We construct a model of corporate tax competition in which governments also use public infrastructure investment to attract foreign direct investment, thus enhancing their tax bases. In doing so, we allow for cross‐border infrastructural externalities. Depending on the externality, governments are shown to strategically over‐ or underinvest in infrastructure. We also examine how tax cooperation influences investment in infrastructure and find that welfare may be lower under tax cooperation than under tax competition; this is the case when infrastructure is very effective in raising the tax base and generates a large negative cross‐border externality. THE TERMS OF TRADE AND THE INTERNATIONAL COORDINATION OF FISCAL POLICY   总被引:2,自引:0,他引:2  
This paper develops an example of a noncooperative game between fiscal authorities in two countries. The key strategic link between countries is the terms of trade. An equilibrium without cooperation is characterized by excessive tax rates and public spending levels in each country. The outcome is analogous to the Nash equilibrium of the static optimal tarif game in trade theory. But in this model there is also a dynamic distortion caused by noncooperative behaviour. This dynamic distortion depresses capital accumulation and reduces the equilibrium capital stock in each country. Numerical examples suggest a significant welfare benefit of cooperation.  相似文献

For Serbia diminishing of current account deficit is a prerequisite for the regular repayment of external debt. It is necessary to attract a bigger amount of foreign direct investment when the process of privatization is finished. Motivation for investing in Serbia has to be intensified by the creation of attractive and stimulating environments. Until now, FDI was mostly directed to purchase of Serbian companies. Economic and institutional factors should be directed to create a framework, which is important for FDI inflow. Every measure contributing to reduce dollarization and strengthen the local currency is a step in the right direction. The success in attracting foreign investments will depend primarily on objective factors, such as the size of national markets, the availability of appropriate inputs, infrastructure and manpower skills.  相似文献

The debate regarding the welfare state–weakening effect and the income inequality‐increasing effect of globalization remains a contentious issue among stratification scholars. For some, globalization increases income inequality, while for others, globalization has no, or a negligible, effect on income inequality. This study brings new evidence to bear on this debate by separately investigating effects of multiple indicators of globalization (international trade, foreign direct investment [FDI] and immigration), and of welfare state generosity (government social‐protection spending) on (1) income inequality before taxes and transfers and (2) income inequality after taxes and transfers, using data from 23 Organisation for Economic Co‐operation and Development (OECD) countries over 1990–2009. First, results show a positive effect of international trade, a negative effect of immigration, but no effect of FDI and government social‐protection spending on income inequality before taxes and transfers. Second, results show no effect of the globalization indicators but a negative effect of government social‐protection spending on income inequality after taxes and transfers. These findings suggest that (1) globalization has inequality‐increasing effects depending on measures of income inequality; (2) the welfare state, in many OECD countries, continues to shape income distribution; and (3) in contrast with the popular narrative, immigration may decrease income inequality.  相似文献

We quantify the home country effects of different types of temporary and permanent migration patterns using a global integrated model for three developing countries. Our results suggest that migration (whether permanent or temporary) is beneficial for income as well as for poverty reduction in the home countries as it raises remittances, labor productivity, trade, and foreign direct investment and it provides incentives for human capital accumulation. These channels offset the negative impact of “brain drain.” In the simulations, temporary migration programs yield better outcomes than permanent migration due to the productivity gains induced in the home countries by returning migrants.  相似文献

This paper considers how national corporate tax policy affects productivity growth through adjustments in geographic patterns of industry in a two‐country model of trade. With trade costs and imperfect knowledge spillovers between countries, production concentrates partially and innovation concentrates fully in the country with the lowest tax rate. A rise in the international corporate tax differential accelerates productivity growth through an increase in the production share of the low‐tax country that improves knowledge spillovers from industry to innovation. The paper also investigates the relationship between the corporate tax differential and the level of market entry, and analytically characterizes the effects of changes in tax policy on national welfare. We examine the roles of major trade languages in international trade and foreign direct investment (FDI) flows. Empirical results confirm that speaking a common language increases trade and FDI flows, yet the effect of major languages is more substantial in FDI than in international trade. In addition, we find evidence of a hierarchy in transaction costs of major languages in both trade and FDI.  相似文献

The paper explores the relationship between the demographic transition and international migration, that is, between population dynamics and direct connectivity between peoples. The first part examines how ideas conveyed by migrants to non‐migrants of their community of origin are susceptible to impact on practices that lead to the reduction of birth rates in source countries of migration and concludes that international migration may be one of the mechanisms through which demographic transition is disseminated. The second part shows that declining birth rates in origin countries generate a new profile of the migrant and suggests that future migrants will typically leave no spouses or children in the home country and therefore their objective will no longer be to improve the family’s standing at home for the mere reason that there is no longer such a family, but to increase opportunities for themselves. Migration policies of origin countries on remittances as well as those of destination countries on family reunification will have to be reconsidered.  相似文献

In spite of economic stabilization and the growth rate uprise since 2003, Ukraine has received less than EUR 5 billion in foreign direct investment over the last five years (from 2000 to 2004). This is less than other less FDI-attractive countries got, notwithstanding the fact that Ukraine has a steel industry of international significance, great agriculture potential, and an automotive industry which accounts for almost 6% of the value added generated by the industrial sector. The new government of Ukraine has declared the foreign investment flows into Ukraine among its top priorities. Unfair competition as a result of past bad government policies was the reason for the low FDI inflow. The former Ukrainian government promoted private interests of a limited group of businessmen. Unfair privatization sales with a limited access of other investors, as well as violent ownership takeovers, took place. The new government has committed to stop this practice. The role of independent courts will grow in dealing with conflicts, including the revision of unfair privatization sales. The determination to be integrated with the EU represents an ultimate goal. Such a step is expected to facilitate Ukraine's movement towards European standards in all spheres. I also present a brief inside evaluation on the aerospace industry, for both the civil and military sectors, starting from a sketch of the defense industry in 2000. The situation of civil and military aviation in Russia and Ukraine has many points in common and it could not be different after such a prolonged common history in the same military-industrial complex. Ukrainian industrial capacity is more or less completely secluded from international partners and markets. EU and NATO should not miss the opportunity to take into account the human capital and the technology achievement already accumulated by Ukrainian industries, research centres, academies, laboratories. The Ukraine aviation industry has suffered a serious decline over the last 15 years. Only recently new programs and major developments in the sector, which is undergoing a major restructuring, have reopened the perspectives of new projects in both civil and military aviation, as well as in space projects. The components sectors will be affected positively if the developments will be confirmed by concrete international partnerships and investments, first of all with the EU and the United States. Mergers and restructuring of the existent production plants are a real need. As experience shows in Europe and in the global market, no national way or revival of past alliances could help Ukraine to maintain a role in the aerospace sector.  相似文献

This article provides a theoretical model to explain endogenous fertility and use the panel data of 169 countries to analyze the extent to which fertility behaviors are influenced by financial development and social security tax. A negative effect of financial development on fertility supports the evidence that people in countries with lower levels of financial development tend to have more children. Those people in countries, where there is limited access to other risky investments, tend to have more children. In addition, those who are poor are more likely to have more children, which will lower their overall welfare, and further reduce their investment in capital markets. Social security tax also has a negative impact on fertility behaviors.  相似文献

Many developed countries, welcome foreign talent, and Japan is no exception. The Japanese government has developed programmes for expanding the acceptance of foreign labour in specialized and technical fields, in order to compete with foreign nations in the global economy and accommodate the highly specialized domestic industrial structure. This paper focuses on scientists and engineers (S&E) as a component of the highly skilled labour force, and examines their incentives for migrating to Japan, which is one of the most technologically advanced countries in the world. According to a survey conducted in 2004, the majority of S&E working in Japan migrated from Asian nations, and many obtained their doctoral degrees in Japan and continued to stay in the country to work. Key incentives for migration are Japan’s high level of science and technology, opportunities to acquire cutting‐edge knowledge, and prospects for improving performance in an environment with large budgets, superior equipment and facilities, and good quality human resources. In particular, the technological environment is influential for S&E from countries with a significant technological gap when compared with Japan. However, this does not mean that S&E are indifferent to monetary rewards. The salary gap, which is considered to be a major factor in international mobility in to traditional economic theory, has also proven to be a significant incentive, particularly for S&E from countries where the gap in gross domestic product (GDP) per capita compared with Japan is large. In addition, cultural and social aspects of Japan attract mainly young S&E. The attractiveness of Japanese culture, opportunities to learn the Japanese language, and chances to build a network of personal contacts are important incentives for migration. This study presents some policy implications for countries competing over capable S&E.  相似文献

Through an examination of existing guarantee mechanisms, this article sets out and explains a proposal for the adoption of Service Performance Guarantees (SPGs) by developing countries working to attract foreign investment. The proposed approach is to offer investing firms the opportunity to purchase insurance against a wider range of risks than is currently possible, with highly visible payouts if service delivery standards fall short of those expected from the programme. The SPG contracts would be covered by a “domestic reserve” funded from premiums paid in by the firms and backed up by a further guarantee issued by a development partner. This approach restructures accountability to create a partnership of donors and recipient governments, accountable to their investor clients.  相似文献

We analysed the relation between foreign direct investment and the quality of the institutional environment in transition economies. The analysis confirmed a significant impact of various institutional aspects on the inflow of foreign capital. To isolate the importance of the institutional environment from the impact of other factors, a panel data analysis was performed using the data of 24 transition economies in the period 1995–2002. The results showed that in the observed period the quality of the institutional environment significantly influenced the level of foreign direct investment in transition economies. Other variables that proved to have a statistically significant influence were budget deficit, insider privatization, and labour cost per hour.  相似文献

This study uses a dynamic general equilibrium model to quantify the effects of corruption and tax evasion on fiscal policy and economic growth. The model is calibrated to match estimates of tax evasion in developing countries. The calibrated model is able to generate reasonable predictions for net tax rates, the corruption associated with public investment projects, and the negative correlation between corruption and tax revenue. The presence of corruption and evasion is shown to have significant, but not large, negative effects on economic growth. The relatively moderate effects help explain the absence of a robust negative correlation between growth and corruption in cross‐country data. The model also implies that cracking down on tax evasion before addressing corruption can be a bad idea and that higher wages for public officials can improve welfare. (JEL H3, O4)  相似文献

Much of the literature concerning international investment focuses on the movement of capital or trade flows and does not cover the persons who migrate with the capital, even though in a globalizing economic system new conditions emerge for the international migration of capitalists. On the one hand, capital owners have been recruited directly by business migration programmes in countries such as Canada, Australia, and the US. On the other hand, global economic restructuring, one part of which entails increasing foreign direct investment from a wider range of countries, has induced the migration of an entrepreneurial/managerial class. This article analyses the relation between the mobility of capital and of entrepreneurs by investigating Taiwan's capital-linked migrations. It aims to show that people can integrate migration and capital investment as a strategy to best serve their interests. Although their moves are mediated and constrained by different migration channels (governmental policies, recruitment agencies, transnational corporations, etc.), capital-linked migrants are not passive players in international migration systems. They actively position themselves with regard to migration channels and select active strategies that best suit their objectives. Sometimes immigration serves capitalists' interest in capital accumulation, at other times capital investment serves as the means for securing a second nationality. In this way, Taiwanese capitalist mobility has been incorporated into the open-ended logic of flexible capitalism itself. Such understanding of the processes of capital-linked migration and its implications contribute to new theories of the relationship between international flows of capital and international migration.  相似文献

This study tests a hypothesis derived from an expanded theory of foreign investment dependence. The tested hypothesis states that less-developed countries with higher levels of primary sector foreign investment exhibit greater rates of deforestation. Findings for cross-national analyses of deforestation from 1990 to 2005 for 40 less-developed countries confirm the hypothesis, providing support for the proposed theorization. Additional results indicate that the presence of environmental international nongovernmental organizations is beneficial for natural forest areas, while population growth is a key driver of deforestation in less-developed countries. Besides confirming the hypothesis, this research underscores the importance for sociologists to consider both political–economic forms of integration and human-ecological factors when investigating how humans impact the environment.  相似文献

While the recent increase in foreign direct investment (FDI) to African countries is a welcome development, the impact of these resource inflows on economic development remains in doubt. This article argues that a key channel is its effects on domestic factor markets, especially domestic investment, and analyses the two‐way linkages between FDI and domestic investment in sub‐Saharan Africa. The results suggest, first, that FDI crowds in domestic investment and, secondly, that private investment is a driver of FDI, implying that African countries will gain much from improving the domestic climate. Moreover, there are alternatives to resource endowments as a means of attracting foreign investment to non‐resource‐rich countries.  相似文献

This paper examines the importance of foreign direct investment on economic growth. Using a panel data set for 27 transition economies over the period 1991–2004 as well as the methodology of panel cointegration and causality tests, the empirical findings show that foreign direct investment does exhibit a significant relationship with economic growth, at least for those transition countries that are characterized by high levels of income and have implemented successful privatization programs.  相似文献
