Abstract

Despite large public policy efforts over the past 30 years, a large minority of households remains consistently inadequately prepared for retirement. If policymakers want to address this shortcoming, public policy has to change from its current path. This paper suggests a system of mandatory private pensions funded by a minimum mandatory contribution of 3% of payroll. In addition, a number of institutional changes are suggested to reduce the costs and risks of individual accounts.  相似文献

The punitive turn in criminal justice policy, epitomized by policies like three-strikes, truth in sentencing, and mandatory minimums, is often attributed in part to demand for harsher criminal justice responses from an increasingly punitive public. It has been argued that public opinion, known to be both largely uninformed and often misunderstood, might both indirectly and directly affect policy. This survey article on punitiveness in public opinion opens with a discussion of competing depictions of the nature of the relationship between a punitive public and increasingly punitive criminal justice policies. The article then focuses on some of the most influential explanations for variations in punitiveness within individuals and across groups. A review of what we know about public attitudes toward punishment and a brief explanation of how we know what we know (e.g. the methodologies by which we gauge public opinion) follow. The article concludes with the observation that as methodologies continue to improve and the literature in this area continues to grow, so too does our understanding of punitive public opinion in all of its complexity.  相似文献

This article reports the findings from an exploratory survey of battered women's views about mandatory arrest, mandatory reporting by doctors and nurses, no-drop policies, confidentiality laws, privilege laws, court-victim advocate programs, and specialized domestic violence courts. Although there was general support for the adoption of these laws, some variation based on demographic and situational circumstance was found. These findings raise questions about the universalistic nature of polices developed to address the problem of domestic violence. Battered women are not a homogeneous group, and public policy may be better designed to accommodate the individual needs of victims.  相似文献

This paper provides an overview of English elder abuse policy including guidelines developed for adult protection by their Department of Health in 2000, a report released from the House of Commons Health Committee in 2004 on elder abuse, related policy changes affecting older adults, the mentally incapacitated, and social care regulations, and the launching of public awareness campaigns. In contrast to the U.S., English policy subsumes elder abuse within the larger category of vulnerable adult protection, steers clear of mandatory reporting, emphasizes abuse by formal caregivers rather than domestic violence, relies on a multi-agency approach to investigation and intervention, and supports more remedial, less punitive regulatory oversight.  相似文献

The legal frameworks, enforcement procedures, and judicial decisions are distinct in the two jurisdictions. The United States, unlike Canada, has specific legislation to protect the rights of older workers, and has a centralized enforcement system. The differences between the two countries are accounted for by the greater emphasis on individual rights in he United States and on communitariamsm in Canada. The different policy choices of each society highlight the tensions inherent in North American labor markets. The United States seems to be in a better position to shift toward a labor-management policy which encourages older workers to remain in the workforce.  相似文献

Analysis of a large micro-data set shows that state public-sector bargaining laws significantly influence state and local government union membership in several ways. Membership probability is lowest where a right-to-work law is present; it is greatest when there are mandatory agency shop provisions. Compulsory arbitration leads to a significantly greater probability of membership than does the right-to-strike. Simulations based on model estimates indicate that policy changes along the lines of proposed national public bargaining laws could lead to major changes in public-sector union density. Among individual and demographic characteristics, membership probability is significantly affected by full-time/part-time status and the statewide extent of private-sector unionism. Although non-whites and males are more likely to be union members, race and gender membership differentials are shown to be relatively small. Unlike federal regulation in the United States, variation in provincial regulation across Canada provides a natural laboratory to examine the impact of public policy on pension coverage. Using data from a nationally representative sample of private sector workers in Canada in 1994, we find that higher marginal taxes, earlier vesting, and more permissive eligibility rules increase coverage, while a ban on mandatory retirement has a negative, but insignificant effect. Implications for differences in defined-benefit coverage between Canada and the United States, and pension theory, research, and practice are discussed.  相似文献

The conflict between the elderly and organized medicine over "mandatory assignment" and "balance billing" is a significant public policy issue. Considerable ideological importance has been attached to this conflict by both sides, despite the relatively modest proportion of total revenue for physician services received through balance billing in payment for care of Medicare beneficiaries. The positions of these two coalitions are examined as well as the effort of the Physician Payment Review Commission (PPRC) to craft a public policy response. Three alternative resolutions-those adopted by Congress in 1989 on the recommendation of the PPRC, the Canadian solution, and actions taken on a state level-are then contrasted. The concentrated impact on the elderly of balance billing practices is considered as a problem, especially for elderly of limited income and resources. Justification of the practice is typically provided by the profession on thc ideological grounds of preservation of professional autonomy rather than economic gain, which also reflects the current relatively limited use of balance billing; a significant majority of all claims submitted in the United States are now assigned to physicians. A continuation of the gradualist strategy of the PPRC is endorsed as thc most appropriate short-range solution to these problems, which diminish in significance with a more comprehensive national health financing scheme.  相似文献

Current family policy suggests that in order to restore family values we, as a society, need to focus on reviving a child-centered household. Full-time mothering is lauded as an honorable choice that will advance this goal and ultimately strengthen traditional family values. However, current welfare policy is contrary to this notion in that mandatory welfare-to-work programs deny women receiving public assistance the choice to be full-time mothers. Based on in-depth interviews with female welfare recipients in four rural Appalachian counties, this paper evaluates the problems women face as they confront the difficult choices of being either a “good mother” or a “good recipient.” From a feminist perspective, findings suggest that welfare reform programs in rural communities have put poor women in a proverbial “catch-22” with regard to effective parenting. Although many of the women strive to be ideal mothers as defined by societal standards, they often find that they cannot carry out the role effectively because of welfare reform regulations.  相似文献

Current debates around US immigration policy are playing out against a backdrop that has changed significantly in the past 20 years: immigrants have increasingly gravitated towards “new destinations”; a large and growing portion of immigrants are undocumented; and the federal vacuum in responding to the promise and problems of these new immigration trends has devolved policy to the states. As a result, we have seen innovation on the state level as policymakers seek to accommodate, welcome or resist immigration, with varying degrees of success. In this paper, we explore the case of Utah as a new immigration destination, seeking to understand its transformation from a state with very inclusive immigrant policies as late as 1999 to one currently adopting highly restrictive immigrant policies. To explain this trajectory, we test three prominent materialist theories of public policy: instrumentalism, structuralism and strategic-relational approaches. We draw on a decade’s worth of primary data – including data on state-level legislation, key economic indicators, public statements concerning immigration from the private business sector and the LDS Church, and the editorial content of the state’s two major newspapers regarding immigration – to examine the policy explanations that grow out of interest-based theories of the state. Whereas these theories provide robust explanations for a large and diverse array of public policies, we find that they fall short in explaining immigration policy. While conventional wisdom – and extensive scholarly research – suggests that economic interests drive policy, we find that the policies around immigrants challenge this economic reductionism, suggesting the need for more complex and ideational accounts of this important phenomenon.  相似文献

Progress on reducing gender disparities remains painfully slow, despite efforts to identify the determinants of gender pay gaps and specify size and shape. Recent studies highlight the need for a more nuanced account of the way that public policy shapes organizational responses and insights into the types of organizational practices that diminish pay disparities. In response, this research reports on an action research intervention in three large Welsh public organizations, subject to a unique statutory equality duty. Data demonstrate how an evidence‐based gender mainstreaming approach facilitated the development of a ‘no blame’ strategy, which legitimized organizational proactivity through collaborative and empowering change management processes. The research contributes to the study of gender pay gaps by demonstrating that gender mainstreaming, with facilitative local conditions and supportive public policy, shapes action on gender segregation, with particular success in women's low‐paid employment. Conclusions highlight theoretical and policy implications arising from the research.  相似文献

Elderly drivers are increasing in number and some statistics show they are more likely to be involved in fatal accidents than all other age groups but those under 25. States have attempted to address the problem in various ways, but very few have required mandatory retesting at license renewal for those beyond a particular age. Why have so few states chosen to act? The key is how the issue is framed for the public and decision makers. Several phases of problem definition are explored to explain the political dynamics of the older driver issue: incidence, causality, severity, crisis labeling, problem population characteristics, and linkage of values to the issue and solutions. Based upon this analysis, it is not surprising that elder interest groups have been successful in containing policy initiatives designed to restrict elderly driving.  相似文献

Large philanthropic foundations such as those which first developed in the United States in the late nineteenth and early twentieth century had four characteristics: (a) the aim of contributing to the public good; (b) applying science and scientific method to human affairs, interpreting science broadly; (c) using great wealth to pursue these purposes; and (d) seeking public recognition of their charitable status in doing so. Between 1870 and 1930 the large foundation emerged as a major social institution, and under the influence of their officers began to be major patrons of applied social science for public policy purposes. Critics of foundations have charged that they were private bodies without external accountability; they were secretive, undemocratic, unrepresentative and indeed pillars of the ruling class. Nevertheless, foundations have exercised a disproportionate influence upon public policy research and have sought to apply fundamental knowledge to tackling social problems. They represent the institutionalisation of knowledge-based social engineering.  相似文献

Repressive abortion policy in the United States creates undue burdens for groups of vulnerable women, including adolescents, women of color, women living in rural areas, and women with economic disadvantages. Repressive abortion policy creates a two-tiered system of access to reproductive health care that is a particular disadvantage to vulnerable women. In this study, current policy is discussed with examples of such policies outlined in three areas: insurance coverage and Medicaid restrictions, mandatory waiting periods, and mandated state counseling. Since the Vietnam War, public preferences on foreign policyissues have played a greater role in the American politicalprocess. Yet comparatively little is known about the mannerin which attitudes on international affairs are formed and howthey are related to other political cognitions. Using data fromtwo large studies of foreign policy opinion conducted by theChicago Council on Foreign Relations in 1974 and 1978, thisresearch examines the question of how mass and elite opiniondiffers in a number of foreign policy domains and looks at whetherthese distinctions have changed across years. In general, thereare patterns of difference in the foreign policy beliefs ofthe elites and the mass public, the most striking being in their"internationalist" view of the U.S. role in world affairs, withsmaller distinctions in the domains of human rights, detente,world problems, Americanism, and international organizations.  相似文献

Northern Ireland's democratic governance is consociational (i.e. power-sharing is mandatory) and therefore substantially different from the majoritarian electoral system which characterizes most Western democratic societies. Consociationalism has been advocated as a form of democracy which can reconcile post-conflict societies fragmented along ethnic, religious or linguistic lines. Political public relations within mandatory coalitions have received little attention from scholars to date. Drawing on data from elite interviews with Government Information Officers (GIOs), Ministerial Special Advisers (SpAds) and journalists in Northern Ireland, this paper analyses their perspectives on political public relations in Northern Ireland's evolving democratic institutions. Our findings suggest Northern Ireland's public sphere is characterized not just by the usual contest between government communicators and journalists over political stories, but also by competition across government departments and within departments between GIOs and SpAds. Our research investigates the role of public relations in Northern Ireland's developing democratic institutions and more generally identifies important issues surrounding government communication in post-conflict power-sharing democracies.  相似文献
