While benefiting from the wealth generated by economic reform, China has also faced increasing social and environmental problems. With the restructuring of state enterprises, the previous occupational-based welfare system has been abolished. To decentralize the state's role in social protection while tackling social problems, the Chinese government has tried to experiment with different social measures to diversify welfare financing and provisions. Included in the social experiments are non-governmental organizations and charities. This paper provides a critical analysis of the social context of China since its economic reform, which, we argue, paves the way for the current development of NGOs and charities. This overview of current development of NGOs and charities in China also highlights existing structural problems.  相似文献

This article discusses Chinese social policy development in response to the growth of the market economy. It provides a general overview of the system's evolution in three stages: (1) the pre‐reform period when a system of enterprise welfare was in operation; (2) a period of system transition; (3) the stage when state welfare began to take shape. These developmental trends are interpreted on the basis of three types of institutional relations: the State‐enterprise relation, the enterprise‐ (or employer‐) employee relation, and the individual/worker‐State relation. Moreover, the discussion deals with policy perceptions at each stage of the developmental process. Based on these analyses, it illustrates the transformation of the Chinese social security system in a broad socioeconomic and political context, where China struggled to establish a modern, market‐based enterprise system. The paper thus expounds issues of socialism, market forces and the power of organized labour.  相似文献

An estimated 225 million Chinese people have migrated to cities from China's rural areas over the past two decades. These rural‐to‐urban migrant workers have greatly challenged China's welfare system. The pre‐reform welfare system was a duel scheme with an urban–rural distinction in which rural residents were not covered by state‐run welfare programs and had to rely on their families and rural collectives. The development of employment‐based social insurance programs in 1999 made social welfare programs available for rural‐to‐urban migrant workers. Using an anonymous survey conducted in seven cities across China in 2006, we found that social insurance program participation rates were low among rural‐to‐urban migrant workers. Individual factors, including lack of knowledge of welfare programs and of a willingness to participate, and macro‐level factors, including type of employer and industry, are critical in determining migrant workers' participation in welfare programs. Implications for policies and practice are discussed.  相似文献

By focusing on China's residual features of a welfare system for elderly people, this paper examines three major issues: (i) The residual welfare provision in China presents informal, incremental, hysteretic and multitrack characteristics; (ii) This residual welfare is the result of the interaction of multiple factors, including modernization, social interests, state function, political structure and cultural values; (iii) From a welfare state perspective, the ‘universal’ policy and programmes currently advocated in China are largely a modified residual model. Although certain improvements have been incorporated into the theoretical discussion of social policy, in practice, effective solutions to the existing problems of China's welfare system require a further elevation of theoretical concepts and a reformation in governance structures.  相似文献

This article addresses the politics of social policy in the context of the 2004 American presidential election. It examines the divisions in American society and their distinctive agendas. It also explores the record of the Bush administration on key social policy issues and shows how it relates to the broader conservative tradition as well as to the Clinton administration's reform of welfare. Finally, it examines the election results. The article argues that the Bush administration has a distinctive agenda on social policy issues and that its approach is likely to reduce further the role of the social government in the provision of social policy, by emphasizing market forces and philanthropy as well as cutting taxes. It also notes, however, that the Bush administration has taken a strong stance on traditional moral values and that its opposition to abortion and homosexuality is an important part of its political strategy.  相似文献

Familization and defamilization studies are increasingly seen as an important component of welfare research. They are concerned with the threats to the welfare of individuals caused by involuntary participation in the unwanted family relationship. Moreover, they address the idea that governments have the potential to reduce these threats through the provision of welfare measures. This article contributes to the familization and defamilizaion studies with the focus on the link between these studies and the studies of residualization strategies. It carries out three analytical tasks. The first is to present a new defamilization and familization framework. The second is to demonstrate the usefulness of this framework in analyzing the problem of employing the residualization strategies to reform the old‐age income security system. Our focus is particularly on the insufficient sensitivity of these strategies to women's (and men's) diverse preferences relating to ways of organizing their family life. The third is to demonstrate the empirical significance of this framework. To meet this objective, we apply the framework to the investigation of two old‐age income security measures in Hong Kong—the Mandatory Provident Fund and the Comprehensive Social Security Assistance scheme.  相似文献

The present paper outlines and analyzes Australia's welfare reform policies as they have been implemented over the past decade. While there have been numerous social policy initiatives over this period, welfare reform provides an interesting site for analysis and review. This suite of policies and programs is of particular importance from several standpoints. First, its target groups – those needing income security assistance, including the unemployed, people with disabilities, and single parents – are historically and traditionally of concern to social work and social welfare. Second, welfare reform policies have had significant impact on social welfare agencies, and the social workers and welfare workers employed in them. Finally, welfare reform has had a wider impact on inequality in Australia and our attitudes to those in need. This paper first provides a brief overview of the context of Australian social policy and welfare, its origins and current situation. It then outlines the key operational elements of welfare reform and how it has been implemented. The third section of the paper offers a critical analysis of these policies and programs and finally poses some questions and issues requiring further discussion and research.  相似文献

The Chinese government adheres to the principle of ‘children first’ and actively protects their rights of survival, development, protection and participation through methods such as laws and regulations, policy system, public services and pilot works. The Chinese government aimed to narrow the gap between children's development in rural and urban areas and to continuously improve the level of child welfare. The government complies fully with its responsibilities in raising the overall quality of life for children and improving their health and overall development.

China has 280 million children, and is the country with the most children in the world. China is a signatory of and a country that loyally implements the Convention on the Rights of the Child. Since the economic reform, China's economy has developed rapidly, politics has been harmonized and stabilized, and the degree of social civilization has risen continuously. It has long been claimed that social welfare programmes harm economic development. These programmes, it is alleged, depress work incentives, divert scarce investment resources to 'unproductive' social services and create a large underclass of dependent individuals. Welfare reform in the United States intends to reverse these allegedly negative economic effects by requiring welfare clients to work. It also hopes to reduce poverty. This article examines these claims. It discusses the welfare reform programme and concludes that its impact on both economic development and poverty has been minimal. Policies that transcend the current obsession with work, promote sustained economic development and invest in human capabilities are more likely to succeed.  相似文献

ABSTRACT

This paper provides a brief summary of China’s social policy in the last three decades by dividing it into two significant stages. It analyses the different policy orientations and concrete measurements in the two stages. According to the author, the changes and development of China’s social policy in the last three decades were, to a large extent, responses to the economic transition and the current socio-economic conditions. In the first stage, China’s social policy had to keep a low social welfare level to support the labour-intensive and foreign-trade oriented economic model in the 1990s. In the second stage, it had turned more to solve serious social problems and responded to the new economic and social challenges. After the fast development of almost two decades, China’s social policy is still facing big challenges. Several important issues for further social policy development are discussed in this paper.  相似文献

Social insurance promotes progressive redistribution through risk pooling and cross‐subsidy. However, in China, risks and protection are mismatched, with benefits and protection accruing to the privileged while high‐risk groups are inadequately protected. This article reports on a study of the sources of regressive redistribution in Chinese pension, health and unemployment insurance programmes, and discusses the possible cause of this redistribution paradox. It argues that the government has adopted different strategies for welfare reform towards different socioeconomic groups. For the core groups, such as public employees, reform has been characterised by replacing old programmes with new (i.e., a replacement strategy). For marginal groups, the government has handed off its responsibilities to individuals and the market (a retrenchment strategy). This political pecking order of welfare reform is the cause of distorted distributional outcomes. As social policy programmes continue to spread in developing countries, China's case illustrates that they may reinforce existing disparities rather than realise progressive redistribution, risk management and social inclusion.  相似文献

本文关注福利文化对社会养老制度和实践的影响,从文化视角审视中国现代社会养老项目的发展,揭示了老年社会福利模式与特定社会政策制定者对社会福利概念的理解和传统福利文化之间的关系。限定主义的价值观和公民权利意识的缺失阻碍着中国老年社会福利模式从剩余性到制度性的转变,抑制了社会福利在缩小老年群体内阶层差异方面的作用,促使了福利资源分配的不公。尽管人口老龄化和福利国家的文化扩散正在促使中国老年社会福利呈多元化发展趋势,多元福利体系的最终建立还有赖于社会公众和政策制定者对个人和国家关系的重新解读。  相似文献

1950~1960年代,福利国家在西欧和北欧得到了充分地发展。其中,瑞典以其福利最广泛和最优厚而闻名于世,获得了"福利国家橱窗"的称号。1970年代后期,以瑞典为代表的福利国家出现了过度福利的问题,相继进入"福利国家危机时代"。经过一系列的改革,瑞典取得了积极的成效。我国国情与瑞典不同决定了我们不可能建立一个完全瑞典模式的社会保障体系,但是瑞典的一些经验和做法对于完善我国的社会保障制度有着重要的借鉴意义。  相似文献

This article critically interrogates the depth and quality of change of post‐apartheid welfare policy and social work practice towards a social development paradigm against the background of inequality and poverty in South Africa. It asks several questions: what kind of welfare system has the current welfare dispensation created? How far has it moved from a residual, ameliorative system to an institutional developmental system, in keeping with the developmental welfare paradigm? To what extent can residual provisions be transformed into developmental processes? What conditions are necessary for this to happen? The answers to questions such as these provide the basis for assessing South Africa's new developmental processes. The article highlights the fundamental contradictions in social development policy imperatives, which call for a marriage of economic and social considerations, and the internal contradictions across and within various welfare policies. Further, it argues that the government does not have the political will to bear the costs of the substantive change that the move towards developmental social work requires, choosing instead limited, individually targeted and ameliorative measures, such as increased social security spending. Thus, it suggests that ideological critique, consciousness raising and participation in public policy debates remain crucial for those who seek long‐term solutions to inequality and poverty in South Africa.  相似文献

This study assesses the social welfare reform during the progressive regimes of South Korea (hereafter Korea) led by President Kim Dae-Jung (1998-2003) and President Roh Moo-Hyun (2003-2008), and considers its theoretical implications. Analysis of the social welfare reform under the two progressive governments has indicated that the reform did not produce the anticipated results. Although the Korean economy has grown rapidly along with a considerable increase in the national income per capita in comparison with that in the past, the country's social welfare system still remains significantly underdeveloped in all respects, relative to that of all the other OECD countries with similar economic power, let alone the advanced welfare states in Western Europe. This study maintains that the key reason for the inertia or status quo despite the significant efforts of both the governments to expand social welfare is explained in the Korean growth-first doctrine, which inherently considers that distribution hinders growth and that social policy is secondary to economic policy, thus limiting the choices of the country's decision makers, as has been the case all along since the developmental period. Given that the growth-first doctrine inherently regarded the relationship between growth and welfare as mutually exclusive, it was perhaps natural that the influence of the doctrine upon the social welfare policy of both the progressive governments would not be so positive. This suggests that path dependence is active in the case of the Korean social welfare policy, thus substantiating the validity of path-dependence theory.  相似文献

ABSTRACT

China’s dramatic socioeconomic transformation after the reform and opening up, coincided with changes in state-family relationship, has resulted in a large number of children at risk of care. In the past three decades, child welfare has been highly concerned by the government and society, and the child welfare system has substantially developed in the direction of establishing a moderately universal system. In this process, the development of child welfare and social work has shown a mutually reinforcing trend. This includes the professionalisation of child welfare services, the professional training of child welfare workers and the advancement of child welfare policies. The governance of child welfare is an essential component of national social governance. Its future development should be oriented towards a developmental and holistic approach of governance, and social work as an important institutional actor plays a critical role in promoting good governance of child welfare and beyond.  相似文献

The pension system is one type of social welfare system which provides support for elderly citizens after retirement. The system in the People's Republic of China was established in the 1950s, mainly for state employees and employees of privately owned enterprises, while peasants relied on their land to support them in their old age. Up to the 1970s, there was little change in this system. However, the system has since undergone dramatic reform. The implication of the new system for the future elderly in China will be significant. This paper discusses the current impact of the pension system on the elderly in China. According to our analysis, fewer than 25% of Chinese elderly receive a pension. The social and demographic characteristics (e.g. age, gender, residence, educational attainment, occupation) of pension recipients are partially a legacy of past policies. As new policies are implemented and the pension system improves, more elderly will be covered by the pension system. Nonetheless, we need to find ways to support those who do not receive a pension.  相似文献

A recent study estimated that over one‐fourth of Chinese children have suffered maltreatment (Fang et al., 2015 ). However, the current child welfare policy in China is limited to orphans, abandoned children, and children with disabilities. Also, there is very little comparative research in China on Chinese and other countries’ child welfare systems. The purpose of this study was to analyze applicable US and Chinese child welfare policies, identify gaps in Chinese policy regarding child maltreatment, and make recommendations for a policy agenda for improving child welfare in China based on cultural values and existing policy structures. Results show that China has considerable capacity to make improvements in child protective services, foster care, and adoption policies. Based on the results of this study, several implications are provided to develop China's child maltreatment policy to increase children's outcomes of well‐being, safety, and permanency. To review US child maltreatment policy and its implementation to identify gaps in the Chinese child maltreatment system; ? The impact of the 1996 US welfare reform act on Southeast Asian-Americans has been an important topic for research in recent years. Many studies have focused on issues of limited access, culturally/linguistically inappropriate services, and responses of community-based organisations. Although these studies help us assess the material implications of welfare reform on group life, they reveal little about the ideological consequences. This article examines how contemporary welfare reform governs and disciplines the lives of its recipients. Based on in-depth interviews with Cambodian-American families in Long Beach, California, this article examines the imposition of governance upon its recipients by the welfare state.  相似文献
