关于服务经济发展的若干认识

近半个世纪以来,服务经济在全球范围内得到了长足的发展,且已成为当今世界经济发展的主要趋势。特别是进入新世纪以来,在全球范围内出现了服务经济加速发展的新态势,服务经济已经成为全球经济发展的主要动力。当前,服务业结构升级成为服务经济发展的关键特征,知识与创新等高级生产要素成为推动服务经济发展的核心动力,服务产出成为经济发展与运行的关键要素,城市成为服务经济发展的主要载体,完善制度环境是服务经济形成和加速发展的基础。     

Advocating rurality? The repositioning of rural local government

Since 1979 the local state in Britain has experienced a period of considerable restructuring in which the power of elected local government has been severely diminished. As a new system of local governance, characterized by self-organising networks transcending the state, private and voluntary sectors, has emerged, so elected local government has had to re-imagine its role. This paper suggests that one strategy that has been adopted has been to re-position local councils as ‘pressure groups’, lobbying external actors on behalf of local interests. Furthermore, it is argued that in rural areas the restructuring of the local state has coincided with a wider social and economic restructuring and hence an intensified contesting of rurality. As such, it is argued that rural local government has become concerned not only with advocating local interests, but with advocating particular discourses of rurality. These assertions are discussed in the context of a case study concerning strategic planning for housing development in the district of Taunton Deane in Somerset.

Family Therapy: Out from Behind the Hero Narrative

Schools of family therapy have been highly selective in their presentation of the theory/practice nexus. Family therapy's method of teaching (the infamous workshop format) has hampered it's growth as a practice and academic discipline. An inadvertent, unhelpful legacy of Gregory Bateson has been that lesser scholars have aped his capacity to draw on other fields of knowledge without his rigour, or his propriety. Family therapy's cavalier dealings with bodies of knowledge and its reliance on miraculous case studies has resulted in the bypassing of individual suffering. The heroic narrative that has dominated family therapy has precluded other styles of stories for therapists, theorists and clients. Family therapy has been dominated by the myth of the hero, with its accompanying motif of the puer eternus (the eternal youth). Family therapy has been forever reinventing itself, forever the ‘new kid on the block’. This fascination with newness has interfered with family therapy's capacity, at times, to consolidate its genuine value as a therapeutic entity.     

Developing an Integrated Logistics Terminal Network in the CADSES

The present paper presents an analytical qualitative procedure which has been developed and implemented for the assessment of the intermodal freight transport and logistics terminals in the Central European, Adriatic, Danubian, South-Eastern European space (CADSES). The assessment of the transport and logistics terminals (TLTs) which compose the freight nodal network of the region has been based on an evaluation framework which applies three main criteria, quantifiable in 26 indicators. This framework has initially been used for the uniform collection of data throughout the region, using common terminology and structure. In order to provide a tool for prioritizing the TLTs, a weighting and grading system has been embedded in the evaluation framework. Specifically, a weight has been attributed to each of the criteria and indicators, and a grade has been given to each of the TLT's indicators, based on their values or status. Finally, a performance index has been estimated for each TLT, against each criterion, as well as overall. In this way, prioritization of the TLTs has been made feasible, at a regional or country level, or within the category to which a TLT belongs.     

A note on the potential for genuine cross-fertilization between anthropology and mathematics

Although there has been much discussion in recent years of the applicability of mathematical methods in the social sciences, little attention has been paid to the interaction of the sociological analysis and the mathematics. In this paper, an example of an extremely fruitful interaction between anthropology and mathematics is described. The interaction has, on the one hand, greatly increased the subtlety and sophistication of the sociological analysis, while on the other hand it has posed interesting mathematical questions.     

Union Organization in Great Britain

Union membership and density in Britain has experienced substantial decline since 1979. The fall in private sector membership and density has been much greater than in the public sector. The size of the union sector, measured by employer recognition, has shrunk. Membership decline has been accompanied by financial decline. Much of the decline occurred before 1997, under Conservative governments. Since 1997 and the return of a Labour government, the position has in some respects stabilized. Currently, unions have a substantially reduced economic impact, but a continued, if limited, role in workplace communication and grievance handling, often as part of a voice regime including nonunion elements.     

Is this the end of globalization (as we know it)?

ABSTRACT

According to different media and analysts, globalization could be in a phase of ‘slowbalization’, de-globalization or even secular stagnation. After surveying academic proposals for defining, classifying and measuring globalization, by means of the Elcano Global Presence Index, this paper explores to what extent globalization has stagnated and/or whether it has changed its nature. Our results show that globalization has slowed down, but not retrenched. However, economic globalization has lost traction (something that probably explains the general perception on de-globalization) while soft projection has become the main driver of globalization.

East African Sikhs in Britain: Experienced settlers with traditionalistic values

East African Sikhs are successful settlers, having migrated twice: from India to East Africa, and then to the UK. Since the latter was a move from urban Africa to urban Britain, they were adept at dealing with British institutions, having been part of an established community in colonial British Africa. Unlike other South Asian migrants they had established community and technical skills prior to migration, which has led to the rapid establishment of the community in Britain. This has been aided by their lack of home orientation right from the point of entry. Despite this, the community has remained highly traditionalistic. This has been combined with progressiveness in other spheres. The result has been the perpetuation of Sikh cultural values and greater interest in the maintenance of Sikh ethnicity in the general Sikh community which has been resident in the UK for much longer than the East Africans.

Two Decades of Stability and Change in Age at First Union Formation

The landscape of union formation has been shifting; Americans are now marrying at the highest ages on record and the majority of young adults have cohabited. Yet little attention has been paid to the timing of cohabitation relative to marriage. Using the National Survey of Families and Households and 4 cycles of the National Survey of Family Growth, the authors examined the timing of marriage, cohabitation, and unions over 20 years. As the median age at first marriage has climbed, the age at cohabitation has remained stable for men and women. The changes in the timing of union formation have been similar according to race/ethnicity. The marked delay in marriage among women and men with low educational attainment has resulted in a near‐convergence in the age at first marriage according to education. The authors conclude that the rise in cohabitation has offset changes in the levels and timing of marriage     

由青少年生命意识现状引发的生命教育思考

以美国为先导的西方生命教育为我们提供契机的同时向我们提出了前所未有的挑战。虽说中国特色的青少年生命教育崭露头角,但在现实中我国青少年生命意识日趋淡薄和生命教育脱轨的现象值得认真反思。毋庸讳言,一些不良的社会环境对青少年的毒害、家庭监管不到位,尤其是学校教育缺少个性张扬、注重知识灌输而导致青少年生命意识缺失。鉴于此,在认真反思的同时,全社会应通过各种有效途径创建生命教育机制,引领广大青少年认识生命意义,帮助他们养护灵魂、滋润情感、激发浪漫情怀,引领他们学会敬畏生命、热爱生命、珍惜生命,提高生活品位,丰富精神世界,提升生命境界与增强生命意义感。     

Migration at a Time of Global Economic Crisis: The Situation in Spain

In this paper, we offer an initial assessment of the impact of the economic crisis on Spain's migration flows. After a period of intensive economic growth and the ensuing immigratory appeal (1995–2007), Spain has been hit hard by the recession. This has modified the trends that had so far characterized foreign immigration in Spain. The impact of the economic recession has been particularly severe in the case of immigrant workers and, consequently, from an institutional point of view, the Spanish government has adopted various measures to restrict the arrival of new immigrants: it has reduced work permit quotas and it has modified the Foreign Residents Law, toughening residence permit requirements. It has also tried to encourage voluntary returns with a programme devised to provide assistance to immigrants originating from countries with which Spain has social security agreements. The response to this programme has, however, been very limited. Immigration flows have continued and rates of return have stayed low, although new trends are also detectable, such as a decrease in the number of irregular arrivals and a rise in informal employment, as well as differences in the impact of unemployment according to nationality and gender. This reveals the complexity of migration processes beyond the supply and demand of labour and the political will to regulate human mobility. Consequently, immigration patterns in Spain reveal the degree of complexity reached by human mobility, which has increased beyond the logic of the labour market and the government's attempts at regulating migration flows by means of institutional measures. The immigrants' hope of raising their standard of living and the socio‐economic differences between source and receiving countries, even at a time of severe economic crisis, do still serve as explanations for current migration networks, one of the key points in the current debate on international migration.     

中阿经贸合作的动力分析与路径选择

从1956年中国与埃及建交到1990年中国与沙特建交,中国与所有阿拉伯国家建立并保持了良好的外交关系。经过50多年共同努力,中阿经贸合作已进入全方位、多领域的全面合作阶段。双边贸易、工程承包、劳务合作、双向投资、人员培训等领域合作都取得积极进展。经贸关系的迅猛发展,带动文化、教育、体育和卫生等各领域交流与合作蓬勃发展。中国已同所有阿拉伯国家签订《文化合作协定》,“汉语热”持续升温。但中阿经贸关系依然需要创新求进,不断拓展深化,同时必须注意前瞻调研和及时应对,努力规避因中东形势动荡冲击而形成的各类风险。     

Globalization and Labour in Africa: Ethnic Identity in Nigeria and Cross Border Migration in the Republic of South Africa1

This study pursues the relationship between globalization and the mobility of labour in Africa. It argues that globalization has been limiting the mobility, and by implication, the development of labour in Africa. The forces of globalization in this study have been historically defined. First is mercantilist capital, which began compradorial development in Africa. The second is European national capital of the nineteenth and early twentieth centuries, which through multinational corporations and nation-states in Europe advanced compradorialism with the assistance of colonial domination. The third and final globalization force here has been transnationalism and multilateralism whose operations have been largely through foreign direct investment and management of global finances respectively. This study notes that these roles of globalization forces are observable at two fronts in the African society. The first was the engendering of ethnic identity, which has been undermining labour mobility within national boundaries in Africa. The other has been the pressures of cross border migration in Africa, underscoring the persisting disparity in global wealth distribution. In this manner, the study further notes that Africa has highlighted a contradiction in the globalization logic especially on labour mobility. This is strictly speaking in the sense that homogenization, which has been clearly suggestive of the globalization logic, has been hampered in Africa. This study has purposely selected Nigeria and the Republic of South Africa for empirical proofs.     

Addressing Elder Abuse: The Waterloo Restorative Justice Approach to Elder Abuse Project

The Community Care Access Centre (CCAC) of Waterloo Region, in partnership with a number of other social service agencies, designed and implemented a restorative justice model applicable to older adults who have been abused by an individual in a position of trust. The project was very successful in building partnerships, as many community agencies came together to deal with the problem of elder abuse. The program also raised the profile of elder abuse in the community. However, despite intensive efforts, referrals to the restorative justice program were quite low. Because of this, the program moved to a new organizational model, the Elder Abuse Response Team (EART), which has retained the guiding philosophy of restorative justice but has broadened the mandate. The team has evolved into a conflict management system that has multiple points of entry for cases and multiple options for dealing with elder abuse. The team has developed a broad range of community partners who can facilitate referrals to the EART and also can help to provide an individualized response to each case. The transition to the EART has been successful, and the number of referrals has increased significantly.
