The UK government has made integration of services for children a priority with the target being a better and more integrated provision of preventative services under the various schemes such as the Children's Fund and Sure Start. This article gathers evidence from the National Evaluation of the Children Fund with the aim of analysing the characteristics of users and non‐users of services in order to see whether the target groups have been reached. The article provides evidence that the services have reached their target groups, although different services are used by different kinds of families, and is set within a wider context of the analysis of service provision and use.  相似文献

Every Child Matters, the English government's plans for integrated children's services, proposed that preventative approaches such as those developed through Sure Start should be able to reduce the numbers of children requiring more intensive support from children's social services and, by implication, the numbers of children on the child protection register. This study examined the impact of Sure Start local programmes (SSLPs) on four local authorities with social services responsibilities in the northeast of England. The researchers analysed routinely collected statistical data concerning over 10,000 referrals of children under four years and over 1,600 child protection registrations (CPRs) in an eight‐year period before and after the introduction of 19 SSLPs. They also analysed interviews with 36 key informants in eight case study SSLP areas. Contrary to expectations, the quantitative data revealed no discernable short‐term effect on the numbers of referrals, or on CPRs. Interview data showed broad agreement on the potential impact of preventative work undertaken by SSLPs and many respondents believed that it was too early to draw conclusions. Alternatively, the universal approach to prevention within the Sure Start areas and the attempts to provide non‐stigmatising and non‐intrusive community‐based services may be ineffective in reducing the need for intensive support for ‘at risk’ families. As part of the broader prevention and social inclusion agenda, concepts of risk, resilience, and protective factors inform a range of U.K. Government initiatives targeted towards children and young people in England, including Sure Start, the Children's Fund, On Track, and Connexions. This paper is based on findings from a large qualitative dataset of interviews conducted with children and their parents or caregiver who accessed Children's Fund services as part of National Evaluation of the Children's Fund research.1 Drawing on the notion of young people's trajectories, the paper discusses how Children's Fund services support children's and young people's pathways towards greater social inclusion. While many services help to build resilience and protective factors for individual children, the paper considers the extent to which services also promote resilience within the domains of the family, school, and wider community and, hence, attempt to tackle the complex, multi-dimensional aspects of social exclusion affecting children, young people, and their families.  相似文献

Despite the success of some programmes in raising the parental competency of parents who have learning disabilities, many services are still providing only minimal support to such families, often following crisis intervention. Recent legislative changes within the UK have meant that statutory services are now required to adopt a preventative approach to children and families in need. A review of the literature reveals that children of learning-disabled parents are particularly vulnerable to abuse/neglect and removal from their natural family. This article addresses the difficulties that many clinicians currently experience in the early identification of parents who have learning disabilities. It also emphasizes the need for a systematic approach in the assessment of these parents prior to the implementation of parental teaching programmes.  相似文献

This paper is concerned with exploring the research and policy base that underpinned the development of the Children's Fund Prevention Programme. It discusses how the initiative developed, how it is being evaluated and how it is now contributing to the new policy agenda around prevention services. Early findings are discussed highlighting some of the challenges local projects have to manage around partnership working, participation of children and young people in the programme, and the embedding of prevention strategies in local practice. Finally the conclusion sets the Children's Fund in forthcoming central government policy activity and examines how the evaluation can best inform the development of collaborative preventative services to children and their families.  相似文献

This research set out to establish evidence about the scale and impact of and response to parental substance misuse in child care social work teams in a city social services department in England. The article draws on some aspects of the data collected in the research, which includes: a snapshot survey of all child care social work caseloads in the city; group interviews with practitioners and parents in recovery; individual interviews with parents using a pilot project that focused on parental substance misuse. The research provides evidence of parental substance misuse as a key factor that needs greater consideration within child care social work assessments and as an issue to target in developing preventative responses to child welfare concerns. Foster parents with little preparation and short notices must often deal with severe emotional and behavioral difficulties of sexually abused children. This article reports on a survey of the services provided to foster parents who care for sexually abused children in a large city in the Northeast United States. Agency directors, social workers and foster parents were asked to respond to mailed questionnaires. The results indicated that foster parents consistently reported that they received less extensive educational and support services than were reported by social workers and directors of foster care agencies. Due to changing trends in international adoption, a greater number of placements are now special needs. While most special needs adoptions are successful, they do present a higher risk for placement instability. Thus, adoptive parents and children are faced with an increasing need for support services. This article explores literature related to support throughout the international special needs adoption process including medical, information/education, social support and direct intervention both pre- and post-adoption. While many support strategies, both formal and informal, are utilized by families and adoption professionals, and some are promoted in policy related literature, few have been validated through empirical evidence. Findings reveal a need for further research around effective pre-adoption training programs for parents, preparation tools for children, and larger scale studies to evaluate post-placement services for each sub-group of international special needs adoptees.  相似文献

Researchers, health and social care workers often seek to understand the perspectives of children; but gathering views directly from children can present difficulties. Parents are often asked to provide accounts of children's feelings or opinions on the assumption that their proxy reports are accurate and unproblematic. This qualitative thematic analysis of open‐question responses from 352 parents and 73 disabled children examines their accounts of the impact of short break services on disabled children. Participants' perspectives differed; children tended to describe immediate outcomes such as enjoying activities and participation; parents acknowledged these, but focused on longer term developmental outcomes for children.  相似文献

This article uses privileged families who hire Independent Educational Consultants (IECs) as an instance to examine how privileged parents collaborate with individuals whom they consider educational experts to support their children in the college race. We argue that advantaged parents' anxieties about their children have created a market for IECs who provide expert advice in order to mitigate the uncertainties that these parents experience and to manage various goals that they want to achieve at an important turning point in their children's lives. Drawing primarily on interviews with parents who work with IECs, we introduce the concept of “collaborative cultivation” to analyze the processes whereby advantaged parents rely on the expertise and expert status of private counselors to cope with their and their children's vulnerability in the college race while at the same time preparing their children for the unknown future. The parental method of “concerted cultivation” reveals how elite parents rely on individuals they perceive as experts to establish “bridges” between their own social worlds and the academic worlds that appear to beyond their control. This bridging labor points to the myriad cultural beliefs enacted to justify the child‐rearing goals that privileged parents wish to accomplish by working with IECs.  相似文献

What does the work that LGBTQ parents do to find resources for their disabled children reveal about the social organization of services? This article presents findings from an institutional ethnography study based on interviews with 15 lesbian, gay, bisexual, transgender, and/or queer (LGBTQ) parents and six key community informants in Toronto, Canada. The analysis focused on the work parents did to engage with disability service systems on behalf of their children, and the ways in which families’ social privilege and/or marginalization affected their experiences. Particular attention was paid to the ways in which “parent advocacy” was taken up, responded to, and critiqued in these interviews. “Parent advocacy” was found to operate as what Dorothy Smith has called an “ideological code” (Smith 1999), offloading systemic responsibilities onto parents, shielding inequities, and promoting individualized competition between service users. This study suggests that the systemic organization that makes “parent advocacy” necessary also renders parents’ relative privilege or marginality central to what their children receive.  相似文献

In this article, we contribute to the growing and diverse literature on the lived experiences of children and their agency in the context of migration. Drawing on in‐depth interviews with children whose migrant parents have left them behind, as well as with those who care for them in Vietnam, we demonstrate that the various ways in which they affect migration decision‐making and transnational communication shape the children's imaginations of migration. The context‐specific social construction of childhood, or more specifically adult perceptions of children's agency and needs, in turn structures these processes. We emphasize the need for debates on children's agency to take into account both broader socio‐economic processes at the macro level and the concrete and local scale at which children's lives unfold. By outlining how children's experiences of parental migration are constitutive of their attitudes toward this livelihood strategy, we also argue that the ability of those ‘left‐behind’ to exercise agency is closely intertwined with processes of social becoming and navigation in the transnational social fields constructed for them by adults.  相似文献

This article explores turning points and transitions emerging in the life course of children with disabilities and their parents. Through in‐depth interviews with parents we found that a change appears in disabled children’s social participation and belonging, at approximately eight years of age for children with learning difficulties and at approximately ten years of age for children with mobility difficulties. Most of the parents experienced a ‘turning point’ that directed them into either marginal or inclusive positions in adulthood. The ‘transition’ emerges at a time described as a stable period of life for families in general and illustrates parents’ experiences of the importance of both ‘doing’ and ‘being’ in parenthood and childhood. Parents’ experiences are strongly interwoven with the child’s life and access or lack of access to services and relational responses.  相似文献

The role of social support in child welfare policy and practice continues to engender widespread debate. Yet the moral and philosophical underpinnings of this topical area have received less attention in the literature. This is of concern, not least because academic debates on the ‘politics of identity’ have a significant contribution to make to our understanding of self‐development and social justice. In this article the authors show how Axel Honneth's account of the ‘struggle for recognition’ can be adapted to invigorate theories of social support. The result is a conceptual framework for reflective practice that can illuminate, and interrogate, the moral and operational dimensions of preventative work with children and families.  相似文献

Drawing on literature on the social construction of social problems, this paper examines the British Save the Children Fund's claims making activities regarding support for child famine victims in Russia in 1921–23. It examines 1) how the Fund constructed famine in Russia as a social problem that was worthy of British, and wider international, support and attention; 2) the rhetorical strategies used by the Fund to construct the causes of the famine for the British public; and 3) the claims the Fund made about why Britons should care about starving children in Russia. We also attend to counter‐claims made about the Fund and its involvement with Russia. We used unpublished letters, memos and reports from The Save the Children Fund archives to examine how the Fund responded to attacks on its activities coming from Russian émigrés and from The Daily Express. We suggest that the examination of this case through the concept of claims making offers a lens to understand how children in distress in the early 20th century became the objects of British, and wider international aid.  相似文献

Concerns about the mental health and well‐being of children and young people have been articulated in health and education policy fields as a call for closer working between schools and providers of mental health support services. Drawing from a Scottish study, this article explores issues of access, when mental health initiatives are sited in formal educational settings. In particular, it focuses on the implications for the agency of children and young people seeking support from those services when and how they choose. The study argues that over‐reliance on teachers as the main referral route to service influences what is deemed to be a problem, who is thought to need support and how the interventions are viewed by the children and young people. Alternative approaches are discussed, which offer opportunities for children and young people to explore the available services and make their own choices about their level of engagement.  相似文献

Through the lens of a case study of a sibling caring for an unmarried sister affected by dementia, the article explores a phenomenon of growing social importance, late life care for those ageing without a spouse, partner or adult children. The purpose of the article is to describe the experience of sibling care partnering, to highlight the needs of sibling care partnerships and discuss how the support group model can address some of the challenges faced by this population. This article addresses the caregiving sibling's experience of participating in a support group of adult children caregivers of parents with Alzheimer's. Ultimately, the article argues for the development of services geared specifically for older adult siblings caring for each other for the first time in later life.  相似文献

For many children, the transition to secondary school is marked by both anxiety and excitement, particularly in relation to friendship. This article draws upon the concept of social capital — the resources individuals and collectives derive from their social networks — in order to understand the significance of change and continuity in children's friendships during a challenging period in their lives. Children's social networks often provide important, but under‐researched resources which aid their progress through the transition. This article presents findings from a three‐year ESRC study exploring children's and parents’ use of social capital during their secondary school transfer.  相似文献
