This paper explores the implications of globalization for social policy, and teases out those elements of globalization which have impinged most on it. Then it explores the most important ways in which globalization has had an effect on social policy. Seven issues are explored—the way in which globalization has highlighted and/or created new problems, its contribution to hollowing out the state, the way in which it has altered the balance of power between capital and labour, its contribution to stimulating an ideology of competitiveness, its re-establishing of the importance of trade in discussions about social policy and, finally, the way in which it has helped to make the maintenance of social order a new priority. The paper then explores the possibilities for supranational or regional social policy. It examines the case for moving towards such a policy and the problems of so doing.  相似文献

This article presents a position paper on Israel's benefits system. It was produced in the framework of a participatory action research with the collaboration of welfare services users and social welfare policy practitioners, academics, social practitioners, and social activists. Some 78 persons living in poverty, from various population groups, were asked, in group settings, to describe their experiences with the benefit system and services, their coping strategies, their perceptions and attitudes towards these services, and their recommendations for ways to improve them. The position paper which emerged from this process served as the basis for discussions between service users, social welfare policy practitioners, researchers, social activists and social practitioners at an academic conference. Issues such as benefits cuts, eligibility, and definitions of poverty are discussed and recommendations are presented.  相似文献

In the wake of Esping‐Andersen's and Pierson's landmark publications, comparative welfare state research has revolved around the retrenchment of social policy and the transformation of welfare state regimes. One of the chief problems of these studies is the treatment of time. Very often, changes are incremental and their real impacts are not immediately visible but take years or even decades before the consequences fully materialize. The purpose of this paper is to discuss those incremental processes—that consist of series of smaller “not‐system‐shifting changes”—which may gradually change central features of a welfare state. Pension programmes, spanning long time periods, provide a good example. Only in some rare cases were pension schemes reformed in one step and in such a way that one can definitely ascertain a system shift. Most changes, however, are gradual, and recurrently enacted minor adjustments seem to leave the basic principles of the scheme intact. In this paper pension reform policies in Germany and Finland will be used to answer the question of when a change is big enough to be labelled as a system shift. It is argued that small “not‐system‐shifting” changes of the last two decades will eventually alter the basic characteristics of old‐age security in both countries.  相似文献

This paper begins by reviewing several of the ways in which social inclusion has been conceptualized in the literature. The paper then explores these approaches in the context of the provision of preschool education in rural Scotland. Preschool education is viewed by government as a powerful weapon in the fight against social exclusion, but higher per capita costs in rural areas as well as the availability and cost of transport are major problems, raising questions in turn about inclusive models of provision. Moreover, many parents are sceptical about their ability to access preschool education for their children while also continuing their own engagement in the labour market (a central pillar of social inclusion policy). Issues of choice, quality and governance arise and these are discussed in depth. The paper concludes with some reflections on the concept of social inclusion in the light of this case study.  相似文献

India is a huge, poor, fast developing, centralized and increasingly unequal, democratic country. The core argument of this article is that these and other contextual factors have an impact on the way in which social policies are formulated and implemented. The focus of the article is on two such policies on food and primary education. Based on secondary material and own fieldwork, the shaping of these two policies is discussed and some major characteristics of the two social policy processes are highlighted. This analysis brings to light the existence of two paradoxes present in social policy processes in India: one related to the fact that social policies are important for regime legitimacy but nevertheless suffer from a lack of political commitment; the other related to the fact that centralized decision‐making goes together with the widespread involvement of local politicians in policy implementation. These two paradoxes, the article concludes, are the result of the wider context in which social policies are shaped and are hence not easily resolved.  相似文献

This article explores the way aspects of our approach to social policy in the UK have changed over the last 40 years – one academic lifetime and also, coincidentally, the lifetime of this journal – and the significance of six particular changes. More social problems have come to be seen as having a supra-national dimension: the scale and ramifications of problems are much better appreciated; the accepted territory of social policy has greatly widened; the state has lost people's confidence; we have come to see organizational and management issues as much more important; and the health of the economy has come to be regarded as a greater priority than the development of systems of social welfare.  相似文献

His massive textbook, Economics: A New Introduction, is in many ways the culmination of Hugh Stretton's work as a theoretician of the social sciences. From his first major publication in 1969, The Political Sciences, Stretton has wrestled with two major issues. One has been the nature of the social sciences, particularly the role of moral ideas in shaping the theory and practice of social inquiry. The second has been the relationship between social theory and social practice, particularly in terms of policy development. His first book was the most ‘academic’. Since then he has written more in response to the problems of the age than out of a desire to solve merely academic questions. Hence his involvement in issues of housing, the environment and, during the last decade and a half, economic policy. One of his favourite techniques has been to use ‘speculative history’, providing alternative futures to illustrate what he believes to be the consequences of particular policy choices.  相似文献

A major programme of health reform was announced in 2009. China is growing fast, and is beginning to engage with the international social policy community to discuss and review the consequences of rapid industrialization. As a specific part of social policy, health policy shares some of the characteristics of a policy area driven by the consequences of industrialization, but it also has its own particular features. This article reviews the general relationship between state and citizens in the health field by way of an introduction before focussing more specifically on Chinese patterns of health inequalities, and the pressures for reform. The 2009 reform of health policy and its dynamics are then presented, and the article concludes that there has been a deterioration in Chinese health policy, which threatens to undermine the benefits of economic growth for Chinese people.  相似文献

Parsell C, Jones A, Head B. Policies and programmes to end homelessness in Australia: Learning from international practice. Many welfare states throughout the industrialised world have recently implemented policies to achieve targeted reductions in homelessness. These policy and welfare initiatives differ across national contexts. They are similar, however, in moving away from social programmes that have essentially ‘managed homelessness’ towards interventions that seek to permanently end homelessness. Australia has recently adopted similar homelessness policy objectives. This article examines the manner in which Australian homelessness policy has been converging with international policy directions. More specifically, the article scrutinises Australian social programmes adopted from the UK and USA as a means to achieve strategic goals of reducing homelessness. It argues that although Australian homelessness policy objectives are converging with international policy, Australian programmes modelled on international successes do not have some of the elements shown elsewhere to be crucial for achieving sustainable reductions in homelessness. This may become central to explaining programme outcomes in future years. Efforts to improve the efficiency and responsiveness of public services by harnessing the self‐interest of professionals in state agencies have been widely debated in the recent literature on welfare state reform. In the context of social services, one way in which British policy‐makers have sought to effect such changes has been through the “new community care” of the 1990 NHS and Community Care Act. Key to this is the concept of care management, in which the identification of needs and the provision of services are separated, purportedly with a view to improving advocacy, choice and quality for service users. This paper uses data from a wide‐ranging qualitative study of access to social care for older people to examine the success of the policy in these terms, with specific reference to its attempts to harness the rational self‐interest of professionals. While care management removes one potential conflict of interests by separating commissioning and provision, the responsibility of social care professionals to comply with organizational priorities conflicts with their role of advocacy for their clients, a tension rendered all the more problematic by the perceived inadequacy of funding. Moreover, the bureaucracy of the care management process itself further negates the approach's supposedly client‐centred ethos.  相似文献

ABSTRACT

This paper provides a brief summary of China’s social policy in the last three decades by dividing it into two significant stages. It analyses the different policy orientations and concrete measurements in the two stages. According to the author, the changes and development of China’s social policy in the last three decades were, to a large extent, responses to the economic transition and the current socio-economic conditions. In the first stage, China’s social policy had to keep a low social welfare level to support the labour-intensive and foreign-trade oriented economic model in the 1990s. In the second stage, it had turned more to solve serious social problems and responded to the new economic and social challenges. After the fast development of almost two decades, China’s social policy is still facing big challenges. Several important issues for further social policy development are discussed in this paper.  相似文献

This paper seeks to compare and contrast the character of social policy in Australia with that in other OECD countries by focusing on the distinctive design features of the institutions constituting the wider context of Australian social policy provision. The three substantive sections of the paper successively summarize the distinguishing features of the institutional design of Welfare State provision in continental western Europe, Scandinavia and Australia; outline the wider institutional context of social policy in Australia; and examine the extent to which the distinctiveness of the institutional design of the Australian Welfare State has led to different patterns of policy outcomes from those in other nations.  相似文献

This paper examines parent participation in local Sure Start partnerships within the broader context of public involvement in policy‐making processes. Public participation is set against a background where an emphasis on participatory democracy is seen as a solution to shortcomings identified with policy‐making and implementation. However, the meaning of public participation is by no means straightforward and gives rise to problems at several levels. Many of these problems emanate from concerns with power and legitimation. While these concerns highlight important aspects of public participation in public and social administration, this paper, drawing on Foucault's concept of “pastoral power”, examines whether public participation is better viewed as a predictable part of governance in modern Western democracies where subjects need to be recruited to exercise power over themselves.  相似文献

This paper critically examines the ways in which social policy is said to be affected by globalization. The prevailing approach has been framed in terms of the impact of "external" economic forces on national welfare states. Globalization is said to undermine the economic and political conditions on which welfare states were built, erode national policy autonomy and force the marketization and residualization of welfare states. These predictions are found wanting on the grounds that they share many of the assumptions, and therefore also the faults, of "strong" globalization theory. A more nuanced account of the way in which social politics and social policy are affected by globalization is needed and a global governance perspective is outlined. This, it is argued, better captures the political and institutional environment in which social policy is formulated and implemented. It also recognizes the importance of "local" factors and their interaction with global ones in shaping political responses, including social policy, to globalization. The discussion highlights the enduring power of "local" forces—those which are at the level of and internal to states—and of politics and ideology in shaping the process of globalization and ultimately its implications for welfare states and social policies.  相似文献

Since the beginning of the 1980s, historical institutionalism has emerged as one of the most influential theoretical perspectives in social policy studies. Although their work is insightful, most institutionalist scholars tend to relegate policy ideas to the back of their theoretical constructions dealing with welfare state development. The objective of this paper is to show how institutionalist scholarship can pay greater attention to ideational processes without abandoning its core assumptions about the structuring impact of political institutions and policy legacies on welfare state development. If institutions truly influence policy‐making, policy ideas matter in and beyond the agenda‐setting process. Related to existing policy legacies, perceived problems mesh with policy alternatives grounded in a specific paradigm. When stressing the need to reform, and promoting new alternatives, policy entrepreneurs draw on existing ideological repertoires to frame these alternatives. The ability to successfully frame policy alternatives can become a decisive aspect of the policy process. A discussion of recent European and North American policy debates illustrates these claims.  相似文献

I this paper, I draw on recent research on the radically embodied and perceptual bases of conceptualization in linguistics and cognitive science to develop a new way of reading and evaluating abstract concepts in social theory. I call this approach Sociological Idea Analysis. I argue that, in contrast to the traditional view of abstract concepts, which conceives them as amodal “presuppositions” removed from experience, abstract concepts are irreducibly grounded in experience and partake of non‐negotiable perceptual‐symbolic features from which a non‐propositional “logic” naturally follows. This implies that uncovering the imagistic bases of allegedly abstract notions should be a key part of theoretical evaluation of concepts in social theory. I provide a case study of the general category of “structure” in the social and human sciences to demonstrate the analytic utility of the approach.  相似文献

Substantial literature exists around the variation of welfare policy development in liberal democracies. The contrast of the American welfare state to those in Europe has sparked significant analytical literature about which factors are most significant in the variation. The literature extensively examines many of these factors but has neglected the significance of social values. This article discusses values and policy development as a foundation for further studies linking specific values to policy and institutional development. First, I discuss theorists who have identified value orientation as significant to welfare state variation; second, I review the major comparative welfare state literature. Finally, I discuss the major variation categories through the lens of social values by identifying the significant value orientation of sample policy structures. Comparative welfare state literature benefits from elucidating the values orientation of welfare policies that define the welfare state typological categories. Including the role of social values in welfare state comparisons promotes greater understanding of the origins and trajectory of current policy. As countries transition from industrial to post-industrial knowledge economies, education and skills are crucial. Consequently, policy-makers around the globe have increasingly focused on social investment, that is, policies aiming to create, mobilize, or preserve skills. Yet, countries around the globe have developed social investments to different degrees and in highly different forms. Our goal is twofold: First, we introduce a new typology of social investment policies, distinguishing nine types along two dimensions: three distributive profiles (inclusive, stratified, targeted) and three functions (skill creation, preservation, mobilization). This differentiation allows fine-grained analyses of the causes and consequences of different kinds of social investments, thus offering a perspective to study the relationship between efficiency and inclusiveness in a way that goes beyond the mere discussion how social investment policies grosso modo affect inequalities (‘equalizing’ versus ‘Matthew Effects’). Second, we theorize on the politics of social investment. We argue that the interaction of policy legacies and socioeconomic factors is the main explanation for which functions of social investment policies are introduced, whereas their distributive profiles are crucially shaped by political coalitions. Hence, what are being considered are multicultural social policies — their goals and objectives as they have evolved over the past two decades. From the time that development of a National Disability Insurance Scheme arrived on the agenda of the Australian Labor Government's 2008 Ideas Summit, the lives of disabled Australian citizens have been widely discussed, consulted on, planned for and acted on. This discourse analysis (Fairclough 2003; 2010) critiques the ways in which disabled lives have been framed in these high profile policy debates, with detailed focus on two key policy documents. The Shut Out Report: the Experiences of People with Disabilities in Australia (2009) (2009) and Disability Care and Support (Productivity Commission 2011) are both grounded in extensive national consultations and provide significant evidence about the ways that disabled Australians talk about the problems they face and the solutions they advocate. The paper employs the well‐known recognition‐redistribution debate of Nancy Fraser and Axel Honneth (2003) to interpret the findings that narratives of suffering, burden and marginalisation predominate in current policy conversations. This tends to push out discussions concerning the non‐redistributive aspects of disability reform, potentially contributing to non‐integrationist discourse entrenched over 150 years of policies of segregation. Minority voices advocating social integration are present but muted. At this stage, their influence is undetermined.  相似文献
