Aim of this article is to address the issue of citizen participation and democratic engagement within a specific area—slum upgrading—presenting and theoretically discussing the approach of an international network called Shack/Slum Dwellers International (SDI), which represents member federations of urban poor and homeless groups from about 30 countries in Asia, Africa, and Latin America. The article addresses the model of intervention embraced by the network, the activities carried out, its philosophy, etc., mainly focusing on the way it envisions and pursues the engagement of local governments in upgrading slum dwellers living conditions. The basic idea within SDI is that the lack of participation by the urban poor has historically been one of the major obstacles to achieve real development: either the government or the donors’ agencies, in fact, usually treat the poor as beneficiaries of someone else’s actions, thus undervaluing their knowledge and skills. Radically opposing this view, SDI interprets its role not as an intermediary agency of slum dwellers in the engagement/negotiation with local governments but rather as an “enabling tool” of direct negotiation between the urban poor and the public institutions. SDI’s most relevant feature, in fact, is surely the genuine leading role assigned to the slum dwellers grassroots organizations.  相似文献

A key problem facing slum dwellers is tenure insecurity - as well as the threat of eviction, residents are excluded from many services extended to legal residents, from water connections to public schooling. Thailand’s Baan Mankong slum upgrading program adopts a people-driven approach to resolving problems of insecure housing and poor living conditions, putting slum residents at the core of the process. This paper explores, through interviews, how residents in four Bangkok communities perceive the outcomes of upgrading, particularly their new homes and tenure situation. Participant satisfaction is key to ensuring successful scaling up of Baan Mankong, as this is done through community-driven exchange and learning-by-doing. The results show that while the respondents appreciate their new houses and improved living environment, they are wary of the resulting debt burden. While tenure is regarded as secure in the short term, the long-term situation is not so clear. Homes cannot be sold on outside the community, and therefore Baan Mankong is valued more for improving shelter and strengthening community cohesiveness, rather than as a profit-driven financial investment.  相似文献

Practitioners, academics and policymakers are increasingly questioning the sufficiency of safeguarding practice in protecting young people from peer‐on‐peer abuse in England. Using the findings from an in‐depth analysis of nine cases where young people either raped or murdered their peers, this article explores approaches to assessing and intervening with those affected by peer‐on‐peer abuse. Building upon international calls for a contextual account of abuse between young people, the article identifies a professional struggle to address the interplay between young people's homes and the public and social spaces in which peer‐on‐peer abuse often manifests. Findings from this study are used to illuminate wider research into peer‐on‐peer abuse which has indicated a professional inability to: assess young people's behaviours with reference to the contexts in which they occur; change the environmental factors that influence abusive behaviours; and recognise the vulnerability of those who abuse their peers. The article concludes that to effectively respond to peer‐on‐peer abuse, multiagency partnerships are required which can identify, assess and intervene with the harmful norms in peer groups, schools and public spaces that can facilitate peer‐on‐peer abuse and undermine parental capacity to keep young people safe – thereby adopting a more contextual approach to safeguarding adolescents. ‘Explores approaches to assessing and intervening with those affected by peer‐on‐peer abuse’

Key Practitioner Messages

  • Social contexts such as peer groups, schools and neighbourhoods can make young people vulnerable to peer‐on‐peer abuse.
  • Assessing and intervening with young people and families affected by peer‐on‐peer abuse will not impact upon the social contexts associated with the phenomenon.
  • Multiagency partnerships need to intervene with social contexts that, albeit beyond the traditional remit of child protection, facilitate peer‐on‐peer abuse and undermine the capacity of parents to keep young people safe.

This article reports an ethnographic study of pre‐school children's social knowledge domains. Results show how the children's shared knowledge concerning social status and social differentiation in the group was strengthened and confirmed during a traditional teacher‐led ring game, where they were supposed to choose a friend. We suggest that from the perspective of the children, the game situation may be understood as, at the same time, a space of participation and an arena for establishing the power order. From the perspective of the teacher, pedagogical intentions may be challenged as they encounter and are mediated and interpreted by children's peer‐cultures.  相似文献

This study examines processes linking inner‐city community violence exposure to subsequent internalizing and externalizing problems. Hypothesized risk and protective factors from 3 ecological domains—children's parent and peer relationships and individual characteristics—were examined for mediating, moderating, or independent roles in predicting problem behavior among 667 children over 3 years of middle school. Mediation was not found. However, parent and peer variables moderated the association between exposure and internalizing problems. Under high exposure, normally protective factors (e.g., attachment to parents) were less effective in mitigating exposure's effects than under low exposure; attachment to friends was more effective. Individual competence was independently associated with decreased internalizing problems. Variables from all domains, and exposure, were independently associated with externalizing problems. Protective factors (e.g., parent attachment) predicted decreased problems; risk factors (e.g., friends' delinquency) predicted increased problems. Results indicate community violence reduction as essential in averting inner‐city adolescents' poor behavioral outcomes.  相似文献

People living with HIV/AIDS (PHAs) in Canada are a highly researched population, yet their inclusion in the research process is minimal. Community‐based research (CBR) has become a recognized tool for addressing issues of power and exclusion within researcher/community relationships by inviting the community's equitable involvement as research partners. Within the context of HIV/AIDS research, this includes a commitment to the Greater Involvement of People Living with HIV/AIDS (GIPA) at all stages of the research process. One way of adopting GIPA principles within CBR is through providing employment, research training, and capacity building opportunities for PHAs as peer research assistants (PRAs). Drawing on data from two in‐depth focus groups with seven PRAs from the Positive Spaces, Healthy Places: Community‐based Research Study, this paper will highlight important methodological practices for academic and community‐based researchers who are working with and supporting PRAs.  相似文献

Regular floods impact negatively on the health and wellbeing of slum dwellers in Jakarta and it is understandable that the victims seek access to justice. Fieldwork in one of Jakarta's most flood-prone neighbourhoods, Bantaran Kali, reveals that riverbank settlers there access what they perceive to be justice by engaging in a number of different social networks that are neither formal nor informal—they feature in between civil society and the state. In this article I explore the network ties that are used by individual slum dwellers to access justice. I will show that in the context of extreme flood risk and related uncertainty, this form of social capital makes a significant difference to the community and to households, and with respect to individuals' resilience. By exploring this particular avenue of access to justice, I show that a sense of justice is achieved not through the formal agencies of government but by means of social networks in a space that fits uneasily in the dichotomy of state and non-state.  相似文献

Those engaged in community‐based participatory research often comment on tensions between social scientific and community values, yet little systematic evidence exists about the relationship between social science research methodologies and community participation. We analyze nearly 500 peer‐reviewed articles published between 2005 and 2015 on Indigenous issues in Canada, where policies encourage participatory research methods with disempowered groups. We find that research that includes Indigenous participation is more likely to include Indigenous epistemologies and participatory evidence sources and analysis methods. We also find that peer‐reviewed research involving Indigenous participants often fails to go beyond minimum levels of consultation required by policies.  相似文献

Although much energy has been spent designing children's books and curriculum to bring issues of diversity and acceptance into classrooms, perhaps the most meaningful and relevant curricular materials only require a digital camera and a space for students to talk about photos of their own classroom community, creating an organic and everyday curriculum. From over three years of research in a preschool classroom, the researcher-author tells how she uses digital photography to allow students to examine and reimagine their own social community. She revives the pedagogies of seminal social educators like Vivian Paley and Fannie Shaftel while offering a photo methodology for researchers of children who are interested in better understanding children's peer culture. As play is perhaps the most important vehicle of social education, carving out a time and space in the school day for a reflective component with digital photography can be an interesting and empowering way for children to examine social dilemmas and confront inequities.  相似文献

This study used a person‐oriented approach to examine links between adolescents' experiences with parents and peers. Cluster analysis classified 361, White, working‐ and middle‐class youth (mean age=12.16 years) based on mothers' and fathers' reports of parental acceptance and adolescents' reports of perceived peer competence. Three patterns were identified: high mother and father acceptance and high peer competence; low mother and father acceptance and high peer competence; and high mother acceptance, moderate father acceptance, and low peer competence. The groups differed with respect to youth's and parents' individual characteristics, family and peer dynamics, and youth functioning over time. Discussion focuses on the utility of a person‐oriented approach for studying parent–peer linkages in early adolescence and their implications.  相似文献

In the mid-1980s, the state government of Maharashtra, India, introduced a slum redevelopment strategy in its capital city, Mumbai (Bombay). In contrast to traditional housing improvement strategies that focus primarily on legalizing the land tenure of residents, slum redevelopment is a more complex strategy. It involves the demolition of existing slums and the redevelopment of new, higher density, medium-rise apartment blocks, including, entirely cross-subsidized housing for the original slum dwellers. Mumbai's experience, documented through a single case study in this paper, illustrates that contrary to the conventional focus only on private property rights, upgrading policy must be based on a differentiated view of property rights. Furthermore, policy must also consider the property values, the physical attributes of the real property (underlying asset), and the interplay among property rights, property values and physical attributes. Second, the paper demonstrates that under certain conditions, there is a constituency among slum dwellers for complex initiatives, like redevelopment. This suggests that planners should be skeptical about popular, simplistic myths regarding low-income housing preferences. However, slum redevelopment's slow pace also implies that planners need to be cautious in their enthusiasm for redevelopment.  相似文献

The goals of this study were to compare mothers' and fathers' direct involvement in adolescent girls' versus boys' peer relationships and to examine the links between parents' involvement and the qualities of adolescents' friendship and peer experiences. Participants were mothers, fathers, and firstborn adolescents (mean age = 15 years) in 187 working‐ and middle‐class families. Data were collected during home visits and a series of seven nightly telephone interviews. Parents' direct involvement was measured by parents' reports of their peer‐oriented activities, parents' knowledge about adolescents' peer experiences, and parents' time spent with adolescents and their peers. Findings revealed that mothers were more knowledgeable about adolescents' peer relationships than were fathers, that mothers with daughters reported the most peer‐oriented activities, and that both mothers and fathers spent more time with same‐sex adolescents and their peers. Parents' direct involvement was differentially related to girls' versus boys' peer experiences. Discussion highlights the role of parents' and adolescents' gender in shaping this dimension of family life in adolescence.  相似文献

This paper explores the impacts Wal‐Mart's operations have on community culture. However, through the application of the psychodynamics of mirroring and a thorough version of dialectical analysis, we can see that community culture turns on itself to mirror what Wal‐Mart wants that culture to be. As such, community culture has little or no power or even desire to counter Wal‐Mart's negative affects and the result is an unfinished dialectic. The unfinished dialectic parallels the rudimentary concept of dialectics as being only thesis, anti‐thesis and synthesis, where synthesis is assumed to be, generally, a positive outcome, for everyone involved. As the investigation into Wal‐Mart continues, we see that there are negative outcomes on community culture as well as on Wal‐Mart leadership that require negation but are not negated. With that which fulfils our desires, we allow ourselves to become enraptured by only positive images or the perceived ‘good’ of something or someone when it is too difficult to unravel ambivalence and ambiguity of the mutual causality of opposites inherent in relationships.  相似文献

Rural communities and well‐being: a good place to grow up?   总被引:1,自引:0,他引:1
This study looks at young people's accounts of life in communities in rural northern Scotland, and considers in what ways affective and social aspects of community are bound up with well‐being, over and above young people's concerns for the future, rural youth transitions, and out‐migration. Interviews were held with 15–18 year‐olds in four study areas (16 groups, N=60+) and a parallel survey of 11–16 year‐olds was conducted in eight study areas (N=2400+). Themes to emerge from the interviews included: opportunities locally, the future and staying on, as well as local amenities and services; but older teenagers also spoke at length about their social lives, family and social networks, and their community, both as close‐knit and caring and as intrusive and controlling. Rural communities were seen as good places in childhood, but not necessarily for young people. In parallel with that, the survey data paints a picture where feelings of support, control, autonomy, and attachment were all associated with emotional well‐being. Importantly, links between emotional well‐being and practical, material concerns were outweighed by positive identifications of community as close‐knit and caring; and equally, by negative identifications as intrusive and constraining, where the latter was felt more strongly by young women. Certainly, beliefs about future employment and educational opportunities were also linked to well‐being, but that was over and above, and independently of, affective and social aspects of community life. Additionally, migration intentions were also bound up with sense of self and well‐being, and with feelings about community life; and links between thoughts about leaving and community life as controlling and constraining were, yet again, felt more strongly by young women. Thus, gender was a key dimension affecting young people's feelings about their communities with significant implications for well‐being, and out‐migration. The study illustrates the importance of understanding the experiences young people have of growing up in rural areas, and how they evaluate those experiences: particularly, how life in rural communities matters for young people's well‐being; and especially, for young women.  相似文献

The purpose of the present investigation was to examine the relation of level and discrepancy in mothers' and adolescents' reports of parental management of peer relationships and parent–child conflict about peer relationships to mothers' and adolescent's reports of adolescents' drug use, delinquent behavior, and grade‐point‐average (GPA). An ethnically diverse sample of 121 seventh and eighth graders and their mothers completed questionnaires assessing the degree to which mothers managed peer relationships, parent–child conflict about peer relationships, and adolescents' drug use, delinquent behavior, and GPA. Differences in mothers' versus adolescents' reports were found for parental management of peers and conflict about peer relationships. Results suggest that both level and discrepancies between mothers' and adolescents' reports of parenting are important in predicting the outcome variables. Furthermore, the direction of the discrepancy was important in determining its relation to the outcome variables.  相似文献

Not all children exposed to peer victimization experience the same type or the same degree of negative outcomes; there is heterogeneity in outcomes. This study examined coping self‐efficacy as a mediator of the relationship between peer victimization and psychological maladjustment in order to gain an understanding of this heterogeneity in children's responses to victimization. In this study, 2,161 children (1,071 females and 1,090 males), ranging in age from 10 to 15 years, 63% White, 17% Middle‐Eastern, 10% Asian, and 10% from other ethnic groups, participated. Results from the mediational analysis revealed that four coping self‐efficacy domains differentially mediated the relationship between peer victimization and social anxiety, cognitive depression, and externalizing symptoms. These findings highlight the importance of increasing children's coping self‐efficacy for proactive behavior, avoiding self‐blame, victim‐role disengagement, and avoiding aggressive behavior in order to attenuate the negative psychological outcomes of peer harassment.  相似文献

Single mothers often turn to their extended kin for financial assistance and to help with child care. Such support may be especially important in areas of high poverty and poor environmental conditions. Using novel kinship data, this article assesses the extent of support given by more than 3,000 relatives to 462 single mothers living in a slum area of Nairobi, Kenya. Contrary to stereotypes about families in sub‐Saharan Africa, the active kin network of single mothers is relatively small, and nearly a fifth of mothers do not receive any financial or child‐care assistance. Different types of kin offer different kinds of support according to culturally proscribed roles. However, support also depends heavily on kin's employment status, geographic proximity, and age. These findings offer a nuanced picture of how single women living in slum areas draw on their kin network to cope with their daily demands as mothers.  相似文献

This paper chronicles the formation and development of the Global Alliance for Public Relations and Communication Management (GA) up to 2002. It sets the GA's genesis within the context of other internationalisation initiatives undertaken by the wider public relations practitioner community and draws links between the formation of the GA and the emerging phenomenon of globalisation. The paper's intent is to describe the formation of the GA from a historical perspective, to understand the forces that led to its creation and to appreciate the different drivers and motivation of founding members. These factors provide a springboard to consider some of the issues that currently challenge GA, some of which were inherent in the governance model it chose at its inception.  相似文献

This study uses putting on the PGA TOUR to examine peer effects in a competitive setting. The nature of play in golf, in which players complete tasks in a discrete order with a group of randomly assigned peers, provides a unique opportunity to observe these effects among individuals competing in a high‐stakes tournament. Players have the chance both to learn from their peers, as well as to be psychologically impacted by peer success or failure. We find that learning by observing peers has a positive impact on a player's performance, while peer outcomes are negatively correlated with a player's own performance. (JEL D03, D83, L83)  相似文献
