Over the last century, Inuit have experienced rapid social changes that have greatly impacted their way of life, health, and intergenerational traditions. Although there is a growing body of research concerning Inuit youth, relatively little is known about elderly Inuit. In an effort to bridge this knowledge gap, a systematic review of peer-reviewed journal articles was conducted. This review identified a dearth of research on older Inuit, and highlighted limitations in service provision to this primarily rural and isolated population. Implications for policy and practice and recommendations for future research are also discussed.

ABSTRACT

Youth mentoring is a popular tool in positive youth development, with most programs utilizing a model through which youth and non-parental adults are “matched.” Using an adaptation of the Facilitating Attuned Interactions framework, this study sought to explore the effectiveness of the Mentoring FAN in enhancing interpersonal attunement among mentoring staff at two youth mentoring programs in the U.S. Upon completion of the Mentoring FAN training, quantitative (n = 28) and qualitative (n = 15) data were collected from program staff at both sites. Open-ended data from a subset of mentors (n = 27) was also gathered. Results revealed that mentoring staff experienced significant increases in empathy following the Mentoring FAN intervention. Participant interviews revealed increased attunement, increased listening ability, and increased collaboration in the supervisory relationship. Findings support the continued delivery and rigorous testing of Mentoring FAN training, with great promise for enhancing attunement across the mentoring system as a means of strengthening the relationships so critical to this intervention. The study also has important implications for the development of mentor support practices within mentoring organizations, as well as policies designed to meet the needs of youth served by mentoring programs in the U.S.

In this article, we argue that intergenerational tensions in the United States reflect a strategy for serving the aged that stresses the underlying values of individualism and self-reliance. Using national survey data, we examine the extent to which Americans' view of public responsibility for the aged has shifted between the mid-1980s and late-1990s, a period characterized by the intensification of "generational" politics, as well as a growing hostility toward "big government." We consider four factors that may be responsible for the escalation of intergenerational tensions as they are manifest in the erosion of public support for programs and policies serving the elderly: (1) Declining intergenerational solidarity with the aged ; (2) Increasing concerns over age-inequity in public programs ; (3) Increasing concerns over resource-inequity in public programs; and (4) Increasing opposition to big government . Results indicate that the public has generally grown more apprehensive about the value and costs of government programs serving both the elderly and the poor. Yet, the fact that Social Security enjoys far more support than social programs serving the poor suggests that the elderly are perceived as more deserving of their benefits than other dependent groups in society. The public also appears increasingly reluctant to redistribute old age benefits according to need. Age-group contrasts revealed little evidence of direct tension between the generations. The results suggest that growing distrust of government and reluctance to help the poor has indirectly fueled opposition to public spending on the older population. Proposed changes to programs and policies affecting the elderly will need to take into account the ambivalence felt by many Americans toward a government they expect to make good on its promise to care for all older citizens, but to use fewer resources in doing so.

The client–therapist relationship is recognized as an important factor contributing to outcomes of child and youth care. Particularly in secure residential youth care, in which adolescents with mainly externalizing behaviour problems are often placed coercively, the client–staff relationship seems to be important for the achievement of positive outcomes. The present study aims to assess the client–staff relationship for a group of 135 adolescents in secure residential care and factors associated with a positive relationship. The results show that adolescents, group care workers and teachers experience a limited affective bond in their relationship 2 months after the adolescents were admitted to the secure care centre. Adolescents do tend to use care workers and teachers as a secure attachment figure, which suggests that an affective bond is no precondition for the adolescents to experience staff as a secure base. Main predictors of a good relationship are the positive treatment skills of both group care workers and teachers. These findings point to the need for training of care workers and teachers so that they are better prepared for working with these adolescents.

Recent studies of youth in out‐of‐home placements have indicated that a successful mentoring relationship in care is associated with better emotional, educational and behavioural outcomes in adulthood. The goal of this exploratory qualitative study is to describe the profile of a staff member who is able to establish a meaningful relationship with youth in care through the perspectives of 20 young adults aged 21–26 who left care in Israel. Findings revealed that the staff member who formed meaningful relationships with youth was the staff member who was available to the youth and familiar with their personal backgrounds, who was able to see them as positive and trustworthy and to provide guidance and support from a non‐judgmental approach. One of the study's conclusions is that staff members who were able to transform their connection with the youth into mentoring relationships were those who were able to make the youth feel as if they were the staff member's own children, and as a result feel cared for deeply and loved. The discussion addresses the barriers in forming a mentoring relationship with a formal professional and the ways to utilize these mentoring relationship components more effectively within the care system.

Youth ageing out of the child welfare system become parents at rates two to three times higher than their non‐child welfare system involved peers. Substantial literature acknowledges that youth ageing out who are parenting are vulnerable; yet, little is known about their lived experiences. Social capital, or the actual or potential resources available from one's network, can provide essential resources for the wellbeing of parents ageing out. This qualitative study examined social capital of mothers ageing out from the perspectives of both mothers and service providers. We conducted small group interviews with 13 mothers ageing out and 14 service providers. Data were analysed using thematic analysis. Findings revealed the use of a social capital framework delineates that mothers lacked beneficial social relationships and, consequently, support. A lack of trust coupled with a desire to break intergenerational patterns and norms contributed to understanding why mothers ageing out may not capitalize on resources that providers often considered available. Based on findings, we conclude that providing mothers ageing out with additional opportunities to develop trust, positive relationships with mentors and extended services may help to disrupt intergenerational patterns of maltreatment and promote child and family wellbeing.

ABSTRACT

Little is known about rates and correlates of service use or the role that social context plays in service engagement among homeless youth. This study compares two distinct service areas and uses a social network approach to examine how environmental factors (e.g., neighborhood), social factors (e.g., social capital and network engagement) and individual level factors that relate to service use patterns among homeless youth in Los Angeles, California. A sample of 938 youth was recruited from three drop-in centers in two distinct service sites. Individuals were surveyed about their individual and social network attributes. Univariable and multivariable analyses were utilized to understand the influence of social-contextual variables on service use. Service use behaviors varied across site and service type with youth in Hollywood showing greater engagement than youth at the Beach site. Across both sites and several service types, staff emotional support was positively correlated with levels of service use. The site comparisons also point to the fact that even within a single geographic area, like Los Angeles County, client profiles and rates of service use can significantly vary. Future research needs are presented with specific emphasis on understanding the needs of non-service-seeking youth.

The starting point of this study is based on the supposition that the successive reforms carried out on the Spanish system of old‐age pensions since the 1980s have altered both the intergenerational distribution of income and the risk of poverty for the elderly. The article will first outline how demographic factors and personal incomes affect the risk of poverty among the elderly. The second part focuses attention on the mediating role played by the social security system in the distribution of intergenerational income, and underlines how the adoption of a longitudinal viewpoint of the intergenerational positions helps us to understand the development of the risk of poverty among the elderly. The third part describes in brief the successive reforms that were carried out on the Spanish regime of retirement pensions. Finally, an analysis of the evolution of the personal incomes of the elderly and younger generations has been made, based on the data collected by the European Community Household Panel from 1994 to 2001. This analysis suggests that the reforms have increased the risk of poverty among the over‐60s owing to a combination of two factors. On the one hand, there has been an increasing tendency among the over‐60s to stop working completely, which has reduced job earnings especially for men aged between 60 and 70. Even more important has been the failure of public pensions to keep pace with the increase in the standard of living, though it is true that they have helped maintain the average purchasing power of the less well‐off old‐age pensioners.

This qualitative, phenomenological study examined the relationships between residents and staff in hostels for homeless young people in the UK. Semi-structured interviews were conducted with 12 homeless youth (residents) and 10 hostel staff (keyworkers). The interviews focused on how participants perceived and experienced the keyworker relationship. Qualitative data analysis yielded three core themes, or dimensions, describing central features of the relationship: enforcement versus support, emotional involvement versus distance, and resident-centered versus staff-centered practice. The findings highlight some dilemmas and tensions experienced by both residents and staff, and point to effective ways of working with homeless youth. Issues arising in the relationship between keyworkers and homeless young people are considered in the context of other types of helping relationships .

This article is based on the Skills Training for Advancing Resources (STAR) project for the youth initiative of the Bangladesh Rural Advancement Committee (BRAC) in Bangladesh. The objective was to explore the consequences of social and economic inclusion of this project for the persons with disability (PWDs) and transgender (TG) youth people. The research focused on how inclusive programmatic interventions created multidimensional impacts among the “marginalized” and “excluded” PWD and TG youths at the grassroots level. This study adopted a qualitative approach where in-depth case interviews and observation were applied for data collection. PWD and TG graduates, master craft persons (MCPs), employers, and program staff members were the participants in this study. Results found that PWD and TG youths faced vulnerabilities and social stigma in their lives and livelihood trajectories due to their physical inability and low level of social dignity. The STAR project has a certain level of contribution to the livelihoods of PWD and TG people, where these helped them to gain their social, cultural, and economic capital. Findings would be an important guideline for policymakers, NGO managers, and human rights workers.

Recent attention has been directed toward providing specialized skilled nursing facility care for patients suffering from dementia. This paper explores and details how The Hebrew Home for the Aged at Riverdale developed such a unit and its applicability for the provision of appropriate care to demented elderly in other settings. The leadership roles of professional care staff, particularly the social worker in the development of this project are highlighted.

Traditionally, Southern European countries displayed remarkably elderly biased social policy arrangements. This article introduces the notion of intergenerational recalibration to capture reforms aimed at rebalancing the generational profile of Southern European welfare states via the expansion of family policy and social assistance schemes—both monetary benefits and care services—and retrenchment in the field of pensions. Then, it elaborates theoretically on the political dimension of this policy strategy, focusing on the implications of the peculiar combination of expansionary and retrenchment reforms, to advance the hypotheses that domestic politics would prevent the realization of such an agenda, whereas the latter would be favored by a major role of supranational actors, especially the European Union. To test these hypotheses, we systematically analyze policy trajectories in the field of pensions and social assistance in Italy and Spain between the mid‐1990s and 2016. This allows, first, to argue that investment in “pro‐children” measures has not adequately balanced the reduction of pro‐parents expenditure and, second, to question the idea that domestic political incentives to expand “pro‐children” policies are necessarily too weak as well as the “enabling” role of external pressures in pursuing intergenerational recalibration.

What are the current and future trends in age structure in China as it relates to labor force and retirement? And, what is the impact of the one-child policy on these trends? A trend analysis identifies that as the parents of the one-child family age, China will have an older population, proportionately, with a smaller middle-aged population to support them in the traditional manner, unlike previous generations. A burden will be placed on the working age population as the one-child generation will have to help support two parents if single, and four parents if married, particularly in urban areas. This will also impact rural areas where formal systems of elderly support are not yet fully developed. In terms of labor resources, the elderly may be better supported in old age if they stay in the labor force for a longer period. However, younger workers need employment, while the old must work to offset the lack of formal support, and the potential decline in intergenerational family support due to the changing age-structure. The challenge facing policy-makers is to bring about a balance between employment patterns and support between generations.

The Council on Social Work Education's (CSWE) Strengthening Aging and Gerontology Education for Social Work (SAGE-SW) project, funded by the John A. Hartford Foundation partnered with the National Committee to Preserve Social Security and Medicare (NCPSSM) to develop an Intergenerational Policy and Advocacy Project (IAP). This curriculum pilot project, based on a community organization model, was conducted with 13 baccalaureate social work (BSW) and master's social work (MSW) programs across the country and 122 students. The project was one method to pursue CSWE SAGE-SW's efforts to infuse aging content into social work foundation curricula, to support intergenerational teaching, to strengthen social work advocacy skills, and to provide social work students with positive experiences working with older adults. Pilot sites were asked to carry out the project as part of an existing course foundation or field practicum course. Project activities included collaboration with a variety of community agencies, holding issues or "town hall" forums in order to educate community members about critical policy issues affecting older adults; making contacts and establishing relationships with local, state and/or federal legislators; and conducting assessments of the service needs of older adults in the students' communities. Questionnaires, feedback, pre-post evaluations as well as brief accounts of each project are presented. Participants considered the IAP to be a successful project in terms of the objectives of increasing awareness and competency among social work students of aging issues and of promoting intergenerational linkages between older people and social work students.

This study explores the role of intergenerational exchange relationships in the life satisfaction of a cross-national sample of older people. Specifically, it replicates and extends the study by Lee, Netzer, and Coward (1995) , which examined the effects of aid exchanged between generations—older parents and their adult children. Social exchange and equity theories serve as the theoretical frameworks for the present research. The current research is based on data collected in the OASIS cross-national five countries project from 1,703 respondents (75+) living in urban settings. The main results are that the capacity to be an active provider in exchange relations enhances elders' life satisfaction. Being mainly a recipient of help from adult children is related to a lower level of life satisfaction. Filial norms are negatively related to life satisfaction. The study also underscores the importance of the emotional component in intergenerational family relations to the well-being of the older population. Intergenerational family bonds reflect a diversity of forms related to individual, familial, and social structural characteristics. The research highlights the importance of reciprocity in intergenerational relations between older parents and their adult children.
