This article describes the three major challenges that were identified and their possible solutions are proposed in counter‐disaster measures for “people with functional needs in times of disaster (PFND)” following the 2011 Great East Japan Earthquake. First, recent developments in preparedness measures for PFND in Japan have been uncritically relying on the assumption that hazard maps represent “correct” estimates of future hazardous events, which are based on the maximum probable event (MPrE) framework. In reality, however, a maximum possible event (MPoE) has occurred in the Tōhoku regions. This has tremendous implications for fundamentally re‐thinking the entire hazard estimation process from a MPrE to MPoE framework. Second, counter‐disaster measures for PFND have focused mainly on warning and neighborhood‐based evacuation assistance activities. Needs for shelters and temporary housing units that were specially designated for PFND arose following the earthquake. However, their provisions were neither systematic nor universal due to the lack of pre‐planning. More detailed guidelines for specially designated shelter and temporary housing operations need to be developed in order to address this issue. Third, people with disabilities (PWD) became invisible in shelters and communities or in the eyes of local government administrators. This was due to the fact that a majority of PWD did not ask for help in evacuation shelters because they felt general shelters were not “barrier free” and were unresponsive to their functional needs. Furthermore, many local government administrators felt hesitant to release their PFND registry to non‐governmental and self‐help organizations that were eager to check the whereabouts and current situations of PWD. This was due to the fear of breaking the Personal Information Protection Bylaw despite the fact that the bylaw provided exceptional conditions, where the onset of disaster was clearly one of these exceptional conditions. Further elaboration and education on the use of personal information of PFND during a disaster period is needed among public and local government administrators.  相似文献

This paper examines new managerial discourses and practices in which the dialectic of labour is reconstructed as a series of acts of self‐understanding, self‐examination and “self‐work”, and through which the “self qua self” is constituted as the central object of management technologies. We interrogate concepts such as “excellence”, “total quality”, “performance”, “knowledge”, “play at work” and “wellness” in order to decipher the ways in which managerialism deploys what we term therapeutic habitus, and projects a new horizon of “human resourcefulness” as a store of unlimited potentialities. We invoke management’s wider historical–cultural context to situate managerialism within the framework of modernity as a cultural epoch whose main characteristic is what we term “derecognition of finitude”. It is the modern synthesis — with the “self” at the centre of its system of values — that provides the ground for current elaborations of subjectivity by managerialism. The paper examines how current vocabularies and practices in organizations use “work” to rearticulate discursively the human subject as an endless source of performativity by configuring work as the site of complex and continuous self‐expression. Management thus acquires a new discursive outline: instead of appearing as an authoritarian instance forcing upon workers a series of limitations, it now presents itself as a therapeutic formula mediating self‐expression by empowering individuals to work upon themselves to release their fully realized identity.  相似文献

The purpose of this article is to analyze representations of “the West,”“Japan,” and “the Periphery” in the discourse of research on Lafcadio Hearn (“Hearn studies”) from pre‐war Japan. The nature and construction of nationality will be analyzed by examining where the representations of “the West,”“Japan,” and “the Periphery” intersected. During the 1900s, researchers in the field of Hearn studies recognized that “Japan” lacked—and thus sought—a universality similar to what existed in “the West.” The tone of the discourse shifted during the 1910s through 1920s however, and what came to be emphasized was “Japan's” peculiarity. By the 1930s through 1940s, “Japan” aimed to show to “the West” a new universality that was different from what existed in Europe and America. Yet simultaneously, in order to legitimize its representation of its self, “Japan” portrayed “the Periphery” as an object that was both excluded and absorbed or appropriated into that image. On the one hand, “Japan” received and internalized the Orientalist viewpoint of “the West.” In fact, “Japan” was always conscious of its self‐image as something to display to “the West.” On the other hand, in order to create that self‐portrayal, both a representation of “the Periphery” and a reflection from that same “Periphery” were essential. While representations of “Japan” were produced, reproduced, and reinforced through interactions with “the West” and “the Periphery,” the intersecting behavior of these three entities also points to a residual ambiguity in “Japan's” nationality. By analyzing the discourse in Hearn studies, this paper reveals how the interaction between “Japan” and the two others of “the West” and “the Periphery” helped construct and destabilize its nationality.  相似文献

Symbolic interactionist theory describes self‐consciousness as arising through symbolic interaction. I use one empirical case, ballet training, to suggest that symbolic interaction can, by producing self‐consciousness, cultivate unself‐consciousness. Using in‐depth interviews with twenty‐three individuals reporting on training experiences in six countries and twenty‐three American states, I show that dancers can learn, through self‐conscious symbolic interaction, how it feels to embody what an audience sees, as they strive to train their bodies to portray an institutionalized aesthetic. The embodiment of technique facilitates a markedly unself‐conscious “flow” experience while performing. In contrast, having an acute awareness of embodying an incompatible physiology inhibits flow and often motivates dancers to self‐select out of ballet. These interactionist sources of “nonsymbolic” interaction both evoke and suppress “mind” through social interaction.  相似文献

This article discusses how the dominant approach to life and death as binary structures in American society influences the social construction of the self. Through the analysis of the television series Six Feet Under, we identify two types of selves: a “life‐self” and a “death‐self.” Questioning this binary, we offer the concept of “transitory movements” to suggest instead that a “waltzing” movement between life and death endows the self with meaning and stands at the core of the self‐work of agents. Finally, we discuss the implications of our analysis for scholarship on the self and on the sociology of death.  相似文献

This article examines the connection between state order and self‐understandings in everyday life through a case study of the “Boarding School for Gifted Disadvantaged” in Israel. It includes content analysis of governmental protocols that documented the establishment of the boarding school (governmental constitution of a new self‐concept) and interviews with sixty of its graduates (self‐understandings in everyday life). The findings reveal how the new cultural order invented a new selfhood, “gifted disadvantaged,” previously unknown in Israel. This category is based on structural distinctions between being “naturally” gifted versus the governmental constitution of gifted status. Interviews with graduates indicate that they experience selfhood as a philanthropic gift bestowed on them by the state of Israel and voice their gratitude toward the state. The concluding discussion suggests that the graduates experience their selfhood as “public property.” The self, perceived as having been constructed from outside, is in a continuous dialectic between the presence and the absence of certain personal qualities.  相似文献

The 2011 Great East Japan Earthquake was a disaster that led to the greatest number of casualties related to any form of natural disaster seen in developed countries since World War II. Furthermore, this earthquake occurred in an area where tsunami countermeasures had been prioritized. This disaster, therefore, led to the question “Is it impossible to reduce the number of victims of huge catastrophes, even in cases in which advanced disaster prevention measures have been taken?” Part of the reason this particular earthquake caused the largest number of deaths was because the tsunami that followed — which exceeded the “design load” of the seawall — hit the urban area. In addition, the tsunami, which also exceeded the “estimated loads” of the established disaster prevention plan, caused many “evacuation failures.” Another factor that contributed to the deaths was that the disaster prevention measures, up to that point, had relied primarily on the recognition that disasters could be prevented by the development of “hard,” or tangible, disaster prevention facilities in addition to “soft,” or intangible, measures, such as issuing warnings, without imposing space restrictions. Another characteristic of the Great East Japan Earthquake was that the largest reconstruction budget associated with any disaster in postwar Japan was compiled for it. Although the reconstruction project was over-specified for the disaster-afflicted area in terms of scale, cost, and duration of reconstruction, many unused land areas were also created in the new urban areas created during the reconstruction project. Furthermore, the reconstruction projects undertaken with the huge reconstruction budget were not based on the “choice to rebuild the lives” of the disaster-afflicted areas and the victims, but were rather implemented while simultaneously “marginalizing” said victims and areas as a whole. The over-specified reconstruction projects and the associated marginalization of disaster victims tend to exist in a mutually regulated relationship. Therefore, there are concerns about the future sustainability of the noted disaster-afflicted areas, which are already suffering from a severe population decline. Based on the previously presented discussion, it is possible to highlight various issues associated with disaster measures implemented in developed countries. First, regardless of how advanced disaster measures are, a “surge in disaster damage” can occur, which can lead to a “black swan” event. Therefore, it is necessary to formulate disaster prevention measures based on the assumption that such crises will occur in the future. Second, it is necessary for developed countries to determine how best to formulate reconstruction policies to avoid marginalizing disaster victims as well as to prevent over-specified reconstruction. In examining these two issues, the common problem that arises is how to conduct “risk assessment and enable its acceptance” most calmly immediately after a disaster and then formulate disaster prevention measures based on such assessment. Finally, the future of disaster sociology is detailed in this work. More specifically, in order for disaster sociology to escape its “marginal” status in sociology, it is necessary to consider “disaster” in the context of both a social structure and a social change—similar to how risk theory views the issue.  相似文献

The Fukushima nuclear disaster caused by the earthquake on 11 March 2011 is a man‐made calamity because technological failures were derived from the failure of multiple social safeguards. The insufficient social safeguards can be explained by highlighting the “nuclear complex.” Institutional frameworks assured the enormous economic power of electric power companies and the Ministry of Economy, Trade and Industry (METI). Using this power, the electric power companies effectively manipulated information, maintained strong political power and constructed the nuclear complex, which has imposed an overwhelming influence on the central sphere of control at a national level and has put economic profit before safety. Regulations for safety have not been insufficient because the organization charged with nuclear safety belongs to the nuclear complex. Consequently, Regulatory Guides concerning reactors defined by the government have not accounted for catastrophic accidents. Philosopher Mori Arimasa's concept of "binary combination" provides us with an insight into a profound sociological reason for the Fukushima nuclear disaster because it highlights the immaturity of subjectivity and the root of irresponsibility in Japanese society. Binary combination is defined as a relationship between two persons that is characterized by intimacy and a vertical relation. Binary combination tends to produce a group or organization that is closed to outsiders and often shows indifference as well as insensitivity to outside opinions. In order overcome the defects of energy policy as well as the decision‐making process, and to achieve a sustainable society, it is necessary to promote an energy paradigm shift and reforms for decision‐making through the enrichment of the public sphere.  相似文献

The flexible and cheap labour that European “post‐industrial” economies are in need of is often facilitated by undeclared labour. The undocumented migrant, from his/her part, relatively easily finds work that suits his ‐‐ at least initial ‐‐ plans. What lies behind this nexus between irregular migration and informal economy? To what extent can this nexus be attributed to the structural features of the so‐called “secondary”, as opposed to “primary”, labour market? And how does migration policy correlate with this economic context and lead to the entrapment of migrants in irregularity? Finally, can this vicious cycle of interests and life‐strategies be broken and what does the experience of the migrants indicate in this respect? This paper addresses these questions via an exploration of the grounds upon which irregular migration and the shadow economy complement each other in southern Europe (SE) and central and Eastern Europe (CEE) (two regions at different points in the migration cycle). In doing so, the dynamic character of the nexus between informal economy and irregular migration will come to the fore, and the abstract identity of the “average” undocumented migrant will be deconstructed.  相似文献

This paper explores how single mothers both incorporate others into family life (e.g., when they ask others to care for their children) and simultaneously “do families” in a manner that holds out a vision of a “traditional” family structure. Drawing on research with White, rural single mothers, the author explores the manner in which these women both endorse their children’s attachment to other caregivers and maintain boundaries around issues of discipline and attachment vis‐à‐vis these others. The author demonstrates that single mothers are willing to share this protected realm of family life with a new man (a fiancé or cohabiting boyfriend) as they pursue the goal of what has been called the “Standard North American Family.”  相似文献

The violent outburst of Owerri's civil society in September 1996 arguably signaled a new order in the fighting of corruption – through self‐help efforts. This outburst was a demonstration of public discontent over the activities of a few rich citizens in that town who were believed to have been involved in varied corrupt practices in making “fast” wealth. It was also a vociferous indictment on the State and its agents for ineptitude in fighting corruption, and complicity in criminal acts. Drawing from both primary and secondary sources in social research, this study critically examines the chain of events preceding, and the dynamics of the developments surrounding the societal conflicts in Owerri, Nigeria, popularly dubbed “Otokoto Saga.” It analyzes the varied dimensions of the societal conflicts, the authentic roles of civil society agency in a “self‐help strategy” and the responses of the State (and its actors) to the inadvertent eruptions. It further shows how Owerri's civil society agency “forced” the state to take critical steps towards the restoration of sanity in the town. The paper argues that civil society's critical awareness of its own roles in maintaining a corrupt‐free society was instrumental to their violent reactions. It concludes that deep‐seated fear and frustration underlined the reactions of the civil society, while moral panic and outrage triggered such reactions.  相似文献

Using a combination of psychoanalytic and symbolic interactionist ideas, this article portrays the development of the self as a self‐fulfilling prophecy (SFP). A prominent psychoanalytic version of this idea is presented by Lacan's two mirror theories of the self. A prominent and more familiar symbolic interactionist account of the self as self‐fulfilling prophecy is the formulation by William I. Thomas and Dorothy Thomas, which suggests that once situations are defined as real, they are real in their consequences. The aim of this article is to show that these two perspectives can be reconciled in interesting ways, because both recognize that emotions are part of the world “out there” of external goals and the world “in here” of the person's inner life. Emotions are therefore “bilevel.” The SFP creates a fault line in the self and a consequent emotional vulnerability when that line is engaged or disturbed. This article explains how this self‐fulfilling prophecy works and explores the weaknesses it inflicts on the self.  相似文献

Delineating the complex relationship between state, nation and culture in India, the paper examines the discourses that are produced to define what culture is in the life of the nation. Shared epistemic assumptions in colonial and postcolonial writings tend to constitute a veritable silence on structural social inequalities and marginalized identities. Articulated in a deceptively self‐evident and “neutral” framework, this silence disavows real divisions in the body politic and then, in a contradictory reversal, celebrates them as natural and inevitable. It is the discursive regularities in the movement from the colonial to the national that the paper mainly takes issue with and shows how notions of the “people” and “nation” are installed.  相似文献

Cyclops Cave     
Written in the post‐structural traditions of symbolic interactionism, Cyclops Cave is a biographic‐interview‐based and fact‐and‐fiction‐plotted ethnodrama of anti‐Semitism in Soviet higher education. This project is premised on the theories of the “social self”—namely, the “looking‐glass racialized self,” constructed by the dominant ethnic “supremacy,” and the theories of racial stigma as an outcome of the racialized “me” production. Showing the stigma experiences of former Soviet Jewish academics from 1970 to the 1980s, the play adds a new illuminative and self‐interpretive case of a race‐situated symbolic interaction and deconstructs the “root image” of Soviet anti‐Semitism through interpreting the informants' stigma incidents and interactional conflicts between their “selfhood” symbols.  相似文献

The term “community” has a long and contested lineage in social analysis and debate. This lineage, however, is not generally recognized in policy and public debates on community and bushfire in Australia. “Community” is thought to be central to bushfire preparedness in Australia, especially in rural areas, but what “community” actually means in this context is vague at best. There is an ever‐present tension between the use of “community” as a reference to locality, a “sense of community” as experienced by residents, and the use of “community” as a rhetorical tool by governments and state agencies. We argue that a rigorous analysis of the concept of “community” is critical to an understanding of the processes involved in preparing for the challenges associated with disaster, in this case bushfires. These broader issues are supported by research (a series of surveys, interviews, and focus groups) carried out with residents living in (predominantly rural) bushfire‐prone areas in the state of Victoria, Australia. Ultimately, we assert that social participation and social networks are likely to be the crucial aspects of community that play a central role in effective bushfire preparedness.  相似文献

The concept of “spectacle” is most often associated with the writings of Guy Debord, but has also been developed and extended by later theorists, most particularly Jonathon Crary. We make use of their ideas on the “spectacle” which is the mass media to address two important sets of questions: how and why does the media find itself in a position to carry out the “immobilising” function ascribed to it by both Debord and Crary; and what are the techniques and mechanisms that facilitate this operation? We then exemplify the process of the media as spectacle with regard to coverage of recent political events such as the September 11 attacks and the so‐called “war on terror” and its relation to what we call the hysterical order of the soap opera.

Localized debates about who unauthorized migrants are and what they do, or do not, deserve unfold in a culturally specific register that is deeply charged with emotion and moral valuation. Structuring such debates are vernacular discursive frames that emerge from, and reflect, a common “local moral economy.” Taking Israel as case study, this article examines six elements of the country's local moral economy – biopolitical logic, historical memory, political emotion, popularized religion, an ideology of “fruitful multiplication,” and hasbara (“public diplomacy”/propaganda) – and explores their impact on public debates about unauthorized and irregular forms of migration. Here, as elsewhere, conventionalized distinctions that frame much migration scholarship – e.g. “economic” vs. “political” migrants, “migrant workers” vs. “refugees,” even the terms “authorized” and “unauthorized” themselves – bear but limited salience. Migration researchers who hope to influence local policy debates must recognize the weight and influence of local moral economies, and the chasms that divide vernacular from conventionalized frames. Achieving this sort of nuanced understanding is, at root, an ethnographic challenge.  相似文献

The nature of social cognition—how we “know about” the social world—is one of the most deceptively obvious problems for sociology. Because we know what we know, we often think that we know how or why we know it. Here, we investigate one particular aspect of social cognition, namely, what we will call “political ideology”—that is, people’s self‐placement on a dimension on which persons can be arrayed from left to right. We focus on that understanding that is in some ways the “ur‐form” of social cognition—our sense of how we stand by others in an implicit social formation whose meaning is totally relational. At the same time, these self‐conceptions seem to be of the greatest importance for the development of the polity and of civil society itself. Our question is, when citizens develop such a “political ideology,” what does this mean, and what do they do with it? We examine what citizens gain from their subjective placement on the dimension from liberalism to conservatism by using the results of a survey experiment that alters aspects of a hypothetical policy.  相似文献

Abstract There is growing interest in the extent of informal economic activity as a form of income generating or subsistence activity within first world economies, but little agreement exists in the literature as to what constitutes informal work, what activities in addition to monetary exchanges make up the informal economy, and where these activities are located. The lack of consensus on the proper definition of the activities ,that make up the informal economy is reflected in the lack of systematic data available to investigate these forms of work. This paper investigates using telephone survey research techniques to develop inexpensive and efficient data sources to answer questions about the forms, prevalence, and location of informal work. The research uncovers problems associated with developing survey based measures of informal activity, but it also demonstrates the viability of this approach as well as the generally high level of participation in both rural and urban places.  相似文献

Neoliberalism is prevalent in American life. While researchers have documented the use of neoliberal ideology in institutional and macrolevel policy contexts, they have yet to investigate how voters use neoliberal ideology to legitimate their position on economic policy. I use data from semi‐structured interviews with 85 Tucsonans about why they voted the way they did on Proposition 202 (2008): “Arizona Stop Illegal Hiring”—which sought to reregulate undocumented worker labor market access—to address this gap. I found evidence of two distinct neoliberal ideological legitimations: “fair market competition” and “individual responsibility.” Furthermore, I use these data to shed light on the debate over whether neoliberalism spans partisan affiliation or converges with American conservatism. I found that voters across party lines who supported the measure paired neoliberal legitimations with conservative legitimations. We can interpret this bipartisan use of neoliberal ideology as evidence of a neoliberal “moral economy”—or consensus about the moral principles in which market action is embedded. Evidence of this moral economy indicates that moral principles from neoliberal ideology are simultaneously bipartisan and converge with American conservatism. These findings suggest that there could be a broader moral consensus among voters concerning the legitimacy of anti‐immigration economic policies.  相似文献
