This article examines parents' involvement in care order decision‐making in four countries at one particular point in the care order process, namely, when the child protection worker discusses with the parents his or her considerations regarding child removal. The countries represent different child welfare systems with Norway and Finland categorized as ‘family service systems’ and the USA as a ‘child protection system’, with England somewhere in between. The focus is on whether the forms and intensity of involvement are different in these four countries and whether the system orientation towards family services or child protection influences practice in the social welfare agencies with parents. Involvement is studied in terms of providing information to parents, collecting information from parents and ensuring inclusion in the decision‐making processes. A vignette method is employed in a survey with 768 responses from child protection workers in four countries. The findings do not show a consistent pattern of difference regarding parental involvement in care order preparations that align with the type of child welfare system in which staff work. The goal in each child welfare system is to include parents, but the precise ways in which it is carried out (or not) vary. Methodological suggestions are given for further studies.  相似文献

The lack of engagement of fathers by child welfare services is well‐documented in the literature as a serious problem. Towards addressing this problem, this paper reports the findings of interviews with 18 fathers about their involvement with child welfare services in Ontario, Canada. Qualitative analysis of the interviews yielded themes about what men saw as the positive and negative aspects of their involvement with child welfare. Positive aspects of service involvement for fathers included understanding and supportive workers, useful assistance from workers, being connected to useful resources and being given a ‘wake‐up call’. Negative aspects of service involvement included uncaring, unhelpful and unprofessional workers; prejudice against fathers; and experiencing the child welfare system as unresponsive, uncaring and rigid. Implications for practice are discussed with a view to improving the engagement of men in, and their experiences with, child welfare services.  相似文献

This paper presents the findings of a study that looked at social workers' perspectives on parental engagement in making the difficult choice of either taking the child into care or keeping the family together. The paper first explores the specific context of children at risk in Romanian society and explains that in this middle‐income nation there is an absence of evidence‐based risk assessment tools, which prompts social workers to use their own ‘common sense’ risk assessment indicators. The findings of this small‐scale, non‐representative study on several public non‐voluntary child protection services in Romania suggest that social workers' perceptions of specific dimensions of parental engagement in non‐voluntary child protection may influence service delivery decisions and outcomes.  相似文献

Using aggregated national data, this paper compares outcomes of Australian ‘child protection’ (CP) and Norwegian ‘child welfare services’ (CWS). We highlight each nation's context and key elements of their CP/CWS organizations, with emphasis on policy and programme orientation. System outcomes are examined along with the implications of their different approaches. The main policy focus in Australia is protection and risk, while Norway's systemic approach stresses prevention, early intervention and support. These differences influence practitioner's intervention strategies and how the needs of children and parents are met. In Norway, approximately 80% of the children in the CWS receive some sort of supportive services. In contrast, Australian services for supporting families are narrowly targeted. Both countries share the ‘best interest of the child’ principle and an increased focus on children's rights, and have experienced increased service demands and rates of children in out‐of‐home care. Children live in different contexts of protection and vulnerability when exposed to domestic violence. The negative impacts for many children are consistent and widely acknowledged. However, the implication that this requires men who use violence to address their fathering has been slower to emerge. This article draws from 69 in‐depth qualitative interviews with men, women, and workers across four men's behaviour change programmes in rural Victoria, Australia. Particular attention is given to men's attitudes to their fathering and the formal and informal consequences they experienced as a result of their violence and its impact on their fathering. Although most men came to recognize that their violence impacted their children, they failed to make the connection that the involvement of statutory child protection services in their lives was a direct consequence of their abusive behaviour. This article explores this disconnection by fathers who use violence, their attitude to the involvement of statutory child protection services, and identifies the implications for social work practitioners in addressing this issue.  相似文献

Shame is an underexplored and misunderstood emotion. It can be described as an acute awareness of one's flawed and unworthy self. It is the primary social emotion and one of our most intimate feelings developed within the context of our family of origin, which can have a devastating effect on an individual and their relationships. Social workers are routinely faced with issues of shame as an intrinsic consequence of the matters with which social work deals and also as a result of how both families and workers experience the child protection process. This paper outlines the research on shame and guilt to argue for a re‐evaluation of the key challenges faced by child protection social workers. It is argued that shame experienced by parents and carers potentially plays a significant role in these challenges, while it may be argued that ‘guilt’ has had a bad press and may potentially play an important role in the successes. An argument is made for a shame‐reducing child protection social work practice with some key themes for practitioners to consider in their attempt to improve the accuracy of assessments and intervention.  相似文献

A large body of child protection literature focuses on termination of parental rights, family reunification, and children's re‐entry into care as outcomes for children in foster care. Studies have investigated child, placement, family, and parent variables as predictors of case outcome. However, one important group of variables remains largely unstudied: factors related to parents’ service experience. Parents’ service experience includes parents’ perceptions of and involvement in the various services in which they must participate in order to recover their children from foster care (e.g. mandated treatment programmes such as substance abuse rehabilitation, parenting skills classes, etc.). The parental perspective on the foster care process is a critical element in the life of a child protection case, and its influence on case outcome must be explored. A brief review of the current literature on case outcome predictors is provided and parents’ service experience is highlighted as an area in need of investigation. Suggestions for the measurement of parents’ service experience are also offered.  相似文献

Ethno‐racial minority families who come in contact with child protection services face unique challenges that include different ideas about appropriate child rearing practices, possibly different definitions of child maltreatment, the possibility of racial biases and service provision that does not address their particular needs. Ethno‐racial minority immigrants encounter additional barriers to services associated with the challenges of settlement in a new cultural environment. Although considerable research has explored these issues, knowledge of the experiences of ethno‐racial families who have been in contact with child protection is limited. The current paper provides insights from a qualitative study that explored the experiences of one ethno‐racial group (South Asians) in Canada. Findings suggest a variety of reasons that families come into contact with the child protection system, and the characteristics of the sample highlight their difficult financial and employment circumstances. Themes include participants' desire to be better informed about the reasons for child protection involvement and about what they can expect from the worker and the agency. They also identified a wish for services that not only recognize their cultural diversity but also respond to the needs of the whole family. In‐home services were especially appreciated. The findings reveal the resilience and personal agency among participants that can be enhanced through strength‐based approaches to practice. Helping others, establishing community networks and developing needed services were avenues of resilience identified.  相似文献

This state‐of‐the‐art literature review, based on a literature search of multiple scientific bibliographic databases, aims to shed light on what is known about barriers and factors facilitating child participation within the child protection and child welfare services from both children's and social workers' perspectives. The personal relationship between the child and the social worker is mentioned as one of the most important facilitators for participation, although multiple barriers in creating this relationship are demonstrated by both children and case managers and social workers. In studies, children say they should always participate while social workers and case managers identify many situations where, according to them, participation is inappropriate. Professionals' objections to participation mainly stem from the socio‐cultural image of children as vulnerable and in need of adult protection, and a lack of understanding of what participation actually entails. Interventions to strengthen participation should be directed at making social workers and case managers aware that children are knowledgeable social actors.  相似文献

This paper reports on a qualitative study that used focus groups to gather data from the perspective of child protection workers on their experiences in providing services to clients with limited English proficiency (LEP). The goals of the study were to understand processes of relationship building and service provision that could contribute to improved practice. Focus groups are ideal in obtaining data on how a group deals with particular situations and for understanding their decision‐making processes. Measures to ensure rigour and trustworthiness were taken throughout the study. Findings provide rich and multilayered insights into the complexity of providing services for families with LEP showing that agencies use bilingual workers as well as interpreters for services. Participants noted, however, that services continued to be inconsistent with unclear guidelines and training about how and when to access interpreters. Lack of training for bilingual workers was also identified. Confidentiality issues, barriers to engaging with clients, problems with the quality of interpretation and role confusion together with benefits including interpreters being cultural and language ‘conduits’ and links to culturally specific services; enhanced communication decreasing the possibility of inaccurate assessments and lessening power differentials; and help with workload were noted.  相似文献

Statutory child protection has a long and contested history in domestic violence intervention where children are involved. The inadequacy of the response has been raised by researchers, women and their advocates for more than 20 years. In fact, Linda Gordon, in her classic analysis of the files of charitable agencies from 1880 to 1960, showed that violent men were ignored, women whose own lives were in danger were judged as inadequate when they failed to protect their children and ‘child rescue’ was frequently seen as the solution to protecting vulnerable children. The same issues continue to be raised today. The repetitive pattern points to the structured nature of the problem which goes beyond the intentions and practice of individual workers. A policy response and a cultural change is needed, which tackles not only the ‘age old’ but also some of the newer permutations of intervention in this area. This paper will explore aspects of this structured pattern and then draw from international research and projects which are grappling with positive changes to child protection intervention in this area.  相似文献

Social work in the United Kingdom is preoccupied with what social workers cannot do due to having limited time to spend with service users. Yet remarkably little research has examined what social workers actually do, especially in long‐term relationships. This paper draws from an ethnographic study of two social work departments in England that spent 15 months observing practice and organizational life. Our findings show that social work some of the time has a significant amount of involvement with some service users and the dominant view that relationship‐based practice is rarely achieved is in need of some revision. However, families at one research site received a much more substantial, reliable overall service due to the additional input of family support workers and having a stable workforce who had their own desks and were co‐located with managers in small team offices. This generated a much more supportive, reflective culture for social workers and service users than at the second site, a large open plan “hot‐desking” office. Drawing on relational, systemic, and complexity theories, the paper shows how the nature of what social workers do and culture of practice are shaped by the interaction between available services, office designs, and practitioners', managers', and service users' experiences of relating together.  相似文献

During the Covid-19 pandemic, social workers played an essential role in helping people understand what was happening and cope with new unforeseen difficulties, even carrying out new tasks and activities. Social workers were asked to redefine their work methods to maintain aid relationships with families. This reorganization was complex and challenging for child protection services. The paper will discuss the results of a qualitative research project aimed to describe the Italian child protection social workers' functions during the Covid-19 pandemic. Three online focus groups were conducted with child protection social workers. These focus groups helped researchers explore the new organization of social workers' work in child protection services, which was aimed at maintaining their role and performing the new tasks they need to carry out to support families and children. Three main areas of discussion emerged from the qualitative analysis: (1) postponed and maintained activities; (2) remote work advantages and challenges; and (3) new professional learning.  相似文献

This paper presents the results of a study comparing the impacts on helping relationships of locating front‐line child protection service providers in central locations or in accessible school and neighbourhood service delivery sites. Creating easier access to front‐line child protection service providers, fostering more positive community perceptions of child welfare services, improving client and service provider satisfaction with helping relationships and services, and increasing families' willingness to ask for help were core objectives at the accessible sites. Using a quasi‐experimental outcome design, file reviews and qualitative interviews with service providers and parents, this study presents evidence that accessible sites had substantial success in achieving these objectives when compared with central service delivery locations.  相似文献

Researchers who undertake parental perception studies agree that the views of the parents can offer valuable insights in relation to child protection work. Respondents to such studies and others who have shared their experiences of child protection investigations are usually mothers. Taken together, this body of work sheds light on some very private, emotive and often painful experiences of child protection intervention and its impact. This article lends my voice to this literature and gives further insight into the ways a mother can experience a child protection investigation. Drawing upon one incident – a swelling on a baby's head – this article draws attention to my feelings and emotions as the baby's mother. Despite a co‐operative social worker–client relationship and case closure, my analysis draws attention to issues concerning power imbalances and the concept of ‘secondary victimization’ to explain the awfulness of my experience and my convoluted emotional disquiet. The article proposes that more attention is directed to the negative feelings and emotions experienced during the investigative process through further research.  相似文献

Understanding the dynamics of custodial conflicts is important for reducing the level of such conflicts and improving the upbringing conditions for the children involved. The parents in these cases care for children living in two households, and our approach therefore draws on the knowledge of how ‘ordinary’ parents proceed in sharing care within and between locations. The paper is based on qualitative interviews with 15 Norwegian parents who were in contact with the child protection service during their custodial disagreements, indicating a high level of conflict and concerns about inadequate care. When describing and reflecting upon their practices of care, the parents speak from two main positions: as a concerned parent or an accused parent. These positions imply different approaches on how to share care, which offer insight into the mechanisms of getting stuck. Although the concerned parent worries about the child's well‐being while staying with the other parent and thereby aims to take a continuous responsibility across households, the accused parent perceives the co‐parent's involvement as undue and negotiates increased distance in parenting. Focusing on practices of care may contribute to turning the attention away from conflicts between former partners and towards the child's situation.  相似文献

This paper draws on research into child welfare services in France, Germany and England which compares the subjective experience of mothers who have been in contact with family support and child protection agencies in the three countries. The mothers' stories suggest that successful help‐achieving strategies differ according to the nature of the child welfare regime, and that behaviour which is effective in getting a good response in one country may work less well elsewhere. The stories of two mothers in each of the countries have been chosen to demonstrate how the structures of different social welfare regimes affect the efforts of welfare users to get the help they need.  相似文献

This paper sets out findings from a statistical exploration into services arising from child protection referrals which became open cases allocated to local authority child care social workers employed by a large local authority social services department in South Wales. The workers operate from six local authority family centres located in areas of high social need. They offer a range of family support services as well as carrying out child protection investigations and related activities. In analysing the data a probability ratio was created to identify which offered services were more likely to be taken up. An activity index for services offered and taken up was then constructed followed by an attempt to delineate families' likely orientation to a family support or 'protection and control' mode of intervention. This is achieved by creating a simple range of lower and upper bounds of perception by imputing service orientation from the position of three 'representative individuals': a 'very suspicious client', a 'neutral third party', and a 'very optimistic social worker'. These three positions allow manipulation of the questionnaire data to estimate the probable interpretation of services from provider and recipient standpoints. From these sources parameter estimates to explore key variables associated with worker views about the sufficiency of their service in relation to family support and/or more controlling forms of intervention are deployed. The study suggests that child protection cases receive a family centre service strongly orientated to support rather than a narrow policing activity. However, there remain some notable differences of perception between worker and 'representative individuals' that imply potential difficulties over the role of local authority family centres.  相似文献

As there are a number of high‐profile public inquiries into child death tragedies, ‘information sharing’ has now become a moral and political imperative across England and Wales for improving the welfare and protection of children. This paper discusses multi‐agency information practices, at the stage of referral, which were observed and documented in the day‐to‐day practice of child protection work. Drawing on transcribed, professional narrative accounts, a ‘jigsaw’ metaphor is used to describe the process of piecing information together to ascertain a ‘full’ picture of children and families lives. However, these accounts highlight that there is something of a mismatch between the jigsaw, as articulated in the conceptual abstract accounts, and jigsaw practices operating on the ground. It is argued that abstracting professional information practices from situated contexts creates impoverished understandings of these practices. Thus, reported findings in this paper highlight the inherent complexities of jigsaw practices in the ‘everyday’ of child protection work, which challenges objectivist assumptions about a stability of meaning, and further highlight that the ‘endpoint’ of reaching a ‘full’ picture of a child's life is not fixed, nor does it have the same meaning for all professionals, but rather it is a complex process involving sense‐making, translation in context and organizational relevance.  相似文献

This paper argues that child protection organizations intent upon tackling low retention rates and enhancing the services they offer to children and families must pay greater attention to the emotional life of the organization and to enabling workers to manage the intrusiveness of the work. Findings from in-depth qualitative interviews with child protection workers and supervisors are reported in the form of a story about the insider's experience of the organization. The consequences of working in an organizational culture that denies opportunities for workers to understand and manage the emotional toll of the work are explored. While reporting on research and work undertaken with Australian child protection workers between 1997 and 2002, the view is expressed that these ideas have current relevance to many organizations in the health and welfare field whose core business involves workers coming into contact with individuals in complex, uncertain and ambiguous situations. The paper looks at what needs to change about organizational structures such as supervision to promote learning within a more healthy organizational culture. A clear message from senior managers and politicians to workers that the organization endorses the open expression of feelings, doubts and uncertainties is pivotal.  相似文献
