This article sets out to explore service provision for families affected by domestic violence and abuse. For most families where there are child protection concerns, there are possibilities for intervention from child welfare agencies and domestic abuse services, but these have been criticised as having distinct and disconnected practice cultures and orientation. Recognising this divergence, in this paper, we advocate for safeguarding children affected by domestic violence and abuse using the family group conference (FGC) model. This offers possibilities for a coherent response that integrates both child‐ and women‐centred concerns in a holistic approach to family safety and well‐being. Furthermore, it is well documented that safeguarding work involves professionally‐led decision‐making that is pre‐occupied with the management of risk. FGCs, however, promote a partnership approach that engages families in a more democratic decision‐making process. As such, FGCs offer families the opportunity to develop their own safety and support plans for the protection and care of children recognising the family's inherent strengths.  相似文献

Action on the relationship between domestic violence and child abuse has been slow to emerge in mainstream child protection agencies. This paper reports a qualitative study of child protection files. Particular attention was given to the issues for Asian families. Initially the numerous strategies which social workers and other professionals at child protection conferences used to avoid the issue of domestic violence are explored. However, there was also a small, but emerging, pattern of child abuse in the context of domestic violence being taken seriously. In each of these cases strong expectations were placed on women to separate from or remain separated from men who were violent. These expectations were backed by 'threats' or the actual accommodation of children often with little interagency support for women undertaking this difficult and dangerous task, or before women were ready to undertake this separation. Suggestions are made about aspects of the organizational context which need to change if good child protection is also to include appropriate protection and support for the child's mother.  相似文献

Large numbers of domestic violence (DV) cases on child protection caseloads have necessitated the development of practices that address both DV and child safety. The first step in this process is to gain an understanding of the differences between DV‐involved cases and other forms of maltreatment. The implementation of a differential response service model in Ontario offered an opportunity to compare risk assessment ratings, service outcomes and recurrence and to identify pathways of DV cases through child protection services (CPS). A sample (n = 785) of child protection investigations over a 4‐month period was examined. Of these investigations, 26% cases were DV referred; 87% of the DV victims were mothers; perpetrating partners were mostly absent from investigations; non‐white families were more often investigated for DV than white families; and DV cases were more likely to remain open for ongoing CPS. Only one‐third of DV‐exposed children were assessed as having been harmed and most community referrals were made for the victim parent. Mothers were the primary target of investigation, remaining in CPS for extended service provision although recurrence rates were lower than found in other investigations. Results are discussed to inform investigative procedures, assessment and service response to more adequately respond to children and families when DV is present.  相似文献

This paper takes as its starting point the report produced by the Social Services Inspectorate (1995), entitled Domestic Violence and Social Care , which seeks to alert social workers to the links between domestic violence and child abuse and urges the profession to respond more effectively to these two interconnected forms of violence. Having examined the research findings which provide evidence for these links, the theoretical and service delivery contexts in which these two forms of violence have been studied and conceptualized by the social work profession, both in the United Kingdom and in the United States, are identified. Studies of the social work response to domestic violence are discussed and some of the difficulties experienced by social workers in responding effectively to the needs of families where both forms of violence are experienced are considered. In particular, the issues of 'invisible' men and 'trapped' women and children are explored. It is argued that effective social work intervention which challenges these stereotypes will require additional resources and the article concludes with a consideration of whether the Messages from Research report might herald a shift in the approach to child protection that would promote the allocation of resources to this area of work.  相似文献

While services have been assisting women who have been victims of domestic violence for many years, it has only been in recent times, that children exposed to domestic violence have begun to receive attention by service providers as clients in their own right. A number of specialised programs have now been designed to meet the needs of these children by domestic violence services and agencies that have a child protection or child welfare/family support focus. This paper aims to describe the types of programs currently in operation across Australia which cater specifically for the needs of children who have been exposed to domestic violence by analysing programs listed on the Child Abuse Prevention Programs Database developed by the National Child Protection Clearinghouse. A number of suggestions are made with regard to the means by which therapeutic responses and research in this area could be enhanced.  相似文献

It is estimated that up to one million children may have been exposed to domestic violence in the UK, with significant consequences for their social and emotional development in childhood and later life. At a time when the central and devolved administrations in the UK have developed strategies to tackle domestic violence, this paper reports the findings from a study conducted on children in the child protection system with long‐term and complex needs as a result of experiencing domestic violence. The research identifies the characteristics of the children and their families and tracks their careers through the child protection system. The findings indicate that professionals have an awareness of domestic violence, and that younger children with younger parents are most likely to experience prolonged periods in the child protection system. Domestic violence in this context typically co‐exists in families experiencing other difficulties such as substance misuse and socio‐economic deprivation. In conclusion, the paper argues that Government policy and professional practice should primarily be concerned with assessing the risk that men present, rather than the risk that children are at. By reframing professional interventions, men are more likely to be challenged to accept responsibility for their behaviour and the consequences for their families.  相似文献

Promoting the participation of children and parents in child protection practice is one of the most complex and sensitive areas of social work practice. Increasingly, child protection legislation and policy in many parts of the world enshrines ideals of service user participation. Yet, with the exception of extensive discussion about family group conferencing, the principles and methods for achieving participatory practices in child protection work remain underdeveloped. We use the term 'child protection' to refer to a broad spectrum of child and family welfare services aimed at prevention of (or intervention to address) child abuse and neglect. This spectrum of services includes intensive family support, family support, domestic violence, statutory child protection and child and family advocacy services. In this paper, we present findings from the first phase of a 3-year study into participatory practice in child protection. In this paper, we present findings from a qualitative analysis of interviews with 28 child protection practitioners across five domains of child protection work. Our analysis reveals three core principles of participatory practice underpinning these practitioners' accounts as well as contextual differences among them. We conclude with a discussion of the educational implications of our findings.  相似文献

This paper draws upon the findings of a study that looked at women's experiences of mothering in the context of co-occurrence of domestic violence and child abuse, and considers the issue of women's violence towards children – while acknowledging the fact that men are the main perpetrators of violence towards women and children in these families. The paper first explores the relationship between women's victimization and women's violence, and suggests that women's abuse of their children can be seen as a consequence of their own experiences of domestic violence. The findings nonetheless suggest that abused women have agency, and therefore have responsibilities when they chose to use violence towards their children. The paper also considers the feelings of guilt and blame that tend to arise in these circumstances. Implications for research, policy and practice are identified.  相似文献

This paper looks at the response of the child protection services (CPS) system in cases where exposure to domestic violence occurs alone or together with abuse or neglect, focusing on the factors involved in decisions to maintain the case open for ongoing services or remove children from the home. The study is based on an analysis of clinical and administrative data from the files on children reported to a CPS agency in Montreal, Canada. A total of 1 071 substantiated reports were documented, including 337 cases of co‐occurrence (32%). Analysis of the data shows that domestic violence does not by itself constitute a factor liable to lead to more intrusive intervention. The CPS response appears to be influenced more by the existence of other forms of maltreatment and risk factors. Additionally, while domestic violence may be associated with more severe individual and family problems, it does not influence the decision to keep the case open because the child still need services. The lack of any connection between domestic violence and this decision is a cause for concern, as results indicate that such families need help. Knowing how to respond to their needs therefore remains a major challenge.  相似文献

The use of standardized tools to assess risk for children is mandatory in the child protection sector in Ontario. Factors that can be used specifically to assess the risk of lethality in exposure to domestic violence (DV) cases, however, are largely missing from these tools. Using data from an online survey of 138 child protection workers in Ontario, the current study examines practitioners' risk assessment and safety planning practices with DV cases. Findings provide an overview of the frequency of risk assessment and management strategies within various environmental contexts (e.g., urban and rural) and populations (e.g., indigenous and immigrants/refugees). According to the practitioners sampled, assessing and managing risk are frequently and consistently completed across the province, although specific strategies and challenges vary. Although mandatory provincial child protection tools are commonly used, some workers report using other specific DV risk assessment tools to complement their own measurement of risk and planning for safety. Respondents emphasized the importance of working collaboratively with families and professionals in other sectors to address risk. Implications for future research include exploring the barriers and challenges of using DV‐specific risk assessments in child protection and factors contributing to these challenges as identified by practising child protection workers.  相似文献

This paper draws from interviews with 45 mothers and 52 children who participated in an action research project to develop activities to support women and children in the aftermath of domestic violence. A thematic analysis was used to analyse the data and explore the question: In what ways does the perpetrator of abuse remain present in the lives of women and children following separation? The paper invites workers to recognize the distortions created by domestic violence that may need to be identified and addressed in the aftermath of violence. The ways in which past trauma, erosion of self‐esteem and the undermining of the mother–child relationship continues to create a shadow across the present relationship are identified. The continued presence of the perpetrator of abuse through child contact arrangements and ongoing harassment is also highlighted. The ‘absent presence’ of the abusive partner is posited as a concept to assist workers with a framework through which to understand problems in the mother–child relationship which emerge when living with and separating from a violent partner. The paper has implications for social workers orientating practice to focus on perpetrator accountability and support strengthening the mother–child relationship.  相似文献

The present article explores the complexity of children's experiences of domestic violence. It addresses the various terms used to describe this form of violence and provides a working definition. Reviewing the literature suggests prevalence rates of domestic violence between 25 and 60%. The difficulties in achieving prevalence and incidence rates are outlined. Where children's experiences of domestic violence have been addressed, attention has focused on either children witnessing the abuse of their mother or children directly being abused. Six main ways in which children may witness domestic violence are presented and the relationship between domestic violence and child abuse is examined briefly. An overview of the impact of domestic violence on children incorporates a discussion of the intergenerational transmission of violence theory. Some of the multiple factors which may inhibit children from talking about domestic violence are raised, indicating how complex this issue is for children. Finally, the need to recognize the diversity of children's experiences of and reactions to this form of violence is identified.  相似文献

In recent years, across North America and the UK, child protective service agencies have increasingly begun to rely on bureaucratic, technocratic, and regulatory mechanisms for detecting and managing abuse and neglect. Coupled with a shift from concern for the general social welfare of children to a heightened preoccupation with risk or dangerousness to children, risk assessment systems are becoming integral to child protection practice.
Though risk assessment systems aim to enhance the effectiveness of child protection investigations and service provision, as well as filter out high risk cases from the rest, such systems may foster and reproduce often concealed relations of gender, race, and class. This paper presents a review of the risk assessment trend in child welfare, its general objectives, and some criticisms raised to date. Through a feminist analysis of the social construction of mothering, we re-examine risk assessment. We argue that the risk assessment trend has the potential to entrench oppressive relations of gender, race, and class in child welfare practice with mothers. We suggest that an approach to risk assessment which incorporates a 'mothering narrative' might offer a more thorough evaluation of the conditions that shape the context within which risk to children emerges.  相似文献

With the introduction of the Children (Northern Ireland) Order 1995, Health and Social Care Trusts in Northern Ireland have been engaged in a refocusing of children's services, shifting resources and interventions towards supporting families at an earlier stage in order to reduce the likelihood of crisis, breakdown or abuse at a later stage. Alongside this development the Government wishes to see a clearer link between the objectives of the child protection system and the outcomes for children and their families. This paper critiques the current system of performance management in the child protection system. Using data from a study exploring the characteristics and careers of children in the children protection system in Northern Ireland it is argued that the current measurements of performance are too basic and are designed principally to monitor the operation of the system rather than the impact of services and interventions on the lives of children and their families.  相似文献

The present article explores the concept of system abuse from the perspectives of children and parents. Four main ways in which the term has been used are highlighted and, with reference to the literature, the commonalities underlying the various uses of the term are explored. Reviewing the available evidence suggests that many families may become unnecessarily involved in the child protection system; this finding is discussed within the parameters of the current Section 17/Section 47 debate. Features of the investigation identified as particularly salient for children and parents include the initial phase of the investigation; investigative interviews and medical examinations; case conferences; social-worker/family interaction and the lack of follow-through services. Gaps in service provision when workers do not consider that abuse has occurred are also considered. Finally, pointers for practice during investigations are discussed in the light of this review  相似文献

This paper aims to explore childcare social workers' attitudes towards female victims of domestic violence in England. The study discusses the concept of “mothering” and the processes through which mothers are potentially denigrated rather than empowered. Semi‐structured interviews were conducted with social workers in a single child protection agency to investigate their perceptions of domestic violence, its gendered nature, and the implications for their practice. Participants' responses were coded using thematic analysis. The results demonstrated social workers' cognisance of the challenges domestic violence poses for abused mothers in terms of the ability to safely parent their children. Although the study is not without its limitations, it nevertheless indicates the need for a more holistic approach to safeguarding children within domestic violence settings. Moreover, it underscores the necessity for improving awareness about the prevalence and importance of domestic violence as a child safeguarding concern within social work training. Indeed, improved training would help to develop social workers' knowledge and understanding of service provisions and partner agencies, thus potentially improving practice in this critically important area.  相似文献

ABSTRACT

Despite progress in policies and services for domestic violence, service use remains lower than the need suggests. This study, an analysis from a larger project on social service providers, examines welfare workers' shared beliefs about domestic violence. Using a mixed method design utilizing pile sorts (n = 38; 11 child welfare and 29 financial assistance), a survey (n = 57; 24 child welfare and 33 financial assistance), and in-depth interviews (n = 3; two child welfare and one financial assistance)—workers organized their ideas about factors that contribute to domestic violence, rated the factors along key dimensions of meaning (importance, controllability, characteristics of victims or perpetrators, and cause or effect), and shared experiences of their work with domestic violence cases. Financial assistance and child welfare workers organized their beliefs similarly demonstrating consensus on the importance of the factors, and shared beliefs about the factors that were causes and effects of domestic violence. In interviews, child welfare workers emphasized their focus on systems and collaboration. Despite areas of agreement, child welfare and financial assistance workers did not demonstrate consensus on ideas about domestic violence overall. The findings have implications for practice, specifically for improving responses to domestic violence and increasing the use of domestic violence services.  相似文献

Children live in different contexts of protection and vulnerability when exposed to domestic violence. The negative impacts for many children are consistent and widely acknowledged. However, the implication that this requires men who use violence to address their fathering has been slower to emerge. This article draws from 69 in‐depth qualitative interviews with men, women, and workers across four men's behaviour change programmes in rural Victoria, Australia. Particular attention is given to men's attitudes to their fathering and the formal and informal consequences they experienced as a result of their violence and its impact on their fathering. Although most men came to recognize that their violence impacted their children, they failed to make the connection that the involvement of statutory child protection services in their lives was a direct consequence of their abusive behaviour. This article explores this disconnection by fathers who use violence, their attitude to the involvement of statutory child protection services, and identifies the implications for social work practitioners in addressing this issue.  相似文献

Professionals, including social workers, in the child protection context are frequently required to make decisions on whether to share sensitive personal information about children, their families, and others with colleagues and across institutional and jurisdictional boundaries. Sharing information across agencies and organisations is essential to allow joined‐up service provision and to effectively protect and support children and their families. A legal framework that supports this decision making is a necessary, although not sufficient, condition for effective information sharing. This article examines the complex legal framework that governs information sharing across the Australian states and territories. It identifies a number of structural and regulatory elements that unnecessarily limit information sharing or have a tendency to create a culture that is risk averse, rather than proactive, in sharing information. The article suggests structural and regulatory reforms that would improve the legal framework for sharing information, while at the same time giving due recognition to the human rights that come into tension in this policy context: the right to privacy and the rights of the child.  相似文献

Although many children across cultures are victims of physical abuse, few treatment models target these children and their parents. In Sweden, Combined Parent–Child Cognitive Behavioural Therapy for families at risk for child physical abuse has been successfully used according to pretreatment and posttreatment studies. However, few studies have explored how physically abused children experience treatment. This study includes 20 physically abused children aged 9–17 who completed Combined Parent–Child Cognitive Behavioural Therapy. Children had a positive overall impression of the treatment and highlighted addressing the abuse, as well as processing their experiences as particularly essential. Children described a positive transformation in their family life as a result of treatment, including violence cessation and bonding among family members. Children experienced the intervention as inclusive and child‐friendly. The implications of the promising findings are discussed.  相似文献
