ABSTRACT

This paper approaches the African-European migration industry as a complex web of relations in which different actors liaise, objectives oppose each other, and roles overlap. Starting from this notion, the question emerges: How do migrants navigate this fuzzy web of migration facilitation/control? To answer this question, this paper uses a ‘trajectory ethnography’ that follows the im/mobility processes of migrants from West – and Central Africa to, and inside, Europe. In so doing, it particularly focuses on two practices that are related to the concept of social navigation. First, it concerns débrouillardise, a term that points to the power of improvisation, creativity and hustling. Second, it regards social negotiation, a term referring to the process of how migrants ‘massage’ their relations with important actors in the field. The findings stress the relational dimension of the migration industry in the sense that the functioning of one actor depends so much on the intentions and efforts of others. I conclude that we could enhance our knowledge on migration industries with studies that constantly shift between the perspective of the migrant, the social network, the facilitator and controller. Such a dynamic approach unpacks further the multiple efforts that produce migrant im/mobility.  相似文献

ABSTRACT

This article examines the reaction of welfare state actors and ‘Romanian Roma’ migrants to the political environment on migration in the UK. Based on the ethnographic fieldwork between January 2013 and March 2014, the article focuses on how processes of everyday racism infused understandings of the legal framework for European migrants’ residency rights. The article first explores how state actors developed ideas about ‘Romanian Roma families’ as opposed to ‘Romanian-not-Roma families’ in a context marked by pervasive uncertainty about legal entitlements, welfare restructuring and decreasing resources. Second, I draw on new migrants’ accounts to identify their perceptions and understandings of discrimination placed within their previous experiences of racism and state violence. The article argues that processes of racialisation are subtly enfolded into everyday life shaping the narratives through which both welfare state actors and new migrants understand their situated experiences and future plans. The article reveals the small and mundane practices that reproduce racialised hierarchies which maintain the notion of ‘Roma’ as a group with particular proclivities and the affects for their socio-legal status as European migrants in the UK.  相似文献

ABSTRACT

Although the majority of illegalised migrants in the European Union are so-called visa overstayers who enter with a Schengen visa only to become ‘illegal’ once it has expired, this mode of illegalised migration has only received scarce attention in border and migration studies so far. This article takes the introduction of biometric visa as an opportunity to compensate for this neglect by asking: How do migrants appropriate Schengen visa in the context of biometric border controls? Drawing on the autonomy of migration approach (AoM), it investigates the visa regime from the perspective of mobility in order to elaborate on one set of practices of appropriation that involves the provision of falsified or manipulated supporting documents upon which the decision to issue a biometric visa is based. The article draws on this example to develop a conception of the notion of appropriation that addresses the two central criticisms which have been raised against the AoM. Besides contributing to the AoM’s development, the article thus introduces a concept in debates on migrant agency that highlights, better than existing concepts, the intricate intertwinement of migrants’ practices with the means and methods of mobility control.  相似文献

ABSTRACT

The plight of desperate migrants crossing the Mediterranean reached an inflection point in 2015 when an estimated 800 migrants drowned in a single day, painfully exposing dysfunctions in how States, regions, and the international community as a whole seek to govern a world with increased mobility of persons. By examining the response to the migration and refugee crises of recent years through the lens of the United Nations (UN), this article describes how States and the UN system are challenged to reconsider traditional hierarchies of power and influence since unilateral State action will not solve the migration problem. Migration solutions, particularly those providing greater protections for migrants in vulnerable situations, will require ‘coalitions of the willing’ between States, inter-governmental organisations, local governments and non-state actors. Still emerging, such coalitions are interdependent; and their objectives will be the result of negotiating and bargaining amongst their members. They reflect multi-level governance in the collective handling of migration, revealing a more complex interaction, one in which local authorities and non-state actors are in some instances bypassing State-led interventions. For its part, the UN – armed with recent institutional changes that provide it with more centralised ‘orchestration’ capacities – is best suited to serve in a ‘wingman’ function, buttressing rather than leading such coalitions.  相似文献

ABSTRACT

Among the many meanings of transnationalism(s), the political significance of transnational action from the perspective of individual migrants does not always gain enough attention. It is usually framed as a way transnational migration processes affect the state, how social movements formed in the diaspora compete for the stake in the home country or how a particular state manages its diaspora through various policy means. This article will call for a more actor-centred approach in which individuals’ choices and strategic decisions have an anti-state frame of reference dominating their individualised agendas and norms of behaviour. These are not overtly political, thus falling outside a typical political science lens, but follow what James Scott refers to as ‘small scale resistance’ or ‘weapons of the weak’ of structurally subordinate groups. In the case of Polish migrants I discuss, this follows a long-lasting tradition of contestation of the state normative and institutional structures, its surveillance, migration regimes and ways in which institutions aim to control human actions. With the advent of increased mobility within the European Union due to EU integration processes and the subsequent volume of these flows, these types of behaviour and cultural attitudes gain particular prominence offering a variety of means and opportunities to manoeuver between structural constraints, contesting them and at times even changing them to individual advantage. I argue that these culturally and structurally mutually reinforcing features of anti-state culture make migrants from Poland a particular type of agents in the European web of transnational social fields.  相似文献

ABSTRACT

The recent surge of migrants crossing the Mediterranean in search of protection has presented a major challenge for the whole European Union. What has been labelled as a ‘refugee crisis’ is first and foremost a crisis of international politics and the result of inadequate response mechanisms at local level. This paper focuses on the case of Sicily, the second main area of arrival, after Greece, when migration to the Mediterranean reached its peak. With a long history of immigration, since 2015 the Italian island has seen the implementation of a new approach based on ‘hotspots’: designated areas for the separation of those deemed as economic migrants from ‘genuine asylum seekers’. In the view of some, this has made Italy into a model of migration management, as opposed to the chaotic situation of the Greek islands. The hotspot approach, however, has been also criticised for being engrained on practices that many deem unlawful, actively producing discrimination and condemning many migrants to an illegal status on the Italian soil. Informed by findings from an international research project (EVI-MED), this paper examines this complex scenario, exploring the social, legal and human implications of the refugees’ reception system in Italy.  相似文献

The presence and the apparent permanence of post-accession EU migrants in the UK is of significant interest to both academics and politicians. Studies have debated whether migration from new accession countries to the UK mark a new type of migration often described as ‘liquid’ and ‘open ended’, or whether these migrants will settle in the new destination countries. Based on a qualitative study of Poles who have lived in Scotland for at least six years, we observed four typologies of what we call migrants’ settling practices: (1) stayers, (2) over-stayers, (3) circular and transnational migrants and (4) economic migrants. The findings from this study demonstrate that Polish migrants do not have fixed ideas about the duration of their migration (in terms of a sense of permanence) but instead focus on diverse links, anchors or attachments in Scotland and Poland in describing their settling practices. Thus, the main contribution the article makes is to present an in-depth understanding of what settlement means from the perspective of migrants themselves. This paper concludes by providing a short comment on implications of the outcome of the Referendum on EU membership ‘Brexit’ in June 2016 on Polish migrants settling practices.  相似文献

The ‘migration–development nexus’ has become an established development mantra with debate surrounding the ability of migration to promote economic growth and reduce poverty. The optimism of this debate is paired with a push to control migration through the promotion of temporary migration programmes and initiatives considered to support the regular movement of migrants. This dominant paradigm has come under criticism, however, for overlooking the multidimensional costs of migration for migrants and their families. As evidence on the costs of migration gathers, debates within policy and scholarly arenas have turned to how to integrate human rights into migration and development initiatives. The discourse surrounding this debate largely draws on the capabilities approach, which sees expanding human capabilities as the central role of development. In this paper, we analyse the resulting discourse and implementation of this approach to demonstrate how this theoretical framework is utilised to conceptualise diverse outcomes for migrant worker rights within global governance priorities for managing migration. We argue that greater attention is needed in the application of the capabilities approach in order to resonate with policy-makers without compromising the integrity of the approach or separating migrants from their intrinsic human rights.  相似文献

This article contextualizes contemporary institutional responses of the European Union (EU) to the refugee crisis within the historical setting in which EU migration and asylum policies emerged – namely during the implementation of the border-free Schengen Area (1984–1995). Using the analytical framework of ‘policy narratives’, it argues that EU institutions have used the creation of the ‘area without internal frontiers’ to build coherent narratives about the nature and scope of EU action and of their own role in it. Such narratives became locked into the institutional discourse and influenced the subsequent evolution of EU politics on the topic.  相似文献

ABSTRACT

The thematic and geographical expansion of EU migration policies has gone along with an increasing mobilisation of pertinent international organisations such as the IOM and UNHCR. Combining insights from the external governance approach with IR debates on international institutional complexity, this article examines the dynamics behind this ‘multilevelling’ of EU external policies. Three strategies of institutional interplay are distinguished: counterweight, whereby international organisations act as independent complement or corrector to EU policy; subcontracting, referring to the outsourcing of EU project implementation to international organisations; and rule transmission, a process in which international organisations engage in transferring EU rules to third countries. Whereas greater organisational authority and autonomy have allowed the UNHCR to keep an independent voice as counterweight to EU action, both the UNHCR and IOM have become increasingly involved in the implementation of the EU's ‘global approach’ to migration via subcontracting and rule transmission. In sum, these processes shed a new light on the role of the EU within the international migration regime complex.  相似文献

ABSTRACT

Employment projections and skills strategies emphasise the importance of (highly) skilled labour for competitiveness. A strategic focus on ‘attracting the best talent’ globally may conflict with policies to ‘grow local talent’. This issue is considered in the UK context of a shift from a liberal immigration regime to a demand-led system characterised by increasing restriction, through adjustments to a points-based system to manage labour migration from outside the European Economic Area (EEA). The specific focus is on an annual limit on non-EEA labour migrants introduced in 2011 and tightening of eligibility criteria for entry of (highly) skilled migrants, amid business’ concerns that this might stifle economic growth. Drawing on 20 employer case studies and literature on skills and migration policy, the article investigates the costs and implications for business in adhering and seeking to adapt to migration policy changes. Such changes pose administrative burdens on employers and limit business flexibility but associated monetary costs to businesses are difficult to quantify. Adaptation strategies and the impact of migration rule changes vary: some firms experience limited impact, some adjust their recruitment behaviour and some feel their underlying business rationale is threatened. Developing local talent is a partial long-term solution.  相似文献

ABSTRACT

This article considers how the migration industries lens can be usefully employed in understanding how professional intermediaries enable, structure, and create transnational migration lifestyles of the super-rich. In particular, we examine how intermediaries and their services (1) enable the continued sustenance of transnational migration lifestyles for this group of elites; and (2) structure and create elite transnational lifestyles. This article primarily draws on interviews with professional intermediaries who service the super-rich, and content analysis of their websites and brochures. Inspired by insights from the new mobilities paradigm (and in particular the politics of mobility), we argue for an expanded conceptualisation of the migration industries beyond the literature’s current focus on labour recruitment and migration management. Specifically, we suggest thinking of the migration industries as a collection of actors and services that enable, structure, and create different types of ‘migrants’, their spaces and their highly uneven transnational mobilities – including that of the super-rich and their elite transnational lifestyles. We conclude with suggestions for a research agenda that may help to better understand the role of intermediaries in the creation of differentiated mobilities.  相似文献

ABSTRACT

This special issue showcases work that theorises and critiques the political, economic, legal, and socio-historical (‘ethnic’ or ‘cultural’) subordination of the European Roma (so-called ‘Gypsies’), from the specific critical vantage point of Roma migrants living and working within and across the space of the European Union (EU). Enabled primarily through ethnographic research with diverse Roma communities across the heterogeneous geography of ‘Europe’, the contributions to this collection are likewise concerned with the larger politics of mobility as a constitutive feature of the sociopolitical formation of the EU. Foregrounding the experiences and perspectives of Roma living and working outside of their nation-states of ‘origin’ or ostensible citizenship, we seek to elucidate wider inequalities and hierarchies at stake in the ongoing (re-)racialisation of Roma migrants, in particular, and imposed upon migrants, generally. Thus, this special issue situates Roma mobility as a critical vantage point for migration studies in Europe. Furthermore, this volume shifts the focus conventionally directed at the academic objectification of ‘the Roma’ as such, and instead seeks to foreground and underscore questions about ‘Europe’, ‘European’-ness, and EU-ropean citizenship that come into sharper focus through the critical lens of Roma racialisation, marginalisation, securitisation, and criminalisation, and the dynamics of Roma mobility within and across the space of ‘Europe’. In this way, this collection contributes new research and expands critical interdisciplinary dialogue at the intersections of Romani studies, ethnic and racial studies, migration studies, political and urban geography, social anthropology, development studies, postcolonial studies, and European studies.  相似文献

ABSTRACT

This paper sheds light onto the processes of controlling irregular migration in Germany, based on ethnographic fieldwork with immigration officials, police forces, home office bureaucrats and non-state actors. Several studies have examined the policies and tools of migration control available to state officials and contracted third parties and generally found a trend towards greater restrictiveness and securitisation with regard to irregular migration. However, relatively few analyse their actual implementation. This paper seeks to fill this gap, and to act as slight corrective by highlighting the relatively limited nature by which migration control was exercised. In fact, the practice of detecting, identifying, detaining and deporting irregular immigrants was far removed from the politicised discourse that surrounds it in the public sphere and academia, and instead influenced by pragmatism and nonchalance. However, in contrast to explanations that see lenience towards irregular migrants as motivated by economic factors, here the limits of migration control were directly related to officials’ sense of duty, as well as working conditions and a lack of institutional oversight. In this sense, the enhanced possibilities of control through new means of surveillance and data collection are in fact restricted because officials might just not be bothered to use them.  相似文献

ABSTRACT

Increased migration across the Mediterranean to Europe during 2015 was associated with growing interest in generating new research evidence to assist policymakers in understanding the complexities of migration and improve policy responses. In the UK, this was reflected in funding by the Economic and Social Research Council for a Mediterranean Migration Research Programme. Drawing on evidence from the programme, this volume explores the nature of Europe’s ‘migration crisis’ and the extent to which the development of new migration management policies was grounded in evidence about the causes, drivers and consequences of migration to Europe. The authors conclude that there is a substantial ‘gap’ between the now significant body of evidence examining migration processes and European Union policy responses. This gap is attributed to three main factors: the long-standing ‘paradigm war’ in social research between positivist, interpretivist and critical approaches which means that what counts as ‘evidence’ is contested; competing knowledge claims associated with research and other forms of evidence used to construct and/or support policy narratives; and, perhaps most importantly, the politics of policymaking, which has resulted in policies based on underlying assumptions and vested interests rather than research evidence, even where this evidence is funded directly by European governments.  相似文献

ABSTRACT

Following post-EU-accession migration, Poles currently form the largest group of foreign nationals in Norway and the second largest group of foreign born residents in the United Kingdom. Given the considerable volume of new arrivals, there is a growing literature on Polish migration to both countries; however, there is little comparative research on Polish migration across different European settings. By exploring how Polish migrants reflect on the possibilities of settlement or return, this paper comparatively examines the effects that permanent and ‘normalised’ mobility has on Polish migrants’ self-perception as citizens in four different cities. In addition to classic citizenship studies, which highlight the influence of a nation-state based institutionalised citizenship regime, we find that transnational exchanges, local provisions and inter-personal relationships shape Polish migrants’ practices of citizenship. The resulting understanding of integration is processual and sees integration as constituted by negotiated transnational balancing acts that respond to (and sometimes contradict) cultural, economic and political demands and commitments. The research is based on semi-structured interviews and focus groups with a total of 80 respondents, conducted in two British and two Norwegian cities that experienced significant Polish immigration, Oslo, Bergen, Bristol and Sheffield.  相似文献

This paper investigates a transient border between the temporary and (potentially) permanent migration schemes, by reviewing the changes in migration policies relating to Korean-Chinese (Joseonjok) co-ethnic migrants in South Korea in the last 10 years. We pay attention to Working Visit Status and Overseas Korean Status and the fluidity between the two visa streams, to argue that the government utilises the arbitrary notion of ‘skilledness’ as an indicator to distinguish the temporary from the non-temporary migrants. To interrogate how the visa system operates, this paper reviews politics between and within the government, the market and the migrants. Although the government rhetorically uses visa policies as a quality-control mechanism to selectively accept a desirable population, it can only do so by relying on the market to ‘evaluate’ migrants. However, Korean-Chinese migrants are welcomed in the low-skilled employment market to fill labour shortages, and they also contribute to the expanding migration industry as consumers, which stand at odds with the government’s effort to limit ‘unskilled’ migration. The relegation of the state’s responsibility to the market provides an opportunity for migrants to contest the border and negotiate with the state. However, their negotiation comes at the expense of precarisation of their legal status.  相似文献

Whilst European governments have increasingly externalised restrictive migration policies to civil actors, the latter’s main interests lie in improving or defending immigrants’ well-being. This raises the crucial question as to how civil actors deal with the puzzling position they find themselves in: to what extent do they execute or transform their funders’ policy objectives? And which mechanisms enable them to do so? This article contributes to answering these questions by detailing the historical shifts in the roles played by civil actors in the Assisted Voluntary Return programme in Belgium. Most importantly, the article argues that the considerable autonomy these civil actors achieved resulted in two seemingly opposite effects. On the one hand, they developed a wealth of expertise in ensuring the quality of return, thereby transforming the national government’s goals of managing migration into humanitarian ones. On the other hand, in recent developments their autonomy paradoxically became instrumental to migration management, not so much by changing their practices or values, but by changing their functioning within the wider field of migration policies. The article concludes by proposing the metaphor of ‘immunisation’ as an apt way of describing civil actors’ practical and functionally role in migration management.  相似文献

Many states question how to manage burgeoning migration. This is particularly problematic for ethnic states whose foundation myths imagine the state as the home for the nation. In this paper, we argue that ethnic states engage a type of defense mechanism, ‘reaction formation’, as part of migration policy to distract attention from threats to the claimed ethnic homogeneity that undergirds the reason for the state's existence. Using Israel as a case of a planned ethnic state, we show how a state develops a spectrum of membership models to incorporate ‘others’ into the nation-state. We suggest that Israel could conceivably devise some arrangement to incorporate the several hundred thousand labor migrants currently resident there. We argue that the state is reluctant to recognize these migrants as ‘Israeli’ because to do so would reveal a hidden truth: Israel may be becoming more Israeli than Jewish and, thus, the recognition of labor migrants and their children provokes questions about Israel's very reason for existence, that is, being a Jewish state.  相似文献

Recognising the need to unpack ?the ‘state’ and? ?problematise? the term? ‘diaspora’, in this special issue we examine the various actors within (and beyond) the state that participate in the design and implementation of diaspora policies, as well as the mechanisms through which ???diasporas?? are constructed by governments, political parties, diaspora entrepreneurs, or international organisations?. Ex??tant theories are often hard-pressed to capture the empirical variation and often end up identifying ‘exceptions’. We?? theorise these ‘exceptions’ through three interrelated? conceptual moves: First, ??we focus on? ??underst?udie?d? aspects of the relationships between states as well as organised non-state actors and their citizens or co-ethnics? abroad (??or at home – in cases of return migration).? Second, ??we? ??examine dyads of ?origin states and specific diasporic communities differentiated by time of emigration, place of residence, socio-economic status, migratory status, generation, or skills.
