This study examined whether Latino adolescents' perceptions of personal support vis‐à‐vis those of ethnic regard by adults at school differentially relate to academic outcomes. Data were drawn from a sample of 156 Latino students (age M=16.17, SD=1.27; 61% girls, 39% boys) attending an urban high school. As expected, youth who perceived more positive public ethnic regard (i.e., by adults at school) were more engaged and higher achieving than their counterparts with more negative public regard. Importantly, after accounting for personal support from adults in school, public ethnic regard contributed uniquely to the variance explained by models predicting academic engagement and performance. These results suggest that public ethnic regard comprises a meaningful dimension of Latino adolescents' relationships with adults in school.  相似文献

This article traces the introduction of public financial management (PFM) processes and systems in the Occupied Palestinian Territories (OPTs) since they came under the control of the Palestinian Authority (PA). A number of factors combined make for an extremely challenging context for external actors to catalyse change: non‐existent formal central government functions at the time the PA was established, major restrictions in the movement of goods and people, ill‐designed donor budget support and a very asymmetric distribution of power that favours the status quo. An unelected government, donor‐dependency and a suffocating and chronic (yet low‐level) conflict are increasingly de‐incentivizing long‐term institutional reform. Such a complex problem requires multi‐faceted solutions. This article describes a dual delivery model adopted by the Palestinian Governance Facility (PGF) encompassing adaptive interventions that support longer‐term PFM improvements combined with the introduction of a selective workstream targeting service delivery. This focuses on the management of external medical referrals, which emerged as a political problem. A flexible development assistance delivery model can allow reform areas not anticipated at project design to be tackled as they emerge on the political agenda and open the space for political capital. A constant examination of contextual issues and re‐programming of project activities are offering lessons from which to learn and adapt. The ideal coalition involves flexible, aligned donors and relevant “institutional entrepreneurs” from within local organizations, with direct access to politicians. If high‐level government buy‐in falters, a coalition of technocrats may help construct and broker problems from which to gain political access.  相似文献

Public and private sector decision making is studied with anexperiment. The study compares decision making in a tax-supportedgeneral purpose governmental agency with that done by a businessfirm selling to a market, using a simulation to capture differencesin the preferences and practices of mid-level managers workingin the two sectors. The simulation calls for participating managersto assess the risk and prospect of adopting budgets tailoredto match each sector. A cognitive culture that stresses analysis,speculation, bargaining, or networking is employed to fashiona budget appropriate for a public and a private sector organization,each with a controversial and a noncontroversial budget amount.The literature on public/private differences was consulted tomake predictions, suggesting that public sector managers wouldfavor bargaining and networking and private sector managerswould favor analysis and speculation. The cognitive style literaturesuggests that managers favor budgets constructed with an approachthat is consistent with their preferred cognitive style andsee less risk in the choice, except in a public setting whererisk would be unaffected. The study finds that private sectormanagers are more apt to support budget decisions made withanalysis and less likely to support them when bargaining isapplied. Public sector managers are less likely to support budgetdecisions backed by analysis and more likely to support thosethat are derived from bargaining with agency people.  相似文献

Public housing has been on the chopping block for almost two decades now in an effort to deconcentrate poverty. In 1992 the federal government created the Housing Opportunities for People Everywhere (HOPE) VI program. HOPE VI is driven by the assumption that deconcentrating neighborhood‐level poverty will yield better access to upward mobility opportunities for former public housing residents. To accomplish this, existing public housing is demolished and replaced with mixed‐income developments. Public housing residents are relocated, many with Housing Choice Voucher subsidies to private‐market rental housing. However, by its very definition mixed income means that only a small percentage of former residents get the opportunity to return. Do voucher relocated residents end up in lower poverty neighborhoods with greater upward mobility opportunities? We examine the spatial organization of relocation within the critical discourse on the deconcentration imperative. We highlight Atlanta because it recently became the first city in the nation to eliminate all of its public housing. Findings reveal that voucher relocatees end up in neighborhoods with modestly less poverty than the public housing neighborhoods they left. Questions remain about what poverty deconcentration means vis‐à‐vis policy goals. We provide recommendations for future research.  相似文献

Various developing countries with weak public expenditure management systems are establishing virtual poverty funds (VPFs), drawing on the experience of Uganda's Poverty Action Fund. As a mechanism for tagging and tracking the performance of specific poverty‐reducing expenditures in the budget, a VPF can be useful. However, this article argues that such devices should be treated from the outset as transitional, and as part of wider processes of strengthening public expenditure management; otherwise, they can seriously distort public expenditure allocations and management systems, potentially undermining growth. Emphasis needs to be placed on identifying the right balance of expenditures in the entire budget; improving the effectiveness and efficiency of existing allocations; and developing better public‐sector policies for promoting pro‐poor private sector growth.  相似文献

We study the optimal design of mechanisms for the private provision of public goods in a setting in which donors compete for a prize of commonly known value. We discuss equilibrium bidding in mechanisms that promote both conditional cooperation and competition (i.e., the lottery and the all‐pay auction with the lowest‐bid payment rule) and rank their fund‐raising performance vis‐à‐vis their standard (pay‐your‐own‐bid) counterparts. The theoretically optimal mechanism in this model is the lowest‐price all‐pay auction—an auction in which the highest bidder wins the prize and all bidders pay the lowest bid. The highest amount for the public good is generated in the unique, symmetric, mixed‐strategy equilibrium of this auction. In the laboratory, the theoretically optimal mechanism generates the highest level of donations with three bidders but not with two bidders. (JEL D44, D64)  相似文献

A number of studies over the years have reported that members of conservative Protestant churches tend to be less tolerant—that is, reluctant to extend civil liberties—vis‐à‐vis homosexuals. This paper explores several possible explanations for this pattern. In particular, we identify key aspects of conservative Protestant religious values and worldviews that may contribute to this pattern, and relevant hypotheses are tested using data from the 1988 General Social Survey. Results highlight the role of biblical literalism, as well as specific beliefs about the public nature of morality and the implications of perceived immoral conduct for collective well‐being. We discuss the implications of these findings for the understanding of contemporary conservative Protestantism, as well as for future research on the nexus of religion, politics, and democratic citizenship.  相似文献

Drawing on qualitative interviews with the children about how they and their siblings have responded to intimate partner violence, this paper explores processes of victim positioning. In their narratives, some children positioned themselves in line with notions of vulnerable victims, while others positioned themselves as caregivers or changed their positions vis‐à‐vis their siblings. In their stories, they assigned and assumed positions in interaction with their siblings. Receiving sibling support and care was in the narratives related to the quality of the sibling relationship, the shared experiences of violence and the age order.  相似文献

In recent years, a growing amount of scholarly interest has focused on the nature of the business/financial press and how it covers key economic events. Some of the literature examines the failings of the business press and its focus on narrow, short‐term events instead of analytical writing that educates the public about macroeconomics, including long‐term trends. Other studies have looked at how these tendencies affected press coverage before and during the 2008 financial crisis. As would be expected, the crisis caused an increase in writing about the business/financial press. Initially, the scholarship examined whether the media should have seen the crisis coming and questioned why journalists hadn't done a better job covering it. Other scholars, however, looked at the nature of the coverage itself vis‐à‐vis a larger discussion of how economic issues are framed. Much of the debate mirrored points made in previous analyses on the shortcomings of the business and financial press. They argue that more – or more accurate – information necessarily changes outcomes and tend to make normative judgements about the quality of journalism coverage studied.  相似文献

Both civil society in China and research on Chinese civil society have developed profoundly over the last three decades. Research on Chinese civil society can be classified into two categories: a structure‐oriented approach and an agency‐oriented approach. Both approaches acknowledge the state's dominant position in restricting the political space for civil society engagement, but they differ in their understanding of state–civil society relations. A key concern within the structure‐oriented approach is to analyze how the autonomy of civil society organizations is shaped by their structural position vis‐à‐vis the state. Agency‐oriented scholars, on the other hand, reject the analytical focus on structural autonomy. Instead, they build on a more nuanced understanding of the authoritarian yet nonmonolithic context in China and analyze how civil society organizations develop specific strategies to be able to operate within their restricted political space. In particular, agency‐oriented scholars have analyzed two ways in which organizations exercise agency: by strategically developing formal or informal ties with state actors and by bringing their engagement into the public sphere to raise awareness and express their voice. What could be further developed in the agency‐oriented approach is, however, a deeper understanding of the political dimensions of civil society agency.  相似文献

This article presents an overview of international migration in the Czech Republic, with a special focus on labor immigration. Currently, the Czech Republic is an immigration and transit country. The most important immigratory segment — economic immigrants — create a colorfulmosaic of various ethnicities (80% of them from Europe), each group with their own different economic strategy and niche. After sketching historical patterns and data problems, the focus is on the current situation of labor migrants in the country. A number of issues are addressed: e.g., the relationship between immigrant inflows and the economic situation of the country; immigrants' regional concentration/deconcentration processes; the popularity of the capital city of Prague and western regions vis‐á‐vis eastern ones; and the different structural backgrounds of immigrants coming from the East versus the West. Special attention is placed on undocumentedlillegal immigration, mainly in relation to the misuse and evasion of immigration legislation. Finally, the immature Czech migration policies and practices are discussed, as are needed policy improvements and the need for new immigration legislation. It is clear that the major trend over time leads to more restrictive migratory policies, in line with efforts to harmonize Czech migratory policies and practices with those of the European Union (EU).  相似文献

The article discusses the results of sociological research on environmental awareness in Croatia. A strong anti‐nuclear attitude is present, especially with respect to radioactive waste. This article reviews current research on gender gaps in educational outcomes among children of new migrants (first, 1.5, and second generations) from a comparative cross‐national perspective. The article examines potential explanations for why gendered differences in educational outcomes among immigrants (vis‐à‐vis non‐migrants) continue to occur, focusing on individual, schooling, and institutional factors. For example, while gender gaps in expectations and aspirations as well as some cognitive outcomes are increasing (reading ability is considerably higher among females) and shrinking in specific subjects (e.g. math and science ability is slightly higher among boys), that process often has been less explored within and across immigrant vis‐à‐vis non‐immigrant students. We show that in some countries, gender gaps among disadvantaged ethnic minorities (in relation to other groups) continue to persist and are exacerbated by institutional factors. These disadvantages vary not only across different educational systems and at different rates over time but also are based on students' social background. Overall, we argue that these educational inequalities are key to understanding not only the socioeconomic and future political adaptation of migrants and their children but also future social policy developments in the European Union context.  相似文献

Abstract

This study compared two different approaches to assessing the level of public support for social welfare spending at the state government level. The first approach focuses on the degree to which the public supports state government's involvement in public welfare spending. The second approach identifies the importance the public places on social welfare spending when compared to other possible functions of state government. Using Alabama data, the paper examined changes in general and comparative public support for state budget expenditures from 1980 to 2000 in Alabama. In addition, we examined the effectiveness of sociodemographic and attitudinal characteristics of respondents as predictors of both general and comparative support for three social welfare functions of state government. Support for “benefits for poor people” grew both generally and comparatively in the 20-year period; support for programs for older people remained steady; and support for mental health services declined. Can results‐oriented approaches to public expenditure management function in low‐income countries? Do they have a role in securing the implementation of poverty reduction strategies? And can they assist donors in ‘managing aid for results’? Findings from seven countries suggest that they can work in environments with mediocre discipline in budget and public finance management and a degree of uncertainty caused by macroeconomic instability, but not when there is excessive ‘informality’ and instability. With political will and a strong finance ministry, they have proved valuable tools in ensuring the coherent expansion of pro‐poor programmes and their delivery through autonomous local governments. However, they have yet to become effective in improving public administrations' accountability to parliament and to non‐governmental stakeholders.  相似文献

In the final decades of the 20th century policing in America was refashioned in the public image of community policing. Race‐neutral discourses dominate public and professional support for community‐oriented policing philosophies. In the contemporary era of hyper‐incarceration a focus on ethnoracial divisions grounded in the sociology of peculiar institutions is essential for documenting transformations in how the municipal police services are legitimized. Here I analyze how the public discourses of law‐and‐order center on distortions of social fact and public safety. Today the criminalization of immigrants is the latest turn in public discourses shaping patterns of ethnoracial visions and divisions. The carceral breadth of the neoliberal penal state extends beyond social structure, repackaged as race‐neutral ideology across the public sphere.  相似文献

This paper examines the Afro‐Brazilian afoxé as a form of cultural struggle that critically contests narratives and practices that reproduce racial inequality in contemporary Brazil. Through their afoxé in the interior of São Paulo, the Orùnmilá Cultural Center mobilizes Afro‐Brazilian knowledge and cultural practices to challenge culturalist treatments of Afro‐Brazilian “difference” in the management and representation of carnaval. I explore how such treatments reflect broader state‐orchestrated attempts to undermine black anti‐racism and the implementation of substantive policies to address racial inequality in various spheres, including education and culture. The afoxé and the Orùnmilá Center's broader work constitute an important, contemporary means through which black organizations in Brazil make visible and vocal public claims for representation and self‐determination. Such work pushes policy‐makers and academics to reinterpret the terms of black inclusion vis‐à‐vis subaltern or “other” cultures, historical experiences, perspectives, and participation in societal transformation.  相似文献

This article divides financial issues into capacity and sustainability in two time frames: long and short. Long term emphasizes maintaining services; short term emphasizes resiliency. An organization's long‐term financial capacity is sustainable if its rate of change is sufficient to maintain assets at their replacement cost. A key contribution of this study is a sustainability principle that gives managers short‐term budget surplus targets needed to achieve this objective. The formulas are applied to national data to give a picture of the sector and establish benchmarks for “normal” practice. “Ordinary nonprofits” are active public charities without endowments that are not primarily membership associations or grant makers.  相似文献

The expansion of international human rights institutions has drawn much attention. Bringing together theories from sociology, political science, and international law, this article examines what factors promote public support for international human rights institutions, using the recent wave of the World Values Survey data (2005–2008). The level of public support displays both cross‐national and cross‐individual variations, so I conceptualize it as a two‐level process and employ the multilevel modeling. At the individual level, it is found that men, younger people, and individuals with more education and income show a higher level of support. At the country level, national affluence, political change (de‐democratization), and linkage to the world society are associated with more support. I further integrate individual‐level characteristics and country‐level social contexts, and pay special attention to education. Education is the institutional link between macro‐level social influences and micro‐level individual attitudes. I find that the support‐promoting effect of education is contingent on social contexts. It is more salient in wealthy countries and countries with strong ties to the world society.  相似文献

Most ethnographers visualize their fieldwork study vis‐à‐vis their long‐term commitment to a bounded sociospatial context—an “ecology.” In this manner, the majority of ethnographic studies are presented as studies not only of practices but also of recognizable physical ecologies that breathe life into the practices—for example, homes, ghettos, firms, schools, and so on. In the pages that follow, I consider the ways in which the status of place has shifted in urban sex work. The shifting commerce of sexual services in New York enables me to open up a set of methodological issues about the role of space in ethnographic work. One in particular is at the core of this paper: namely, because so many ethnographic labors begin with the selection of a field site, what conceptual issues arise that fieldworkers must pay attention to vis‐à‐vis that decision? For example, the field site may change, the field site may itself be shaped by wider societal forces, and it may be simply dissolve over time. How does any of this impact a technique that is premised on the dependability of “sitting” so that others may be dependably followed? I draw on the notion of “strategic action fields” to present an alternative analytic framework, one more useful for the challenges ethnographers face.  相似文献
