Research shows that few foster care alumni enroll and complete post-secondary education. For those who do enroll, many experience challenges associated with academic and social adjustment and are at risk of dropping out. Many college-based programs are being developed and are available to foster care alumni to support them during their post-secondary education. This study used pre-tests, post-tests, and journal entries of seventeen participants to evaluate a strengths-based, resilience-oriented early-start program for newly enrolled students at a large public university that provides knowledge about the institution, resources (e.g., tutoring), and social support necessary for foster care alumni to make a smooth transition into college life and to increase short and long-term student success. Quantitative and qualitative findings indicate that students who participated in the early-start program showed increased confidence and competency in academic and social adjustment. Findings also showed personal growth (e.g., building resiliency) and an increased connectedness among students who participated in the program. Study findings can inform the development of new on-campus support programs and help enhance existing programming. Future research should address short and long-term outcomes and experiences of students who are former foster youth who have participated in on-campus support programs.  相似文献

As the UK Government White Paper, Care Matters: Time for Change , suggested, foster children need the care system to provide them with good quality foster family care that will help them through childhood to success and fulfilment of their potential in adult life.
This paper draws on the third phase of Growing Up in Foster Care , a longitudinal study of 52 children in planned, long-term foster care (1997–2006). It aims to increase our understanding of the transformational power of foster family relationships over time and particularly in adolescence. It shows how a secure base parenting model, using concepts from attachment and resilience, can be applied to foster care of adolescents. The paper uses case material to demonstrate each dimension of this secure base model and to emphasise how, even when adolescents have had stable and effective placements, they are likely to need support through into adulthood.  相似文献

Family foster care placement decision‐making has a weak scientific underpinning. The identification of clusters of foster children (groups of foster children with similar characteristics) can help improve decision quality. In this study, we investigated if foster children could indeed be clustered, which problems were identified at the time of placement and what might be the influence of placement history. Two clusters of foster children were found: (i) young children with coinciding parental child‐rearing incapacity and familial problems, and (ii) older children with child problems. At the time of placement, familial problems were more often identified in younger children with a placement history. These findings stress the importance of approaching foster care assessment as part of a dynamic decision‐making process. It is key to finding the most appropriate situation for the child. At the same time, it must be decided how the desired situation can be realized, wherein placement decisions are based on an appraisal of whether or not a foster placement is an appropriate solution. In conjunction with this, it needs to be decided how the parents can be supported towards reunification, or whether or not long‐term foster care is the best option for the child, and if so what conditions need to be met.  相似文献

This qualitative study explored the experiences of 12 youth who were emancipated from state‐sponsored foster care at age 18 and attempted to establish themselves independently. The findings were analyzed through the lens of two developmental theories: separation/individuation and relational/cultural. Interview data revealed that the often‐difficult experiences of emancipating from foster care influenced an evolving sense of self. Participants identified strongly with self‐sufficiency and help‐avoidance and reported an inaccessibility of peer support. Although much of the current literature focuses on critiques of public foster care programs, this study provides insights into how youth have been personally affected by emancipation. It also contains implications for social work practice with emancipated and soon to be emancipating youth.  相似文献

Unaccompanied Refugee Minors (URMs) are at high risk for trauma and maladaptive functioning. Although foster care is best suited to come forth to their needs, obtaining a better understanding of the strengths and flaws of foster care for URM can help to improve their development and psychological wellbeing. Twenty-seven URM cared for in family foster care filled in questionnaires measuring trauma, behavioural difficulties, resilience and contact with persons from the home and host country, whilst their foster care workers assessed the quality of the living environment. URMs had more trauma symptoms than other immigrants and Belgian adolescents. Furthermore, compared to Belgian counterparts, levels of resilience were low. However, URM did not have more behavioural problems. The quality of the living environment in kinship care was worse than the quality in non-kinship foster care, and social support and cultural sensitivity were protective factors. This study found evidence for developmental risks for URM in foster care. Integration, social support and a connection with the home culture were protective factors. Contrary to other studies, no evidence was found of kinship foster care being preferential.  相似文献

Residential care in Sweden has undergone great change in recent decades. With new small family-style institutions, the boundaries between residential care and foster care have been blurred. Almost all residential care used to be run by the public sector. Today about 80 per cent is privately run. This study compares three different settings in residential care: institutions run by the public sector, privately run institutions and family-style homes. Among other things, it is found that the institutions run by the public sector have better educated staff and a higher staff–resident ratio than privately run institutions. Despite this, they are more restrictive in their intake and they have youths with fewer problems, especially delinquency and other antisocial behaviour. The results are discussed in relation to developments in the residential care sector in Sweden and in relation to the balance between care and treatment.  相似文献

The aim of this study was to compare the psychological health of children in foster care with that of children in institutional care. Social workers were asked to assess the psychological health of the children as well as several other criteria on the basis of an analysis grid. Our sample consisted of 568 children placed in foster care and 661 children placed in institutions. Our results show that children in care who lived longer with their birth parents have a lower psychological health. Furthermore, the psychological health of children in residential care is lower than children placed in foster families. As children in institution are placed later than children in foster families, this may partially explain the lower psychological health of children in residential care. As a result, children in residential care have experienced more abuse and neglect and witnessed more domestic violence than children in foster care. In addition, children in residential care have more poor-quality contacts with their birth parents than children in foster family. These contacts negatively influence their psychological health. Finally, the factor that most influences the psychological health of children in care is the quality of the relationship with the people who care for them on a daily basis. Again, children placed in foster families have better-quality relationships with their foster families than children placed in institutions.  相似文献

Since Integrity in Scientific Research: Creating an Environment That Promotes Responsible Conduct was released in 2001, there has been increased interest in evaluating programs designed to foster the responsible conduct of research (RCR). The field of program evaluation is designed to determine the worth or value of programs and can serve as a resource for institutions interested in evaluating their RCR programs. This article provides a very brief overview of program evaluation, demonstrates how it can be applied to RCR, and provides key reference information. Evaluating RCR programs can promote institutional accountability for the resources that are used in supporting those programs.  相似文献

The experiences and needs of lesbian, gay, bisexual, trans and queer/questioning (LGBTQ) young people in care have been overlooked in England, in both policy and research. This paper reports on findings from the first study of LGBTQ young people in care in England and focuses on the nature of foster carers' experiences and perspectives on caring for LGBTQ young people. Qualitative interviews regarding the fostering role in caring for LGBTQ young people were conducted with a sample of foster carers (n = 26) and analysed thematically. Foster carers described the importance of offering LGBTQ young people not only the nurturing relationships that all children in care need but also availability, sensitivity and acceptance to help young people manage stigma and other challenges associated with minority sexual orientation and gender identity. The Secure Base caregiving model provided a framework for analysing the different dimensions of these relationships. Understanding caregiving roles and relationships for LGBTQ young people in care has important implications for recruiting, training, matching and supporting foster carers to care for LGBTQ young people effectively.  相似文献

Summary

Kinship foster care programs are designed to address the needs of relatives, usually grandparents, who have taken in children who have been removed from their homes voluntarily, or following a substantiated report of neglect and/or abuse. The author reviews the history of kinship foster care nationally and examines related research. Reported are findings on a survey of kinship foster care programs nationwide and from qualitative interviews with nine grandmothers from New York City who were kinship foster care providers. Particular attention was paid in these surveys to the impact of kinship foster care on families caring for children with disabilities.  相似文献

Most orphaned children in China are cared for by their extended families or become state wards under the guardianship of child welfare institutions. Some exceptions are children who are found and cared for by families in the community, without a formalized adoption or foster relationship. In some locations, institutions now accept guardianship for these children and support the informal adoptive family to continue to care for them. This article examines the outcomes for these children as they became young adults by comparing these 12 children raised within the system as they approach or have approached young adulthood (now aged 16–40 years-old). Some of the participants were either informally adopted or lived in institutional care. The results of this study found that the family environment was more conducive to the young people’s wellbeing as they approached or entered adulthood. The participants raised in informal care appeared to be treated similar to the biological children in these families. When the institution formalized the state guardianship responsibility, it also meant the families had state resources for support to protect the children’s rights to economic security, education, health care, and social participation. This practice by the institution supported the addition of informal adoption, as one step closer to permanency than foster care. Future implications include considering this option to help promote the family system assisting these children, families, and the state.  相似文献

Child welfare systems struggle with how best to accomplish reunification for children who have been removed from their home due to child maltreatment. Parent mentor programs may facilitate the reunification process. In these programs, parents who have successfully reunified with their children after child welfare involvement provide support and guidance for parents currently navigating the system. The current study examines (a) whether distance was a barrier to participation in orientation of a parent mentor program (called Parents in Partnership [PIP]) for 98 parents involved with the child welfare system and (b) whether participation affected reunification outcomes for 73 parents. Logistic regression models showed parents who lived closer to the PIP orientation location were more likely to participate in the orientation. Further, parents who attended PIP orientation were 5 times more likely to reunify with their children. Parent mentor programs may be one way to increase the likelihood of reunification for families involved in the child welfare system and may increase the engagement of fathers involved with the child welfare system. Future research should examine whether participation in parent mentor programs reduces the length of time children stay in foster care in addition to increasing rates of reunification.  相似文献

The present study compared the social behaviors of eight‐year‐old previously institutionalized Romanian children from the Bucharest Early Intervention Project (BEIP) in two groups: (1) children randomized to foster care homes (FCG), and (2) children randomized to care as usual (remaining in institutions) (CAUG). Children were observed interacting with an age‐ and gender‐matched unfamiliar, non‐institutionalized peer from the community during six interactive tasks, and their behavior was coded for speech reticence, social engagement, task orientation, social withdrawal, and conversational competence. Group comparisons revealed that FCG children were rated as significantly less reticent during a speech task than CAUG children. For CAUG children, longer time spent in institutional care was related to greater speech reticence and lower social engagement. Using an actor–partner interdependence model, CAUG children's behaviors, but not FCG, were found to influence the behavior of unfamiliar peers. These findings are the first to characterize institutionalized children's observed social behaviors toward new peers during middle childhood and highlight the positive effects of foster care intervention in the social domain.  相似文献

Family foster care is the option of choice for children in need of out‐of‐home care in Flanders and the Netherlands. Foster care is however a vulnerable intervention, and questions can be raised as to its efficacy. Although the literature on placement breakdown has made significant progress during the last years, empirical knowledge regarding breakdown in Flanders and the Netherlands remains scant. Consequently, this study aimed at investigating prevalence and precursors of breakdowns in long‐term foster care, the duration of placement before breakdown, and the association of child and placement characteristics with breakdown. Case files of 271 Dutch and 309 Flemish foster children were analysed with a coding scheme designed for this study. After 6 years, 398 placements had terminated: 169 placements broke down and 229 placements ended positively. Placements broke down mainly because of behavioural problems of the foster child, foster parents' parenting problems, and conflicts between birth and foster parents. Foster children with behavioural problems, older foster children, foster children denied treatment, and foster children in care because of sexual abuse were more at risk of breakdown. Assessing these factors is important when evaluating the appropriateness of a family foster care placement.  相似文献

This study used the data from 64 nonresidential fathers who had their children placed in foster care to describe their characteristics. The survey included questions about demographic background and personal challenges, the father's involvement with his child in foster care, the father's relationship with the mother, barriers to the father's involvement, and the relationship with child welfare agencies and workers. The average age of the participants was about 39 years, and the majority of them were African American. About 70% of the fathers reported low levels of education. Almost 69% of fathers reported frequent face‐to‐face contact with their children. On average, the participants were arrested 2.6 times, and it ranged from 0 to 34. More research is necessary to learn more about these fathers, develop programs to help them become a viable source for permanency option, and become more involved in their children's lives.  相似文献

How do foster parents support the relational and cultural connections of Indigenous children in care? The answer matters; the well‐being of Indigenous children depends on these connections. At one of Canada's largest Indigenous child welfare agencies, we implemented inclusive foster care, an approach requiring foster parents to engage with the family, community, and cultural life of the child for whom they care. Fifteen years later, we present findings from a thematic analysis of interviews with 13 foster parents who participated in a mixed methods study exploring inclusive foster care. We discuss foster parent strategies to support the child's family relationships: setting clear boundaries, rolling with inconsistency, and understanding the family's (hi)stories. Strategies to strengthen cultural connectedness include visiting traditional territory, using personal initiative and Indigenous knowledge, and engaging in school‐based and “multi‐purpose” cultural opportunities. Drawing on foster parent stories of success, we propose ways for social workers, foster parents, and policymakers to address the cultural and relational disruption that characterizes the experience of Indigenous children in care in colonial settler societies.  相似文献

Group work with parents of children in foster care has good potential as a complement to casework services in permanency planning. An underused social work service in child welfare, group work has rarely been provided to natural parents. It can be utilized differentially along the foster care continuum from needs identification through aftercare to provide parents information, support and training specific to foster care. Reports of group work services for abusing parents, parents of children in residential treatment and special programs for natural parents provide relevant information for design of group work with natural parents. An example of a group of parents whose children are in foster home placement is presented. Special considerations for providing group services to natural parents are highlighted. Group work appears to have positive effects on the providing agency as well as on parent group participants. Issues regarding group work in permanency planning include the risk of its misuse through agency-imposed agendas and/or agency determined timetables for individual and group development. It will be helpful to study what group services with which parents at which points in the foster care continuum assist permanency planning efforts.  相似文献

For some youth in foster care, the closest family or family‐like relationships are with the foster parents with whom they have lived for extended periods of time. Nonetheless, child welfare agencies often do not explore these relationships and the potential they may hold for youth for legal permanence through adoption or guardianship. Recognizing that social workers often lack resources to help them initiate permanency conversations, Casey Family Services, a direct service child welfare agency in the USA, developed a tool that social workers can use to explore youth's sense of emotional security with their foster parents and foster parents' sense of claiming and attachment with youth in their care. The research literature that suggests that emotional security is a critical component of successful permanence provided the foundation for the development of the Belonging and Emotional Security Tool (BEST). When used with youth and foster parents, the BEST was found to advance meaningful permanency conversations. The authors provide case examples of its use and discuss future directions for using the BEST and broadening its application.  相似文献

Foster youth are at an increased risk of unintended pregnancies and sexually transmitted infections (STIs) compared with peers. We conducted 11 semistructured focus groups with 86 foster and kinship caregivers in three child welfare jurisdictions to understand their strategies for monitoring and communicating with youth in foster care around sexual health topics, with the overall goal of developing a training for caregivers to reduce STI and unintended pregnancies among youth in foster care. We used thematic analysis to analyse the data. Three main themes emerged: (1) strategies to communicate with youth about sexual health (trust‐building, open/direct communication, tailoring information to each individual youth, creative conversation‐starters, and self‐education), (2) strategies for monitoring youth (e.g., tailoring monitoring to youth development/characteristics, clearly communicating rules, co‐development of rules, spending time with youth/friends/friends' parents, using technology, using a social support system), and (3) other strategies to promote positive youth development (advocating for youth, engaging youth in goal‐setting). Trainings that provide caregivers with (1) information on sexual health and normal adolescent development and (2) strategies and skills to help caregivers engage in open, evidence‐informed communication, and monitor youth in a tailored, developmentally‐informed manner are likely to improve reproductive health and other outcomes among youth in foster care.  相似文献

ABSTRACT Long‐term foster care has been a much neglected area of social work practice and research. Yet there are obvious challenges that need to be understood when building a family for life in foster care. Is it possible for foster families, where there are no biological or legal ties between carers and children, to provide care, concern and family membership not only through childhood but also into adult life? The study on which this paper is based set out to explore that question by investigating the experiences of 40 adults, aged 18–30, who grew up in foster families. Qualitative interviews were conducted, transcribed and analysed. Theoretical frameworks from attachment and resilience were brought together with concepts such as ‘belonging’ and ‘family membership’ to make sense of the narratives provided. An integrated and dynamic psychosocial model of long‐term foster care was developed, which emphasizes the significance of a secure base and has some important implications for practice.  相似文献
