The resource-infrastructure-environment (RIE) index was proposed as an alternative measure of progress which was then employed to: (1) compare the aggregate (single summary) index findings between Australia (mid-industrialised nation), Mexico (emerging economy), and the US (highly industrialised nation); and (2) compare the RIE index against the gross domestic product (GDP), human development index (HDI) and genuine savings (GS) measure. This paper builds on the previous work by assessing the seven themes and 21 dimensions which comprise the RIE index for the three aforementioned nations, as well as the associated policy implications. The results identified Australia’s strength in the human resource and infrastructure themes. For Mexico, strong contributions came from the natural and generated resource themes as well as the physical environment theme, while the US performed strongly in the infrastructure themes. The comparative results of the US and Mexico illustrated that it is possible to achieve high levels of progress without an excessive reliance on high levels of production and income.  相似文献

Providing a reliable indicator of the progress of the European countries towards the achievement of the Europe 2020 objectives is crucial for policy makers. Recently, a composite index was suggested for this task. In this paper, we propose a decomposition of this composite index by distinguishing between three different components: country-, group-, and objective-specific indexes. The decomposition, while simple and consistent with previous works, allows us to better quantify, measure, and monitor the progress of the European countries towards the achievement of the Europe 2020 objectives. Our findings suggest that significant efforts are still required to reach the Europe 2020 objectives. The decomposition highlights important patterns for the three levels for each country.  相似文献

In recent years there has been increased interest from economists and policy makers to measure a nation’s economic well-being. This paper extends this development to US Metropolitan Statistical Areas (MSAs). An economic well-being index is constructed using indicators of income, education, crime, health and pollution. The analysis allows comparison of a MSA with another and with itself over time. The index is not highly correlated with real gross domestic product per capita and therefore adds value to the discussion of economic well-being in MSAs. However, it is shown that the index may violate social choice principles thereby reducing its usefulness.  相似文献

This paper describes the steps we took to develop a measure of life satisfaction which appears useful for analyses of adult sample survey data from the United States, Canada, and Mexico. Our procedure is factor analysis, and our data are drawn from the 1981–82 and 1991–92 World Values Surveys conducted in the three countries. The result is a six-variable composite measure which meets the following conditions: the constituent items have face validity, the factor structure is similar across countries and also across sub-groups within countries, the factor structure is also similar in 1981–82 and 1991–92, and the factor score based on these structures is highly correlated with variables that are customarily good predictors of life satisfaction and happiness. On the basis of these results, we will be confident in using the life satisfaction measure for future multivariate analyses of the data base aimed at explaining variation in satisfaction. For the same reasons, we would recommend the life satisfaction measure for others' research with the rich World Values Surveys data base.  相似文献

An Assessment of the Measurement Properties of the Human Development Index   总被引:2,自引:0,他引:2
One of the more important determinants of the competitiveness of a nation is the quality of its human capital. The Human Development Index (HDI) is the most widely used yardstick of human development. It measures human development for all the countries of the world, through the use of three factors – longevity, knowledge and GDP measured in purchasing power. This paper evaluates HDI's contribution towards measuring the quality of the human capital component of a nation's competitiveness. Two primary issues under study are the HDI's information properties vis-a-vis its components and its measurement properties as an index. The primary conclusion of the study is that the HDI carries useful information about a country's current development, but not about the future level of development. Hence, further refinements in its construction as well as additional theoretical support as a quantitative measure are needed.  相似文献

This paper presents a new index to quantify, measure and monitor the progress towards the objectives of the Europe 2020 strategy. This index is based on a set of relevant, accepted, credible, easy to monitor and robust indicators presented by the European Commission at the time the strategy was launched. The internal analysis of the index shows that the Smart and the Inclusive growth dimensions of the strategy are strictly correlated and that the trade-offs between each of these two dimensions and the Sustainable one exist but are decreasing, suggesting that a change towards more sustainable models of development is occurring in Europe. The external analysis of the index shows that it can be a valid measure to assess the overall competitiveness of countries and that the most critical factors for this strategy to be successful are good governance and social capital.  相似文献

There is an increasing support from international organizations and the research community for stepping beyond infant or child mortality as the most common child level social indicator and progressing towards an international measure of child development. The Early Development Instrument (EDI) is a teacher-completed measure of children’s developmental health at school entry, which to date has been used in more than a dozen countries. The EDI includes five developmental domains (Physical Health and Well-being, Social Competence, Emotional Maturity, Language and Cognitive Development and Communication Skills and General Knowledge) and 16 subdomains. This paper examines the EDI’s psychometric properties in four English-speaking countries (Canada, Australia, United States and Jamaica) by evaluating both the internal consistency and factor structures, as well as exploring the association between the EDI’s Language and Cognitive Development Domain and a direct assessment of children’s receptive vocabulary (Peabody Picture Vocabulary Test, PPVT). Overall, the factor loadings and internal consistencies of domains and subdomains were similar across the countries. The comparisons of the Language and Cognitive Development Domain with the PPVT showed high specificity and low sensitivity. The results of this paper indicate that the EDI, a measure of children’s developmental status at school entry, demonstrates similar psychometric properties in a number of countries, thus building the evidence for the instrument to be added to the limited array of internationally comparable child social indicators.  相似文献

A nation’s population is redistributed through migration flows and counterflows between its constituent subnational areas, resulting in a geographical pattern of net migration gains or losses which may change from one time period to another. Migration effectiveness is the indicator commonly used to measure net migration as a proportion of gross migration turnover for any territorial unit. This paper explores the effect of net migration in two different countries, Australia and the United Kingdom, using measures of migration effectiveness computed from period-age migration data sets for a system of city regions assembled for four consecutive five-year periods in each country. While the evidence suggests that the overall effectiveness of net migration has declined over the 20-year period in both countries, marked similarities and contrasts are apparent in the spatial patterning of migration that together provide useful analytical insights into the changing space economies of the two countries.  相似文献

In this paper, a new index designed to measure the relative availability of unmarried men and women is introduced. Termed the "Availability Ratio," the measure is defined as the number of suitable persons divided by the average competition. Suitability, in turn, is defined in terms of race, age and education. After various experimental tests, particular age and eeducational constraints were empirically derived from marriage data. Persons of opposite sex sharing living quarters are tested as unavailable. Estimates are also made of those presumed to be unsuitable on the basis of the % of persons aged 45-74 who have never married. Adjustments for the census undercount are given. 1980 and 1970 estimates are presented for the US population. Subsequent analyses will focus on metropolitan areas, which are more likely to function as actual marriage markets in contrast to the nation as a whole. The substantive evidence indicates that women under 25 are in a good position to find a mate, but that after this age, their prospects deteriorate rapidly. The outlook is especially poor for the more educated women at older ages, especially black women. At ages 40-49, for example, there are fewer than 3 suitable men available for every 10 college-educated women. The results suggest that the combination of preferences of women for older men (or men's tastes for younger women), combined with higher survival rates for women at older ages, results in a very unbalanced market situationn for all but the youngest cohorts of men and women.  相似文献

Increasing levels of obesity could compromise future gains in life expectancy in low-and high-income countries. Although excess mortality associated with obesity and, more generally, higher levels of body mass index (BMI) have been investigated in the United States, there is little research about the impact of obesity on mortality in Latin American countries, where very the rapid rate of growth of prevalence of obesity and overweight occur jointly with poor socioeconomic conditions. The aim of this article is to assess the magnitude of excess mortality due to obesity and overweight in Mexico and the United States. For this purpose, we take advantage of two comparable data sets: the Health and Retirement Study 2000 and 2004 for the United States, and the Mexican Health and Aging Study 2001 and 2003 for Mexico. We find higher excess mortality risks among obese and overweight individuals aged 60 and older in Mexico than in the United States. Yet, when analyzing excess mortality among different socioeconomic strata, we observe greater gaps by education in the United States than in Mexico. We also find that although the probability of experiencing obesity-related chronic diseases among individuals with high BMI is larger for the U. S. elderly, the relative risk of dying conditional on experiencing these diseases is higher in Mexico.  相似文献

This article compares mothers’ experience of having children with more than one partner in two liberal welfare regimes (the United States and Australia) and two social democratic regimes (Sweden and Norway). We use survey-based union and birth histories in Australia and the United States and data from national population registers in Norway and Sweden to estimate the likelihood of experiencing childbearing across partnerships at any point in the childbearing career. We find that births with new partners constitute a substantial proportion of all births in each country we study. Despite quite different arrangements for social welfare, the determinants of childbearing across partnerships are very similar. Women who had their first birth at a very young age or who are less well-educated are most likely to have children with different partners. The educational gradient in childbearing across partnerships is also consistently negative across countries, particularly in contrast to educational gradients in childbearing with the same partner. The risk of childbearing across partnerships increased dramatically in all countries from the 1980s to the 2000s, and educational differences also increased, again, in both liberal and social democratic welfare regimes.  相似文献

In measuring human development, one of the main concerns relates to the inclusion of a measure that penalizes inequalities in the distribution of achievements across the population. Using indicators from nationally representative household surveys and census data, this paper proposes a straightforward methodology to estimate a household-based distribution-sensitive human development index aggregated through generalized means. The evidence shows that the losses in human development due to inequality reach up 22, 29 and 57% in Mexico, Peru and Nicaragua, respectively. Among dimensions, the loss in the income index reaches up 61% in Nicaragua, while the education index appears as the most sensitive in the case of Mexico and Peru, with a percentage of loss between 38 and 48%. The importance of household-level calculations is highlighted when we compare the indices computed from the entire distribution with those existing indices computed for quintiles of the distribution, which minimizes the losses due to inequality. Overall, the estimations evidence a higher sensitivity of the index to inequality, and therefore an important space for public action to reduce inequality that could involve positive development returns.  相似文献

Are migrants satisfied with their decision to move to another country? Research shows that the income-wellbeing relationship is weak in wealthy countries, usually countries of destination. Are then economic migrants mistaken? Employing data from the Gallup World Poll, a representative sample of the world population, we investigate whether a general pattern of association exists between income and the cognitive component of subjective wellbeing, and whether this pattern differs by immigration status in 16 high-income countries. In only a handful of countries do we find a distinctive immigrant advantage in translating income into higher life evaluation or life satisfaction: Australia, Belgium, the Netherlands, Portugal and Sweden. For immigrants in most of these countries, income increases cognitive wellbeing even in the fifth income quintile. Depending on the measure used, immigrants in Canada, Denmark, Finland, Italy and the US only have positive income-wellbeing associations at or below the third quintile. We take this as evidence that, among recent arrivals, income is positively associated with wellbeing up to the point in which non-pecuniary factors associated with long-term residence become dominant. We also find a number of “frustrated achievers” among the foreign born in the US, France and Finland. These immigrants report a negative association, in absolute value, between income and life satisfaction or life evaluation.  相似文献

Contemporary levels of international migration in less-developed countries are raising new and important questions regarding the consequences of immigration for human welfare and well-being. However, there is little systematic cross-national evidence of how international migration affects human development levels in migrant-receiving countries in the less-developed world. This paper addresses this gap in the literature by assessing the impact of cumulative international migration flows on the human development index, a composite measure of aggregate well-being. A series of panel models are estimated using a sample of less-developed countries for the period, 1970–2005. The results indicate that higher levels of international migration are associated with lower scores on the human development index, net of controls, but that the effect of international migration is relatively small.  相似文献

This paper constructs four structural indices by using 42 socioeconomic variables for 129 countries and the 10 years period from 2003 to 2012. Each structural index can be considered as a measure of a certain dimension of development. The first two indices are the most useful in explaining gaps in development across countries. The first captures the role of technology and institutional quality while the second provides a measure of the basic level of development. The contrast between them signifies that the notion of development is not only multidimensional, but also changing with the stage of development. These two indices are combined to form a development index (DI). A comparison of DI to income per capita and the Human Development Index highlights the importance of institutions in the transition of countries from merely having high income to full development. A methodological contribution of the paper is to use a Jackknife approach within the factor analysis routine to test for the significance of the extracted factors/indices.  相似文献

Corruption perceptions are commonly utilized as essential information to measure corruption across countries and regions. In this paper we consider the hypothesis that respondents to corruption perception questions utilize different response scales in their answers, i.e. for identical levels of corruption practices, subjects from one country could answer a different level of corruption perception than subjects from another country, based on socioeconomic characteristics. This hypothesis is investigated by utilizing the technique of anchoring vignettes with a sample of citizens in Spain and Chile. The results show that response scales are used differently across individuals in both countries, suggesting that the use of uncorrected measures of corruption perceptions could mislead some conclusions about the comparisons of the corruption levels between countries.  相似文献

This study begins with a brief analysis of past and present urban-rural mortality in those countries which are presently considered to be developed. The same analysis centers in developing countries, for it is thought that their rural mortality should be greater than their urban mortality. Since available statistics generally show the contrary, a way is presented for constructing possible means of sub-registering vital statistics in some areas of these countries. The index would vary to agree with the system of the registry of vital statistics in a given area. Mexico is used as an example-the result of constructing and analyzing the index is to show in which areas there should be a subregistry of deaths. Finally, the cases of India and Taiwan are analyzed in order to confirm the hypothesis that in developing countries there will be a higher mortality rate in. rural than in urban areas.  相似文献

In this study we raise the question how a nation’s income inequality affects subjective well-being. Using information on 195,091 individuals from 85 different countries from the World Value Surveys and the European Value Surveys, we established that in general, people living in more unequal countries report higher well-being than people from more equal countries. This association however does not apply to all people similarly. First, the positive effect of a nation’s income inequality is weaker when individuals express more social and institutional trust, and underscore egalitarian norms to a larger extent. Second, the positive association between national income inequality and subjective well-being is less strong for people from countries with high levels of social and institutional trust. So, our research predominantly indicates that there are far-reaching effects of an individual’s and a nation’s trust on people’s well-being.  相似文献

One explanation for a lack of consistency in SES-health associations in youth is that parent-based income and occupation measures are inadequate. The Family Affluence Scale (FAS), a four-item measure of family wealth, has been developed in the WHO Health Behaviour in School-aged Children Study as an alternative measure. The aim of this paper is to examine the criterion and construct validity of the FAS as a measure of national absolute wealth in 35 countries. A general measure of national wealth, Gross Domestic Product (GDP) for the year 2001, corrected for Purchasing Power Parity, was used as a gold standard. For the composite FAS index, there was a similar strength in country rank order correlation (0.87) as with GDP, and a Kappa agreement coefficient of 0.57, indicating good criterion validity. FAS index associations with national health indicators were systematically higher than the values obtained with GDP. These features suggest that FAS can be used with confidence in aggregate analyses of HBSC data that focus on relationships between SES and adolescent health.  相似文献

On 22 January 2001, the third day of the new US administration (the day that also marked the twenty‐eighth anniversary of Roe v. Wade, the US Supreme Court decision that liberalized abortion). President Bush issued an executive order, taking the form of a memorandum addressed to the Administrator of the Agency for International Development on the subject of “Restoration of the Mexico City Policy.” The executive order reinstates the US policy promulgated at the International Conference on Population held in Mexico City in 1984 (see “Documents” in the September 1984 issue of this journal). The Mexico City policy was rescinded on 22 January 1993 when President Clinton took office (see “Documents” in the March 1993 issue of this journal). The full text of President Bush's memorandum as released by the White House is reproduced below.  相似文献
