The decentralization of welfare systems and the introduction of “community social work” may confront social workers with tasks they were not trained for and limit their ability to function professionally. The experience of other countries may be relevant to the debate about localism in Britain. In Israel, the publicly directed local community centres have shifted their focus from leisure to welfare services. Trained social workers were employed to initiate and implement personal, group and other local services using local resources and charging fees for services. They reported having difficulties in defining local needs and wants, and in finding congruent solutions for these needs. They also found it difficult to negotiate with community politicians and work with them. This paper describes the Israeli system of community service centres and indicates some obstacles concerning the knowledge, skills, and attitudes of social workers functioning in an independent, decentralized practice. It also raises some selected issues for future social policy and service administration.  相似文献

External supervision of local social workers has become a common practice in Shenzhen, China as the development of social work as a profession reaches break-neck pace and when the shortage of experienced social work supervisors also becomes acute. Hence, many supervisors have been recruited externally from Hong Kong to fill the gap. However, for external supervisors working in another socio-political context they will need an awareness and sensitivity of cultural issues, and cultural dynamics in supervision. Based on a qualitative study conducted in Shenzhen of 16 in-depth interviews with supervisors and supervisees in eight supervisory dyads, as well as a focus group meeting with three external supervisors from Hong Kong, this study finds that the institutional hierarchy, ruling culture and traditional Confucian values which place great importance of harmony, reciprocal relationships with others, effective self-control and respect for hierarchy have impacted the day-to-day practice as well as the interactions between social workers and their external supervisors in Shenzhen. The implications of this study is that in achieving successful supervisory practice the further development of intercultural competence is one of the key directions for professionalising social work in the Chinese Mainland.  相似文献

深圳在全国率先启动了“政府购买,民间运作”的社会工作服务机制,初步形成具有本土特色的“嵌入式”社会工作发展模式。以深圳的实践经验为基础分析了“嵌入式”发展模式产生的背景,建立了政府购买服务的机制,开发设置了试点岗位,培育和发展了一批社工机构,开展专业服务积累了经验,但在社工管理、机构监督、队伍稳定、服务质量等方面存在发展困境。我国社会工作的发展模式必须在结合我国国情,不断创新与发展。  相似文献

This paper explores dilemmas facing social work in England in providing anti‐oppressive services for Travellers, particularly those who lack secure sites. A context is provided by outlining the conflict between Travellers and the majority society, and its expression in oppressive legislation, policy and practice. The implications of the corporate local authority role for relationships between Travellers and social services, and the specific history of Travellers and welfare, are also explored. The remainder of the paper draws on findings from a Nuffield‐funded study of policy and provision by English social services departments for Traveller children and families. Provision is undermined by mutually difficult relationships between Traveller communities and social services, and competing demands on social services in relation to professional values and support of Travellers’ rights, and their simultaneous contribution to local authority control of unauthorized camping. However, newer developments in some social services departments may be able to generate more positive relationships with Travellers, to promote their individual and cultural rights, and build partnerships with voluntary agencies which have a significant role in work with Travellers. The implications for social services departments wishing to develop their policies and practice with Traveller families are outlined.  相似文献

Access to social services is a multifaceted and multifactorial process, involving social policy lines, services organization, and professional front line practices. It appears to have a crucial role in how personal social services work: depending on the way the process is handled, access to social services could provide a bridge to an inclusive and solidarizing community or worsen discrimination and marginalization. Many underline how studying the actual encounters between citizens and practitioners can provide a privileged site to highlight the interconnections between the abovementioned factors. This is the focus of our research that explored access in a specific Italian region using a case study strategy. After a pilot study, the main points of access to social services were identified, and three units were selected as best examples of different approaches. The three units were explored using mainly qualitative methods inspired by ethnography. We were able to gain in depth understanding of three cultural approaches to access, defined as the “ethical duty,” the “good organization,” and the “professional approach” and reach an in‐depth understanding of their impact on access. There is a vast literature on the power of street‐level bureaucrats, seen as similar to gatekeepers. However, our research suggests that specific organizational cultures also play an important part: different organizational cultures may impact the implementation of local social policy, the organizational procedures, and social workers' practices.  相似文献

ABSTRACT

This article is principally designed to examine social workers’ retrospective views on their past educational experiences with case management in disability services to supply a deficiency that very little literature attention has been paid to how prior professional education shape their case management practice. Using qualitative methods, 13 social workers selected by purposive sampling were invited to participate in in-depth interviews. The qualitative data were analysed to generate some themes. Three themes found are “from ‘rarely heard of it’ to ‘remember it being referred to’”; “buy a lottery ticket before starting a field placement”; and “Ambiguity”. These themes indicate that social work education related to case management was lagging behind, which may exacerbate social work’s polarisation and lead to social workers’ confusion about their professionality. As a result, an urgent need for greater knowledge of case management in university education and in-service training should be addressed in Hong Kong.  相似文献

As part of a broader program of market reform, China's local governments are progressing an agenda of purchasing child welfare and other social services from the nongovernment sector, primarily to expand capacity and address vast unmet need. This paper draws on current research evidence to explore the approaches to purchasing emerging in China, examining the rationale for purchasing and models of supply, competition, and regulation. While some approaches are modeled on direct service contracting, direct purchasing of social service “posts” is also used, aimed at achieving goals of professionalization alongside service expansion. Overall, the review shows purchasing is helping to rapidly expand service scale and capacity; however, regulatory strategies for managing and mitigating risks to quality and access appear lacking. This highlights the need for further scholarship aimed at developing the robust risk management strategies which are required to support high quality, sustainable provision of purchased services.  相似文献

本研究的目的是找出中国社会工作者专业能力体系及其背后的判定逻辑。本研究运用“模糊德尔菲法”的设计,让广东省高校教育界和实务界的专家参考英格兰、美国和中国香港地区的专业能力,选择其中他们认为对广州市家庭综合服务中心社会工作者重要的指标。结果显示,共有价值伦理、理论知识和实务技巧等3个层面,合计24项能力指标被纳入本地的能力体系。经过分析这些专家判定逻辑,本研究还发现该能力体系存在“实用专业主义”的倾向,包括“犬儒思想”“去政治化”和“技术化”等特征。  相似文献

In this paper we suggest that there is a need to examine what is meant by “context” in Social Psychology and present an example of how to place identity in its social and institutional context. Taking the case of British naturalisation, the process whereby migrants become citizens, we show that the identity of naturalised citizens is defined by common‐sense ideas about Britishness and by immigration policies. An analysis of policy documents on “earned citizenship” and interviews with naturalised citizens shows that the distinction between “elite” and “non‐elite” migrants is evident in both the “reified” sphere of policy and the “common sense” sphere of everyday identity construction. While social representations embedded in lay experience construct ethno‐cultural similarity and difference, immigration policies engage in an institutionalised positioning process by determining migrants' rights of mobility. These spheres of knowledge and practice are not disconnected as these two levels of “managing otherness” overlap—it is the poorer, less skilled migrants, originating outside the West who epitomise difference (within a consensual sphere) and have less freedom of mobility (within a reified sphere). We show that the context of identity should be understood as simultaneously psychological and political.  相似文献

Within Northern Europe, gendered roles and responsibilities within the family have been challenged through an emergence of different family forms, increasing cultural diversity, and progressive developments in welfare policies. To varying degrees, welfare policies in different countries support a dual‐earner model and encourage men to be more active as fathers by reinforcing statutory rights and responsibilities. In child welfare practice, there has traditionally been a strong emphasis on the mother as primary carer for the child; the father has been less visible. This paper explores, in four national welfare contexts, how child welfare social workers include fathers in practice decisions. Data were collected using focus group interviews with social workers from England, Ireland, Norway, and Sweden. Similarities and differences emerge in relation to services and the focus of social work assessments. However, overall, the research suggests that despite gains in policy and legislation that promote gender equality, fathers remain largely absent in child welfare practice decisions about the parenting of their children. From the research, we raise questions for social work practice and the development of welfare policies.  相似文献

This article is a continuation of a conference panel dialogue that focused on providing individualized, culturally responsible treatment of secondary traumatic stress (STS) for military social workers. Key aspects of the roles and responsibilities, professional and ethical challenges of military social workers and social work officers serve as focal points for understanding the importance of social support. This article discusses ways social support might help to moderate the impact of STS. The “buddy system” describes a culturally unique protective factor, which is a well‐known and effective type of social support utilized throughout the military. This article provides valuable information on how the “buddy system” can serve as a blueprint for managing STS experienced by military social workers. Many agencies actively recruit bilingual social workers. This study presents the reactions of 10 Chinese bilingual social workers to the expectations and demands of their agencies. The study employed a qualitative design with a phenomenological approach. The participants’ responses provide insight into how they manage ethnic and cultural mental health issues in Chinese populations. This study aims to improve social service delivery for clients with limited English proficiency by identifying effective, culturally competent services. The findings suggest that when hiring bilingual social workers, it is just as important for them to be culturally competent as it is for them to be an ethnic or language match with the client base. Having all of these qualities will result in staff members who can provide more effective services by making accurate diagnoses and identifying appropriate treatment plans. In addition to employing bilingual social workers, it is important to maintain good supervision as this will allow supervisees to have a unique perspective on what is involved in providing effective delivery of services to clients with limited English proficiency. Implications for research, practice, and policy are discussed.  相似文献

The aim of New Labour's health policy is to shift more of the balance of power and responsibility for services to the local level. But, while the government proclaims a new decentralized NHS, doubts exist about the extent to which the reality on the ground matches the tone of policy. This article reports empirical work examining the level of autonomy purchasers have over budgetary allocation. A case study analysis of purchasing within a single district was undertaken for the financial year 2001/2 which included semi‐structured interviews with key officers responsible for budget allocation. Purchasers approach a new financial year with a starting position that matches the previous year's allocation—the “baseline”, this is adjusted for inflation and, as has happened over the last few years, increased further in real terms by “growth funds” for service modernization and government initiatives. The analysis shows a clear dissonance between policy and practice; although purchasers have complete control over their “baseline budgets”, the study found that this does not “ring true” at the local level. Only about a fifth of growth funds were at the discretion of purchasers as most are taken by national priorities and pay and price inflation. Further decentralization is planned, which includes transferring more control of funds to primary care trusts by 2004, the extent to which these measures will change the perceptions of those working in the service remains to be seen—only then will the government be able to claim a truly decentred service.  相似文献

Understanding how children experience social work interventions is an important part of gauging whether what is provided is genuinely helpful. In this paper, we describe the findings from a research project using Q‐method, aimed at understanding what children involved with statutory services think about their social workers and how they experience the time they spend together. Using a pre‐existing practice framework, we explored skills including empathy, collaboration, and purposefulness from the point of view of children and young people. The participants in our study (n = 22) were insightful observers of social work practice, able to describe not only how they experienced time spent with their workers but also inferring differences in motivation and approach. In addition, workers who were described in similar terms by different young people were nevertheless experienced differently. This suggests not an archetypal “good social worker”—instead, there are skills that are good for specific children at specific times within the context of specific relationships.  相似文献

ABSTRACT.

This article analyzes the gendered parenting experiences of mothers of children with disabilities in China. These mothers struggle to meet their children's needs, including daily care, financial security, and child development. In the context of China's social welfare development, are social services responding to their needs, so that mothers can share responsibility for the needs of their children with disabilities? The research analyzed qualitative data about 6 case-study children in rural and urban China. The data were derived from observation and interviews with their parents and other family and community members. The analysis revealed that the capacity of the mother, community, and local social services had an impact on the rights of the children and mothers. They experienced social discrimination, insufficient social support, and local failure to implement central policy social services and income support. These findings are consistent with international research about disability rights. They reinforce the importance of economic redistribution to enable local implementation of the national disability rights policies, rather than merely relying on ephemeral concepts of cultural change. Further research about the comparative impact of economic and social change in China on mothers and children with disabilities would extend these findings.  相似文献

This article assesses the extent to which cultural interpretation may be useful in understanding social policy models. By surveying cultural traditions, the study explores the context in which the Scandinavian social policy model was developed. The study investigates the institutional legacies of Scandinavian agrarian societies and identifies certain cultural traits, making observations as to their implications for the social policy model. The study does not intend to establish any “causal relation” between specific historical phenomena and the modern welfare states, but regards cultural traditions as forming the “contextual basis” for the operation of a welfare state system. Hence this is not merely a case study of Scandinavia, but a methodological undertaking that could play a significant role in broadening the scope of the study of social policy.  相似文献

How does Chinese society maintain its orderly operation and show stability and harmony to the utmost while China rapidly transforms its economic system and international circumstances become increasingly complicated? This is an important question that this essay tries to answer, and the analysis mainly involves the exploratory practice of the transformation of Chinese social governance. This exploratory practice is a process through which China constantly breaks through the traditional blockades of vested interests, overcomes newly formed challenges, and forms a new Chinese-style “one axis and multiple components” pattern of social governance during its rapid re-establishment of both social relationship structure and social psychology order on the unbalanced and insufficient conditions of development within its vast territory. During this process, the constant return to the CPC’s mass line, as well as the “mechanism of reversed transmission of pressure,” the “anticipation-led mechanism” and the “mechanism of turning crisis into opportunity” that the CPC has improved during its long-term revolutionary struggles and its deepening of reform and opening-up, has played an important part. The simplistic duplication of Western theoretical analytic paradigms cannot explain the experiential mechanism for the transformation of social governance, which is peculiar to China. The creation of research framework of “system and life” is just an effort for comparison and dialogues with Western classical theories. It is not only helpful for the development of sociology about Chinese transformation, but will provide new knowledge for worldwide social transformation.  相似文献
