ABSTRACT

With the recent sociopolitical changes in the Former Soviet Union, significant numbers of older Soviets have arrived in the U.S. with their families. Soviet immigrants who enter the U.S. are no longer automatically considered political refugees, which has limited their entitlement to services. Recent changes in public welfare and immigration policy place the responsibility for care of elderly members solely on the family. While caring for older adults is stressful for any family, new immigrants may be especially burdened since they have limited knowledge of services, few coping resources to provide adequate care, and little experience resolving cultural conflicts with their older parent. By using a practice model designed to evaluate late-life caregiving situations, two case scenarios are presented to examine practice and service delivery issues of older Soviet immigrants and their families.  相似文献

In Korea, family policy as a public policy gained interest in the 1980s, when the Ministry of Health and Social Affairs (since January 1995 the Ministry of Health and Welfare) renamed the Maternal and Child Bureau the Family Welfare Bureau. This paper first presents a brief overview of the traditional family system and values in Korea and examines changes in economic and social indicators, changes in family functions and roles, and changes in attitudes toward family that have occurred following industrialization and urbanization. The paper then briefly explains some of the problems Korean families face today. It next examines the Family Planning Program and its results. This article investigates the ways in which a shift from post‐colonial nation building to neoliberal state restructuring has shaped church and Irish state relations regarding migrant welfare. It develops the extensive work of Bäckström and Davie (2010) and Bäckström et al. (2011) on how majority churches in European countries are reclaiming a social welfare role as the state relinquishes this responsibility: first, by examining the domain of migrant welfare which is not developed in their work; and second, by arguing that majority church pro‐migrant service provision, as it has evolved in recent decades, can be understood in relation to an emergent neoliberal mode of collective responsibility for migrant welfare. It suggests that in spite of other factors and forces that undermine Irish Catholic Church authority, the marketization of more domains of life in the first decades of the twenty‐first century has given new significance to Catholic Social Teaching and pro‐migrant church initiatives.  相似文献

Civicness and civility are discussed as intertwined notions. To the degree they flourish, societies can be seen as civil societies. Providing some reflection on them may make a difference to the usual civil society and third sector debates. These concepts are not based on or confined to a specific sector like the third sector; basically all social sectors can contribute to and be marked by them, depending on their constellations and interplay. Therefore, a mediating public sphere and democratic governance have a key role to play. However, beyond an overlapping consensus, civicness and civility can mean different things and the dominant meanings change over time. This is discussed with respect to changing discourses on welfare as they have crystallized in the field of social services. Despite the contested meanings of civility and civicness shown here, introducing these points of reference could help to enrich concerns with the quality and overall designs of personal services in a civil society.  相似文献

With the growing sophistication in social policy instruments and the advances made in the analysis of their impact, it became clear that the analytical separation of social policy and social security policy from other policy areas is increasingly difficult. The paper discusses a new analytical approach based on the social management of risks. It redefines social policy as public interventions to assist individuals and households to cope with their risks. The conceptual framework starts with the notion of main needs and defines and subdivides the risks threatening the satisfaction of these main needs. An important feature of the framework is that social policy is not only linked to the satisfaction of the main needs at a certain moment, but to the risk that, at a certain moment in the life-course of an individual, the needs cannot not be satisfied. Social policy is then no longer solely focussed on the guaranteeing that all individuals in an economy can fulfil their main needs in a static framework. Quite the contrary, social policy is focused on preventing contingencies to materialize, on mitigating the effects before they materialize and on coping with the unfortunate moment bad luck, shocks or unfortunate events strike. The social risk management framework rests on the observation that the satisfaction of main needs and the management of risks, is not the sole responsibility of public authorities. Social welfare is produced by at least three institutions symbolically summarized as the social welfare triangle of which markets, families and public authorities form the corner points.  相似文献

The development of supranational (European) social rights, and therefore social citizenship, is undermined by strong, direct relationships between citizens and national welfare states. Social policies contribute to national identities because they entail direct relationships between states and citizens. In well‐developed European welfare states strong relationships between citizens and their member‐states are expected. This may prevent the development of a similar relationship at the European level. The U.S. provides a comparison case, wherein a successful transference of citizenship identity from a lower to higher level has occurred, partly as a result of the building of national‐level social citizenship, at least for certain classes of people. Revolutionary War Pensions provide an example of how social policy influences national identity. The lack of EU‐level social policy precludes the possibility of this type of identity formation. Finally, the interplay of social citizenship and democracy in both cases is explored. T.H. Marshall’s work regarding citizenship as the basis for democracy is used to understand how the inability to create a common social policy in the EU is harmful to democracy.  相似文献

This article reports the results of a nationally representative survey of 1,209 Americans that examines their support for Social Security and six other major social welfare programs. It probes the extent to which members of the public are willing to demonstrate their support, the differences in support among population subgroups, and the extent to which perceptions of Social Security and Social Security recipients predict overall support for Social Security. The authors find high levels of support among members of the public, including a willingness both to write letters to congress members and to pay higher taxes. Some groups of citizens—especially blacks and those who classify themselves as liberals—are more supportive than others, but the differences are not great and contribute little toward explaining the variance in support. The perceptions that the program makes a worthwhile contribution to society and that recipients have no alternative sources of income other than Social Security contribute the most toward predicting overall support for Social Security.  相似文献

Observers of the U.S. welfare state often contrast its low levelsof social spending with its lavish defense spending. This articledemonstrates that U.S. military institutions in fact providea segment of the population with benefits that have characteristicsof formal welfare state programs and have similar social welfarepurposes. Studies in international social work is a joint report series between the Department of Social Work and INSWED (International Social Work Education and Development), both of which are at Stockholm University. The series was started in 2002 in order to reflect some of the international work relevant for social work that is being done by or in cooperation with these entities. It is open for ‘traditional’ academic work as well as international development cooperation projects. The research reports selected for publication in the series concern projects conducted in collaboration with Stockholm University and which can be expected to be of common interest to a wide range of readers. For this reason they are published in English. To date, the series has been devoted mostly to child welfare issues.  相似文献

Abstract The development of large‐scale livestock facilities has become a controversial issue in many regions of the U.S in recent years. In this research, rural‐urban differences in familiarity and concern about large‐scale livestock facilities among Ohioans is examined as well as the relationship of social distance from agriculture and trust in risk managers to concern about large‐scale livestock facilities. Findings from a survey of Ohio residents reveal few differences between rural and urban Ohioans, although country, nonfarm residents were more likely than others to be aware of the issues. Greater trust of farmers was found to be related to lower levels of livestock concern. Environmental concern was strongly related to overall concern about large‐scale livestock development, while perceptions of economic benefits of livestock production were associated with lower overall concern. In general, the findings contribute to improved understanding of the increasingly complex relationship between farming and the social setting within which it occurs.  相似文献

The study of resilience and its associated factors is highly applicable to the child welfare population as children living in out-of-home care have often experienced much adversity and are particularly vulnerable to the development of problems in numerous domains of functioning. The use of qualitative research in this area is scarce, and the majority of such studies have been based on the U.K. or U.S. child welfare systems. Therefore, the goal of the current study was to gain child welfare workers' perspectives on resilience and to explore the factors that they believe might influence resilience. Semi-structured interviews were conducted with 11 child welfare workers from Ontario (Canada) to accomplish this goal. The interview was developed using an ecological perspective that inquired about possible sources of resilience from within children themselves, their family, their community, and the child welfare worker and agency. The workers identified a number of factors associated with resilience (e.g., child intelligence, worker communication skills); however, the critical importance of a child's relationships and social support from others underpinned all factors discussed. The findings highlight the importance of including the perspectives of all those involved in the child welfare system in assessing the well-being of children in out-of-home care. In addition, the dynamic interrelationships between the various levels of the ecological model and how these can impact on how a child is doing in out-of-home care were highlighted.  相似文献

Civility has produced powerful results in bringing about internal healing and understanding throughout the history of the United States. The proposition that civility is far more disciplined than the behavior required by law regarding appropriate social– or work–related behavior and its practice is good preventive law is the point of this article. By various means of teaching civility, the middle area between civility and legal restriction can be noted and tolerated as part of civility. This article will illustrate different aspects of civility by discussing Ulysses S. Grant and Robert E. Lee as they showed civility with the context of social order, and as Robert E. Lee demonstrated, in the academy. The difference between civility and legal restrictions on disruptive behavior that severely interfere with the educational process will be shown by first presenting civility examples, then citing the law regarding speech and harassment.  相似文献

Social studies teachers have an obligation to help students grapple with and thoughtfully examine controversial issues, often in a contemporary context. One such issue is the U.S. use of unmanned aerial vehicles, generally known as drones. Whether for surveillance purposes or military missions, the use of drones by the U.S. government has preceded the development of clearly articulated policy guidelines. This article examines the use of drones in U.S. policy, the argument for and against their deployment, and the manner in which social studies educators may effectively teach their students about such a complex, challenging topic. Toward that end, the article also advocates for the use of an ethical and analytical framework, the “just war” doctrine, which can assist students in critiquing how drones are used, under what conditions, and the social impact that may entail.  相似文献

This article examines the trauma of Sudanese refugee children living in a Midwestern city from a social constructivist view. From a qualitative perspective, the study explored how the Sudanese children, their U.S. foster parents, and social workers from an American child welfare agency described their understanding of the migration experience. Results point to the importance of placing the children's trauma in the context of their own cultures, as child welfare workers assist in the children's adjustment to the United States.  相似文献

ABSTRACT

This article investigates the role of the welfare state in maintaining state authority by testing the relationship between participation in state social programs and the espousal of ideals that reject the sovereignty of the existing state. We use the case of Puerto Rico, drawing on surveys of residents of Puerto Rico regarding their participation in social welfare programs and their views on the legitimacy of the U.S. state, distinguishing between means-tested and universal social programs. The research demonstrates that the form and extent of social citizenship programs affect the continued acceptance of authority of the U.S. federal government over the island’s territory and population. Specifically, the use of means-tested social benefits predicts a greater acceptance of the authority of the sovereign state. These findings may be considered broadly informative to the power of social welfare programs in garnering quiescence among minority populations, expanding the existing literature to illustrate differences in opinion of state legitimacy based on the type of social benefits one receives.  相似文献

Wilson's generalization of Arrow's impossibility theorem has been proved for the realm of private goods and economic preferences by Border and by Bordes and Le Breton. However, their proofs require the exclusion of the zero vector from the commodity space. This paper assumes continuity of social preference to obtain the impossibility theorem for the entire allocation space, even if the society is infinite. A simple corollary reveals that there is some individual who is assigned the zero consumption vector at every social optimum whenever the social welfare function is nonnull and nonimposed, and satisfies Arrow's independence axiom and continuity and transitivity of social preference.Financial support from the Social Sciences and Humanities Research Council is gratefully acknowledged, as are the suggestions of Charles Plott and an anonymous referee. Limiting assistance in the context of the neoliberal U.S. welfare state relies on a distinction between the deserving and undeserving poor. Hurricane Katrina survivors were caught between two opposing cultural characterizations—”deserving” disaster victims and “undeserving” welfare cheats. In this article, I examine Hurricane Katrina survivors' experiences with the Federal Emergency Management Agency (FEMA)'s rental assistance policies and practices, as their experiences reveal important aspects of how aid is allocated in the context of the contemporary U.S. welfare state, and what consequences this has for marginalized populations. I analyze in‐depth interviews and field observations with displaced Katrina survivors and find that FEMA policies and practices assumed a “middle class” model of family structure and economic standing. Those who did not fit into this model were made to wait while their cases were investigated, which had negative psychological and material consequences. I argue that being made to wait, or temporal domination, is a central component of the larger sociotemporal marginalization of the poor, or the way in which time structures social stratification. Temporal domination is a feature of neoliberal social policy, neither maliciously intended nor entirely unintended, that has the consequence of punishing the “undeserving.”  相似文献

This article focuses on the relationship between welfare services in some districts of the municipality of Venice and their lone-mother clients. First, it outlines briefly the panorama of Italian support policies. As there is no national law on social assistance, but a variety of fragmentary and complex local systems of rights, the social rights of lone mothers have to be examined at the local level. The article then attempts to reconstruct the de factopolicies for lone mothers in a welfare system that has no provisions specifically for lone mothers. It interprets discursive and ideological dimensions of social policies from the social workers' viewpoint, highlighting the mechanisms by which the welfare programmes and practices define the needs of lone mothers. It outlines the dynamics of negotiation in the welfare services, which try to reconcile the legislative and administrative norms with the social workers' professional practices and the perceived claims of lone mothers. Despite the Veneto region's universal law on social assistance, access to economic support tends to be determined selectively on the basis of a 'qualifying need'. Interpreting lone mothers' claims to qualifying needs along psycho-social and educational dimensions serves to transform their expressed claims into needs that can be dealt with institutionally. Social workers' image of the two subculturesof lone mothers influences their attitudes and the strategies they set in motion for lone mothers. Lone mothers are provided with a broader range of discretionary support than other users of welfare services, as social workers perceive their problems as more complex and pressing. Social workers' discretion in supporting lone mothers in maternity and in accommodating paid employment and family responsibilities compensates for the gaps left by national and local welfare policies.  相似文献

Acknowledging the wide–ranging possibilities for diversity in commercial and retail environments, researchers and scholars have long asked the familiar questions of "public for whom" and "public for what," understanding how much social tolerance in public space is commonly and informally negotiated by its users. Private interests have long played a strong role in controlling behavior in publicly used commercial spaces, and one of the most visible forms of such control has been the appearance of posted signs and notices throughout America's marketplaces that exhort people to be nice and to act appropriately—to clean up after themselves, to give (or not give) donations or tips, to not solicit, or to refrain from loitering. Such civility proxies have the potential to circumvent the public, face–to–face responsibility for and engagement with civility, and may likewise subvert the mutual trust and presumption of equality that civility can promote. Tolerance of diversity in public, therefore, may be impeded when the policing of civility is usurped by entities that are not direct public space participants. This article proposes that when public civility is dictated by signs–as–proxies instead of by the general public, the public realm's civility negotiation process that promotes social tolerance can be undermined by private interests.  相似文献
