According to births in the last year as reported in China's 2000 census, the total fertility rate (TFR) in the year 2000 in China was 1.22 children per woman. This estimate is widely considered to be too low, primarily because some women who had out‐of‐quota births according to China's one‐child family policy did not report those births to the census enumerator. Analysis of fertility trends derived by applying the own‐children method of fertility estimation to China's 1990 and 2000 censuses indicates that the true level of the TFR in 2000 was probably between 1.5 and 1.6 children per woman. A decomposition analysis of change in the TFR between 1990 and 2000, based on our best estimate of 1.59 for the TFR in 2000, indicates that about two‐fifths of the decline in the conventional TFR between 1990 and 2000 is accounted for by later marriage and less marriage, and three‐fifths by declining fertility within marriage. The analysis also applies the birth history reconstruction method of fertility estimation to the two censuses, yielding an alternative set of fertility estimates that are compared with the set derived by the own‐children method. The analysis also includes estimates of trends in fertility by urban/rural residence, education, ethnicity, and migration status. Over time, fertility has declined sharply within all categories of these characteristics, indicating that the one‐child policy has had large across‐the‐board effects.  相似文献

Between 1970 and 1990, China experiencoed a rapid and sharp fertility decline—from total fertility rates of approximately six births to two. The degree to which Chinese fertility has continued to fall after 1990 is controversial. We use survey data from the 1997 National Population and Reproductive Health Survey and from the 2001 Reproductive Health and Family Planning Survey to document recent trends in Chinese fertility. Our estimates provide further evidence that China's fertility is well below‐replacement level at the turn of the twenty‐first century—with TFR levels of approximately 1.5 children per woman. Trends in parity‐specific cohort fertility by age also suggest below replacement completed fertility for cohorts still in the childbearing years. In the article's second section, we identify key components of low period fertility in order to frame our discussion of two questions: 1) in what ways is Chinese low fertility different from/similar to that in other low‐fertility countries? And 2) what are the likely future trends in Chinese fertility?  相似文献

Inadequate data and apartheid policies have meant that, until recently, most demographers have not had the opportunity to investigate the level of, and trend in, the fertility of South African women. The 1996 South Africa Census and the 1998 Demographic and Health Survey provide the first widely available and nationally representative demographic data on South Africa since 1970. Using these data, this paper describes the South African fertility decline from 1955 to 1996. Having identified and adjusted for several errors in the 1996 Census data, the paper argues that total fertility at that time was 3.2 children per woman nationally, and 3.5 children per woman for African South Africans. These levels are lower than in any other sub-Saharan African country. We show also that fertility in South Africa has been falling since the 1960s. Thus, fertility transition predates the establishment of a family planning programme in the country in 1974.  相似文献

At its recent Fifth Plenary Session held in Beijing, the Eighteenth Central Committee of the Communist Party of China decided to abolish the one‐child policy and allow all couples to have two children, thus closing an important chapter of China's social and demographic history. Recent fertility trends make it clear why it is urgent to abandon this policy. Census and survey data show that China's TFR had already fallen below replacement in 1991. Since the mid‐1990s, TFRs in most years have been lower than 1.5 children per woman. Since 2010, even lower fertility rates have been recorded by the annual population change surveys. Since the mid‐1990s, fertility decline has been increasingly driven by generalized ideational changes resulting from the social, economic, and cultural transformation of recent decades. In recent years many couples who were entitled to have a second child have chosen not to do so. For this reason, the termination of the one‐child policy is unlikely to lead to a major upturn in fertility, but rather to the continuation of a low‐fertility regime with more diverse fertility patterns across different sub‐populations, a pattern that has been observed in many countries.  相似文献

By the late 1990s the average period total fertility rate in the developed world had declined to 1.6, a level substantially lower than projected in the 1970s and 1980s. This article examines recent trends and patterns in fertility in the developed world with particular emphasis on the effects and implications of changes in the timing of childbearing. The main objective is to demonstrate that while fertility in these countries is indeed low, women's childbearing levels are not as low as period measures such as the total fertility rate suggest. To obtain a full understanding of the various dimensions of fertility change. several indicators are examined, including period and cohort fertility by birth order and childbearing preferences. An analysis of these indicators demonstrates that period fertility measures in many developed countries are temporarily depressed by a rise in the mean age at childbearing. The distortion of the TFR is as great as 0.4 births per woman in Italy and Spain. These effects have been present in many developed countries since the 1970s and could continue for years into the future. But tempo effects are temporary, and once the postponement of childbearing ends—as it eventually must—the corresponding fertility‐depressing effect stops, thus putting upward pressure on period fertility. Countries with very low fertility and substantial tempo effects may well experience rises in fertility in the near future if the timing of childbearing stabilizes. Even if this happens, however, it seems unlikely that fertility will rebound to the replacement level.  相似文献

Between 1980 and 2000 total fertility in Kenya fell by about 40 per cent, from some eight births per woman to around five. During the same period, fertility in Uganda declined by less than 10 per cent. An analysis of the proximate determinants shows that the difference was due primarily to greater contraceptive use in Kenya, though in Uganda there was also a reduction in pathological sterility. The Demographic and Health Surveys show that women in Kenya wanted fewer children than those in Uganda, but that in Uganda there was also a greater unmet need for contraception. We suggest that these differences may be attributed, in part at least, first, to the divergent paths of economic development followed by the two countries after Independence; and, second, to the Kenya Government's active promotion of family planning through the health services, which the Uganda Government did not promote until 1995.  相似文献

The fertility transition in Thailand has been one of the most rapid among Asian countries that are yet to attain newly industrialized country status. In the early 1960s, the total fertility rate exceeded six births per woman; currently, it stands at 1.9 or slightly below replacement level. At present, it is hard to predict the future trend in fertility as this involves several factors that need much closer study, in particular, fertility preferences, changes in marriage patterns and the wider effects of the current economic crisis in Thailand. Rapid declines in fertility and mortality have had a profound effect on the age structure of the population, notably the increasing elderly proportion. Thailand now faces new challenges and priorities for population policy. Policy responses to concerns arising from below-replacement fertility will be much more complex and involve greater government activism, improved institutional capacities and more resources than in the past. This paper reviews the fertility transition in Thailand and looks at some consequences and policy implications of low fertility, with special reference to the family and the elderly population. Pakistan's population growth rate rose steadily from about 2.6 percent per annum in the early 1960s to a high of about 3.5 percent during the late 1980s. Since then it has declined to an estimated 2.1 percent for 2003. Growth rates calculated from the population censuses, which show a very different picture, are distorted by differential accuracy of enumeration. During the period of rising growth rates, fertility was constant at just under 7 children per woman while life expectancy at birth rose by nearly 20 years. Fertility decline began in the late 1980s, bringing the population growth rate down with it. Remarkably, there appears to have been little change in life expectancy over the past 15 years.  相似文献

Fertility trends in the 9 Eastern European socialist countries (Albania, Bulgaria, Czechoslovakia, German Democratic Republic, Hungary, Poland, Romania, USSR, Yugoslavia) are reviewed. Official policy in all these countries but Yugoslavia is explicitly pronatalist to varying degrees. Attention is directed to the following areas: similarities and differences; fertility trends (historical trends, post World War 2 trends, and family size); abortion trends (abortion legislation history, current legislation, abortion data, impact on birth rates, abortion seekers, health risks, and psychological aftereffects); contraceptive availability and practice; pronatal economic incentives (impact on fertility); women's position; and marriage, divorce, and sexual attitudes. The fact that fertility was generally higher in the Eastern European socialist countries than in Western Europe in the mid-1970s is credited to pronatalist measures undertaken when fertility fell or threatened to fall below replacement level (2.1 births/woman) after abortion was liberalized in all countries but Albania, following the lead of the USSR in 1955. Fertility increased where access to abortion was again restricted (mildly in Bulgaria, Czechoslovakia, and Hungary at various times, and severely in Romania in 1966) and/or economic incentives such as birth grants, paid maternity leave, family and child care allowances, and low interest loans to newlyweds were substantially increased (Bulgaria, Czechoslovakia, Hungary, and Poland to some extent, in the late 1960s and early 1970s, and the German Democratic Republic in 1976). Subsequent declines in Bulgaria, Czechoslovakia, Hungary, and Romania suggest that policy induced increases in fertility are short-lived. Couples respond to abortion restrictions by practicing more efficient contraception or resorting to illegal abortion. It is evident that the region's low birth rate is realized mainly with abortion, for withdrawal remains the primary contraceptive method in all countries but Hungary and the German Democratic Republic. It seems that cash incentives have advanced the timing of 1st and 2nd births without substantially increasing the 3rd births required to keep national fertility above replacement level. Demographic factors alone will most likely keep birth rates low in several Eastern European countries during the 1980s and the 1990s. Due to the low birth rates in the 1960s, there will be fewer women in the prime childbearing ages of 20-29 in at least Poland, Czechoslovakia, Bulgaria, and Hungary. It becomes clear that policy efforts to influence private reproductive behavior can only be moderately successful if the living conditions are such that women are determined not to have more than 1 or 2 children.  相似文献

Period fertility started to drop significantly below replacement in most Western European countries during the 1970s and 1980s, while most fertility surveys, value studies and opinion polls have found that the number of children considered ideal for society or for one's own family has remained above two children per woman. These surveys have led to the expectation that, sooner or later, period fertility would recover in Europe. The most recent data from the Eurobarometer 2001 survey, however, suggest that in the German-speaking parts of Europe the average ideal family sizes given by younger men and women have fallen as low as 1.7 children. This paper examines the consistency and the credibility of these new findings, which – if they are indeed indications of a new trend – may alter the current discussion about future fertility trends in Europe.  相似文献

By 1985, fertility rates in Europe were below the replacement level of 2.1 births/woman in all but Albania, Ireland, Malta, Poland, and Turkey, following a steady decline from a 1965 postwar peak well above 2.5 in Northern, Western, and Southern Europe and an erratic trend from a lower level in Eastern Europe. Natural decrease (fewer births than deaths) had begun already in Austria, Denmark, Hungary, and the Federal Republic of Germany and can be expected shortly in many other countries. According to current UN medium projections, Europe's population (minus the USSR) will grow only 6% between 1985 and 2025, from 492 to 524 million and 18.4% of the population in 2025 will be 65 and over. The decline to low fertility in the 1930s during Europe's 1st demographic transition was propelled by a concern for family and offspring. Behind the 2nd transition is a dramatic shift in norms toward progressiveness and individualism, which is moving Europeans away from marriage and parenthood. Cohabitation and out-of-wedlock fertility are increasingly acceptable; having a child is more and more a deliberate choice made to achieve greater self-fulfillment. Many Europeans view population decline and aging as threats to national influence and the welfare state. However, governments outside Eastern Europe, except for France, have hesitated to try politically risky and costly economic pronatalist incentives. As used in Eastern Europe, coupled with some restrictions on legal abortion, such incentives have not managed to boost fertility back up to replacement level. Immigration as a solution is unfeasible. All countries of immigration have now imposed strict controls, tried to stimulate return migration of guestworkers recruited during labor shortages of the 1960s and early 1970s, and now aim at rapid integration of minorities. Only measures compatible with the shift to individualism might slow or reverse the fertility decline, but a rebound to replacement level seems unlikely and long-term population decline appears inevitable for most of Europe.  相似文献

Recent estimates of fertility in Botswana suggest a rapid decline of more than two births per woman between 1981 and 1988. This paper proposes that the baseline fertility was overestimated but that nonetheless fertility declined by about one birth per woman during the 1980s. The decline in fertility was linked to a deterioration in social and economic conditions caused by a major drought in the early 1980s and to the increased availability of family planning services in the same period. Fertility apparently began to rebound in the late 1980s in response to improved conditions, which came about as a result of a successful drought relief program. Future declines in fertility depend on the continued success of the family planning program, particularly in rural areas.  相似文献

Using published data from the Australian vital registration and census systems, several time series are compiled: crude birth rates from the 1860s; fertility rates from the 1880s; age-specific and parity-specific measures from the 191Os; cumulative fertility measures by birth year of parent beginning with the 1890s; and cumulative fertility measures for marriages by year contracted from the 1910s.The decline in fertility to the 1930s, the upswing to 1961, and declines thereafter revealed by annual fertility measures show far more variation than do measures of total generation fertility—2.7 children per woman born in 1893–95, 2.3 1906–10, 2.8 1921–25, and perhaps 3.0 for women born in the 1930s. Both annual and generation measures show a younger age at parenthood, a decrease in childlessness, and progressively fewer large families. In the light of present experience, it seems not unreasonable to project generation fertility of 2.5 children, implying a crude birth rate of about 20 per thousand for the next fifteen years or so.  相似文献

Taiwan's decline in fertility is studied by using period parity progression ratios. Levels of marriage and motherhood are found to have been high and essentially constant though the late 1980s, suggesting that the decline has been due almost entirely to declines in second and higher order-births. Families with three or more children play an important role in maintaining the current level of fertility. The level of fertility would be even lower without these families. They contributed more than one-half child per woman to the total fertility rate during most of the 1980s. Total fertility rates computed from the period parity progression ratios indicate a substantially higher level of fertility than the conventional total fertility rate; they remained above or at replacement level through 1988. A formal demographic analysis suggests that the conventional total fertility rate has been depressed by shifts in age at childbearing.  相似文献

Russia has a history of pronatalist policies dating back to the 1930s. Two sets of pronatalist measures were implemented during the past 40 years. The one designed in the early 1980s proved to be a clear failure. Instead of raising fertility, completed cohort fertility declined from 1.8 births per woman for the 1960 birth cohort to 1.6 for the 1968 cohort. The government of President Putin became concerned with the dire demographic conditions of high mortality and low fertility in Russia in the 1990s and early 2000s. A comprehensive set of pronatalist measures came into effect in January 2007. The period total fertility rate increased from 1.3 births per woman in 2006 to 1.6 in 2011, which the authorities view as an unqualified success. An unbiased demographic evaluation as well as analyses of Russian experts reveals that apparently the measures mainly caused a lowering of the age at birth and shortening of birth intervals. It appears that any real fertility increase is questionable, i.e. cohort fertility is not likely to increase appreciably. The recent pronatalist measures are likely to turn out to be a failure.  相似文献

Because the 1970 Soviet Union census does not provide information on the age structure of men and women separately by sex and according to their ethnic affiliation, the 1959 USSR census data serve as the basis to infer knowledge about ethnic fertility. The model takes into account (1) the total number of births in 1960, estimated from the child-woman ratio in 1959, (2) the age structure of women in 1959, and (3) the assumed pattern of age-specific birth rates structured in terms of the modal age at childbearing and the length of the fertility age span. The results show that Ukrainians among the Slav populations ranked as the lowest with 2.07 children born per woman. Their total fertility contrasts with that of Kazakhs native to Central Asia, who reportedly according to Soviet sources had 7.46 children per woman in 1958-1959, and whose estimated rate is around 8.59 children. Extreme variations appear in the estimates of fertility among nationalities of the Caucasus region, Volga Basin, and to a lesser degree in Siberia. Official Soviet calculations of crude birth rates and age-specific rates for 15 Union Republics in 1967-1968 are transcribed and compared with the estimates for nationalities in 1959-1960. The same theoretical model used to generate the Soviet rates may be adapted under different assumptions to non-Soviet populations in other situations where the data are scanty or incomplete.  相似文献

China conducted its sixth modern census in 2010, recording a total of 1.34 billion people. This article presents an overview of the early census results. The data are of reasonable quality but contain some apparent defects where adjustments may be required. The census confirms that China has entered the era of demographic modernity and depicts the vast transformation of the country's rural‐urban distribution. Life expectancy has risen by 3–4 years in the decade since the last census, while fertility remains well below replacement—probably as low as 1.5 births per woman—and the sex ratio at birth is still significantly elevated. Low fertility and falling old‐age mortality are leading to continued and rapid population aging. Several coastal provinces grew by as much as 40 percent in the last decade, while a number of inland provinces have recorded population decline. China has reached an overall urban proportion of 50 percent.  相似文献

It is sometimes said that there is no population problem in the United States because the U.S. fertility rate is approximately at the replacement level of 2.1 children per woman. However the population of the United States increased in 1992 by approximately three million people. There are two major causes of continued population growth even when fertility is approximately at the replacement level. One is population momentum; the other is immigration. The low Fertility Trap Hypothesis proposes that there are three self-reinforcing mechanism--demographic,sociological and economic,working towards a downward spiral in future fertility.Once TFR drops below 1.5,it will be difficult to recover.The fertility recovery emerging in many countries across the world has changed the lowfertility trap theory and also the justification of the theory itself.So low-fertility trap is more likely a pattern summarized from a short-time phenomenon than a generalized social law.As with China,the current fertility level is above 1.5 births per woman,and China is not in the "Low-fertility trap".Moreover,most recent surveys suggests that current fertility intention in China is above 1.8 births per woman and more than60 percent of people would have a second child if there is an adjustment of fertility policy.In addition,birth postponement is still playing an important role in reducing TFR in China.Thus,with the high fertility intention,adjustment of family planning policy and decreasing tempo effect,TFR in China will experience upturn but not further decline in the near future.It is lack of evidence to conclude that China has already been or is going to be trapped in low fertility.  相似文献
