This paper aims to explore childcare social workers' attitudes towards female victims of domestic violence in England. The study discusses the concept of “mothering” and the processes through which mothers are potentially denigrated rather than empowered. Semi‐structured interviews were conducted with social workers in a single child protection agency to investigate their perceptions of domestic violence, its gendered nature, and the implications for their practice. Participants' responses were coded using thematic analysis. The results demonstrated social workers' cognisance of the challenges domestic violence poses for abused mothers in terms of the ability to safely parent their children. Although the study is not without its limitations, it nevertheless indicates the need for a more holistic approach to safeguarding children within domestic violence settings. Moreover, it underscores the necessity for improving awareness about the prevalence and importance of domestic violence as a child safeguarding concern within social work training. Indeed, improved training would help to develop social workers' knowledge and understanding of service provisions and partner agencies, thus potentially improving practice in this critically important area.  相似文献

ABSTRACT

Despite progress in policies and services for domestic violence, service use remains lower than the need suggests. This study, an analysis from a larger project on social service providers, examines welfare workers' shared beliefs about domestic violence. Using a mixed method design utilizing pile sorts (n = 38; 11 child welfare and 29 financial assistance), a survey (n = 57; 24 child welfare and 33 financial assistance), and in-depth interviews (n = 3; two child welfare and one financial assistance)—workers organized their ideas about factors that contribute to domestic violence, rated the factors along key dimensions of meaning (importance, controllability, characteristics of victims or perpetrators, and cause or effect), and shared experiences of their work with domestic violence cases. Financial assistance and child welfare workers organized their beliefs similarly demonstrating consensus on the importance of the factors, and shared beliefs about the factors that were causes and effects of domestic violence. In interviews, child welfare workers emphasized their focus on systems and collaboration. Despite areas of agreement, child welfare and financial assistance workers did not demonstrate consensus on ideas about domestic violence overall. The findings have implications for practice, specifically for improving responses to domestic violence and increasing the use of domestic violence services.  相似文献

Not only has research over the past decade documented the emotional and behavioural consequences for children who witness domestic violence, but a number of studies have used children as participants thus, giving them an opportunity to describe their experiences in their own words. In policy terms, there has been a growing emphasis on children's rights and the importance and understanding of children's perspectives on their own lives. Consequently, children can no longer be perceived as forgotten victims where domestic violence is concerned. This paper explores practitioners' awareness of the needs of children and young people living with, and fleeing from, domestic violence. The research, conducted in a rural area in Wales, reveals that although the views of practitioners reflect the concerns reported by young people in other studies, there can be barriers to meeting these needs. While policy prescribes engaging with children, at the institutional level, operational priorities and increasing administrative demands can actually reduce opportunities for working directly with children. These demands may hamper the development of multi‐agency practice.  相似文献

Fathers can make positive contributions to their children's well‐being. However, involving the literature and this research indicate that fathers are much less likely to be engaged with child welfare services than mothers. This paper reports the findings of life story research with 18 fathers involved with child welfare. It focuses on these men's perspectives of fatherhood and their relationships with their children. Also, reactions to these fatherhood stories from father and service provider focus groups are examined. The findings challenge common perceptions of these fathers and highlight similarities and differences in perspectives between fathers and service providers. Implications for engaging fathers in child welfare practice are discussed.  相似文献

Child welfare officers experience stress from exposure to child neglect and abuse and the burden of responsibility for children's well‐being. This qualitative study addresses the question: How do social workers who are child welfare officers perceive and cope with the influence of their professional occupation on their relationships with their own children? The research is based on in‐depth interviews with a purposive sample of 10 child welfare workers who are mothers (of 2–4 children aged 2–23 years). The data analysis illustrates how the professional identity and the maternal identity of the child welfare officer fluctuate between two positions. The first is ‘anxious motherhood’ in which anxiety is the prism through which the welfare officer views the world as dangerous for her children, stimulating protective, control‐enhancing actions. The second position is reflective motherhood in which the welfare worker struggles with her own stresses and conflicts as a mother and searches for an experience of meaningful, positive motherhood. The findings reinforce the need to raise the consciousness of child welfare officers regarding the impact of encountering distress and trauma on their own well‐being as parents. In this way, they can prevent secondary traumatization and enhance professional and maternal growth.  相似文献

While services have been assisting women who have been victims of domestic violence for many years, it has only been in recent times, that children exposed to domestic violence have begun to receive attention by service providers as clients in their own right. A number of specialised programs have now been designed to meet the needs of these children by domestic violence services and agencies that have a child protection or child welfare/family support focus. This paper aims to describe the types of programs currently in operation across Australia which cater specifically for the needs of children who have been exposed to domestic violence by analysing programs listed on the Child Abuse Prevention Programs Database developed by the National Child Protection Clearinghouse. A number of suggestions are made with regard to the means by which therapeutic responses and research in this area could be enhanced.  相似文献

This article sets out to explore service provision for families affected by domestic violence and abuse. For most families where there are child protection concerns, there are possibilities for intervention from child welfare agencies and domestic abuse services, but these have been criticised as having distinct and disconnected practice cultures and orientation. Recognising this divergence, in this paper, we advocate for safeguarding children affected by domestic violence and abuse using the family group conference (FGC) model. This offers possibilities for a coherent response that integrates both child‐ and women‐centred concerns in a holistic approach to family safety and well‐being. Furthermore, it is well documented that safeguarding work involves professionally‐led decision‐making that is pre‐occupied with the management of risk. FGCs, however, promote a partnership approach that engages families in a more democratic decision‐making process. As such, FGCs offer families the opportunity to develop their own safety and support plans for the protection and care of children recognising the family's inherent strengths.  相似文献

Child welfare systems have struggled to create innovative, culturally sensitive programmes to address the multiple and pervasive barriers that exist in engaging child welfare parent clients in their service plans. Peer mentor programmes—those in which parents who have successfully navigated the child welfare system and reunified with their children, mentor parents newly entering the system—are designed to address some of these barriers, to improve reunification outcomes. Focus groups with parent clients (n = 25) and interviews with peer mentors (n = 6) were conducted to identify the characteristics of peer mentoring programmes that are critically helpful to parent clients, as well as the mechanisms that allow peer mentors to be effective in their work. The qualitative analysis uncovered three general themes to which both parents and peer mentors frequently referred in interviews—the value of shared experiences, communication and support. Additionally, the study found that peer mentorship has positive effects not only on parent clients but also on the mentors themselves. The inclusion of peer mentors in child welfare practice suggests an important paradigm shift within child welfare that could lead to culture change for the field.  相似文献

This paper examine how a sample of 301 child welfare workers in Norway, England and California, USA assess risk in cases of domestic violence. Decisions in child welfare cases are made under a high degree of uncertainty, and by using the vignette method, we explore whether child welfare systems and risk assessment approaches result in different assessment of risk level and substantiations. We find both cross‐country differences and similarities: Norwegian workers consider the risk level to be significantly higher than their peers in England and USA. However, workers' justifications for and identification of decisive factors in the case are strikingly similar across countries. These similarities are observed for both high‐risk and low‐risk assessors, and they may exist due to widespread knowledge about domestic violence and its negative consequences. We argue that the international differences in risk level assessments are due to system differences in the countries studied.  相似文献

This paper draws from interviews with 45 mothers and 52 children who participated in an action research project to develop activities to support women and children in the aftermath of domestic violence. A thematic analysis was used to analyse the data and explore the question: In what ways does the perpetrator of abuse remain present in the lives of women and children following separation? The paper invites workers to recognize the distortions created by domestic violence that may need to be identified and addressed in the aftermath of violence. The ways in which past trauma, erosion of self‐esteem and the undermining of the mother–child relationship continues to create a shadow across the present relationship are identified. The continued presence of the perpetrator of abuse through child contact arrangements and ongoing harassment is also highlighted. The ‘absent presence’ of the abusive partner is posited as a concept to assist workers with a framework through which to understand problems in the mother–child relationship which emerge when living with and separating from a violent partner. The paper has implications for social workers orientating practice to focus on perpetrator accountability and support strengthening the mother–child relationship.  相似文献

An earlier article referred to the “absent presence” of the perpetrator in the lives of children and their mothers who have lived with domestic violence. It identified the ways in which the shadow of the perpetrator continued and was evidenced in the “symptoms of abuse” that both women and children experienced in spite of his absence. The current article argues that fathers who use violence are actually more present than absent in the lives of children (and women), even following separation. A mixed method approach surveyed men in Men's Behaviour Change Programs (N = 101), and interviewed women who had experienced violence (N = 50). The studies reported that the majority of men in both the quantitative men's study (80%) and the qualitative women's study (77%) had substantial contact with children. The women's interviews highlight the problematic fathering that many of their children experienced, both before and after separation. They reported very high levels of child abuse and poor attitudes to both women and children. The article concludes that the family violence and child welfare systems are poorly configured to address fathers who use violence and continue to hold substantial parenting roles, including following separation.  相似文献

It is estimated that up to one million children may have been exposed to domestic violence in the UK, with significant consequences for their social and emotional development in childhood and later life. At a time when the central and devolved administrations in the UK have developed strategies to tackle domestic violence, this paper reports the findings from a study conducted on children in the child protection system with long‐term and complex needs as a result of experiencing domestic violence. The research identifies the characteristics of the children and their families and tracks their careers through the child protection system. The findings indicate that professionals have an awareness of domestic violence, and that younger children with younger parents are most likely to experience prolonged periods in the child protection system. Domestic violence in this context typically co‐exists in families experiencing other difficulties such as substance misuse and socio‐economic deprivation. In conclusion, the paper argues that Government policy and professional practice should primarily be concerned with assessing the risk that men present, rather than the risk that children are at. By reframing professional interventions, men are more likely to be challenged to accept responsibility for their behaviour and the consequences for their families.  相似文献

Historically, domestic violence and child welfare have been seen as largely separate concerns. Over the last decade domestic violence has finally gained a place on social work agendas, partly as a result of linking domestic violence with child protection issues. Whilst welcoming the extent to which domestic violence is being taken seriously, we raise concerns about the dominant feminist perspectives guiding this project. We argue that current feminist theory is based on fixed and essentialist gender and generational categories which are unhelpful in understanding the complexities of family situations and family processes. Instead we argue for the relevance of relational understandings of gender, power and violence developed from feminist post-structuralist and psychoanalytic theorists. In doing so, we challenge accepted feminist understandings of domestic violence, and question the basis upon which dominant feminist approaches claim an unviolable alliance between the interests of women and children.  相似文献

Despite growing concerns with the situation of children exposed to domestic violence, and although women have been seen as central in the welfare of their children, limited attention has been paid to the issue of mothering in this context. This paper examines how concerns regarding abused women's mothering have been articulated in the academic literature on children's exposure to domestic violence, and argues that the dominant discourse in this area has been characterized by a deficit model of mothering. Implications of the pervasiveness of a deficit model for child welfare policies and practices are highlighted. Finally, this paper identifies key elements that should be considered in the development of a feminist perspective on mothering in the context of domestic violence, which could lead to less blaming and more supportive practices.  相似文献

Fathers exist in the lives of women and children involved with child welfare authorities, and yet, they are rarely seen by child welfare. This invisibility exists whether or not fathers are deemed as risks or as assets to their families. Using an analysis of fundamental child welfare policies and practices and relevant literature, the paper examines how 'ghost' fathers are manufactured, and how this phenomenon affects families and professionals in child welfare. An analysis of gender, class, race and culture of child welfare discourses shows how these fathers are seen as deviant, dangerous, irresponsible and irrelevant, and even further, how absence in child welfare is inextricably linked to blaming mothers. In failing to work with fathers, child welfare ignores potential risks and assets for both mothers and children.  相似文献

This article examines the current status of adoption in Korea and discusses the issues that must be addressed for future development. The nature of adoption has changed dramatically in the last 50 years, and continues to change in Korea. If the first half of modern adoption history were about finding and providing permanent homes for war orphans and children abandoned out of destitution, the second half saw increasing demand for adoption to function as a key component of the continuum of child welfare services providing care for children who need protection and care outside their home. However, responding to this change has been a challenge over the years. Based on the analysis of recent trends of the child welfare system and adoption in Korea, this article reveals that there are significant barriers in the path to improving adoption, especially domestic adoption, so that it can be considered a realistic placement option for children who need protection and care in Korea. Suggestions for the future direction of reforming adoption policy and practice are given.  相似文献

Limited research has directly sought the input of parents involved in the child protection system during pregnancy and with their infants. As the focus of these policies and practices, parents have a unique and important insight not available to others, so it is vital to obtain their input. As part of a larger Australian study, qualitative interviews were undertaken with 13 parents asking about their views and experiences. Parents predominantly became involved with child protection services during pregnancy through a prenatal report. Parents who previously had their newborn removed from their care described it as sudden and unexpected, leaving them distressed and unsupported post-removal, with a growing list of requirements for them to see their baby or for restoration to be considered. Domestic violence was a particular issue of concern for some mothers who expressed distress that their partners, perpetrators of violence, were allowed access to their infant with fewer requirements than for them. Improvements recommended by the parents included greater communication and preparation for the removal, better recognition of improvements in their situations and increased supports to be provided to parents both pre- and post-removal. Parental experiences provide an important guide to improving child protection practice with these families.  相似文献

Domestic violence continues to be one of the most significant aspects of child abuse and neglect in Australia. However, the children are not well served by either child protection or domestic violence service sectors, which continue to operate as segregated, tertiary response systems. This paper reports on research that examined bridges and barriers to effective collaboration between child protection and domestic violence services in responding to children affected by domestic violence. The differing conceptions and responses of the workers from each service sector, in relation to children and families affected by domestic violence, is discussed in the light of gaps in service provision in both sectors. In doing so, areas of common ground for more effective collaboration between these service sectors are identified, including the prioritizing of emotional and psychological abuse, supporting and empowering abused mothers, strengthening the mother–child relationship, and supporting children and families across a continuum of service provision, particularly in the medium‐ to long‐term. Understanding each other and finding common ground across the two service sectors is paramount to improving how each responds to children and families affected by domestic violence.  相似文献

We examine socioeconomic and psychological well-being among 88 low-income minor mothers. Half of the young mothers receive cash welfare assistance and face new policy mandates regarding coresidence status and school attendance. Although most appear to be "complying" with the requirements of the new welfare rules and are satisfied with their current living arrangements, many are faring poorly on dimensions of psychological well-being and life stress. Receipt of cash welfare is not a significant correlate of school success, parenting stress, or economic strain. Teen coresidence with their mothers does not appear to buffer against the experience of child care problems, depressive symptoms, or domestic violence. We discuss the implications of the results forresearch, policy, and services for teen parent families.  相似文献
