浅析城市流动摊贩管理

随着我国城市化进程的逐步加快，流动小摊贩管理问题逐渐突显，由其所引起的社会问题也日趋复杂，城管暴力执法、流动小摊贩暴力抗法等不和谐现象愈演愈烈，影响了城市发展与社会和谐。文中主要从城市流动摊贩存在的利弊、公共管理部门对流动摊贩管理存在的问题以及如何更好的解决流动摊贩进行探讨。     

荣昌县城区流动摊贩管理问题及对策研究

本文通过分析荣昌县流动摊贩现状和管理中存在的问题，剖析荣昌县流动摊贩与当前城市管理环节矛盾的根源，以及改进流动摊贩管理工作的必要性，在此基础上以促进社会和谐为出发点，用以人为本的理念对管理主体、方式进行调整，创新管理措施，力求在管理者与流动摊贩之间找到利益平衡点，实现政府、社会、公民共同管理，缓和社会矛盾，推动荣昌县全面协调可持续发展。     

当前城市流动摊贩管理的思考——以上海市奉贤区为例

伴随经济社会的快速发展、城市建设的不断加快、外来人口的频繁流动、产业企业的"关、停、并、转",流动摊贩已成为群众关注的焦点、城管执法的难点。本文采用科学化与合理性的方法,以上海市奉贤区流动摊贩为研究对象,利用多中心视角治理探索城管作为行政主体在摊贩治理中的执法问题及冲突的原因,着重在法律法规体系、政府部门、流动摊贩、公众等多方面进行研究。

流动摊贩的生存状况的研究分析——基于扬州大学周边流动摊贩研究

随着我国改革开放和城市化进程的快速发展,拥有着几千年悠久历史的小众群体——流动摊贩,成为社会发展进程中队伍越来越壮大的特殊群体。此外,近年来流动摊贩与"城管"之间的矛盾日益凸显,成为城市发展的主要矛盾之一。因此,我们小组通过对流动摊贩的生存状况进行调查研究,还原这个群体真实的生存状况。并且,在此基础上提出自己的看法与建议。     

基于POI数据的合肥城市休闲功能区空间分布及评价研究

当下城市的休闲功能需求日益突出,文章通过对合肥市区的POI数据进行收集和梳理,借助ArcGIS软件对其进行核密度分析,并利用Yaahp层次分析法软件对各类休闲设施的权重进行计算。通过最终综合叠加分析,对市区总体的城市休闲功能空间分布特征进行研究,发现市区休闲功能区存在分布不均衡、休闲功能单一等现状问题。基于研究结果,对合肥城市休闲功能区规划提出多级发展、完善休闲功能区体系和打造特色休闲功能区的建议。     

空间秩序转变与“家”的扎根与脱根——一项流动摊贩进城案例的社会学研究

非正规的空间资源为何能让农村流动群体实现家庭再生产,是一项有待研究的议题。本文通过流动摊贩进城案例的研究发现,草根秩序下的空间包容性是摊贩获得谋生地和扎根城市的前提。居住地邻近谋生地的空间安排有利于他们兼顾生计和家务,让成员聚居、代际合作,进而使下一代进城更具可能性。然而,空间秩序正规化的转变可能会封闭草根秩序下的包容性。一旦在谋生地遭遇驱逐,流动群体就难以延续原有空间安排的统合意义,他们在本地的城市化路径也可能由此中断。     

控制性详细规划与城市设计

论文以住建部出台的《城市设计管理办法》为背景,回顾了控制性详细规划和城市设计的发展历程和各自的思维特征。通过分析比较两者的异同,认为控制性详细规划和城市设计成果最终可以"殊途同归"的本质是其同质性。针对当前中国城市建设存在的问题,从提高塑造城市空间的"设计含量"的观点出发,认为城市设计应该取代控制性详细规划成为法定规划内容。

新生代农村流动人口的社会认同与城乡融合的关系

一、问题的由来与研究假设90年代中期 ,有研究者对我国农村外出劳动力的社会群体特征做了如下五点概括 :1 以寻求就业、增加收入为主 ;2 以具有较高人力资本和较强就业能力的农村知识青年为主 ;3 处于常年流动状态 ;4 不为城市所认同 ;5 通过自组织实现流动。还有研究者认为 ,农村流动人口在 80年代以寻求就业为主 ,而到 90年代则转变为以寻求增加收入为主 (杜鹰、白南生等主编 ,1 997)。这些概括显然有一定的道理 ,但是却忽略了其他一些特征 ,比如从城市的角度来看农村流动人口不为城市所认同 ,但是农村流动人口又是如何认同城市的呢 ?…     

Social Learning and Innovation at Retail Farmers' Markets*

Abstract Retail farmers' markets are seen as key institutions in a more “civic agriculture,” but little is known about how they promote small business entrepreneurship. Drawing on research in economic sociology and economic geography, this paper examines the role of social learning in vendor innovation. Data from a 1999 mail survey of farmers' market vendors in California, New York and Iowa show that business innovation, as represented by intensity of vendors' innovative marketing practices and vendors' successful enterprise expansion, was modest. Social learning through engagement with customers contributed to more innovative marketing by vendors, while social learning through engagement with customers and fellow vendors increased the likelihood of vendors diversifying to additional markets beyond the farmers' market. Certain individual and enterprise characteristics also influenced vendor innovation. This suggests that, although important, the beneficial effects of social learning for vendors at farmers' markets remain moderated by human capital and structural factors.     

Total Quality Management in Contracted EAPs

Total Quality Management (TQM) is being implemented in many work organizations throughout the United States in an attempt to compete in a world market. Very few corporations possess the capacity in terms of resources, facilities and expertise to develop, and manufacture a product from inception to market without the use of outside resources. In many instances it is not economically desirable. As a result companies come to rely on a vast array of suppliers with the specific technology needed. Corporations committed to total quality management want suppliers who share the commitment. Employee assistance program vendors are one of these suppliers and as such have to meet the demands of client companies in the TQM arena. This article addresses one EAP vending firm's efforts towards implementing a TQM initiative within its own organization as a strategy to maintain a competitve market position as a supplier of EAP and behavioral health care services. Externally, the result has been to create a product differentiation when competing against other vendors. Internally it has resulted in the enhancement of a more cohesive and productive organization.

Area Agencies on Aging and the Prevention of Elder Abuse:

This study reports findings from a 1989 survey of a national sample of directors of Area Agencies on Aging. The survey provided data on the structure of those agency activities which are intended to prevent elder abuse and on the perceptions of key decision makers with regard to the status of current efforts to prevent abuse. In addition, relationships between the population characteristics of planning and service areas (size, distribution) and program structures and perceived effectiveness were also examined.

An audio-visual recording is examined in detail to show how humour can be made available as an economic good and, at the same time, employed as a means of social control. It is argued that, in unstructured settings, vendors face special interactional problems in accomplishing economic exchange and that the special features of humour as a form of discourse and social action can be used to deal with these problems.     

Dsm-iii-R and the family therapist: ethical considerations

DSM-III-R has gained popularity in many segments of the mental health field. Family therapists have generally not found its approach to assessing problems to be helpful in the planning of therapy, yet, are often forced to use it due to the requirements of third-party payers. This raises several ethical and practical concerns, e.g., the incompatibility of orientations between DSM-III-R and family therapy, the stigma associated with diagnosing, being asked to misrepresent diagnoses to third-party payers, and the competency of some family therapists to make DSM-III-R diagnoses. Short- and long-term strategies to deal with these ethical dilemmas are also presented.     

Challenges, threats and opportunities in post-conflict urban development in Kosovo

This paper reports on a special case of restoration of municipal urban planning practice in a post-conflict context. In Kosovo, the administrative environment in which the practice of urban planning and mobility management is embedded is characterized by a high degree of instability. The main reason for this is the transition from a rather centralized form of urban planning, a typical aspect of the Yugoslav planned economy, into a markedly free form of development, characterized by loose control by the authorities. Although this trend can be observed to some extent in many former socialist countries, the Kosovo war in 1999 has dramatically accelerated this process. Given the very European-oriented historic settlement structure, based on a hierarchy of relatively small and compact cities, this trend entails many problems in the areas of environment, infrastructure, mobility, landscape, and property rights.This paper gives an overview of the reasons for this evolution and assesses possible solutions based on field experience from two support programmes (MuSPP by UN-Habitat, and MobKos by the Flemish Government (Belgium)) that are operating in the regional city of Peja/Pe?.
