This article explores how disability and disabled people were portrayed in New Zealand online media between 2006 and 2016, with specific reference to disasters. Following a process of content analysis, the findings indicated that post disaster, persistent advocacy was required and ensuring accessibility, immediately following a disaster as well as in the recovery phase, was a significant issue. Disabled people were also primarily presented as a vulnerable cohort and the wide-ranging issues highlighted in the media suggest they currently have minimal voice in the four disaster management stages of risk reduction, readiness, response and recovery. This article emphasises the utilisation of relationships, skills and knowledge between individuals and Disabled People’s Organisations to strengthen the disability and disaster management discourse and activity. Increased inclusion of disabled people across all phases of disaster management will assist with the New Zealand government meeting its aspiration of a non-disabling society, especially during future disaster events.  相似文献

Abstract

This paper provides a critical review of the development of the disabled people’s movement in South Korea since 1945, reflecting both its achievements and the obstacles it has faced. In particular, political positions and responses to the movement’s agitation against socio-cultural discrimination and inequality are discussed. Further, three key theoretical foundations of the movement are examined in order to describe the diversity inherent therein. This paper concludes that the disabled people’s movement has heavily influenced the values, norms, and systems of Korean society, but it has predominantly focused on integrating disability issues into policy and legislation, not on changing society and culture. Hence, the Korean Disabled People’s Movement is currently facing many challenges that are major threats towards its future development.  相似文献

The aim of this article is to examine how the Swedish Sports Organization for the Disabled (SHIF) portrays disabled people. A text analysis of two policy documents, ‘Disability Sports Policy Programme’ and ‘Sports Objectives – A Summary of Aims and Guidelines for the Sports Movement’, examines ways in which sports are supposed to affect people’s bodies and contribute to society. Counter to its own aim to integrate disabled people, SHIF constructs such people as different and subordinated to able-bodied people, setting up an insurmountable boundary between the two groups.  相似文献

The increased variety of social conflicts in the post-1960?years resulted in the extension of the individual’s participation in the state’s activity. This change was mirrored by the emergence of new social movements and the related expansion of the notion of citizenship. New groups of people, including disabled people, have emerged claiming citizenship rights. In order to do this, disabled people started to coalesce into uni-impairment and multi-impairment groups and organisations to denounce social exclusion and legal oppression, as well as to demand rights as citizens. Partially based on my research about social citizenship and the Disabled People’s Movement, this article investigates, firstly, the seeds and development of the Portuguese Disabled People’s Movement, secondly, its aims, demands and action strategies and, finally, its impact in the lives of disabled people in Portugal.  相似文献

This article is a response to the largely negative commentary on the New Deal for Disabled People, in this journal and other leading social policy journals. It draws on a recent qualitative study of disabled people who have re-entered the labour force with the assistance of the Personal Advisor Scheme. Whilst it is acknowledged that the New Deal has its limitations and shortcomings, it is argued that the positive aspects of the scheme deserve to be highlighted. Also, it is suggested that the importance of enabling individuals who have experienced the scheme to voice their opinions and perceptions cannot be understated. By listening to the views and attitudes of those who have first hand experience of the scheme, policies and practices can be developed and redefined in ways, which incorporate the needs and views of the users.  相似文献

The article analyses the categorization of “Moroccan youngsters” as a problem group in the Netherlands. Since the 1990s Dutch‐Moroccan boys and young men are set apart as a problematic group that presents a social and security threat and an emblem of the failure of multicultural society. We analyse the intersectional “category politics” of Dutch politicians to situate Moroccan‐Dutch youngsters as problematic outsiders. Our analysis makes clear how national origin, culture, class and gender intersect in the categorization of “Moroccan youngsters” constituting a national‐cultural category, which is also defined in terms of a disadvantaged socio‐economic position. This categorization has important implications for policy arrangements and proposed measures. Existing schooling and training measures are seen as inadequate to end incessant intergenerational patterns of dependence and poverty. Intervention in the sphere of the family and parenting are deemed necessary to transform “Moroccan youngsters” into “good citizens.”  相似文献

This article presents a selection of results obtained in an ethnographic study of Dutch youth and the lessons dealing with mixed ethnic community and discrimination they receive in secondary schools. The concept of ethnicity and the meaning given to ethnie diversity are crucial in the development of a dynamic multi‐ethnic society in which ethnie divisions are challenged. The article discusses the identity policy implicit in the practice of intercultural education in nine secondary schools in the Netherlands. A static outlook on ethnie identity and a schematic view of the social positions of the Dutch and immigrants with regard to each other are evident from the contents of the lessons and the way the students are addressed. This outlook corresponds zvith the dominant representation of inter‐ethnic relationships of the mixed ethnie community, and runs counter to the diversity of interpretation models that the interviewed youth had.  相似文献

The profile of information policy in academic and policy-making circles has been rising in recent decades, a function, presumably, of the expansion of an 'information society'. Nevertheless, there is widespread confusion over its meaning and purpose. This paper seeks to produce a clearer picture, building on useful groundwork in information science and other disciplines. The history of information policy is traced, featuring exposition of the pioneering contribution of Marc Porat in the 1970s. The present state of information policy is then described, with particular reference to some salient themes of current literature: issue inventories (i.e. the scope of information policy); academic identity (including a critique of attempts to appropriate information policy for one discipline); and the ideal - or, it is argued, illusion - of a 'national information policy'. In the final section of the paper, some suggestions are made for the future direction of information policy. First, information policy should engage much more thoroughly with the tradition of political philosophy. Second, information policy may benefit from more forays into the field of futures studies. Finally, it is proposed that information policy could be positioned as a subset of the interdisciplinary specialism of information society studies, in which case its definition might be resolved in terms of the 'normative theory of the information society'  相似文献

ABSTRACT

This article reports on the evaluation of an initial pilot for a collaborative research project undertaken in an English county between a service user-led Coalition of Disabled People, the local authority and local university. The project sought to map the assets and resources for/of disabled people in their local community as well as needs and gaps, to inform the Coalition’s strategic planning and raise awareness of disability issues across the county.

The article discusses an inclusive, co-productive approach using participatory action research. It focuses on experiences from the pilot stage of the project and considers how the authors worked together with the required knowledge exchange and power-sharing to recruit and train researchers with expertise from their personal experience of disability. Recruitment ensured they had relevant qualities and skills that could be developed, to increase their confidence, knowledge and skills set as researchers. They then undertook photo-elicited, semi-structured interviews with other disabled people, analysed findings and created photographic exhibitions for dissemination and awareness raising.

Demonstrating a commitment to emancipatory research and collective action for change, the discussion considers the promotion of shared values within the research team, and explores the benefits and challenges encountered during the process and how the particular stages were managed to achieve the beneficial outcomes of the pilot. The article seeks to add to the literature of participatory/emancipatory action research for social work.  相似文献

In recent years, self‐assessment and self‐directed support have become mainstream options within disability services. The Disabled People’s Movement has advocated the need for such change for a long time but this has been persistently resisted by many social workers. In this article, it will be argued that both self‐assessment and self‐directed support undermine traditional social work and that social workers need to begin to work alongside disabled people, rather than ‘for’ disabled people, in order to achieve substantial system change.  相似文献

The liberalisation of gambling is associated with gambling addiction; thus gambling markets can be interpreted in line with Ulrich Beck's thesis of the ‘risk society’. This article analyses the dynamics of the risk society in the case of Dutch gambling markets. It is argued that a paradigm shift relative to gambling policy—from the ‘alibi model’ to the ‘risk model’—has created a legitimation crisis of gambling policy in the Netherlands. This crisis is characterised by a chain of small but significant adjustments to market forces, justified by changing and often contradictory policy motives. Although gambling markets increasingly tend to be regulated with reference to risks, what exactly constitutes these risks is in many cases controversial. This article highlights the ambiguous nature of the risk society and commercialised gambling.  相似文献

Across the globe, an estimated one billion people are on the move today, of whom 244 million are international migrants. Not only have global horizons expanded in the realm of work and study; global conflict and exploitation have resulted in forced migration. Migration is a political issue, which raises questions of identity, citizenship, diversity and integration and is utilised to play upon the fear of the stranger, the ‘Other’ and difference in contemporary society. Disabled migrants are a hidden population whose experiences are often overlooked or subsumed within wider debates around disability and ethnicity. This article considers the intersection of disability and migration in contemporary society through the lens of healthcare access. Reflecting on the impact of citizenship rights on the realisation of human rights in the context of contemporary migration, using health as an example, the article considers the implications for disabled migrants, focusing primarily on the European Union.  相似文献

This article explores the global challenge of population aging with a specific focus on the concepts of integration and participation of older people in society within the context of “realizing a society for all ages” as promoted by the United Nations. It is proposed that governments worldwide need to embrace new ways of thinking about population aging that include strategic initiatives for strengthening the social contract that fosters generational interdependence. The meaning of “positive aging” is explored at both the individual and social levels, with implications for quality-of-life issues involving intergenerational relationships. The point is made that while the promotion of positive aging is commendable on both philosophical and health grounds it can be problematic for those older people who for a range of legitimate reasons are unable to fulfill the notion of positive or active aging. The longevity revolution will require the emergence of a more humane society that undertakes to reconceptualize what older age means, together with exploring new ways of enhancing the citizenship status of older people through the development and promotion of innovative intergenerational relationships. A call is made for a wider engagement of the citizenry in the processes involved in the formulation and implementation of policy making.  相似文献

This article shows that slavery was more connected to Dutch society and economy than has been previously assumed. It does so by investigating the people involved in Dutch slavery insurance in the period 1718–1734, when the Dutch slave trade was monopolized by the state-chartered West India Company (WIC) and the period 1763–1778, when the private slave trade reached its peak and slavery insurance was more common. This article analyzes a variety of primary sources that have not been studied in this light before. The analysis shows that a large and varied group was involved and that slavery insurance was not a regional institution that only affected the Dutch colonies.  相似文献

Disabled people, writers on disability and disability activists stress the importance of disabled people being included in all aspects of society. I argue that a major omission from this inclusiveness is that no current model of disability focuses on the impact of the actions of disabled people on disability. Disabled people are not passive bystanders, powerless to reduce the restrictions of disability. On the contrary, we are central to actively limiting its constraints. I develop a model of disability, called ‘active’, which focuses on the effects on disability of the individual and collective actions of disabled people. I describe published findings which indicate that engaging in self-help, using support groups and deploying assistive technology can all reduce the limitations of disability. Recent increases in the number of disability support groups and developments in assistive technology have substantially augmented the potential for disabled people to combat the effects of disability.  相似文献

Government policy frameworks on the support of disabled people can often be difficult to 'read', as they contain contradictory elements that simultaneously support and confront social processes that create inequalities and oppression. Valuing People (VP), the UK government's policy framework for learning disability (intellectual disability), provides such a context for work that enhances learning-disabled people's inclusion in community and society, and to reverse some of the systemic disadvantage they have experienced. However, as an uneasy amalgam of the progressive and the neoliberal, the romantic and the practical, it has been difficult to evaluate in order to use its opportunities and minimise its dangers. This article attempts to decode VP in terms of ideologies in human services, and the current New Labour policy mix. Its emphases on Person Centred Planning, Direct Payments and employment will be analysed to try to establish what VP means, and to suggest more adequate priorities. This analysis might also be relevant to other sectors where there is a similar problem of decoding their particular policy context.  相似文献

Countries which have ratified the United Nations Convention on the Rights of the Child, have committed to implementing its principles in law and policy. This article explores the challenges for securing children's rights through policy, drawing on a research project conducted for the Northern Ireland Commissioner for Children and Young People, which sought to identify barriers to effective government delivery for children and young people from the perspective of key stakeholders. The research concluded that, while some barriers (such as delay and availability of data) are not child‐specific, they can be accentuated when children and young people are the main focus of policy development and more so when seeking to adopt a child rights‐compliant approach to policy development and implementation.  相似文献

This article engages with debates about the UK Disabled People’s Movement’s ‘Big Idea’ – the social model of disability – positioning this as an ‘oppositional device’. This concept is adapted from the work of the art theorist and activist Brian Holmes, elaborated using insights from Foucault and others. The model’s primary operation is introducing contingency into the present, facilitating disabled people’s resistance-practices. We recognise, however, that the device can operate in a disciplinary manner when adopted by a machinery of government. Whilst our primary goal is to understand the character and operation of the social model, by providing a more general definition of an oppositional device as the concrete operation of technologies of power, we also propose a concept potentially useful for the analysis of the resistance-practices of activists involved in a wide variety of struggles. This concept may thus have implications for wider social and political analysis.  相似文献
