What role might education play in the reinvigoration of a robust American democracy? We argue that common understandings of democracy, citizenship, and democratic education are too anemic to right the political inequalities and stagnancies that have deadened American democracy. Instead, we look to notions of paideia and an educated, enlightened citizenry to shape a multicultural democratic education. Multicultural democratic education cultivates the full and flourishing lives and minds of all citizens in American democracy rather than focusing on narrow preparation for voting. It does this through the practice of critical and authentic caring, the cultivation of community across difference, the connection to a global context, and the opportunity for social action. Most importantly, multicultural democratic education takes as its starting point equity and justice in a pluralistic society by committing to the cultivation of the minds and intellects of all students – in stark contrast to the unequal and mind-numbing education that most marginalized and minority students receive.  相似文献

This article, taking as its point of departure that voluntary organizations are of crucial importance in a democracy, views the transformation of the Norwegian voluntary sector through the lenses of what happens within the environmental field. Seeing changes within this field as prototypical for the transformation of the voluntary sector more generally, we start with the organizational level and contrast old versus new environmental organizations. The aim is to ascertain to what extent the newly built organizations are leaving the historically important democratic organizational model. Second, we compare attitudes toward democracy of members of the democratically and nondemocratically built organizations: attitudes both toward democracy within a voluntary organization (internal) and democracy in society (external). Furthermore, we compare these findings with what we find for the population at large. The last section analyzes demographic characteristics of organized environmentalists to see whether a new type of elite, more distanced from the population at large, is emerging in the new and nondemocratically built organizations. The study finds that new organizations are definitely breaking with the democratic organizational model. The support for democracy (internal and external) is comprehensive but not always overwhelming, and there is a tendency in the direction of congruence between organizational structure and individual attitudes. That is, members of democratically built organizations especially value internal but also to some extent external democracy more than members of nondemocratically built organizations. However, even if formal democratic structure and democracy as an absolute and generalized value seems to be under pressure, it does not follow that a new type of elitism is emerging.  相似文献

In this study I investigate whether and to what extent local voluntary associations in Sweden maintain values of democratic governance. The study is based upon a survey of about 400 local voluntary associations within four local communities. The results show that a vast majority of these associations are supportive of member influence and governance through internal democracy. These values can also explain civic engagement of these local voluntary associations. The results indicate that if these values would change radically it would probably have an impact on civic engagement of these organizations, but at present the support remains solid.  相似文献

Tunisia is the only country that emerged from the Arab Spring as a democracy. However, Tunisian democracy is threatened by political divisions, economic problems, and the threat of terrorist attacks. We shed light on Tunisia's democratic prospects by examining (1) the degree to which major terrorist attacks in 2015 influenced Tunisian public opinion on democracy and (2) the extent to which preference for a democratic system affected opinions on the prospects for democracy in Tunisia. We use data from three waves of a nationwide survey conducted just before and just after Tunisia's first major terrorist attack, and just after the country's second major terrorist attack. We demonstrate that after the attacks the Tunisian public became less favourable toward democracy and less optimistic that Tunisia would soon be ready for it. Such scepticism was widespread, affecting people who preferred democracy as much as those who did not. We conclude that the prospects for Tunisian democracy are more precarious than is sometimes assumed.  相似文献

At both the multilateral and regional levels, there have been efforts to address the democratic deficit in trade negotiations. One such example is the Economic Partnership Agreement (EPA) between the European Union and African, Caribbean and Pacific group of countries where civil society participation was enshrined in the Cotonou Agreement. Yet, the CARIFORUM–EU EPA attracted much criticism from civil society. The paper argues that civil society failed to affect the outcome of the EPA because they participated in the process within a deliberative democratic framework which did not allow for emancipation or a challenge to global economic power and structural considerations in the negotiations; neither did it achieve citizen empowerment and ownership. We advocate the practice of participatory democracy in trade policy decision making—an ideal space for citizen participation—the former holding greater promise for influencing the trade policy agenda.  相似文献

As Tocqueville observed the emergence of democracy in the USA, he noted the central role religion played in undergirding democratic life. Nearly 200 years later, it is unclear whether religion continues to possess sufficient capacity to promote democratic engagement. This study links organizational theory with research on the structural and cultural characteristics of civil society organizations (CSOs) to assess the current impact of religion on democracy. It analyzes original data from a national study of politically oriented CSOs to determine whether drawing on structural characteristics of religious congregations and cultural elements of religion helps the organizations promote democratic engagement. The analysis finds a positive relationship between organizations that incorporate structural and cultural forms of religion and their organizing capacity, political access, and mobilizing capacity. These findings suggest that religion, mediated by congregations and religious culture, retains sufficient civic vitality to help politically oriented CSOs foster democratic engagement.  相似文献

This article argues that existing concepts of the civil society–democracy relationship are misleading guides for analyzing political development because they incorporate limited perspectives on the nature and activities of civil society, particularly the nonprofit sector. First, three contemporary conceptualizations of civil society are critiqued, and a contradiction is noted between the importance assigned to ideational functions and the inadequacy of reliance upon elections and party systems. Particular emphasis is placed on civil society's involvement in policy formation, for it is there that a weak state–society connection may be discovered, with significant ramifications for democratic development. Second, recent political instability in the Czech Republic is related to negative trends in political attitudes, indicating a weak connection. Third, the general nature of Czech policy-making processes is examined, and then a closer look is taken at the formation of nonprofit legislation and environmental policy. Finally, implications for the future development of Czech democracy are drawn.  相似文献

This article investigates the impact of democracy on growth by simultaneously considering a country's secular‐historical experience of democracy and current political regime. The results obtained show that the effect of democracy on growth exhibits an asymmetrical pattern depending on the country's democracy stock. Only in “democratic countries” with “prolonged experiences of democratic rule” can democracy promote growth. This claim stands in contrast to the earlier literature in which there is either no consistent relationship between growth and democracy or perhaps a nonlinear relationship. This conclusion provides circumstantial support for the claim of the “democracy promotes growth” hypothesis. (JEL O43)  相似文献

The study contextualises the position of child citizens in the South African democracy and highlights how education for democratic citizenship is employed through a literacy‐based approach. The qualitative study was exploratory and based on a lesson presented to nine‐year‐old township children by giving them language‐related tasks. Through the children's voices we present the life experiences that expressed their need for basic services, education, extra facilities and security. We argue that children need to experience the benefits of democracy and education for democratic citizenship to build and sustain a resilient democratic society.  相似文献

This paper examines the nature and sources of political discontent in South Korea, one of the most successful third-wave democracies in East Asia. The analysis of a recent national sample survey indicates that ordinary people are able to distinguish among regime principles, regime performance, and regime institutions, which constitute separate targets of political discontent. The analysis also indicates that sources of political discontent vary depending on its targets. Noteworthy is that official corruption is most consistently related to disbelief in democratic principles, democratic dissatisfaction, and institutional distrust. Furthermore, less free and fair elections are related to more democratic dissatisfaction and institutional distrust. The results suggest that the democracy in Korea confronts not only critical citizens but also disloyal citizens suspicious of democracy. The fact that institutional trust declined, democratic satisfaction ceased to grow, the view of democracy as a universal value weakened while desire for democracy remained high suggests that the new democracy in Korea faces considerable difficulty, if not a crisis.  相似文献

This article tries to enhance knowledge about organizational characteristics and processes that are important for mitigating oligarchic tendencies in the governance of CSOs, and to discuss the factors that condition the operation of these characteristics and processes. Civil society is frequently seen as an important part of societal governance and discussed as the intermediary link between the individual and society. This connection is often made through the aggregate function of civil society organizations (CSOs). Currently there are discussions regarding the decline of traditional cross-class federative CSOs and the possible effect of this on democracy in society. This article presents a longitudinal case study of the governance within a large, membership-based federative CSO and illustrates the revitalization of a CSO and its mission through the influx of a new group of members from the surrounding environment. The author argues that this revitalization process was possible partly because the proposed changes were in keeping with the organization’s original ideological core and partly because of the organization’s open democratic governance system. This permeability is found at two levels: first, the borders are open for individuals to enter the organization as members, and second, the borders of the internal governance system are open for members to take part in the decision-making process. This enabled ideas to percolate up from the members through the democratic decision-making system to the top of the organization, and some ideas are translated into statutes and policies, which then trickle down to the members again through the executive structure. The conclusion is that a functioning democratic governance system, which is able to stay true to the organization’s ideological core at the same time as it is able to modify it in light of societal change, seems imperative for this kind of organization. By doing this, the organization is not just staying true to its original mission but also actively contributing to democracy in society by including new groups into the decision-making process.  相似文献

R. H. Tawney is frequently cited as one of the most distinguished social theorists of the twentieth century, and his position in the British school of ethical, democratic socialism is assured. This paper revisits that contribution for the so-called post- industrial age. It emphasizes Tawney's roots in philosophical idealism and Christian socialism, demonstrating how these systems underpinned his famous critiques of inequality and the acquisitive society. His deontological morality anticipates key ideas of John Rawls, leading similarly to a robust social egalitarianism. The moral basis of Tawney's left-liberal politics explains its durability and thus its relevance for the Great Information Society Debate. Tawney would have rejected many of the propositions associated with the information society thesis, including the allegedly axial role of information itself. While recognizing the importance of information and knowledge in democracy, he would not have supported transformationist rhetoric on behalf of an electronic information polity. Tawney's essentialist socialism may be vulnerable to some of the better documented post-industrial trends, notably the move from goods to services. However, his work supplies useful resources for critical perspectives on the technocratic social structure and on the exaggerated economic role of teleworkers, inter alia. As regards the last in Daniel Bell's triad of polity, social structure and culture, some might lament the anchorage of Tawney's progressive politics in a particularist metaphysics, specifically Christianity. Yet the return of religious modes seems now as certain as the rise of new modes of information and communication. The Christian socialist values that inspired Tawney's ideal of social democracy, especially an expansive vision of brotherhood or 'fellowship', could therefore be appropriated for a modern normative theory of the information society.  相似文献

The conditions for liberal democracy – by any operational definition of that concept – include some minimum level of knowledge. We can assume everybody knows something about local matters. But total ignorance of non-local matters must make people incompetent to deliberate about those issues. If a majority of citizens know nothing about such problems, are they ready for non-local democracy? This question has been raised by scholars with reference to the pace of democracy in developing countries. But it is equally relevant for some developed countries where widespread ignorance is demonstrable. Some theorists argue that ‘democratic ignorance’ is not harmful because electoral democracies are actually run by well-informed elites. The problem with this model of elite politics is that ignorant citizens vote (even if their voting rate is lower),1 For an estimate of the relation between political knowledge and voting in the US, see Michael X. Elections and polls are used to legitimize both policies and rule by particular elites. Ignorance, therefore, has consequences. There is no democratic society where a majority of the electorate are completely ignorant about non-local matters. But large proportions of the population in some countries are uninformed to the point of ignorance. What is the minimum level of non-local knowledge which should be the goal of a democratic society? This abstract question has implications for education, for political citizenship, and for the evolution of democratic politics in developing and developed countries.  相似文献

This paper explores the democratic potential for participatory filmmaking with homeless youth, as well as the constraints and dilemmas associated with this visual method. Theorizing democracy through the work of Hannah Arendt and Pierre Bourdieu, the paper approaches democracy not as an end, but rather as a process that seeks to lessen social injustice. Bourdieu's work helps us appreciate, however, that this process is constrained by structures of inequality that shape access to the political dispositions that enable such engagement. Consistent with other research on low‐income and marginalized young people, this study found that homeless youth engage with democracy through forms of community participation and mutual support, and are disinclined to orient toward liberal democratic structures such as voting and political parties, which they see as harmful or problematic. With a focus on one particular dilemma faced by the research team—namely, the question of how to make sense of and represent the issue of legalizing marijuana, which had been signaled by the youth participants as of primary political importance to them—the paper uses Arendt and Bourdieu to discuss how participatory filmmaking can help to expand the space of appearances available to homeless youth in Canadian society, and create a space at a shared table of understanding with middle class power brokers.  相似文献

A meaningful discussion about the democratic limit or boundary is only now beginning. Martha Nussbaum's call for a world citizenship in response to the terrorist bombings of 9/11 has animated this conversation in the USA. In South Africa, the political transition from apartheid to democracy keeps running-up against the substance of the ‘people’. In the absence of any ‘traditional’ unifying principles (of language, culture, religion, race and so on), the identity of South Africans is elusive. We might note too that much of the cosmopolitan literature on democracy appeals to a shift in scale, from the territorial state to the world or globe or even planet. One of the key gaps in democratic theory, however, has been its failure to conceptualize such a limit. How can democrats discriminate between citizen and non-citizen without being discriminatory? This is the question that this article seeks to address. It does so by following a major development in the work of Ernesto Laclau – from his collaboration with Chantal Mouffe in their groundbreaking work Hegemony and Socialist Strategy to his most recent book On Populist Reason.  相似文献

In most of the vast scholarly literature on constitutional-democratic regimes, the major emphasis has been on the broader social, economic, or cultural conditions conducive to their development, breakdown, or consolidation and continuity (Diamond 1993b; Diamond, Linz, and Lipset 1989, 1990). The major thesis of this essay is that fragility and instability are inherent in the very constitution of modern constitutional-democratic regimes, and are rooted in (1) the tensions between the different conceptions of democracy (especially between constitutional and participatory democracy) and (2) the central aspects of the political and cultural program of modernity. The common core of these premises is the openness of the political process (particularly with regard to protest) and the concomitant tendency toward continual redefinition of the political realm. Openness is an important contributor to the fragility of modern democratic regimes; paradoxically, it also allows for their continuity. The key question, then, is how and under what conditions non-zero-sum conceptions of the "game" of politics develop. The second part of this essay takes up this question, with special emphasis on the development and reproduction of trust among different sectors of society, the relationships between such sectors and the centers of society, and the construction of different types of collective identity.  相似文献

This essay addresses the declining influence of Alexis de Tocqueville on contemporary American sociology. While Tocqueville was must reading some decades ago, inspiring several classic sociological studies published in the 1950s and 1960s, and while he remains an authoritative source in other social science disciplines, he has virtually disappeared from present-day sociology. Sociologists, it would seem, have left behind works such as Democracy in America and The Old Regime and the French Revolution despite Raymond Aron’s (Main Currents in Sociological Thought, vol. I, Anchor Books, New York, 1968) insistence that Tocqueville be counted among the discipline’s founders. While Meyer (J. Cl. Socio., 3:197–220, 2003) presumed to have addressed this subject, his argument sheds no light on the matter as he ignores the driving concern of Tocqueville’s work, namely, the tensions between the principle of equality and human freedom. I argue that conceptually sociologists today are in no position to reflect critically on equality and its relation to freedom. Since the turbulent 1960s egalitarian commitments have become embedded in the discipline and are thereby shielded from critical inquiry. At the same time, a conceptual fixation on power effectively pushed to the periphery the kinds of questions Tocqueville raised about the problem of authority in democracy and how authority may be encouraging of human freedom. Committed to advancing the principle of equality, however understood, and seeing nothing in authority but power, sociologists espouse faith in egalitarian, mass democracy whereas Tocqueville sought a critical understanding of it. This is much to the detriment of present-day sociologists, so many of whom demonstrate in their own work and professional behavior the democratic dilemmas Tocqueville warned us about.  相似文献

For more than a century, it was assumed that plural societies were unconducive to democratic government and assimilation a necessity. The end of the Cold War reopened the question of self-determination and the concomitant issue of minority rights not only in Europe but also worldwide. As a result, minority rights and multiculturalism are emerging as the consensus position on democracy in plural societies. But it would be inaccurate and potentially unwise to regard this pluralist perspective as a universal remedy for the problems of diversity. Instead, the history of academic debate and public policy in this area as surveyed here is testimony to the fact that there can be no categorical imperatives when addressing problems of democratic governance in plural societies; both academics and policy-makers would do well to remember that crucial fact.  相似文献

Abstract Some twenty years ago, the Trilateral Commission organized a project on ‘governability’ of democracies. At that time, North American and West-European democracies were facing serious crises of governability. while Japan was not. Now, although Japanese democracy is not in total crisis, but is facing new tasks to be tackled as a ‘major industrial democracy.’ Homogenization of economic institutions among major industrial countries is functionally inevitable in an age of globalized economy. Political reforms to enhance it are urgently required. Burden sharing for world democratic governance is posing serious tasks to Japan as a ‘civilian power.’ Although it is certain that Japan will remain as a democracy for any foreseeable future, but her governability in the sense of the capacity to contribute to world democratic governance is now, and will be, put on severe trial for years to come.  相似文献
