivity analysis was conducted based on the design‐of‐experiments method and showed that the factors that are related to the inspiratory rate of viable pathogens and pathogen virulence have the most significant effect on the infection probability under the occurrence of AIPR and WIPR. The risk assessment scheme could serve as an effective tool for the risk assessment of infection transmission indoors.  相似文献

We used a quantitative microbiological risk assessment model to describe the risk of Campylobacter and Salmonella infection linked to chicken meals prepared in households in Dakar, Senegal. The model uses data collected specifically for this study, such as the prevalence and level of bacteria on the neck skin of chickens bought in Dakar markets, time‐temperature profiles recorded from purchase to consumption, an observational survey of meal preparation in private kitchens, and detection and enumeration of pathogens on kitchenware and cooks’ hands. Thorough heating kills all bacteria present on chicken during cooking, but cross‐contamination of cooked chicken or ready‐to‐eat food prepared for the meal via kitchenware and cooks’ hands leads to a high expected frequency of pathogen ingestion. Additionally, significant growth of Salmonella is predicted during food storage at ambient temperature before and after meal preparation. These high exposures lead to a high estimated risk of campylobacteriosis and/or salmonellosis in Dakar households. The public health consequences could be amplified by the high level of antimicrobial resistance of Salmonella and Campylobacter observed in this setting. A significant decrease in the number of ingested bacteria and in the risk could be achieved through a reduction of the prevalence of chicken contamination at slaughter, and by the use of simple hygienic measures in the kitchen. There is an urgent need to reinforce the hygiene education of food handlers in Senegal.  相似文献

Management of contaminated sites is a critical environmental issue around the world due to the human health risk involved for many sites and scarcity of funding. Moreover, clean‐up costs of all contaminated sites to their background levels with existing engineering technologies may be financially infeasible and demand extended periods of operation time. Given these constraints, to achieve optimal utilization of available funds and prioritization of contaminated sites that need immediate attention, health‐risk‐based soil quality guidelines should be preferred over the traditional soil quality standards. For these reasons, traditional soil quality standards are being replaced by health‐risk‐based ones in many countries and in Turkey as well. The need for health‐risk‐based guidelines is clear, but developing these guidelines and implementation of them in contaminated site management is not a straightforward process. The goal of this study is to highlight the problems that are encountered at various stages of the development process of risk‐based soil quality guidelines for Turkey and how they are dealt with. Utilization of different definitions and methodologies at different countries, existence of inconsistent risk assessment tools, difficulties in accessing relevant documents and reports, and lack of specific data required for Turkey are among these problems. We believe that Turkey's experience may help other countries that are planning to develop health‐risk‐based guidelines achieve their goals in a more efficient manner.  相似文献

People's past experiences with a hazard theoretically influence how they approach future risks. Yet, past hazard experience has been conceptualized and measured in wide‐ranging, often simplistic, ways, resulting in mixed findings about its relationship with risk perception. This study develops a scale of past hazard experiences, in the context of tornadoes, that is content and construct valid. A conceptual definition was developed, a set of items were created to measure one's most memorable and multiple tornado experiences, and the measures were evaluated through two surveys of the public who reside in tornado‐prone areas. Four dimensions emerged of people's most memorable experience, reflecting their awareness of the tornado risk that day, their personalization of the risk, the intrusive impacts on them personally, and impacts experienced vicariously through others. Two dimensions emerged of people's multiple experiences, reflecting common types of communication received and negative emotional responses. These six dimensions are novel in that they capture people's experience across the timeline of a hazard as well as intangible experiences that are both direct and indirect. The six tornado experience dimensions were correlated with tornado risk perceptions measured as cognitive‐affective and as perceived probability of consequences. The varied experience–risk perception results suggest that it is important to understand the nuances of these concepts and their relationships. This study provides a foundation for future work to continue explicating past hazard experience, across different risk contexts, and for understanding its effect on risk assessment and responses.  相似文献

The U.S. Environmental Protection Agency's (EPA) Integrated Risk Information System (IRIS) database, the authoritative source of U.S. risk assessment toxicity factors, currently lacks an oral reference dose (RfD) for copper. In the absence of such a value, various health-based reference values for copper are available for use in risk assessment. We summarize the scientific bases and differences in assumptions among key reference values for ingested copper to guide selection of appropriate values for risk assessment. A comprehensive review of the scientific literature best supports the oral RfD of 0.04 mg/kg body weight/day derived by EPA from their Drinking Water Action Level. This value is based on acute gastrointestinal effects but is further supported by broader analysis of copper deficiency and toxicity.  相似文献

Over time, concerns have been raised regarding the potential for human exposure and risk from asbestos in cosmetic‐talc–containing consumer products. In 1985, the U.S. Food and Drug Administration (FDA) conducted a risk assessment evaluating the potential inhalation asbestos exposure associated with the cosmetic talc consumer use scenario of powdering an infant during diapering, and found that risks were below levels associated with background asbestos exposures and risk. However, given the scope and age of the FDA's assessment, it was unknown whether the agency's conclusions remained relevant to current risk assessment practices, talc application scenarios, and exposure data. This analysis updates the previous FDA assessment by incorporating the current published exposure literature associated with consumer use of talcum powder and using the current U.S. Environmental Protection Agency's (EPA) nonoccupational asbestos risk assessment approach to estimate potential cumulative asbestos exposure and risk for four use scenarios: (1) infant exposure during diapering; (2) adult exposure from infant diapering; (3) adult exposure from face powdering; and (4) adult exposure from body powdering. The estimated range of cumulative asbestos exposure potential for all scenarios (assuming an asbestos content of 0.1%) ranged from 0.0000021 to 0.0096 f/cc‐yr and resulted in risk estimates that were within or below EPA's acceptable target risk levels. Consistent with the original FDA findings, exposure and corresponding health risk in this range were orders of magnitude below upper‐bound estimates of cumulative asbestos exposure and risk at ambient levels, which have not been associated with increased incidence of asbestos‐related disease.  相似文献

While children are one of the groups at risk in disasters, they can also take an active part in disaster management, provided that the opportunity is given. This research examined the effect of disaster experience, disaster education, country, and city socioeconomic status on children's perceived risk and preparedness with a survey of 1335 children between 11 and 14 years old, in Nepal and Turkey. The survey used questionnaires and the pictorial representation of illness and self measure (PRISM) tool. Results showed that (1) children's risk perceptions were in line with their country-specific objective risks; (2) there were differences between the countries in relation to perception of risk for all the hazards except wildfire; (3) socioeconomic status had a statistically significant effect on children's perceptions of risk and preparedness for earthquakes, wildfires, that is, children who live in wealthier places had higher perceived risk and preparedness; (4) children in both countries showed similar trends in their knowledge of the correct protective actions to take in the event of a hazard occurrence. However, there is still room to enhance children's knowledge, in terms of safety behaviors, as the children selected many incorrect protective actions. There are important implications in terms of child-centered disaster management which hopefully will make life safer and help to create more resilience to disaster in society as a whole.  相似文献

Exposure assessment for food and drink consumption requires the combining of information about people's consumption of products with concentration data sets to provide predictions for chemical intake by humans. In this article, we present a method called nonparametric predictive inference (NPI) for exposure assessment. NPI is a distribution‐free method relying only on Hill's assumption . Effectively, is a postdata exchangeability assumption, which is a natural starting point for nonparametric statistics. For further discussion we refer to works by Hill and Coolen. We illustrate how NPI can be implemented to produce predictions for an individual's exposure based on consumption, body weight, and concentration data. NPI has the advantage that we do not have to assume a distribution to implement it. There may, however, be information available to suggest a distribution for a random quantity. Therefore, we present an NPI‐Bayes hybrid method where this information can be taken into account by using Bayesian methods while using NPI for the other random quantities in the model.  相似文献

Because of the high emissions of polycyclic aromatic hydrocarbons (PAHs) into the environment by the increasing number of vehicles in Beijing and the absorption of these PAHs onto particulates, the performance of a preliminary health risk assessment of the aggregate exposure to PAHs of urban citizens in daily life is very important. Urban dust can be used to examine the aggregation of atmospheric particulates from local pollution sources over a long time period and the direct exposure of the urban human population. The environment's correlative with clothing, dining, residing, and traveling in urban daily life was assessed using exposure‐receptor‐oriented analysis. The multipathway exposure model was used to simulate the lifetime exposure of a female citizen to PAHs in dust. All of the PAH concentrations in dust for each behavior and its correlative environment in Beijing were acceptable because all of the carcinogenic risks of PAHs in the dust were approximately 1.0 × 10–6. The dominant induced carcinogenic risks in the dust were Benzo(a)pyrene and Dibenzo(a,h)anthracene. The main carcinogenic risk routes for humans were dermal contact and oral intake, which contributed on average 99.78% of the risk. Indoor risk is especially important, as the decoration and height within the building were important impact factors for carcinogenic risk induced by indoor PAHs. For people living in an urban area, a healthy lifestyle includes less decoration per room, living on a low floor, wearing a respirator, and reducing exposed skin area when traveling.  相似文献

Exposure to chemicals from ingestion of contaminated soil may be an important pathway with potential health consequences for children. A key parameter used in assessing this exposure is the quantity of soil ingested, with estimates based on four short longitudinal mass-balance soil ingestion studies among children. The estimates use trace elements in the soil with low bioavailability that are minimally present in food. Soil ingestion corresponds to the excess trace element amounts excreted, after subtracting trace element amounts ingested from food and medications, expressed as an equivalent quantity of soil. The short duration of mass-balance studies, different concentrations of trace elements in food and soil, and potential for trace elements to be ingested from other nonsoil, nonfood sources contribute to variability and bias in the estimates. We develop a stochastic model for a soil ingestion estimator based on a trace element that accounts for critical features of the mass-balance equation. Using results from four mass-balance soil ingestion studies, we estimate the accuracy of soil ingestion estimators for different trace elements, and identify subjects where the difference between Al and Si estimates is larger (>3 RMSE) than expected. Such large differences occur in fewer than 12% of subjects in each of the four studies. We recommend the use of such criteria to flag and exclude subjects from soil ingestion analyses.  相似文献

Soil contaminated with heavy metals is a salient example of environmental risk. Consumption of vegetables cultivated in contaminated soil or direct ingestion of soil by small children can damage health. In contrast to other kinds of pollution or risks such as air pollution or exposure to ozone, the individual risk concerning soil contamination is highly dependent on the way one is exposed to the local source of risk. Thus, we wanted to know if risk perception varies according to the level of exposure. A quasi-experimental, questionnaire-based study was conducted in a community in northwest Switzerland, where the soil is widely contaminated. The level of contamination varies with the distance from the source of the contamination, a metal processing plant. We investigated the perception of risk of heavy-metal-contaminated soil by inhabitants with high-exposure levels (N= 27) and those with low-exposure levels (N= 30). Both groups judged the risk for oneself similarly whereas the low-exposure group, when compared to the high-exposure group, judged perceived risk for other affected people living in their community to be higher. Besides this exposure effect, risk perception was mainly determined by emotional concerns. Participants with higher scores in self-estimated knowledge tended to provide low-risk judgments, were less interested in further information, showed low emotional concern, and thus displayed high risk acceptance. In contrast, actual knowledge showed no correlation with any of theses variables. Judgments on the need for decontamination are determined by risk perception, less application of dissonance-reducing heuristics and commitment to sustainability. The desire for additional information is not affected by missing knowledge but is affected by emotional concerns.  相似文献

This article argues that “game‐changing” approaches to risk analysis must focus on “democratizing” risk analysis in the same way that information technologies have democratized access to, and production of, knowledge. This argument is motivated by the author's reading of Goble and Bier's analysis, “Risk Assessment Can Be a Game‐Changing Information Technology—But Too Often It Isn't” (Risk Analysis, 2013; 33: 1942–1951), in which living risk assessments are shown to be “game changing” in probabilistic risk analysis. In this author's opinion, Goble and Bier's article focuses on living risk assessment's potential for transforming risk analysis from the perspective of risk professionals—yet, the game‐changing nature of information technologies has typically achieved a much broader reach. Specifically, information technologies change who has access to, and who can produce, information. From this perspective, the author argues that risk assessment is not a game‐changing technology in the same way as the printing press or the Internet because transformative information technologies reduce the cost of production of, and access to, privileged knowledge bases. The author argues that risk analysis does not reduce these costs. The author applies Goble and Bier's metaphor to the chemical risk analysis context, and in doing so proposes key features that transformative risk analysis technology should possess. The author also discusses the challenges and opportunities facing risk analysis in this context. These key features include: clarity in information structure and problem representation, economical information dissemination, increased transparency to nonspecialists, democratized manufacture and transmission of knowledge, and democratic ownership, control, and interpretation of knowledge. The chemical safety decision‐making context illustrates the impact of changing the way information is produced and accessed in the risk context. Ultimately, the author concludes that although new chemical safety regulations do transform access to risk information, they do not transform the costs of producing this information—rather, they change the bearer of these costs. The need for further risk assessment transformation continues to motivate new practical and theoretical developments in risk analysis and management.  相似文献

Estimates of soil adherence to skin are required for assessment of dermal exposures to contaminants in soils. Previously available estimates depend heavily on indirect measurements and/or artificial activities and reflect sampling of hands only. Results are presented here from direct measurement of soil loading on skin surfaces of volunteers before and after normal occupational and recreational activities that might reasonably be expected to lead to soil contact. Skin surfaces assayed included hands, forearms, lower legs, faces and/or feet. Observed hand loadings vary over five orders of magnitude (roughly from 10–3 to 102 mg/cm2) and are dependent upon type of activity. Hand loadings within the current default range of 0.2 to 1.0 mg/cm2 were produced by activities providing opportunity for relatively vigorous soil contact (rugby, farming). Loadings less than 0.2 mg/cm2 were found on hands following activities presenting less opportunity for direct soil contact (soccer, professional grounds maintenance) and on other body parts under many conditions. The default range does not, however, represent a worst case. Children playing in mud on the shore of a lake generated geometric mean loadings well in excess of 1 mg/cm2 on hands, arms, legs, and feet. Post-activity average loadings on hands were typically higher than average loadings on other body parts resulting from the same activity. Hand data from limited activities cannot, however, be used to conservatively predict loadings that might occur on other body surfaces without regard to activity since non-hand loadings attributable to higher contact activities exceeded hand loadings resulting from lower contact activities. Differences between pre- and post-activity loadings also demonstrate that dermal contact with soil is episodic. Typical background (pre-activity) geometric mean loadings appear to be on the order of 10-2 mg/cm2 or less. Because exposures are activity dependent, quantification of dermal exposure to soil will remain inadequate until data describing relevant human behavior (type of activity, frequency, duration including interval before bathing, clothing worn, etc.) are generated.  相似文献

An ecological risk assessment (ERA) was conducted as part of the Baseline Risk Assessment of the Remedial Investigation (RI) for the Baxter Springs/Treece subsites, Cherokee County, Kansas Superfund site, a former metals mining site. Chemicals of potential concern were heavy metals associated with mine wastes and with base metal ore deposits that were characteristic of this area. An EPA-approved method was used to developed site-specific ambient water quality criteria. Ecological impacts were assessed using three complimentary approaches. First, potential chronic impacts were assessed by applying the toxicity quotient approach (i.e., a comparison of the measured concentration of site-related metals in surface water with calculated site-specific health-based criteria). Secondly, semi-quantitative comparative ecology data were used to provide a direct measure of impacts to key species. Finally, data on other factors (e.g., acclimation and tolerance evolution) that may affect the bioavailability and toxicity of site-related metals were also considered. Information from these three sources were used to obtain a realistic picture of actual and potential population- and community-level effects associated with exposure to mining-related metals.  相似文献
