Serials and the OCLC Acquisitions Subsystem

Abstract

Academic library consortia, faced with requirements of assessment and accountability, are increasingly pressured to measure the impact of their networked electronic services. Studies on usage of electronic library resources and electronic journals, in particular, proliferate; relatively few focus on the academic library consortium. This paper gives an overview of one assessment tool, MINES for Libraries®, as implemented in the Scholars Portal service of the Ontario Council of University Libraries (OCUL). The novel contributions of this study are twofold: firstly, the creation of peer groups within an academic consortium for comparison purposes, and secondly, the use of regression analysis to explore the correlation between usage and three separate variables outside the MINES survey — library print holdings, library acquisitions budget, and sponsored research revenue.

The Internet, Google, e-journals, packages, e-books and patron driven acquisitions have all been perceived as “a threat to libraries as we know them.” Yet, in spite of these developments and under the weight of chronic budget pressures, the typical academic library now offers more users better access to more content and services than ever before. In this session we will look at how librarians and the vendors that serve them have responded to these “threats” to their future to create new and improved services.     

Batten Down the Hatches! Collection Management in Rough Seas

Abstract

Rising rates in publishing combined with flat funding can make it challenging to maintain the library’s collection within an academic library. Add in university-wide funding reductions, and libraries must further reduce expenditures to balance the budget. This article will present a case study on the steps and initiatives deployed at the William E. Laupus Health Sciences Library to address impacts to the library’s collection budget for fiscal year 2020. Issues covered will focus on the decision-making process, working with vendors, and communicating with library stakeholders.     

Tools of the Serials Trade

Abstract

Many university libraries are facing budget flat-lines or reductions. While finding ways to reduce or reallocate a libraries budget is not new, the planning processes within this article merit consideration, especially for small and medium-sized libraries. Librarians must build and maintain strong relationships with constituencies and be forthright in sharing information so that joint decisions can be made. Developing a strategic plan to address the budget shortfalls and having an effective communication plan are keys to the successful outcome of any budget reduction or reallocation process. This article details the strategies and implementation of one university library.     

Is Check-In Checking Out?

Abstract

Technological innovations have made changes in library procedures commonplace. Nonetheless, many librarians have been startled by the University of Nevada at Reno's decision to quit checking in print serials. Four serialists address the future of serials acquisitions in light of the technological advances that continue to transform library procedures. Serials Review 2003; 29:224–229.     

Beyond Library Software: New Tools for Electronic Resources Management

Abstract

The boom in easy-to-use Web-based software has inspired some libraries to adapt tools that were not designed for the library market to meet their needs in new and creative ways. This column will explore three examples of academic libraries that have used mainstream technologies to create new approaches to managing electronic resources acquisitions, workflows, and metadata. Each case study highlights a particular software platform, describes the decision to adopt the software, details the implementation process, and explores strengths and weaknesses of each tool.     

Perspectives on Library Reorganization

Abstract

In the last 20 years, libraries have continued to see changes in information delivery options, technologies, and academic and information environments. This column examines the multifaceted ways in which librarians have responded to change with reorganization projects at various levels, using a variety of strategies to address challenges such as budget cuts, insufficient personnel, and the general need to remain agile, flexible, and responsive to the changing needs of library users.     

Serials Spoken Here - Reports of Conferences,Institutes, and Seminars

Abstract

This column includes reports on sessions from the American Library Association Midwinter Conference 2019, with a report on how libraries can be part of a shared community with developers and users through the use of future of libraries, is open (FOLIO) library services platform and a report reflecting on future technological developments. Additionally, conference reports from the 14th Annual Electronic Resources & Libraries Conference, which includes reports on implementing troubleshooting training programs for public services staff and using budget cuts as an opportunity to generate goodwill. The remaining reports are from American Library Association Annual Conference 2019, which includes a report about the parallels between managing campaigns and managing an integrated library system (ILS) migration, how to improve a collection development plan with resources about Cheyenne and Arapaho people, and an exploration of the challenges of hosting student and faculty journals.     

The Conversation of Scholarship

Abstract

At its core, scholarship is a long, threaded, multiparticipant conversation. Scholars, students, librarians, and publishers all are engaged. There are side conversations addressing specific fields and larger conversations asking probing questions about the nature of scholarship as a whole. Librarians’ contributions to the broader conversation have not always accounted for our side conversations, among ourselves or with other participants. Our choices in acquisitions, our choices in services, even our choices in library job titles and responsibilities signal and shape the scholarly conversation in ways that are often opaque. It is imperative that we openly acknowledge the influence and impact of our side conversations to ensure our full participation in the conversation of scholarship.

Abstract

A collection manager and an acquisition librarian discuss difficult decisions to be made regarding electronic resources and associated value-added services. Balancing budget constraints with patron demands for easy access to information requires librarians to reevaluate assumptions about the electronic products and associated services that have quickly become staples of library life, even as these staples become increasingly untenable. The authors scrutinize the cost/benefit of continuing value-added services, such as providing access to abstracting and indexing tools and full MARC cataloging records of journal titles, as well as considering the adoption of new services such as federated search engines and link resolvers.     

Administrative Metadata to Support the Acquisition of Continuing E-Resources

Abstract

What is administrative metadata? Why is it important? How are libraries handling administrative metadata for continuing electronic resources? What ILS vendors have products available? This article describes solutions developed by four academic libraries to manage administrative metadata and access to electronic resources. Pennsylvania State University Libraries and Massachusetts Institute of Technology Libraries developed systems that track the acquisitions process and provide access to e-resources. Stanford University Libraries focused on providing access to electronic resources. The Tri-College Consortium (Bryn Mawr, Haverford, and Swarthmore Colleges in Pennsylvania) created a database to track the licensing aspect of the acquisitions process. The article also describes efforts currently underway to develop standards and best practices for managing electronic resources. Serials Review 2003; 29:276–281.     

Shared Insights,Shared Collections

Abstract

Whitney Jordan, acquisitions librarian at Western Carolina University (WCU), presented “Shared Insights, Shared Collections” at the 28th Annual North Carolina Serials Conference. In her presentation, Jordan discussed the experiences of WCU and the Western North Carolina Library Network (WNCLN) in a consortium-based evidence-based acquisitions ebook pilot project. The three WNCLN consortium institutions partnered with Taylor & Francis to design an evidence-based ebook program, customized to each institution’s needs. Jordan emphasized the need for strong communication and effective project management in any collaborative collections project.

Web 2.0, Library 2.0, and the Hyperlinked Library

Abstract

Discussions surrounding the concepts of Web 2.0/Library 2.0 are increasing among the library community. This column outlines key principles behind Web 2.0 and provides a brief explanation of social tools, such as blogs, RSS feeds, podcasting, and wikis. The author also provides specific uses and applications of these tools within the library environment to illustrate the Library 2.0 concept. An open framework for library communication or hyperlinked library can result if Library 2.0 philosophies are fully utilized.     

SR visits: bringing electronic access to the census bureau library

Abstract

The United States Census Bureau Library, acting on a study commissioned in 2002, has undertaken to improve electronic access for their patrons. The library provides e-journal and database access. The staff relies on usage statistics from these resources to sharpen the focus of the collection. Through an aggressive outreach program Census Bureau employees learn about these new products and services. Future plans include adding more e-journals, an open OPAC, and a new library building.

Johnson describes changes in library journal literature topics over the past one hundred years, with a focus on the period between her first Balance Point column in 2003 and this one, her last. She reminisces on her experience as a Balance Point column editor.     

The Art of the Win-Win Deal

Abstract

“The Art of the Win-Win Deal,” presented by Rob Ross, executive director of NC LIVE, discussed the art of negotiation from both perspectives: the library and the vendor. Ross negotiates with vendors on behalf of over 200 libraries in North Carolina.     

The Hard Task of Soft Skills: Project Management for the Materials Review Process

Abstract

This article summarizes a presentation given by Kurt Blythe and Jennifer Solomon at the 28th annual North Carolina Serials Conference in 2019. Blythe and Solomon were brought on to lead a project to review resources in anticipation of budget constraints in 2018 and 2019. The presentation sought to answer why libraries should apply project management principles in such a situation and what the presenters learned from their experience and offered tips to any audience members considering applying project management practices to their own work.     

An Interview with Three Members of the Kate Sharpley Library

Abstract

Jessamyn West interviews three members of the Kate Sharpley Library, a library, reference service, and publishing association that provide access to information about anarchism and anarchist history. The library was founded in South London in 1979 and is now a distributed project, including locations in California and South London and working members in Ireland.
