ABSTRACT

This study compared exits between citizen and noncitizen heads of household from the Temporary Assistance to Needy Families (TANF) program. With longitudinal monthly administrative data and a Cox proportional hazard model, the study examined how the economy and recipients’ personal characteristics affected their exits. The sample consisted of 28,308 families headed by citizens and 2,547 families headed by a noncitizen on TANF. Key findings reveal that families on TANF exit the rolls primarily during the first 8 months after entrance. Results showed that families headed by a noncitizen remain on TANF longer than families headed by a citizen. The roles of minimum wage and unemployment in shaping the risk of exit for noncitizen compared to citizen families were explored. Suggestions for further research and how to serve recipients best in times of economic downturns are provided. Similar research needs to be conducted in states where temporary TANF time limits do not exist.  相似文献

Whereas several studies have examined the timing of exit from social assistance, little is known about the exit destinations after social assistance and whether these entail different risks of re‐entry into social assistance. Using administrative data, we studied 13,552 people with various migration backgrounds who entered social assistance in Belgium in 2004 or 2005. We tracked their social assistance spell(s) and the income source(s) after exit on a quarterly basis over 4 years, using random‐effects hazard models. We found that one‐third of the beneficiaries exited from first‐spells to work, whereas 14% left to active labour market programmes (ALMPs) and 16% to social insurance benefits. About a third re‐entered social assistance, in particular after short work exits. Participation in ALMPs and social insurance benefit receipt was less common among beneficiaries with migration background compared with native‐born and these exits led less frequently to re‐entry than did exits to paid employment.  相似文献

Objective. A race gap in employment that disadvantages young African‐American women has emerged for the first time in U.S. history. This article addresses the extent to which race differences in employment entry, exits, or both are responsible for the gap. Methods. The article relies on event‐history analysis using NLSY data. Results. Analyses show that differences in rates of exit, not entry, explain the race gap. Factors encouraging higher exit rates among African‐American than white women include lower AFQT scores and greater numbers of children. Conclusion. These findings raise questions about the utility of focusing on employment processes at the point of employment entry, at least for processes involving young women. The importance of exits in understanding race differences in women's employment calls attention to processes within firms that present barriers to African‐American women.  相似文献

Historically, social housing in Australia operated as a springboard for social mobility. For many working families, public housing tenancy was an opportunity to save for a house purchase deposit. Latterly, tenant exits from public to private housing have declined to very low levels. This has raised concerns about systemic barriers to residential and social mobility for social renters, and about the consequent longer waiting times for applicants in need of social housing. Drawing on administrative data collected by social housing providers in NSW and Victoria, and in‐depth interviews with 95 former and current social housing tenants in both states, this paper examines tenant attitudes, intentions and motivations as regards future house‐moves. We argue that the primary disincentives to exit relate to affordability and security of tenure in private rental, rather than factors related to the social housing system itself.  相似文献

This article reports on focus group data from African American women after participating in year-long groups while attempting to make the transition from welfare to work. Qualitative data analysis is employed to examine the women's words about their experiences, within the context of Temporary Assistance for Needy Families (TANF) requirements and group work models for women who are multiply oppressed. Their words point to recommendations for group work knowledge and skills to best support the needs of these women in the era of TANF.  相似文献

This research weighed the impact made by the economy, welfare policy and human capital on unemployed welfare mothers in the USA. Specifically, it asked how welfare mothers' employment status, poverty status, and enrolment for Temporary Assistance for Needy Families (TANF) are affected by these three factors. Longitudinal data from the Survey of Income Program Participation (SIPP) provided a sample of TANF mothers. The SIPP data shed light on modes of economic adaptation exhibited by these mothers. Event history analysis was applied to the data (for years 1996–2000), and results were obtained showing that restrictive welfare policies combined with high unemployment can boost the number of working poor Americans by severing them from TANF. Human capital contingencies – which here comprised development of the sample's occupational skills, work experience and education – helped TANF mothers gain employment and even leave welfare. Some were able to do so and live above the poverty level. Social support, especially family support, was another factor included in this study that was found to be of some use to unemployed mothers in terms of finding work. Results bear several implications for TANF policy.  相似文献

This paper reports findings from a research study on adoption in South Africa conducted in 2009. The research included secondary data analysis of the South African National Adoption Register to establish trends and patterns of adoption in South Africa between 2004 and 2009, and primary data collection through qualitative interviews with key informants in public and private social welfare services to explore attitudes, knowledge and experiences of social work practice related to adoption. The quantitative findings report the number of national and international adoptions along with trends and socio‐demographic patterns of national adoptions. Qualitative findings report on social work practice, systemic barriers and social worker attitudes as barriers to improved social work practice around national adoptions. The paper highlights comparisons to adoption literature in the USA, a country with a similar legislative framework and cultural complexities, but significantly more resources for implementation. Recommendations are offered for social work practice, national data collection and policy implementation efforts to support efforts to increase adoption.  相似文献

ABSTRACT

This study examined whether TANF policies' restrictiveness is related to states' racial composition and economic conditions. The data were extracted from various reports dated 2000–2014. Results from generalized least squares random-effects modeling showed the number of restrictive TANF policies to be associated positively with larger populations of Hispanic individuals and associated negatively with larger populations of African American individuals. No association was found between policies' restrictiveness and “other” minority population, nor between restrictiveness and either poverty or unemployment. One conclusion suggested by the analysis is that restrictive TANF policies result from dramatic increases in the Hispanic population that trigger the dominant group's resentment of ethnic minorities. Several policy implications are stated.  相似文献

This secondary data analysis examined racial disparities in associations betwen welfare dependence/financial independence and human capital, local economy, and state TANF policies. A sample of 6,737 parents was extracted from the public-use data set titled “National Longitudinal Survey of Youth.” Results showed that restrictive TANF policies reduced African Americans’ likelihood of welfare use and increased likelihood of their financial independence. Multinomial logistic results also showed that, among Hispanics, employment growth in neighboring counties promoted welfare use; whereas among Caucasians such growth promoted financial independence. County poverty increased (a) Caucasians’ likelihood of welfare use and (b) Hispanics’ likelihood of being working poor; it decreased Caucasians’ and African Americans’ likelihood of financial independence. Across ethnic groups, education reduced likelihood of welfare use and working poor status; across minority groups, education increased likelihood of financial independence, but among Caucasians it decreased such likelihood. Across ethnic groups, occupational skills hindered dependence and improved odds of employment (regardless of welfare or poverty status). This study concluded the studied TANF policies and job markets were not color-blind. Interventions this study implies include less-restrictive TANF policies, generous support services, TANF staff cultural-competence training, and antidiscrimination rules. Research investigating particular TANF policies’ and services’ effects by ethnicity might prove useful.  相似文献

The aim of this article is two-fold. Firstly, we try to identify the main socioeconomic characteristics that explain the dynamics of social assistance in Spain. Secondly, we carry out a number of tests to assess to what extent individual characteristics accounting for duration differ in the different types of exit from social assistance. Analysis of periods on social assistance shows that belonging to an ethnic minority and employability are the two main determining factors leading to prolonged spells of social assistance. The results also show a striking similarity between the profiles of exits from the programmes due to 'successful reasons' and due to fraud. Exits from the programmes for other reasons occur in a clearly different way.  相似文献

Loss of market income to families is recognized as a major risk factor of child neglect. In the 2008 recession, some poor families replaced their market incomes with cash assistance from Temporary Assistance for Needy Families (TANF). Using secondary data for 42 contiguous jurisdictions and DC, we examined the relationship between increases in TANF caseloads and changes in substantiated child neglect cases in each of the contiguous jurisdiction’s 2008 recession. Key findings suggest that reductions in child neglect cases in the presence of increasing TANF caseloads were more profound in about half the states than any increases in child neglect cases found in the remainder of the states. Applying Exploratory Spatial Data Analysis tools, local spatial clusters were found in four neighboring states in the Midwest-South corridor suggesting that child neglect increases were similar and substantial across these four states. Our findings provide important information to stakeholders who may want to better target federal resources to specific geographic regions. Neighboring states experiencing large increases in child neglect during economic downturns may extend their collaborative efforts so they can develop strategies for improving services. Future research should explain the growth in child neglect with other variables aside from TANF caseloads.  相似文献

Objective. This article examines how events—such as changes in household composition, employment status, disability status, and economic conditions—affect poverty entries and exits. We also examine whether the role these events play in poverty transitions differs in the pre‐ and post‐welfare‐reform periods. Methods. The analysis uses discrete‐time multivariate hazard models along with monthly, longitudinal data from the 1988, 1990, and 1996 panels of the Survey of Income and Program Participation (SIPP). Results. Analyses show that many events are related to the likelihood of entering and exiting poverty. Of the trigger events examined, individuals living in households that experience a loss or gain of employment are the most likely to enter and exit poverty. We also find that changes in employment are more important in the 1996 to 1999 time period—after welfare reform—than in the 1988 to 1992 time period—prior to welfare reform. Finally, changes in household composition, disability status, and educational attainment are found to play a role in throwing people into poverty and helping them exit from poverty in both time periods. Conclusions. There is no single path into or out of poverty, suggesting that multiple policies can be considered to help alleviate poverty.  相似文献

Civic engagement has been found to be associated with a number of emotional and physical benefits for older adults. For those residing in nursing homes, however, opportunities for civic engagement are limited. Societal barriers such as ageism and practical issues such as transportation can limit their access to activities that promote civic engagement. In this article, we review past research on civic engagement for older adults and explore the challenges and barriers faced by nursing home residents. We conclude with a call for social work professionals to develop, implement, and evaluate interventions that increase civic engagement opportunities for this undervalued group.  相似文献

The legislative framework of social work practice has consistently highlighted the need to work in partnership with parents, with far‐reaching implications for families. However, the importance of engaging fathers in social work practice is an issue that has received limited attention within academic debate and research. A research study undertaken across six family centres, investigated paternal involvement in family centre social work in Northern Ireland. The study involved 46 semi‐structured interviews with social workers, fathers and mothers. This paper presents the views of 22 social workers on the barriers to paternal involvement in family centre interventions. A range of factors were identified which served to inhibit or promote engagement of fathers. There were substantially more deterrents than promoters, a clear indicator of the problematic nature of paternal involvement. The findings highlight that both attitudes and practices of social workers influence the engagement of fathers. Recommendations drawn from the findings are presented for the development of father – inclusive social work practices and research.  相似文献

Social work research and practice that address environmental sustainability have already become prominent. However, a change in unsustainable economic structures is also urgently needed. This study explored emerging opportunities in theory and practice for a sustainable economy that are relevant to the aims of social work. As practical examples, our study concerns ‘ecosocial innovations’, i.e., social innovations that combine ecological and social goals. We analysed how these grassroots innovations in the field of social work reflect crucial shared conceptions of alternative economies. The qualitative data set comprised of 50 ecosocial innovations and six case studies in five European countries. The findings show a rich diversity of ecosocial innovations and describe how they reframe economic purposes, value economic diversity and democratise the economy. We suggest that social work might consider these practices as opportunities for collaboration, especially regarding work with people on the margins of the labour market.  相似文献

We review research that connects depression and depressive symptoms to employment and economic factors for low-income women. Women who have low incomes and are unemployed or underemployed are vulnerable to mental health distress. The strain of balancing work and family life can be exacerbated by poor psychological health or nonsufficient economic resources. Research on the barriers that impede self-sufficiency can lead to policies that improve the economic and psychological health of low-income populations.
The discussion is framed by contrasting evidence for three theoretical perspectives: the social causation, social selection, and interactionist (bidirectional) hypotheses. The only causal relation reported is an effect of increased income on reduced depressive symptoms. Yet strong associations are found among psychological distress, earnings, employment stability, income, and job characteristics. The effects of programs to increase employment and the benefits of (and barriers to) depression treatment are also discussed. A bidirectional or interactionist perspective best conceptualizes the relationship between depression and economic factors. The reported negative effects of both poor mental well-being and low-quality employment suggest the need for stronger policies in the areas of mental health and work supports. We present policy recommendations addressing mental health treatment and outreach, employment placement, and workplace flexibility.  相似文献

Objective. We document intermarriage patterns between Hispanics and non‐Hispanic whites over the 1990 to 2000 period in 155 U.S. metropolitan areas and evaluate the effects of spatial, cultural, and economic assimilation on interdecade changes in intermarriage. We hypothesize that changes in Hispanic‐white intermarriage during the 1990s reflect changing spatial, cultural, and economic assimilation among U.S. Hispanics. Methods. We use data from the 1990 and 2000 Census Public Use Microdata Samples. Results. Analyses show that intermarriage between Hispanics and non‐Hispanic whites declined during the 1990s, a result fueled in part by burgeoning immigration of Hispanics, especially Mexicans. The 1990s also ushered in a period of increasing Hispanic segregation from non‐Hispanic whites, growing language barriers, and accelerated educational inequality, which also dampened Hispanic‐white intermarriage rates. Conclusions. Our results imply that the Hispanic population is at a transition point, if intermarriage rates are an indication, and possibly a new period of retrenchment in the assimilation process.  相似文献

Objectives. Our objectives are to describe the policies adopted after PRWORA, which vary across states, to test for common underlying policy concepts, demonstrating how these policies are interrelated, and to examine whether policy stringency diffused to neighboring states results in greater policy stringency across all states over time. We convert textual TANF welfare guidelines into empirically derived policy dimensions and use the derived quantitative scores to describe variation and change in welfare policy dimensions across status during the 1996–2003 post‐welfare‐reform period. Methods. Utilizing the Urban Institute's Welfare Rules Database, we apply a factor analytic methodology to 78 unique state policy guidelines that were coded on a lenient‐to‐stringent continuum. Regression analyses, employing spatial contiguity weighting, are used to describe policy diffusion. Results. The results identified 15 underlying first‐order post‐welfare‐reform policy dimensions, which for scientific parsimony were further reduced to three second‐order underlying dimensions representing rules governing eligibility: eligibility requirements for groups, behavioral responsibilities for maintaining eligibility, and eligibility time limits and exemptions. Analysis of the quantitative scores showed that by 2003 states had become more lenient regarding eligibility criteria for groups but decidedly more stringent regarding behavioral guidelines for maintaining eligibility and eligibility time limits and exemptions. Spatial clustering is not found globally but is significant for some states at the local level. Spatial diffusion is apparent only for behavioral rules. Conclusions. Our results suggest that TANF policy variations across states go beyond payment levels to include salient eligibility rules. The patterns of variability in change scores across states do not support a pervasive “race to the bottom” conclusion.  相似文献

The 1996 welfare reform bill set forth major changes in social welfare policies. In addition to federal work requirements and time limits, new state policies impose behavioral mandates that may be accompanied by financial sanctions for noncompliance. Analysis of a survey of state Child Protection Services (CPS) directors focuses on four major areas: effect of Temporary Assistance to Needy Families (TANF) on CPS; interaction between the two agencies; role of TANF sanctions in referrals to CPS; and select special areas of concern. This research provides empirical insight into the interaction between these two agencies, specific TANF sanctions, and the potential conflicts between TANF policies and CPS concerns for the welfare of children and families under its charge.  相似文献

Social support in single parents' transition from welfare to work: Analysis of qualitative findings Since 1995, single parents have been required to participate in welfare‐to‐work activities. While quantitative meta‐analyses have consolidated the social and economic impacts of such transitions, no attempt has yet been made to synthesise the qualitative evidence. In this article, I offer an analysis of 16 qualitative articles that explore the role of social support in the lives of single mothers making the transition from welfare to work. By focusing on the functions and reciprocal nature of social support, this study examined how welfare‐to‐work programmes shift women's dependence from the state onto family and friends, many of whom are in similarly impoverished situations and/or are unable to provide adequate support. Furthermore, women are often required to reciprocate the support they receive, which creates additional barriers to a successful welfare‐to‐work transition.  相似文献
