Skilled migration has become a major element of contemporary flows. It has developed in scale and variety since the 1930s and now takes many forms, including “brain drain”, professional transients, skilled permanent migrants and business transfers. Nevertheless, the data are poor, inconsistent and usually not differentiated by sex. The importance of policies, both national and regional, to control the movement of skilled migrants has escalated. Receiving countries have come increasingly to see the benefits from admitting skilled workers and have adjusted their permanent and/or temporary migration laws/policies to facilitate entry, usually on the proviso that it does not disadvantage their own workers by taking away their jobs. Another set of policy frameworks within which skilled migration is occurring is regional blocs. The experience of the European Union (EU) in promoting the flow of skilled labour, movement in this direction in the North American Free Trade Agreement (NAFTA), Mercosul, the Closer Economic Relations (CER) Agreement between Australia and New Zealand and the Asia Pacific Economic Cooperation (APEC) Forum are analysed. The article poses two sets of issues facing sending and receiving countries. For sending countries they are: whether to free up or tighten migration; whether to support temporary skilled flows; whether to introduce protective or preventive measures to stem skilled emigration; how to encourage the return of skilled nationals; and whether/how to pursue compensation from post-industrialized countries. For receiving countries they are: whether to encourage temporary or permanent skilled immigration; the level of entry to permit/promote; how to select/process skilled immigrants; whether/how to protect the jobs of locals; and how they ensure the successful labour market integration of skilled immigrants. The article argues that the neo-classical view that skilled migration leads to overall improvement in global development does not apply. “Brain waste” or “wasted skills” occur frequently, to the detriment of both individuals and nations. Improved data and constructive dialogue on skilled migration are needed. Within both regional and international contexts, countries have obligations and responsibilities towards each other which need to be taken seriously.  相似文献

Globalization and the advent of the knowledge economy have created a new context where there is a greater demand for the highly skilled, especially in the information technology (IT) industry. High–skilled migration has become increasingly more complex, even if in recent years the term "brain drain" has become a generic reference to "high–skilled migration" of all types. It has also become clear that brain mobility does not automatically translate into "brain drain", and that impacts vary by the types of skills held by migrants.
The meeting demonstrated that while much is known about high–skilled migration and its effects on source countries, there is also a great deal yet to be learned in a dynamic environment. Many participants deplored the lack of reliable data, which makes it difficult to know what is really going on and to establish appropriate policies. Clearly, there are an array of policies that can offset possible adverse effects of skilled mobility and even leverage the flow into positive outcomes for source countries. A key element is improvement of the population's general level of education. Low levels of skills keep average labour productivity and wages low and therefore retard development. Long–term strategies to promote economic growth are needed to enable developing countries to retain and draw back their highly skilled and address the negative effects of the brain drain. Migrants themselves can play an important role through their remittances, diaspora networks, and own willingness to return – at least temporarily — to share their skills and contribute to economic progress. Finally, destination countries can facilitate the process through policies that promote circulation of highly skilled migrants.  相似文献

Existing high levels of temporary migration between Central and Eastern Europe and the European Union (EU) have highlighted a number of concerns relating to the eastern enlargement of the Union. While much of the debate has focused on the destinations, we use Slovakia as a case study to explore economic implications for the countries of origin of highly skilled migrants. First, the paper examines estimates of the scale of “youth brain migration”, comparing survey‐based and expert‐opinion estimates with our own estimate based on reconciling labour market and educational data. This identifies a substantial loss of graduate workers from the labour force through migration, accounting for a potentially significant proportion of Gross Domestic Product (GDP) growth. Second, we consider whether such migration will constitute “brain drain/overflow” or “brain circulation”: in other words will it be temporary or permanent? In some ways, however, this is a false dichotomy, for there are strong links between initial temporary migration and intended permanent migration, explored here through a survey of the motivations and social networks of returned migrants. Third, we address the ability of national states to intervene to mediate such losses. We generally concur with other commentators on the need for a multi‐scalar and multi‐functional approach, focusing especially on economic development. However, we are pessimistic about the likely speed of economic convergence and, moreover, argue that initial temporary migration (with implications for permanent migration) will continue to be driven by non‐economic goals.  相似文献

This study examines the impacts of immigration policies adopted by the Korean government, vis‐a‐vis other economic, social, demographic, and political factors, on labour migration from developing countries to South Korea using a modified gravity model. The model is extended to marriage‐related migrants to gain insights on marriage migration. The positive results in three out of the five immigration policies examined affirm that liberal policies are associated with increased migration, especially for preferred groups like ethnic Koreans, marriage migrants, and professionals. The positive effects of “push” factors such as population, unemployment, and inflation are generally similar to their effects on migration to the US, Canada, Germany, and the UK despite its more rapid transition from a migrant‐sending into a migrant‐receiving country. Political terror's non‐significance may be due to South Korea's limited asylum policy. Finally, the results of the extended model imply that marriage migration share plenty of similarities with labour migration.  相似文献

During the last half of the twentieth century the Latin American sub‐continent, historically a region of immigration, became one of emigration characterized by intra‐regional movements and movements towards the developed world, particularly the US. The emigration of highly skilled resources was a new phenomenon in the 1960s and debate on “brain drain” took a significant place in academia and in international organizations. In recent years, within the context of intensification of the globalization process and by virtue of the drive for technological development and the subsequent demand for specialization, the issue has returned to both the arena of political debate and to the academic world. This article presents an analysis of trends in Latin American migration in the context of the new situation. It discusses whether there is a continuation of the “brain drain” phenomenon or the emergence of a trend towards “brain exchange” or “brain circulation”, as appears to be occurring in other parts of the world.  相似文献

Recent research points to a growing gap between immigrant and native‐born outcomes in the Canadian labour market at the same time as selection processes emphasize recruiting highly educated newcomers. Drawing on interviews with well‐educated men and women who migrated from countries in sub‐Saharan Africa, this paper explores the gendered processes that produce weak economic integration in Canada. Three‐quarters of research participants experienced downward occupational mobility, with the majority employed in low‐skilled, low‐wage, insecure forms of “survival employment”. In a gendered labour market, where common demands for “Canadian experience”, “Canadian credentials” and “Canadian accents” were uneven across different sectors of the labour market, women faced particular difficulties finding “survival employment”; in the long run, however, women’s greater investment in additional post‐secondary education within Canada placed them in a somewhat better position than men. The policy implications of this study are fourfold: first, we raise questions about the efficacy of Canadian immigration policies that prioritize the recruitment of well‐educated immigrants without addressing the multiple barriers that result in deskillling; second, we question government policies and settlement practices that undermine more equitable economic integration of immigrants; third, we address the importance of tackling the “everyday racism” that immigrants experience in the Canadian labour market; and finally, we suggest the need to re‐think narrowly defined notions of economic integration in light of the gendered nature of contemporary labour markets, and immigrants’ own definitions of what constitutes meaningful integration.  相似文献

This paper addresses the invisibility of the post‐1990s irregular migration flows from Bulgaria to Turkey in the literature despite the increasingly significant number of such migrants. I suggest that this invisibility stems partially from a problem of classification that has to do with implicit suppositions about ethnicity and migration. The post‐1990s Turkish immigrants from Bulgaria are not specified in accounts of irregular migrant flows directed towards Turkey since they are assumed to belong to the category of ethnic “return” migrants: Because of their ethnic identity as Turkish, all Turkish migrants from Bulgaria tend to get considered as part of the intermittent “return” migration waves from Bulgaria, the most notable and well‐known of these being the fight of more than 300,000 Turks in 1989. However, while the ethnic affiliation of the post‐1990s migrants from Bulgaria renders them invisible as irregular migrants within scholarly migrant typologies, the same ethnic affiliation does not necessarily work to their advantage when it comes to their legal and social reception in Turkey. Based on ethnographic fieldwork that prioritizes micro‐level analysis from below, the paper demonstrates that the self designated ethnic affiliation of these migrants, counterpoised against their social marginalization as “the Bulgarian” domestics, heightens the paradoxes of belonging and affects migration strategies. The paper thus underscores the significance of ethnic affiliation as a factor that needs to be adequately taken into account in describing the present and in assessing the future of this particular migratory pattern.  相似文献

A profound political tension between Turkey and Germany has gained an overall dimension on the political agenda of the intra-European migration discussion since 2016. As close trade partners, Turkey and Germany became gradually political adversaries on different issues. 2016 and the following years marked a turnover in the already worsened mutual relations. A series of political issues such as recognising the Armenian genocide in 1915, open allegations and critical views against the Turkish President and prohibition of election campaigns for Turkish government politicians in Germany had driven political relations between the two countries to nadir. This obscure situation led the Turks of Germany (The phrases “Turks of Germany” or “Turkish migrants” are persons with migration background from Turkey who still bear Turkish citizenship or formerly were Turkish citizens. This group's ethnic or confessional identity is not recognised; their legal status and country of origin are preponderant.), who have close ties to their ancestors’ homeland and consider Germany as the centre of their lives, nolens volens into a limbo situation. Within the “guest-worker program” framework in the second part of the 20th century, highly industrialised countries of Western Europe recruited migrant workers from different countries. This workforce should perform mostly blue-collar labour in the receiving countries. After six decades of Turkish presence in Germany, the grandsons and granddaughters of the former guest workers are well-represented in almost every sector of the society. However, their loyalty and integrability to the receiving country are challenged by German politics, especially by the governments of conservative chancellor Angela Merkel (2005–2021). If Turks of Germany feel closely connected to Turkey and Turkish culture (Workers from Turkey brought with them to the country of immigration their own “cultural assets”. Those are, language, religious and customary beliefs, social habits, dress, music, literature, social codes and manners, shared history, food, etc. However, migrants in the receiving country undergo a process of hybridity under the influence of the new cultural environment. (Please see: Bhabha [The location of culture, New York, NY: Routledge, 1994]) Culture within the framework of post-colonialism has also been discussed in Edward W. Said's book “Culture and Imperialism” (Said [Kültür ve Emperyalizm. Kapsamlı Bir Düşünsel ve Siyasal Sorgulama Çalışması. Hil Yayın: İstanbul, 1998]). If Turks of Germany feel closely connected to Turkey and Turkish culture, they are not recognised as integrable members of the society. Identity-based and culture-oriented policies inexorably influence the willingness of migrants to feel like equal members in the host society, and it applies even to the new generations with migration backgrounds. The question of migrant integration is the most emotionally debated issue in Germany and seems to be the greatest challenge in the political agenda. Beyond the bilateral Turkish–German issues, the growing xenophobic sentiments, islamophobia and Europe-wide political populism may cause a persistent bilateral tension in the medium term between the countries and among the transnational and native communities. Anti-Turkish rhetoric in the media alienates the Turkish community and has a value to jeopardise integration efforts more and more.  相似文献

The heavy reliance on foreign labour in the care sector by Western countries (particularly those in southern Europe) is fuelling a growing feminization of migration in many emigration countries. This migration has a new impact on the countries of origin: it adds the problem of “care drain” to the better known “skill drain” problem ‐‐ which has already been extensively examined in the literature. In this article, we investigate how this phenomenon is taking place in Romania. In particular, the article explores the compensatory strategies put in place by Romanian families and local welfare states to limit the impact of care drain. Furthermore, it considers the persistence of a “care shortage” problem, which constrains both individuals and local institutions in Romania and requires the establishment of new social and cooperation policies. The research is based on the results of qualitative interviews conducted between the winter and spring of 2006 with 30 Romanian female care‐workers living in Turin and Rome, and with 40 family members of female care‐workers (often belonging to the same family units as the women interviewed in Italy) in Romania. With a view to gaining a more comprehensive overview of the phenomenon, more than 35 privileged observers were also interviewed in both countries in which the field work was carried out.  相似文献

The dominant mode of international migration in Asia and the Pacific is temporary contract migration of low‐skilled workers. The potential for such migration to deliver significant development dividends to origin communities is substantial because of its large scale and the fact that most migrant workers return to their home community. However, there are a number of barriers that are intervening to dampen these potential positive effects, such as high transaction costs, high costs of sending remittances, and the fact that some areas of origin lack the infrastructure and potential for productive investment. Moreover, destination countries have been very welcoming of high skill temporary migrants but highly restrictive in their attitudes toward their low skill counterparts. This paper discusses the lessons of best practice in temporary labour migration programmes in the region, which can help to overcome these obstacles reducing the positive development impacts of migration. It assesses, in turn, best practice separately for each stage of the labour migration process ‐‐ recruitment and selection, and pre‐departure preparation ‐‐ at the destination and on return. In conclusion, a number of the barriers which impinge on Asian Pacific countries’ ability to introduce and sustain best practice are discussed. These include the need for capacity building, lack of cooperation between origin and destination countries, lack of data, poor governance of labour migration a failure among governments to recognise the significance of migration and the need for more “development friendly” migration policies in destinations.  相似文献

Developed countries are increasingly trying to attract skilled migrants, rarely giving any consideration to the impact that this migration might have on countries of origin. The debate on the “brain drain” is not new but it has taken on greater urgency in the context of a globalizing economy and ageing societies and this article reviews the evidence over time and space. It examines opposing interpretations of the impact of the skilled from countries of origin and goes on to examine the particular case of the migration of health professionals. Health workers are seen to be key to achieving basic welfare objectives in any country and their loss may be critical to countries of origin. Hence, the movement of health professionals may be central to any understanding of a brain drain. However, the case for a brain drain, even in this sector, is not straightforward. Specific country and place of origin of the skilled, place of training, appropriateness of training, fit of skills to needs, and the role of return and inmigration of health professionals all need to be taken into consideration. The article examines the case for a two‐tiered health training system, one for global markets and the other for local markets. Retention and return of the skilled are examined through the potential for outsourcing in both education and health care. The article concludes with an examination of policy approaches towards skilled migration and offers pointers towards a more balanced and integrated approach by placing the emphasis on development rather than control of migrants.  相似文献

Funding decisions to support vulnerable children are tied to child labour statistics, hence the importance of an accurate measurement. The author analyses whether the type of respondent plays an important role in explaining variations in child labour statistics. Using data from two sites in Tanzania, the analysis shows that “whom we ask” matters considerably when estimating the prevalence of child labour. The results suggest that prevalence increases by approximately 35 to 65 per cent when using child self‐reports rather than proxy reports. This bias affects 14 to 31 per cent of the sample, depending on the indicator. Discrepancies decrease as the child ages and increase if proxy attitudes demonstrate opposition to child labour.  相似文献

The last 50 years of emigration history in Turkey indicate that the migratory flows of Turkish citizens have consecutively become a part of various migratory systems. In this essay, our main aims are twofold. First, we attempt to document the dynamics and mechanism of project‐tied migration from Turkey to the Russian Federation, focusing in particular on the case of project‐tied workers migrating from Turkey to Moscow. Second, this effort intends to elaborate on the research on migratory systems between Turkey and the former communist countries of Eastern Europe and Central and Northern Asian countries, mainly referring to macro‐, micro‐ and meso‐level factors affecting the relevant migration systems. In this paper, in which we tackle the various migration systems with which Turkey is involved, we conclude by arguing that parallel to the new migration patterns that have been experienced throughout the post‐Soviet geographies, the internalization process of Turkish constructors within the changing dynamics of Turkish foreign policy has widened the direction of the migration flows from Turkey by introducing new migrant worker profiles to different regions. In this sense, short‐term labour migrants, shuttle traders and in particular project‐tied migrant workers show not only the important role that migrants may play in the shift towards a market‐based economy in the Russian Federation, but also how they have become crucial actors of the migration system between Turkey and Russia.  相似文献

At the ninth Migration Dialogue seminar, held 29–31 March 2001 in Istanbul, Turkey, opinion leaders discussed the major immigration and integration issues facing emigration, transit, and immigration countries. Several major issues regarding Turkey were discussed. 1 This report was prepared after the seminar for participants and others interested in migration and development issues. It has not been approved by participants, and thus should not be considered a consensus document.
First, the effect of the Turkish Government’s modernization effort, which began in the 1920s. In the 1960s the government began to promote the export of surplus labour, with the hope that sending workers abroad from less– developed parts of the country would bring remittances and returned workers with skills needed for modernization. Among the governments of labour–exporting countries, Turkey’s has been unique in its high hopes for recruitment, remittances, and returns. They were expected to bring about a transformation of the country. These high expectations help explain the widespread frustration with migration’s actual effects. Second, the Turkish Government’s current goal of gaining full membership in the European Union (EU). Ankara stresses that the EU should embrace full Turkish membership for a variety of reasons, including the country’s strategic position between Europe and Asia, and to send a signal to other Muslim societies, such as those of North Africa, that the EU will include Muslim societies that are secular and democratic. Third, Turkey’s fear that EU membership would lead to another wave of migration. Many Europeans fear that Turkish EU membership would lead to another wave of migration. Turkey hopes that admission to the EU will bring EU assistance and foreign direct investment (FDI) that creates jobs and pushes up wages, thus making migration insignificant. Finally, Turkey’s position as an emigration, transit, and immigration country. There are 3 to 4 million Turks abroad, 3 to 4 million foreigners living in Turkey (perhaps half Iranians), and tens of thousands who move through Turkey to Europe. Turkey is revising its asylum law in a manner that will allow persons fleeing persecution outside Europe to be considered refugees in Turkey, to establish for the first time a support system for refugees.  相似文献

At first at the level of the European Commission, and increasingly also in the European Union’s member states, it is being recognized that past labour migration management tools have more or less serious drawbacks in that they produce undesired outcomes and do not sufficiently attain the objectives for which they were designed. The welfare states of north‐western Europe are discovering that their desire of the past three decades to restrict labour immigration as much as possible is no longer “in sync” with changing labour market demands, which are growing both for the highly skilled and the unskilled. In order to satisfy the demand for unskilled labour, schemes are being proposed that would allow for circular migration. The European Commission is a forceful promoter of these schemes. Member states such as the Netherlands, which we take as a case in point, are also considering modes by which to allow temporary unskilled labour migration, but seem intent on employing regulatory tools that are not very different from those used in the “guest worker” era, which brought about large‐scale settlement. Up to the present time, the resulting ethnic minority groups are the subject of large integration efforts on the part of the receiving states. This begs the question of the extent to which “circular migration” would be different from “guest worker” schemes, in its management and its outcomes.  相似文献

The past two decades have coincided with unprecedented Australian selection of skilled migrants, in particular professionals from non‐English speaking background (NESB) source countries. By 1991, the overseas‐born constituted 43 to 49 per cent of Australia's engineers, 43 per cent of computer professionals, 40 per cent of doctors, 26 per cent of nurses, and rising proportions in other key professions. Within one to five years of arrival, just 30 per cent of degree‐qualified migrants were employed. However, few diploma holders had found work in any profession, and select NESB groups were characterized by acute labour market disadvantage. Throughout the 1980s and 1990s, barriers to credential recognition were identified as a major contributing factor to these inferior employment outcomes. This paper describes the evolution of Australia's qualifications recognition reform agenda for NESB migrants, including progressive growth in support of a shift from paper to competency‐based assessment (CBA). Within this context, the paper examines the degree to which improvements were achieved in the 1990s in the field of nursing — the first major Australian profession to embrace CBA, and one promoted by the National Office of Overseas Skills Recognition as an exemplar of the reform process. Assessment protocols and outcomes are analysed within two contrasting contexts: pre‐migration at Australian overseas posts, and within Australia following overseas‐qualified nurses' (OQNs) arrival. Based on empirical data from a wide range of sources, the paper identifies the development of a major paradox. Substantial improvements in qualifications recognition were indeed achieved for NESB nurses through CBA in Australia, in particular in the dominant immigrant‐receiving states of Victoria and New South Wales. At the same time, it is argued, a significant tightening of recognition procedures was occurring at Australian overseas posts where CBA was unavailable. The Immigration Department placed pre‐migration assessment more, rather than less, exclusively in the hands of the professional nursing bodies, in a period coinciding with their harsher, rather than more lenient, treatment of NESB migrants' qualifications. Minimal improvement in recognition of overseas qualifications was achieved in other professions.  相似文献

Based on a survey of participants in Canada's Seasonal Agricultural Workers Program, the authors’ three‐stage least squares estimation of a simultaneous equation model finds that migrants’ remittances enhance on‐farm investments in Mexico, which, in turn, increase farm income. Remittances are also found to have a positive influence on non‐farm income in Mexico, by giving respondents the possibility of starting a new business and diversifying their investments. These results support the hypothesis underlying the “new economics of labour migration” that remittances contribute to economic development by relaxing the credit constraint on the investment function of family farms.  相似文献

This article evaluates the relationship between highly skilled mobility (especially by individuals with university‐level degrees) and migration policies. Data from the European Union (EU) and Portugal (in particular) provide the empirical basis of the research. EU policies regarding the free circulation of individuals which aim to build the “common market” for economic factors (including labour) are reviewed, as are the more specific recognition of diplomas policies for professional and academic purposes, and recent levels of international mobility in both the EU and Portugal. The article also enumerates the main obstacles that, from a political and legal or social and cultural perspective, explain the low mobility revealed by those figures. Obstacles include the broad denial of citizenship rights; the necessity of assuring a means of sustenance; linguistic and technical exigencies for diploma recognition; the social attributes of work (more explicit in the service sector); and the institutional nature of national skilled labour markets. The main exception to the low mobility rule – movements of cadres in the internal labour markets of transnational corporations – together with flows in other multinational organizations, are also reviewed. In these, migrations are relatively exempt from political constraints and, significantly, avoid the recognition procedures adopted by the EU. In other words, it seems that the entry of highly skilled individuals in a transnational corporation, and not their citizenship in a Europe without frontiers, is what enables them to achieve effective mobility.  相似文献

The study estimates an empirical model of return intentions using a dataset compiled from an internet survey of Turkish professionals residing abroad. In the migration literature, wage differentials are often cited as an important factor explaining skilled migration. The findings of our study suggest, however, that non‐pecuniary factors, such as the importance of family and social considerations, are also influential in the return or non‐return decision of the highly educated. In addition, economic instability in Turkey, prior intentions to stay abroad, and work experience in Turkey also increase non‐return. Female respondents also appear less likely to return indicating a more selective migration process for females.  相似文献

Africa is a region of diverse migration circuits relating to origin, destination and transit for labour migrants, undocumented migrants, refugees and brain circulation of professionals.
This article outlines major migration configurations in the region, and the role of two vibrant subregional organizations — Economic Community of West African States and South African Development Community — in facilitating, containing or curtailing intra-regional migration which takes place within diverse political, economic, social and ethnic contexts; the transformation of brain drain into brain circulation; and commercial migration in place of labour migration within the region.
Despite overlapping membership, wavering political support, a poor transportation network, border disputes and expulsions, these subregional organizations are crucial for the region's collective integration into the global economy, and to enhance economic growth and facilitate labour intraregional migration.
Free movement of persons without visa, adoption of ECOWAS travellers' cheques and passports, the creation of a borderless Community; and the granting of voting rights and later citizenship and residence permits by South Africa to migrant workers from SADC countries are positive developments.
These organizations need to foster cooperation between labour-exporting and recipient countries, implement the protocols on the right of residence and establishment; promote dialogue and cooperation in order to harmonize, coordinate and integrate their migration policies as envisioned by the 1991 Abuja Treaty establishing the African Economic Community.  相似文献
