ABSTRACT

Focusing on the state-run system of architectural offices as a mediator between politics and practice, this article considers how the 1948 Communist Party takeover of Czechoslovakia affected architectural practice and the establishment of housing types in the early 1950s. The legacy of a strong local construction industry before 1948 was critical to these developments. At the new Institute of Prefabricated Buildings, created in 1952, architects and engineers continued earlier research on prefabricated construction technologies. Through this work, the Czechoslovak government and its architectural administration soon concluded that its best long-term option for solving the country's housing crisis was the use of structural panel construction. Fifty years later, one in three Czechs still lives in the more than one million apartments built with this technology between 1954 and 1990. Structural panel construction was not a Soviet import; instead it developed out of local wartime experimentation at the Bat'a Shoe Company in Zlín, independently of similar research undertaken in the Soviet Union and other parts of the Eastern Bloc in the same years. Although buildings that look similar were constructed in the region and similar housing types appeared across Europe after the Second World War, this article argues that structural panel technology in Czechoslovakia is an example of local continuities in the building industry, rather than evidence of the homogenization of the postwar European landscape.  相似文献

Aging organizations generally do not consider housing issues as an important priority. Research suggests that lack of knowledge may be a significant barrier that prevents their involvement in housing-related activities. This article reports on a study that examined the extent and level of AAAs' involvement in housing-related activities with particular attention to instances of cooperation and collaboration between AAAs and housing agencies. It employed a national survey of Area Agencies on Aging (AAAs). Further, since the lack of knowledge about housing is a barrier to involvement, the study examined the role of a housing specialist in motivating higher levels of activity. Though there is no single overall indicator of activities to do with housing, the results indicate a range of activities pursued by AAAs. The presence of a housing specialist within the AAA generally served as a catalyst, motivating higher levels of this kind of activity. The importance of housing as a component of a comprehensive long-term care continuum is also discussed.  相似文献

Housing and the social processes that create it are an important part of a better world. The permanent supportive housing movement holds that housing, in addition to a variety of human services, is the most dignified and effective way to help people without homes. But the design of such initiatives matters. This community-based, qualitative research project investigates the connection between space, participation, and community. It draws on the experiences of residents of an innovative housing organization on Skid Row in Los Angeles, California. Residents of the program find community space to be both promising and contested. Their experiences also reveal the way that institutional space can be trauma-informed and impact their overall wellbeing and opportunities for interacting with others. However, their feelings of being a part of the community and their involvement in activities are not always connected, as identity and social context can cause residents to identify or dis-identify with their community despite how involved or uninvolved they are. Intentionally designed community spaces in permanent supportive housing units can respond to trauma and set the stage for interaction, but they cannot solve all problems.  相似文献

The housing problem in Zimbabwe has become synonymous with housing shortages. The mismatch between housing supply and demand has for long been accepted as the housing problem. Virtually all policies and strategies aimed at alleviating the housing problem reflect this pre-occupation with numbers. The quantitative dimension has been taken so seriously by policy makers that policy and practical responses are aimed almost exclusively towards new construction. This paper re-examines the wider housing crisis in urban Zimbabwe. It looks at problems of obsolescence, overcrowding and other qualitative aspects. It concludes by cautioning that although some of these problems have to do with numbers, construction alone is not the complete solution.  相似文献

Abstract Many Americans believe that small rural communities are ideal places to live. They assume that small rural communities offer a safe environment, a supportive community, and affordable housing. In contrast, research indicates that rural households are more likely to live in unsuitable or inadequate housing and have lower incomes, making affordable housing difficult to obtain. Although there are data highlighting regional or urban-rural differences, very little research has been conducted on the housing situation among small rural communities. The research presented here explores housing availability and affordability in 589 Midwestern communities. Findings indicate that, based on the community's growth and location, there are significant quantitative housing affordability and availability differences among small communities. However, these differences were contradicted by focus group discussions that indicated key similarities of housing concerns across small communities. The findings have potential impacts for public policy implementation in small communities.  相似文献

Resident satisfaction is contingent not only on housing design and construction, but also on neighbourhood quality. However, many neighbourhoods around the world are distressed by neighbourhood nuisances or unacceptable behaviour of the residents. While interventionist approaches and incentives have been adopted in many countries to curb these problems, a punitive measure is used in Hong Kong instead. The Housing Department launched the Marking Scheme for Tenancy Enforcement in Public Housing Estates immediately after the SARS epidemic. The scheme operates as a penalty-point system where sitting tenants will be expelled from public housing if they receive sixteen points for the misdeeds they have committed. Yet, the marking scheme itself was put onto the stage without any prior public consultation. Besides, it has been criticised for its unfair and tenure-biased enforcement. Also, whether the scheme is widely accepted is highly doubtful. Against this background, this study aims to explore the tenants’ views regarding residents’ unacceptable behaviour and the marking scheme in Hong Kong’s public housing. The findings of this research offer valuable insights into the perceived extent and causes of the neighbourhood problems. Moreover, this research lets the public administrators know the acceptability of the marking scheme among public housing tenants.  相似文献

At present the private sector in the Third World does not play an important role in housing the urban poor, nor is it generally considered to have much potential in this field. The paper queries this assumption and examines the scope for private sector participation in low-cost housing construction in West Malaysia. The results indicate that the potential of the private sector is considerable, although strongly dependent upon government intervention in various forms. It is also clear that the nature of private sector activity in this sphere will be different between large and small towns, and that further research is needed before either national or international policy guidelines can be drawn up.  相似文献

我国保障房建设任务非常繁重,在房地产调控趋于严厉、保障房建设力度显著加大的双重背景下,房地产企业参建保障房,尤其是廉租房和公租房,由于目前并没有形成成熟的盈利模式,很难形成强烈的直接利益驱动。但其间接利益却是多元的。房企参建保障房,还存在诸多不确定性,企业难以进行有效把握和控制。研究认为,有实力的开发企业可以适度参与保障房(经济适用房和限价房)建设。在这一过程中,尤其要注意与政府的协调公关以及开发进度和成本控制。  相似文献

Extensive research examines senses of home in aging, focusing on built and care environments. In parallel, a body of work examines housing governance, reviewing degrees of resident satisfaction. However, there is little crossover between this work, with governance research only rarely considering senses of home. This article argues for attention to the interconnections between provider-scale housing governance and senses of home in older age, arguing that governance mechanisms structure the housing context and provide the framework through which home is experienced and lived. Through a case study of a small, affordable housing community in Sydney, Australia, it shows that housing governance can profoundly shape senses of home in aging, both contributing to and diminishing senses of home. Further, it points to a connection between housing governance and housing design with different housing typologies associated with different aging bodies and forms of management practice, with profound implications for residents' senses of home.  相似文献

Housing policies and programs have long been implemented to ensure that all will have access to adequate housing in Malaysia. In order to achieve sustainability in the housing industry, housing providers should regulate their housing activities to suit households’ needs and wants by examining factors which account for housing satisfaction or dissatisfaction. Results showed that the degree of housing satisfaction may depend on the types of homeownership externalities that households are expected to receive, as defined by local amenities and social capital investment, and neighborhood stability of homeownership. Housing and socio-economic and demographic determinants are also found to be significant in the study. Additionally, households are generally satisfied if they are given an opportunity to purchase their homes using the Build-then-Sell 10:90 system.  相似文献

ABSTRACT

This paper draws on an analysis of 2600 study abroad alumni responding to a survey that spans more than 25 years. Our inquiry focuses on evaluating how programme length, housing arrangements, number, and type of co-curricular activities impact alumni’s attributions of personal growth and their attitudes towards global engagement and future social relationships. This paper is also informed by a 5-year alumni follow-up study. Our study finds that the type of housing and participation in co-curricular activities have a significant moderating effect on alumni attributions. With rare exception, programme length does not have a significant impact on reported outcome measures. We conclude the paper with a discussion of how these findings can help guide future research and administrative programming.  相似文献

Since the mid 1980s an international programme of scientific and technological co-operation between Spain, Portugal and Latin America has been underway (CYTED). One of the 16 sub-programmes is focussing on Technology for Social Housing, and has brought together hundreds of researchers and housing activists from every corner of the continent, to seek pragmatic approaches to improve the housing conditions of the poor majority in Latin America. In addition to cataloguing and exchanging existing experiences, a wide-ranging and detailed programme of research and development of innovative housing technologies has been set in motion. These include materials, techniques and processes.The paper briefly outlines the characteristics of the existing housing situation in Latin America in order to identify the main elements upon which these new approaches are built. The key components of the CYTED housing programme are then described and illustrated using examples of different projects. A common theme is the relationship between the building process and social patterns, particularly the potential for cooperation and community self-help construction. The paper then identifies some limitations of the programme and concludes that despite the commitment and creativity of those involved, the effectiveness of many projects and the general validity of the approaches adopted, severe structural constraints are likely to limit the impact of the programme. However the increased contacts, communication and opportunities for collaboration within the continent provide grounds for limited optimism about future developments.  相似文献

Housing adaptation aims to enable clients to live independently in their own homes. Studies focusing on participation in everyday life following a housing adaptation are lacking and needed. This study aimed to explore housing adaptation clients' experiences of participation in everyday life before and after a housing adaptation, through the lens of a housing adaptation, using a qualitative follow-up design, with 11 participants. It was found that when the housing adaptation met the participants' needs, performance of activities improved and the housing adaptation opened doors to engagement and participation in everyday life. Thus, focus on performance and engagement in everyday life at the onset of the housing adaptation process, combined with regular follow-ups, may enhance participation.  相似文献

Recent years have seen an increased focus on the role of house construction and retrofitting within the broader agenda of sustainable development and climate change. To date this focus has largely targeted middle- and upper-income residential neighborhoods in urban areas. However, in the United States, and in middle developing countries such as Brazil and Mexico, there is growing recognition that urban sustainability will only gain traction if widespread applications are also incorporated into self-help and do-it-yourself housing construction and home improvements, especially those that address lower-income housing markets. Here we explore some of the potential ways in which contemporary sustainable housing applications may be integrated into the existing housing stock in low-income and informal settlements in the United States and in Latin America. We document the range of sustainable housing applications that are increasingly available in the U.S. as a baseline for discussion and evaluation of the potential application to lower-income segments of the housing market in both developed and developing countries. A heuristic model is presented to assess the extent to which policy makers, NGOs and low-income owner households may realistically participate in sustainable home building. Beyond physical development applications we close by emphasizing that sustainable housing agendas must adopt a holistic approach: one that embraces community and social organizational development, as well as fiscal and juridical policy dimensions.  相似文献

Since the introduction of the New Economic Policy (NEP) in 1970, the rapid rate of urbanisation has meant an accelerated growth in the demand for housing. Housing needs have been identified under successive Malaysian Plans as a major social objective, where the overall goal is to ensure that all Malaysians have access to adequate housing.The responsibility for the low-income housing programme rests with the Ministry of Housing and Local Government, who have been unable to keep to housing targets set by successive Malaysian Plans. By 1985, the end of the fourth Malaysian Plan period, the overall shortfall was 56%.Today the private sector dominates the construction scene. Due to the lack of government enthusiasm for solving housing shortages and lack of funds, the private sector is increasingly encouraged by the government to build extensive areas of suburbia in and around the largest cities. In the fifth Malaysian Plan (1986–1990), the private sector is expected to supply 80% of the housing provision.The aim of this paper is: (1) to analyse the composition and structure of the private sector; (2) to discuss the current production process and government action to encourage private speculative construction; and (3) to analyse the performance of the private sector to date in fulfilling the housing targets.  相似文献

This study examines how gender and race have shaped housing policy and research. In it, I analyze the history of housing policies and practices in the United States. Concurrently, I analyze the academic literature related to housing throughout these same time periods to understand issues relating to women, race, and housing. The primary goal of this article is to understand how intersecting oppressions have disadvantaged various groups of women, especially poor women of color, in the realm of housing. This study also provides a context for examining the problematic housing policies that were developed for those affected by Hurricane Katrina, who were predominately poor people of color. The widespread housing problems faced by Katrina survivors revealed a significant mismatch between housing policies and the needs of populations marginalized by gender, race, and class. I conclude with a call for a renewed consideration of housing issues among gender and race sociologists, and recommendations for studying post-Katrina housing policies.  相似文献

This study investigates the extent and nature of housing affordability for elderly nonmetropolitan female heads of household using data from the Panel Study of Income Dynamics. The results indicate that over one-third of elderly nonmetropolitan female heads of household experience housing poverty and that those who rent, who have fair to poor health, and who are minorities are particularly vulnerable. Housing affordability, measured by the concept of housing poverty, identifies households struggling to meet basic needs while the conventional 25% of income for housing expenditures ratio identifies a larger population. The findings suggest the need for multifaceted public policies to address the problem of housing poverty. Her research interests include housing affordability, housing and community vitality, and decision making. She received her Ph.D. from Purdue University. Sooyoun Park is in the same department as a Project Assistant on a USDA-funded research project entitled “Housing Affordability in Rural Areas,” which is a joint project between Nebraska and Wisconsin. Her research interests focus on housing management behavior in relation to housing expenditure burden. She received her Ph.D. from the University of Nebraska-Lincoln.  相似文献
