Cheng T. Financial self‐sufficiency or return to welfare? A longitudinal study of mothers among the working poor Int J Soc Welfare 2010: 19: 162–172 © 2010 The Author(s), Journal compilation © 2010 Blackwell Publishing Ltd and International Journal of Social Welfare. This study investigated how working‐poor mothers who withdrew from a US government assistance program were affected by the economy, welfare reform policies, and their own human capital, in terms of their likelihood of returning to welfare and their likelihood of becoming nonpoor through work. The study employed longitudinal data (covering 42 months) extracted from a national data set. The sample for the current study, which relied on event history analysis, consisted of 228 working‐poor former welfare mothers. Results showed that the women's return to welfare was correlated to high unemployment, restrictive welfare policies, enrollment in Medicaid and food‐stamp programs, possession of service‐job skills, and being Hispanic. The women were most likely to attain relative financial independence in the presence of generous government assistance program policies, housing assistance, full‐time employment, operative‐job skills, college education, and marriage. African American ethnicity also made achievement of financial independence more likely.  相似文献

This article discusses the welfare state and argues that the service component has been neglected in the mainstream literature. A main reason for the neglect is the lack of theorising on the distinction between the politics of welfare services and the politics of transfers. The article analyses the impact of working time on two outcomes: sickness absence and the work–family balance. Working time is distinguished along two dimensions: irregular versus regular working hours and control versus no control over working time. There are three main findings. First, working irregular working hours with no control over time increased sickness absence, for men. Second, irregular hours, particularly with no flexibility, caused distress to the work–family balance, for both women and men. Third, flexibility in the work schedule when working regular hours had no effect on sickness absence nor on the work–family balance. This last finding may be explained by the institutional setting: employees in Norway already have substantial flexibility in, for instance, access to leave of absence. The findings suggest that increasing flexibility may benefit employees who work irregular hours.  相似文献

This article reports on an investigation into the influence of individual characteristics on attitudes to government responsibility for welfare‐related tasks using data from the European Social Survey. The main finding of this investigation was that socio‐demographic characteristics, basic personal values, a left–right ideological position and religious affiliation were all associated with attitudes towards welfare policies. An item‐by‐item examination of the six issues enquired about in the survey revealed that people tended to hold the government responsible for tasks that would benefit them more directly. Taken as a whole, the empirical findings were interpreted to mean that individuals' tastes for welfare state policies were driven, at least partially, by self‐interest, but it was also noted that further work was needed to disentangle the potential role of group loyalty effects.  相似文献

Welfare residualism: a comparative study of the Basic Livelihood Security systems in China and South Korea Int J Soc Welfare 2011: 20: 113–124 © 2010 The Author(s), International Journal of Social Welfare © 2010 Blackwell Publishing Ltd and International Journal of Social Welfare. In this article, the Basic Livelihood Security (BLS) systems of China and South Korea are compared. The purpose of BLS is to provide a safety net for poor families, particularly the unemployed and the retired who were hard‐hit by recent economic reforms and crises. A common characteristic of the two systems is residual welfare marked by strict eligibility rules and limited coverage. Both systems are subordinate to the primary goal of economic growth and therefore only compensate for the very disadvantaged left behind by market competition. Neither system is particularly effective in achieving its original antipoverty goals. However, South Korea's provision of self‐support programs to supplement cash transfers has helped individuals to move from welfare to work, and thus has implications for China's BLS system. Both countries need to put more emphasis on equity and social justice in their ongoing reforms and expansions of BLS.  相似文献

One hundred years of money, welfare and death: mortality, economic growth and the development of the welfare state in 17 OECD countries 1900–2000 Int J Soc Welfare 2010: ??: ??–??© 2010 The Author(s), Journal compilation © 2010 Blackwell Publishing Ltd and International Journal of Social Welfare. The article focuses on the role played by the welfare state vis‐à‐vis GDP in the increase of life expectancy in 17 OECD countries 1900–2000. The article shows that money matters, war kills and the welfare state is good for health. There is a curvilinear relationship between prosperity and longevity: after a certain level, the marginal utility of an extra dollar levels off. In the longer run, growth is a necessary but not sufficient condition. The welfare state plays its role, too. Bigger is better, be it with regard to social spending or the generosity or coverage of social protection. For the life expectancy of a population to increase, it is better to have broader coverage or universal access to care than to have more generous benefits, which are channelled to a limited circle of citizens. It is better to give adequately to all than lavishly to too few.  相似文献

This article considers the role of legislated welfare state institutions as mediators of effects of political and structural forces on citizens' levels of living of relevance to inequalities in health and mortality. The focus is on institutional structures of welfare state programmes relevant to class inequality, as indicated by income inequalities, and to gender inequality, conceived of as differences in agency. I introduce the Social Citizenship Indicator Program, a database providing quantitative and qualitative information on structures of main social insurance programmes in 18 countries from 1930 to 2000, on about 300,000 data points. It is used to delineate types of distributive institutions of relevance for income inequality. Institutions relevant for gendered agency inequality affect choices by women, especially mothers, between unpaid and paid work. Driving forces behind the emergence of differences in distributive institutions are discussed, and patterns of class and gender inequalities are outlined.  相似文献

An estimated 225 million Chinese people have migrated to cities from China's rural areas over the past two decades. These rural‐to‐urban migrant workers have greatly challenged China's welfare system. The pre‐reform welfare system was a duel scheme with an urban–rural distinction in which rural residents were not covered by state‐run welfare programs and had to rely on their families and rural collectives. The development of employment‐based social insurance programs in 1999 made social welfare programs available for rural‐to‐urban migrant workers. Using an anonymous survey conducted in seven cities across China in 2006, we found that social insurance program participation rates were low among rural‐to‐urban migrant workers. Individual factors, including lack of knowledge of welfare programs and of a willingness to participate, and macro‐level factors, including type of employer and industry, are critical in determining migrant workers' participation in welfare programs. Implications for policies and practice are discussed.  相似文献

Depressive symptoms and help‐seeking behaviors among Korean Americans Int J Soc Welfare 2011: 20: 421–429 © 2010 The Author(s), International Journal of Social Welfare © 2010 Blackwell Publishing Ltd and the International Journal of Social Welfare. Korean Americans represent the fifth largest group of Asian Americans in the USA. This exploratory survey of 205 Korean Americans (92.2 percent foreign born) found that those with depressive symptoms tend to be younger, have lower incomes, and are more concerned about their basic needs, community/social needs, family relationship issues, and healthcare issues than those without depressive symptoms. Income, healthcare concerns, and anxiety were significant predictors of depression. The likelihood of having depressive symptoms among Korean Americans with anxiety was 240 times higher than among those without anxiety, but acculturation was not a significant contributing factor. Most respondents tended to seek advice about their mental health problems from physicians and non‐mental health professionals (friends and religious healers). Implications for social work education, research, practice, and policy are discussed in relation to the need to use evidence‐based practice data to plan culturally relevant services for ethnic minorities.  相似文献

In the present study, the impact of family policy legislation and economic development on infant mortality was estimated. Time series analyses indicate that economic growth decreased infant mortality in the earlier part of the 20th century, while the postwar period showed a zero or even a reversed correlation between economic development and child health. The results from fixed effects modelling of data for 18 welfare democracies for the period 1970–2000 are in line with the hypothesis that the more generous the earnings‐related parental leave benefits, the lower the infant mortality.  相似文献

This article presents the results of an evaluation of a multidisciplinary consultation program in child protection by applying a clinical data‐mining approach. Using available agency records, data concerning mental health, substance abuse, and domestic violence consultations were extracted retrospectively for evaluative purposes. The results demonstrated that by examining existing records, child‐protection practitioners were able to evaluate the existing practices as well as recognize areas for program improvement. Additionally, differential patterns emerged in consultation types. Lastly, a discussion of the strengths and limitations as well as implications of clinical data‐mining studies is presented.  相似文献

Mental health NGOs in Western Europe are increasingly managed by contractual audit procedures. This article concerns how contractual audit and its emphasis on effectiveness of care impact on the practices of long‐term mental health rehabilitation. To demonstrate this, a case study of a Finnish NGO that provides supported housing is presented. The study looks at how service purchasing practices, as stated in the contract between the municipality and the NGO, are reflected in the meetings among practitioners. Documentary and meeting data were utilised together with Mitchell Dean's notion of technologies of agency. It was found that practitioners actively sought to show the effectiveness of their everyday work in terms of contractual audit by demonstrating both the economic and progressive aspects of care. Thus, professional competency in mental health rehabilitation appears to entail both the skills of care interventions and the ability to perform these interventions as efficient and financially accountable activities.  相似文献

This Supplement includes a number of articles dealing with the role of social policy schemes for public health across the life course. As a key social determinant of health, poverty and its consequences have historically been at the forefront of the public health discussion. But also in rich countries today, economic resources are likely to be important for health and survival, both on an individual and an aggregate level. This introductory article serves as a background for the more specific analyses that follow. The focus is on why income and income inequality could have an effect on individual and population health. We discuss relationships between the individual and population levels and between income and health, and some of the possible mechanisms involved. While the role of the family has been a distinctive feature of East Asian welfare systems, rapid social policy development and reforms in South Korea and Taiwan over the last two decades have led to an increase in public welfare. Yet, despite a growing number of studies, little is known about the role of family support – private transfers – and public programmes in the performance of state welfare. This article reports on a comparative analysis of the role of public and private transfers aimed at poverty and inequality reduction in 12 Western and two East Asian states employing the Luxemburg Income Study data set. Results indicate that, in contrast to the West, private transfers that rest primarily on family support remain more important than public transfers in reducing income inequality and poverty in South Korea and Taiwan.  相似文献

This article analyses the development and design of unemployment insurance and family policy benefits and their links to health outcomes in Estonia, Poland, the Slovak Republic, Slovenia, the Czech Republic and Hungary from the mid‐1990s. Comparing these six transition countries with long‐standing welfare democracies reveals important similarities and differences in policy and health. Unemployment benefit schemes resemble corporatist schemes in important respects, however, with lower coverage and average benefits. Subjective wellbeing is also comparatively low among both employed and unemployed in the transition countries. Several transition countries have mixed family policy strategies that simultaneously support dual‐earner families and traditional gender roles. One clear exception is Slovenia, which has a highly developed dual‐earner support. Family policy generosity is related to lower rates of poverty, infant mortality and child injuries. The article demonstrates the fruitfulness of institutional analyses of the link between social policy and population health in a broader welfare state context.  相似文献

This article examines the ways in which child welfare professionals negotiate their roles and those of other professionals in home visits with clients, in this case the parents of young children. The concept of boundary work is developed within the context of the professional–client encounter. Drawing on Goffman's concept of ‘footing’, the analysis examines how professionals attend to ways of constructing family problems in terms of appropriate professional interventions – both from themselves and others. It is argued that the careful consideration of how problems merit interventions displays an adherence to the development of the supportive relations which move beyond strict professional remits. The article adds to the research evidence, which sees inter‐professional coordination as a complex matter, located in everyday practice rather than as advocating more tightly monitored procedure.  相似文献

Social development is a massive undertaking that has spawned a multitude of organisational forms. It nevertheless remains an ambiguous term and ill‐defined area of work, though some social development practitioners have succeeded in making small‐scale local differences in particular situations. While largely a tool of the status quo, some believe that social development has transformative potential and provides valuable space to confront inequalities and deprivation. In this article, I argue that in contemporary neoliberal environments social development is being co‐opted by Third Way politics and professionalisation processes. As it professionalises through the creation of professional structures and educational systems, it is becoming increasingly like social work, despite arguments that it is as an alternative approach to poverty and social exclusion. In the process, it is losing its transformative, critical edge, and morphing into a neoliberal, social investment approach that absolves government of its responsibility for the welfare of citizens.  相似文献

This article explores the experiences of reciprocity and conflicts in social relationships, and how these experiences are related to financial support (loans and gifts) in the wider social network. The balance of exchange within the social network as a whole is considered in relation to socio‐demographic features, financial conditions and the availability of social relationships. The data are drawn from a study of financial support exchange in Sweden based on a representative survey among Swedish citizens (n= 500). The results reveal that people living in economic hardship and who have more problematic life circumstances appear to be at risk of receiving more limited informal financial support and experience more feelings of conflict and nonreciprocal social relations.  相似文献

It is widely accepted that during the 1990s, the Argentine state experienced a general retrenchment. This article shows that, though this may have been true in the economic realm, this retrenchment did not take place in the diverse arenas of social policy. While privatisations and labour market flexibility dismantled the foundations of Keynesianism, the components of the welfare state experienced substantial growth. At the same time, the changes experienced by the welfare state in the past quarter century have not included a transformation of its basic principles, despite the profound changes experienced by Argentine society during this period.  相似文献

In Sweden, absence from work because of illness or injury has fluctuated considerably over time. This study aimed to identify potentially important factors behind variations in long‐term sickness absence. Aggregated data were used to assess factors correlated with the number of ongoing cases of sickness absence lasting more than 59 days. Trends were analysed using statistics from national social insurance records, labour force surveys and other official statistics. Although specific changes in the degree of generosity in the sickness insurance scheme were important in some cases, the results showed no consistent associations for the study period 1992–2008. Men were generally more sensitive to macroeconomic factors than women. Furthermore, compared with earlier findings, workforce composition had less impact on variations in long‐term sickness absence. Notably, public health indicators such as alcohol sales and working conditions were clearly related to long‐term sick leave during the period under investigation.  相似文献
