This paper analyses the care arrangements of those dual‐earner couples and lone‐parent families who are under strong pressure because of atypical and unpredictable working hours. In these situations, the parents have to invent day‐to‐day, week‐to‐week solutions for the care needs of their children, mobilizing all available formal and informal resources. The objective is to understand the different ways in which families manage such atypical working hours in three different countries (Finland, France and Portugal). What are the main strategies of the parents in facing this pressure? Do these include negotiations between the parents on the division of tasks, mobilization of ex‐partners, grandparents, brothers and sisters, neighbours, and the different solutions offered by the formal resources? In the first part of the paper, we present the challenges and consequences of atypical working hours for families and institutions in Europe, in particular in Finland, France and Portugal. We then analyse some of the childcare arrangements as well as the impact of the provision of childcare services.  相似文献

There is relatively little research on the communication skills that social workers use in direct practice with families. This study explores patterns of practice skill found in child and family social work home visits. The study analysed 127 practice interactions in family homes, coding for seven dimensions of worker skill using a coding framework drawn from motivational interviewing. Exploratory factor analysis was employed to establish patterns of skill within the data and to group key dimensions of skill. The findings make two contributions. First, three fundamental dimensions of good practice emerged, which we characterize as care and engagement, good authority, and support for behaviour change. Second, in exploring the relationship between “care” and “control” elements of social work, skilled social workers were able to combine good authority and empathic engagement, whereas those who were less skilled in use of authority were also less good at engagement. This contributes to debates about care and control in social work. The usefulness of these dimensions for conceptualizing practice in child and family social work is discussed and directions for further research are suggested.  相似文献

A large part of most children's childhood is about taking part in educational and leisure‐time activities together with other children across various contexts. However, children in out‐of‐home care do not always have easy access to these possibilities for participation. In general, parents coordinate their children's everyday lives, but in the case of children in out‐of‐home care, the responsibility of care is distributed between several professionals and institutions. Research often recommends that inter‐professional cooperation should put the child at the centre and be more child focused. But what does that mean? The paper investigates theoretical understandings of ‘child centredness’ in inter‐professional cooperation. It also includes an empirical example taken from a research project that followed four children in their everyday lives in two residential homes in Denmark. The research explored how professionals work together across contexts in order to support children to take part in school and leisure‐time activities. The overall reasoning leads to the point that for children in out‐of‐home care, the possibility of exercising personal agency in their everyday life constitutes a difficult but vital issue. How children in out‐of‐home care learn how to conduct their everyday lives, is closely related to the ways professionals cooperate across contexts. It points to the need for close inter‐professional cooperation in order to encourage and support children's initiatives and engagements in activities in communities with other children.  相似文献

This paper argues that research, analysis and policy innovations focused on how households combine paid work with care responsibilities are driven to too great a degree by preconceptions of “the problem” that do not take sufficient account of how families themselves understand their work and care roles and the choices they are making. The evidence of 246 SOCCARE interviews across five European countries (Finland, France, Italy, Portugal and the UK) is that the variables that are conventionally accepted as having fundamental significance (family‐friendly policies and generous care services, flexible working hours, women's work–life preferences, family type, national labour markets, cultural differences) are less important than is often suggested. More important are time pressures and the idiosyncratic factors that constrain the work and care timetables that families are able to construct. We characterize these as “scheduling problems”. They occupied a large part of the accounts of their lives provided by our respondents and are a primary dimension within which their combinations of paid work and care responsibilities need to be understood. The difficulties our respondents faced in coordinating the work and care activities of their families bear a striking similarity to the problems described in the operations research literature on small businesses. Within the context of these scheduling problems a second important factor emerged: the preferences and behaviour of men who played a critical, though often passive, part in the construction of work and care timetables of the families. This paper examines the work and care strategies chosen by full‐time working families with children in Finland, Italy, Portugal and the UK. It asks whether European families in different countries, facing the same problems of balancing employment and childcare responsibilities, respond to their situations in similar ways. An increase in dual‐earner families where both parents work full‐time represents a general employment trend in today's Europe. Also, within families with children, such employment patterns are now more common than they were previously. National differences may therefore not any longer be as marked as often indicated by country‐based surveys. The qualitative data from the SOCCARE Project offer a way to examine this issue. The focal point of the paper is to make a comparative analysis of couples in similar work and care situations. Using their working hours as the common denominator, this paper analyses their daily childcare arrangements and how these are impacted by gender roles, working schedules, flexibility of workplace, income levels, parents’ educational background and availability of care facilities. The paper concludes that European families’ work and care strategies have many similarities whereby national differences may not be as marked as often indicated by contemporary research.  相似文献

With growing concerns about the efficacy and costs of intrusive child protection interventions and increasing recognition of citizen rights to participation in governance, jurisdictions are looking to collaborative alternatives that divert families from the courts and out‐of‐home care. In Queensland (Australia), “intervention with parental agreement” (IPA) is one such response. Under IPA, the statutory child protection authority can work collaboratively with families, without a court order, to respond to children assessed as “in need of protection.” In this paper, we use procedural justice theory as a lens to explore how IPA policy is enacted in practice. Procedural justice relates to the quality of treatment a person receives and the fairness of the process than an authority uses during decision‐making (Tyler, 2006 ). It is associated with voluntary cooperation and compliance; key practice concerns when working to address child maltreatment via parental agreement rather than court ordered intervention. We report on a qualitative study that utilized semistructured, in‐depth interviews to capture the perceptions of 30 practitioners regarding the factors that shape the extent to which they enact IPA policy in a procedurally fair manner. Strategies for enhancing procedurally just enactment of IPA policy in practice are discussed.  相似文献

The cultural value of respeto (respect) is central to Latine parenting. Yet, how respeto manifests in the interactions of Latine parents and their young children remains unexamined. Low‐income Mexican immigrant Spanish‐speaking mothers and their 2.5‐year‐old toddlers (N = 128) were video‐recorded during play (Mage = 30.2 months, SD = 0.52), and two culturally informed items of respeto were coded: parent calm authority and child affiliative obedience. Respeto related to standard ratings of mother and child interactions (e.g., maternal sensitivity and child engagement) but also captured unique features of parent–child interactions. Respeto related to mothers' and toddlers' language production and discourse during the interaction, and explained unique variance in language variables above standard ratings of mother–child interaction. This is the first effort to document a culturally salient aspect of dyadic interaction in Mexican immigrant mothers and young children and to show that respeto relates to language use during mother–child interactions.  相似文献

The UK has long been near the bottom of the EU “childcare league”. Attitudes of policymakers towards employment for the mothers of young children were ambivalent up to and including the Thatcher years, and the problem of “reconciling” work and family was historically deemed to be a private decision. This changed in 1998, when the Labour government put forward the first ever national childcare strategy. This paper argues that the aims behind the strategy were intimately linked to the attack on poverty and social exclusion in that: (1) efforts to stimulate provision focused on disadvantaged neighbourhoods; (2) subsidy was provided for early years education , rather than care (in order to give children a better start in life); and (3) stimulating provision was intended to promote women's employment, especially among lone‐mother families, thereby improving the material welfare of poor families. The means of expanding childcare have taken the form of a complicated set of demand‐ and supply‐side subsidies, reflecting the ongoing commitment to a mixed economy of childcare. The paper argues that this has implications for access and quality, and that there are tensions between the social investment approach to childcare on the one hand, and the desire to promote mothers’ employment on the other.  相似文献

There is growing interest in the idea of the “social investment state”. This paper analyses the emergence of such a state in the UK, in the context of a brief account of the more general transformations of citizenship and the state under New Labour. It argues that, despite the iconic status of the child in the social investment state, it is the child as “citizen‐worker” of the future rather than “citizen‐child” of the present who is invoked by the future‐oriented discourse of social investment.  相似文献

How do foster parents support the relational and cultural connections of Indigenous children in care? The answer matters; the well‐being of Indigenous children depends on these connections. At one of Canada's largest Indigenous child welfare agencies, we implemented inclusive foster care, an approach requiring foster parents to engage with the family, community, and cultural life of the child for whom they care. Fifteen years later, we present findings from a thematic analysis of interviews with 13 foster parents who participated in a mixed methods study exploring inclusive foster care. We discuss foster parent strategies to support the child's family relationships: setting clear boundaries, rolling with inconsistency, and understanding the family's (hi)stories. Strategies to strengthen cultural connectedness include visiting traditional territory, using personal initiative and Indigenous knowledge, and engaging in school‐based and “multi‐purpose” cultural opportunities. Drawing on foster parent stories of success, we propose ways for social workers, foster parents, and policymakers to address the cultural and relational disruption that characterizes the experience of Indigenous children in care in colonial settler societies.  相似文献

The United States is at a crossroads in its policies for families and women. Currently, the United States provides basic support for children, fathers, and mothers in the form of unpaid parental leave, child‐related tax breaks, and limited public child care. In contrast, the other member states of the Organisation for Economic Co‐operation and Development (OECD) empower families through paid parental leave and comprehensive investments in infants and children. The potential gains from strengthening these policies in the United States are enormous. Paid parental leave and subsidized child‐care help to get and keep more women in the workforce, contribute to economic growth, offer cognitive and health benefits to children, and give parents options in defining their preferred work‐life strategy. Indeed, the United States has been falling behind the rest of the OECD in many social and economic indicators by not adequately investing in children, fathers and mothers. Given the significant payoffs to these family supports, this article focuses on issues of reconciling work and care commitments for families with young children, and, in particular, on paid parental leave policies within the OECD and the United States.  相似文献

Research has shown the importance of long‐term, caring adults for children in foster care. This paper reviews the Friends of the Children (FOTC) long‐term mentoring programme and how it was adapted to serve children and families with child welfare system involvement. This study's two research questions are (1) How do Friends (FOTC's paid professional mentors) currently work with, and in turn, have an impact on, child welfare‐involved families? and (2) How can Friends better support child welfare system‐involved caregivers and families to promote family stability, permanence, and child well‐being? Data were collected from 21 caregivers (foster and biological), 24 FOTC Friends, five child welfare workers, and five teachers. Qualitative analyses of focus group, interview, and open‐ended survey data revealed a wide variety of ways Friends currently support children and families. In addition, several recommendations were made for strengthening programming. These findings provide valuable insights into providing long‐term mentoring to child welfare system‐involved children and families.  相似文献

This study explores the experiences that have led some of Korea's immigrant workers into gambling addiction and examines possible social welfare services that could support treatment. Immigrant workers' gambling experience as aliens in Korea was analyzed through the methodology of a phenomenological case study. The participants, who voluntarily consented to the study, were five immigrant workers addicted to gambling. Data were collected through one‐on‐one, in‐depth interviews over 6 months, starting in July 2018. The essential themes that emerged in the interviews were “changing strategies for survival,” “forgetting oneself without any sense of responsibility or shame,” “gambling as routine daily life,” “obsession with making a fortune in one go,” and “no home to return to.” Based on its results, this study makes suggestions for the prevention of gambling addiction in immigrant workers. Further, future research needs to be broadened to analyze nationwide cases of immigrant workers with more diverse demographic backgrounds.  相似文献

The subject of stability for children in long‐term foster care is an emerging field within social work with vulnerable children. In Sweden, the adoption of foster children is not a common occurrence. Instead, when a child has been placed in foster care for 3 years, the local social welfare committee will consider whether the custody of the child should be transferred to the foster parents regardless of the circumstances of the birth parents, in order to secure stability and a sense of family belonging. Consequently, custody transfers raise questions such as “who is family?” and “who is a parent?” This qualitative interview study with custodians and young people who have experienced custody transfer highlights that who counts as family and as a parent is ambiguous. This article draws attention to how negotiations about family and parenthood revolve around biological, emotional, and relational dimensions. Furthermore, we show that stability for children in care has to be understood in terms of processes over time and not as the result of a single decision of custody transfer. Consequently, social workers need to take several aspects into account when they assess family belonging and stability for children in foster care.  相似文献

ABSTRACT

To address the need for empirical evidence on how culture is and should be addressed in child protection work in Australia to ensure equity in service delivery, this study reviewed 120 case files of children from ethnic-minority, Aboriginal, and Anglo backgrounds and conducted 46 qualitative interviews with ethnic-minority client families and the caseworkers who service them. Overall, the results indicated that the issue of culture for ethnic-minority families receives less consideration than it does for Aboriginal families and more than it does for Anglo families, indicating that cross-cultural parity is yet to be achieved. To ensure equity in service delivery, it is important that culture is neither overlooked nor used to essentialize the needs and experiences of ethnic-minority families; balancing the amount of attention that culture receives in child protection work may help “normalize the novel”—that is, reduce the use of cultural stereotypes without reducing the significance of cultural factors in child protection work with culturally nonmainstream families. Mandatory consultation with “multicultural” caseworkers may help get the balance right and warrants future research.  相似文献

Mothers who induce illness in their children are abusing them. What must be uppermost in the mind of the child protection worker is the effect of the mother’s behaviour on the child. A good assessment of the mother is essential in making decisions about the child’s safety. Schreier & Libow (1993) estimate that nearly 10% of mothers who deliberately induce illness in their children ultimately kill them. The construction with the mother of a comprehensive genogram is an essential tool for assessment. Denial by the mother is usual and overt confrontation is usually not a helpful technique. Key assessment questions are: What are the mother’s real feelings about this child? Can the mother imagine what life will be like with a well child? Is this mother more than extremely anxious or overprotective towards her child? This difficult, complex work can arouse intense feelings in individual workers and within the assessment team. The relationship between children's material circumstances and child abuse and neglect raises a series of questions for policy, practice, and practitioners. Children and families in poverty are significantly more likely to be the subject of state intervention. This article, based on a unique mixed‐methods study of social work interventions and the influence of poverty, highlights a narrative from practitioners that argues that, as many poor families do not harm their children, it is stigmatizing to discuss a link between poverty and child abuse and neglect. The data reveal that poverty has become invisible in practice, in part justified by avoiding stigma but also because of a lack of up‐to‐date research knowledge and investment by some social workers in an “underclass” discourse. We argue, in light of the evidence that poverty is a contributory factor in the risk of harm, that it is vital that social work engages with the evidence and in critical reflection about intervening in the context of poverty. We identify the need for fresh approaches to the harms children and families face in order to support practices that engage confidently with the consequences of poverty and deprivation.  相似文献

This article is concerned with questions about the amount of support given by welfare states towards the maintenance of a wife engaged in housework and child care. It compares the value of the support supplied by the tax/benefit packages of 15 countries. The article defines support for wifely labour as the difference between the net disposable income of a single person and a couple with the same earnings. In analysing the data, three models are used: the “traditional” model where the wife is economically dependent on her husband; the “modern” model where the wife remains outside the labour market while she has young children; and the “dual breadwinner” model where the mother of young children is in full- or part-time employment. Much of the analysis is concerned with patterns of social policy in which support for wives is associated with support for children. While the evidence shows that welfare states do provide support to wives, both with and without young children and engaged in paid as well as unpaid work, the levels of support vary greatly between welfare states. The variations are not associated with the generally discussed categorizations of welfare state types.  相似文献

Contemporary American immigration policy since 1996 has sought to control the entrance of “illegal immigrants” while also facilitating their deportation, thereby dividing mixed-status families. American children born to non-native parents are rendered second-class citizens. Such policies claim to preserve the American economic and social order. The author posits that American immigration reform needs to be viewed in the context of legal statutes and social policies that are embedded in a complex, unconscious intrapsychic defense system of “White nativism,” aimed to avert the mourning of the “White native” cultural identity. Deportation and immigration reform is therefore a “White native,” legal, and policy-driven annihilatory tool, designed to extricate the American-born Hispanic child from the United States in order to avert the inevitable transformation of the “White natives” collective external group symbolic representations, or reservoirs, that are linked to individual and collective affective mother–me experiences.  相似文献
