Traits of a representative welfare state: the Swedish example Int J Soc Welfare 2010: 19: 402–411 © 2009 The Author(s), Journal compilation © 2009 Blackwell Publishing Ltd and the International Journal of Social Welfare. The care manager reform and the case manager reform are new reforms in the social care services in Sweden, which are evolving during the 2000s. Together they shape the social care services introducing a new way of decision‐making where representatives for the organisation (care manager) and the users (case manager) negotiate. The reforms have been analysed in two studies with results presented in this article. Using the concepts of role, orientation, function and assignments, it is argued that the managers come to the negotiations on rights from different positions that are both conflicting and complementary. They further mediate the development towards a welfare mix, where the market, social networks and users interact to obtain the public welfare provision. Through this negotiated rights model, it is argued that traits of a representative welfare state emerge, with the distinction of moving the focus to the administrative practices and their differences away from political ideologies.  相似文献

A non‐comparative design and mixed‐methods approach was used to examine the resilience and wellbeing of 20 children in the full‐time care of their grandparents. A self‐report measure of self‐concept and emotional wellbeing, and a semi‐structured interview were used to explore the personal experiences and impact of children living with their grandparents. Scores derived from the self‐report measure indicated that the children's self‐worth and emotional health were within the range expected of children of comparative age and sex. Qualitative data, however, suggested a complex emotional environment and a continuum of responses. Analysis revealed three themes that captured broad issues around Emotional health, Material factors, Current issues and Past experiences and Coping strategies. The results of the study reveal the ongoing concerns associated with the children's family circumstances, as well as the notable adaptation and resilience of the children in managing their life experiences.  相似文献

The aim of this study was to learn to perceive the indicators of honour‐related problems in a girl's everyday life. Our investigation included all girls aged 13–18 years who were about to be taken into care in 2006. The comparative analysis was based on 37 County Court cases in Stockholm County. The girls' exposure to harm in 13 of the 37 cases could be coupled to the demands and values of the honour culture. All the girls in the ‘honour’ group had been victims of mental abuse; they were more isolated than the girls in the ‘other reason’ group and none of the girls in the ‘honour’ group chose to meet their parents in court. We found that the honour culture life situation is new to the social services, which for these girls can mean that they do not have access to the same legal protection as other girls.  相似文献

Childcare (also called day care or preschool) has generally served three purposes: to care for children while parents are employed; to provide early childhood education; and to cater to the needs of poor and disadvantaged children. This article proposes that the welfare approach to childcare be augmented by a social investment approach to enhance human and social capital investments among low income families and communities and to contribute to wider social development goals. The Head Start program in the United States and the Integrated Child Development Scheme in India are used to illustrate this argument.  相似文献

Human trafficking between Thailand and Japan: lessons in recruitment, transit and control Int J Soc Welfare 2011: 20: 203–211 © 2009 The Author, International Journal of Social Welfare © 2009 Blackwell Publishing Ltd and the International Journal of Social Welfare. In this study, four women describe their experiences of human trafficking. The women were recruited in Thailand for sex work in Japan. The research sought to understand the dynamics of human trafficking from recruitment through transit and maintenance in the destination country. Content analysis was used to examine the women's stories to develop themes that described the dynamics of trafficking. The analysis revealed the following two dimensions of the victimised women's experiences: (i) vulnerability and strategies for recruitment; (ii) the methods used for transportation across borders. A longitudinal study of depressiveness in children in public care Int J Soc Welfare 2010: 19: 412–423 © 2009 The Author, Journal compilation © 2009 Blackwell Publishing Ltd and the International Journal of Social Welfare. The aim of this article is to analyse the challenges involved when making longitudinal observations of depressiveness in children raised in public care. The first measurement comprised 375 children from children's homes and foster families; however, most of the results are based on an analysis of the 139 children who participated in both parts of the research. We used the Child Depression Inventory and the anxiety/depression subscales of Youth Self Report and Child Behaviour Checklist as measures of depressiveness. The comparison of results from the first and second measurements showed that depressiveness in children in public care decreased over time. Children who grew up in children homes were, in the first measurement, more depressed than those living in foster families, but after five years that difference had disappeared. Furthermore, decrease in depressiveness is predominantly associated with less frequent delinquent, aggressive or hyperactive behaviour, less withdrawal and better control over uncomfortable emotions.  相似文献

Singh S. Neighborhood: the “outside” space for girls in urban India

This study explores the perspective of adolescent girls on the neighborhood as a social space that plays a role in the formation of their identity and agency. The study applies the ‘identities’ conceptual framework, which is a global, interdisciplinary, theoretical approach to understanding female identity. The study participants were girls enrolled in grades 7–10, from five schools in a district in the Northern State of India, who participated in structured focus group discussions. The study reports on the reduced relevance of neighborhood for girls and illustrates, through quotes, the reasons for their limited interaction.  相似文献

Depressive symptoms and help‐seeking behaviors among Korean Americans Int J Soc Welfare 2011: 20: 421–429 © 2010 The Author(s), International Journal of Social Welfare © 2010 Blackwell Publishing Ltd and the International Journal of Social Welfare. Korean Americans represent the fifth largest group of Asian Americans in the USA. This exploratory survey of 205 Korean Americans (92.2 percent foreign born) found that those with depressive symptoms tend to be younger, have lower incomes, and are more concerned about their basic needs, community/social needs, family relationship issues, and healthcare issues than those without depressive symptoms. Income, healthcare concerns, and anxiety were significant predictors of depression. The likelihood of having depressive symptoms among Korean Americans with anxiety was 240 times higher than among those without anxiety, but acculturation was not a significant contributing factor. Most respondents tended to seek advice about their mental health problems from physicians and non‐mental health professionals (friends and religious healers). Implications for social work education, research, practice, and policy are discussed in relation to the need to use evidence‐based practice data to plan culturally relevant services for ethnic minorities.  相似文献

The welfare state literature exhibits a ‘transfer bias’ in the sense that very little research exists on welfare services or benefits in‐kind. This article presents one of the first systematic studies on the determinants of welfare service provision since the end of the Golden Age of welfare expansion. The article concludes that partisan factors do not drive change, although historically they may have been pivotal. Instead, new factors, including deindustrialisation, female labour force participation and rising public attention appear to be highly significant. It is argued that new studies need to take seriously both the individual characteristics of services as well as the changing social demands that the services are supposed to meet.  相似文献

Muuri A. The impact of the use of the social welfare services or social security benefits on attitudes to social welfare policies

This article investigates the attitudes of citizens and clients to social welfare services and social security benefits. The data come from a Finnish national survey conducted at the end of 2006. First, the article overviews the previous welfare‐state studies relating especially to the theoretical perspectives of self‐interest and legitimacy. The empirical analysis indicates (i) that a different operation of self‐interest can only weakly explain the differences in attitudes between services and benefits; (ii) that there is general support for Finnish social welfare services and social security benefits, which, however, is mixed with growing criticism among women and pensioners who are supposed to benefit most from the welfare policies; and (iii) that such determinants of attitude as gender, use and, to some extent, lifecycle have become as important as class‐related factors such as income and education.  相似文献

Given the complexity of social problems, the multi‐professional approach has been generally adopted in the Western world as a desirable work practice. This study aimed at identifying front‐line professionals' behaviours and interactions that significantly influenced (positively or negatively) multi‐professional processes and outcomes. The study was conducted using the critical incidents technique administered to 117 front‐line professionals involved in multi‐professional approaches from different agencies and areas of expertise. The main findings suggest that the multi‐professional approach among front‐line professionals is facilitated by the professionals' commitment and complementarity and inhibited by the absence of complementarity, professionals being aggressive and insensitive to other professionals, and incompetence. The multi‐professional approach emerges as a context in which it is necessary to articulate professionals' personal and professional similarities and differences. The results suggest that professionals need to develop new competencies, particularly interdependence, flexibility and reflection on the process and outcomes of the multi‐professional approach.  相似文献

This study explored experiences of people receiving social assistance in 21st‐century Sweden, based on 33 in‐depth interviews conducted in 2005 and 2006. Two overarching themes emerged from the accounts, encompassing both a material and a psychosocial dimension of living on social assistance. Recipients reported that social assistance was generally sufficient for their basic material needs but allowed for no extras. It was possible to live on social assistance for a short time, but became difficult in the longer term. Perceptions of powerlessness, hopelessness and dependency were common and had the most damaging consequences for the recipients' perceived wellbeing. Some recipients believed that society at large had negative perceptions of people living on social assistance; it was something to be ashamed of but, at the same time, it was the recipients' only possible source of income. Findings of this study are partly similar to previous studies conducted in Sweden, suggesting that improvement in services should take into account the experiences of social assistance recipients.  相似文献

Kröger T. Lone mothers and the puzzles of daily life: do care regimes really matter? This article studies childcare patterns and day‐to‐day strategies of 111 working lone mothers from Finland, France, Italy, Portugal and the UK, and asks whether their arrangements are prescribed by care regimes. Lone mothers' arrangements are grouped into five based on the availability and use of different formal and informal childcare resources. The article argues that, even though lone mothers have a more favourable starting point in Finland and France compared with Britain, Italy and Portugal where formal childcare coverage is patchier, childcare arrangements are not very dissimilar within different care regimes. Instead, similarities across care regimes are highlighted. Formal provisions have their limitations in all the countries studied and in all cases significant expectations are placed on informal childcare. The availability of informal childcare cannot, however, be taken for granted in any country, and working lone mothers whose informal and formal resources do not adequately meet their childcare needs were located in every care regime, facing care poverty.  相似文献

Experiences of employment and unemployment among youth in a job training programme in Taiwan Int J Soc Welfare 2011: 20: 33–42 © 2009 The Author(s), Journal compilation © 2009 Blackwell Publishing Ltd and the International Journal of Social Welfare. Ten previous participants in a job training programme, ages between 15 and 20, were interviewed face‐to‐face to determine why they were not employed, in education or in vocational training (represented by the acronym NEET) at the time, as well as their related experiences. They were also asked about their experiences and opinions regarding the training programme and their ideas about work in general. Results of the study indicate that most of the respondents did not become NEETs by choice; they did so for economic reasons. Most thought the programme was of little practical help to them and did not increase their chances of employment, but that it did give them social and emotional support and helped them feel better about themselves. Many agreed that the monetary allowance offered by the programme was a good incentive for participation. Implications of the findings for social policy and programme development, especially to the socio‐cultural context of Taiwan, are discussed.  相似文献

Young delinquents may be regarded as children in need of rehabilitation or as offenders deserving of consequences proportional to the committed crime. The focus has increasingly been on the latter, while research shows that individual risk assessment is essential for effective rehabilitation. This study explored self‐reported history of antisocial behaviour among Swedish male offenders 15–17 years of age (n= 189) who were sentenced to participate in rehabilitative programmes conducted by local social services. Antisocial behaviour was extensive and, according to a principal component analysis, consisted of three dimensions: (i) adolescent delinquency; (ii) violence and theft; (iii) drug‐related crimes. Using cluster analysis, the participants were divided into four subgroups representing different levels and characteristics of delinquency, which explained 73 per cent of the variance in antisocial behaviour. The conclusion is that assignment to rehabilitative programmes appeared unrelated to subgroups, i.e. to risk level. Organisational obstacles to an evidence‐based practice are discussed.  相似文献

The international community has raised concerns regarding the extent to which countries have implemented laws and policies to support the rights and wellbeing of children. This study evaluates the progress of least‐developed countries (LDCs) and middle‐income countries (MICs) in developing such legislation. Surveys were sent to 131 UNICEF country offices. Items included efforts to promote family preservation and family ties, family‐based care over institutionalization, and child participation in placement decisions. A total of 68 surveys were returned, reflecting a 52 percent response rate (LDC, n= 25; MIC, n= 43). Legislation that addressed abuse and neglect of children, maternity leave, removal of children from the family, family care, adoption, and guardianship was widespread. Chi‐square tests indicated that MICs had a substantially higher number of laws and policies related to child allowances, school feeding programs, maternity leave, and day care.  相似文献

Palliative care is specialized health care to improve quality of life for patients with serious illness and their families through prevention and relief of suffering. A Palliative Care Institute was held in western Washington to capture community voices about diverse needs, strengths, and opportunities for improvement of palliative care. Researchers employed qualitative methods to obtain thematic data, provide real-time analysis, and engage in a multivoting technique to reflect stakeholder interest in individual themes and prioritize larger group interests. Bronfenbrenner’s ecological systems framework was used to explore caregiver experiences. Within the microsystem, caregivers reported difficulties in interactions with medical providers as a key challenge. Within the mesosysytem, interactions between patients and medical providers and the impact on caregivers were explored. Within the exosystem, caregivers reported lack of control over the schedules of personal care staff. Macrosystem influences included impact of local culture on the development of palliative care services. Chronosystem influences include de-medicalization of childbirth and its impact on perceptions of palliative care. Implications include the need for social workers to be proactive in fostering trust and effective communication between care providers and caregivers, and the demand for health care provider training in communication with patients and families.  相似文献

This article explores the experiences of reciprocity and conflicts in social relationships, and how these experiences are related to financial support (loans and gifts) in the wider social network. The balance of exchange within the social network as a whole is considered in relation to socio‐demographic features, financial conditions and the availability of social relationships. The data are drawn from a study of financial support exchange in Sweden based on a representative survey among Swedish citizens (n= 500). The results reveal that people living in economic hardship and who have more problematic life circumstances appear to be at risk of receiving more limited informal financial support and experience more feelings of conflict and nonreciprocal social relations.  相似文献

A comparison of social work education across South Africa and Japan in relation to the Global Standards for Social Work Education and Training Int J Soc Welfare 2011: 20: 192–202 © 2009 The Author(s), International Journal of Social Welfare © 2009 Blackwell Publishing Ltd and the International Journal of Social Welfare. This article draws on a one‐year study visit to the University of KwaZulu‐Natal, South Africa, interviews with field supervisors and students in Japan and reviews of the national frameworks of education in Japan and in South Africa. In doing so, the authors identify the similarities and differences in social work education across the two countries and they explore some of the historical and socio‐cultural factors that might account for the differences. There are some identifiable peculiarities in social work education in Japan, especially with the coalescing of care work and social work education. The lack of differentiation between care work and social work makes it difficult to narrow the scope of social work education and practice. National social work standards have been approved in South Africa and regulatory frameworks for social work education and practice have been long accepted, thus rendering ‘social work’ a protected title and a profession that is more entrenched compared with social work in Japan. The codes of ethics in Japan and South Africa are discussed with specific reference to their control functions in South Africa. The article concludes by discussing these comparisons in relation to the Global Standards for Social Work Education.  相似文献

A comparative study of the relationship between pension plans and individual savings in Asian countries from an institutional point of view Int J Soc Welfare 2010: 19: 379–389 © 2009 The Author, Journal compilation © 2009 Blackwell Publishing Ltd and the International Journal of Social Welfare. This study identifies various saving plans used as alternative pension plans in Asian countries and examines the extent to which these saving plans contribute to their pension schemes. Data were collected from six Asian countries: China, Hong Kong, Japan, Korea, Singapore and Taiwan. The comparison concentrates on an examination of differences and similarities in individual countries' privately managed pension schemes and saving plans. This study suggests that a pension system does not have to be a privately managed plan to encourage individual savings. A critical point for individual savings was avoiding a defined benefit plan. On the basis of these findings, a typology of relationships between second and third pillars and provident funds and incentive systems for individual savings was developed.  相似文献
