Abuse in residential childcare has been of concern to the public and the profession for a number of years. This article highlights a Scottish Institute for Residential Child Care's (SIRCC) response to the Scottish Government which was requested following allegations of abuse in Glasgow City Council's Kerelaw residential school and secure unit. It offers priority actions to address the challenges of residential childcare and ensure the safety of children and young people as far as is practicably possible. It contextualises the residential childcare task, and explores four interrelated areas in which change is strongly recommended: (1) organisations' cultures; (2) workforce challenges including the status of the sector, staff selection standards, the role of residential childcare workers in relation to their level of autonomy and their education levels; (3) abuse allegations, in particular the sector's growing fearfulness of false allegations, support for practitioners' anonymity when accused of abuse and a reconsideration of criminal record certificate information; and (4) service delivery related to behaviour management and advocacy support. The intersection between the SIRCC and the subsequent Kerelaw Inquiry reports is outlined. Finally, it concludes with a scan of the immediate strategic policy horizon which indicates an unprecedented momentum for change. Active duty military families are experiencing increased stress as service members deploy to and return from lengthy and repeated deployments to multiple war zones. These deployments have a cumulative impact on the behavioral health and well-being of not only the service member, but also the family, particularly in families with very young children (Lester et al., 2016). Emergent research concerning families with young suggests that greater attention to the military spouse is needed to ensure effective, supportive service provision for these families. The purpose of the present study is threefold: (1) to identify the challenges faced by families with young children during and after deployment, (2) to understand resource utilization by these families, and (3) to explore the strengths and strategies used during these experiences. Data were collected through semi-structured interviews with 19 active duty Marine Corps family members with young children (under 5 years old) and 10 key program providers on or near a large military base in the southeast region of the United States. Findings reveal significant social isolation, which is consistent with the literature, the need for formal and informal social supports as well as self-care for the at-home parent, challenges in co-parenting and utilizing known resources, and a range of strategies used to manage deployment and reintegration. Implications for practice are discussed.  相似文献

In recent years, there has been a resurgence of sociological work exploring the importance and meaning of kinship. Much of this work has criticized the ‘individualization’ thesis according to which changes in family structures over time have been interpreted as reflecting a fundamental decline in family values. Highlighting continuities as well as change in family life, this work has also suggested ways to move beyond the individualization debate and to develop alternative frameworks for the study of contemporary families and personal life, notably through the analysis of related practices. For various reasons, this recent work has focused primarily on the experience and practices of adults in ‘ordinary’ rather than more difficult family circumstances. This article aims to complement this work by focusing on the difficult family experiences of young people affected by parental substance use. It is argued that it is important not to lose sight of such experiences in order that sociological thinking reflect the diversity of family practices and the resources available to support them, including at younger ages. In addition, the importance of developing concepts or a language facilitating the exploration and communication of the emotional and symbolic significance of these practices is emphasized.  相似文献

The teaching of basic employability competence from a very early age is of preventive value in the transition of young people in residential care to adulthood. The present research relates employability competence (finding and holding down a job and gaining promotion in the labour market) with positive career outcomes and employment opportunities. In this study, conceptual methods for understanding employability are analysed and some existing international studies of employability skills are reviewed, although all of these are deemed partial approaches to the needs of children and young people in residential care. Our proposal, the IARS (Infancia y Adolescencia en Riesgo Social [Children and Young People at Social Risk]) Employability Competence Framework, developed by means of a collaborative and integrated approach with experts, provides a complete picture of how employability competences are important for preparing young people in residential care not only for active labour insertion but also in terms of their comprehensive development. A selection of a cluster of eight employability competences (self-organisation, decision-making and problem-solving, teamwork, communication, perseverance, professional project development, flexibility and responsibility) and their components are presented, as well as its educational implications within children's homes.  相似文献

Drawing on the work of Rein and Schon (1993. “Reframing Policy Discourse.” In The Argumentative Turn in Policy Analysis and Planning, edited by F. Fischer, and J. Forester, 145–166. London: UCL Press., 1996. “Frame-Critical Policy Analysis and Frame-Reflective Policy Practice.” Knowledge and Policy: the International Journal of Knowledge Transfer and Utilization 9 (1): 85–104), we explore the ways in which ‘young people’, ‘vulnerability’, ‘risk’, ‘prevention’ and ‘prevention practice’ were defined and framed by practitioners engaged in the design, delivery and commissioning of drug prevention interventions for young people in contact with the criminal justice system. We argue that practitioners describe their work in terms of both a preventative frame – based on a ‘deficit’ model – and a transformative praxis frame, more in line with an increasing shift towards ‘positive youth justice’ where practitioners aspire to actively involve the young person in a process of change. The implications of those, often competing, frames are discussed in relation to the development of prevention approaches and the challenges in designing drugs prevention for this group of young people. The paper is based on interviews and focus groups with thirty-one practitioners in England and is part of the EU funded EPPIC project (Exchanging Prevention Practices on Polydrug Use among Youth in Criminal Justice Systems 2017–2020).  相似文献

Children and young people encounter a range of risks on the internet relating to communication. Making friends online has attracted particular attention as a risky behaviour, especially when this leads to offline meetings, as has giving out personal information online. This article, based on the 'UK Children Go Online' survey, seeks to explain the online communication of 9-19-year-olds in terms of their offline socio-psychological characteristics (shyness, life satisfaction, risk-taking), family communication patterns and online behaviour/skills. Findings show that older teens engage in more online communication activities than do younger children and so encounter more communication risks. Although girls communicate more on the internet, this seems not to put them more at risk. It was found that children's offline social psychological characteristics, particularly their levels of life satisfaction and risk-taking, influence their online communication, with different online communication activities being predicted by different patterns of off- and online characteristics. There are weak indications that, in families which have a more conversational style of communication, teens may take fewer risks online, including a lower likelihood of meeting online friends offline. Multiple regression analyses show that those children and teens who are less satisfied with their lives and who have become more frequent and skilled internet users are more likely to value the internet as a communicative environment in which they feel more confident than they do offline, particularly in relation to the potential for anonymous communication. Since this in turn leads some into risky activities, the implications for research and policy are discussed.  相似文献

Social work professionals face moral dilemmas. Evidence-based guidelines only partly help them to deal with these dilemmas. Recently, moral case deliberation (MCD) as a bottom-up aid has been successfully introduced into Dutch health care to help strengthen professional moral competence. This research investigates whether MCD can help future professionals caring for children and young people to deal with their dilemmas. Research questions are: (1) How do students evaluate two series of four MCD sessions related to moral dilemmas in cases they experienced in practice? and (2) Does MCD contribute to students’ ability to justify their decisions? Applying a mixed-method evaluation study, we found that students consider MCD highly important. They feel supported in their ability to justify decisions ethically. Most students value the challenge of thinking critically in MCD. However, some do not appreciate the uncertainties which come with this. One-third of the students prove able to justify their decisions ethically after attending MCD sessions. Robust conclusions about MCD as the cause of these results cannot be drawn on the basis of the study design. Suggestions are made for future research regarding the contribution of MCD to the development of competence in dealing better with moral dilemmas.  相似文献

Family supporting foster care (FSFC) is a directly accessible, short-term and preventive form of foster care for children under the age of 12. Caregivers in this type of foster care need comprehensive support to deal with their complex tasks. In this contribution, the support needs arising from the behaviour of the foster child as well as concerning dealing with the biological parents of 85 Flemish FSFC-parents are examined, as these are areas FSFC-parents specifically ask support for. These support needs are evaluated for possible links with child and foster parent characteristics. More experienced foster parents and foster parents with a foster child showing more externalising problem behaviour ask for more support in managing the child's behaviour.  相似文献

Voting is a human right for every citizen yet many people with intellectual disabilities do not vote or have little support to exercise their right to vote. This article explores views on the wider aspects of voting against the backdrop of the Scottish referendum using focus groups involving people with intellectual disabilities (n = 12), family carers (n = 7) and paid carers (n = 5). Findings revealed that people with intellectual disabilities had similar concerns to the general population about the referendum. Regarding voting, all groups identified the need to discuss issues and for practical support and accessible information to ensure informed choices were made when voting.  相似文献

The value of listening and talking to young people with experience of the care system has been recognised as a vital and positive contribution to social work students' learning. A model of co-production was used to develop a series of speed mentoring events whereby social work students placed in local authority children and family settings were mentored by young people with experience of the care system. This tentative review of this small-scale project shares the authors' critical reflections on the value and reliability of this model, for evaluating the outcomes of co-productive mentoring relationships between young people and social work students. The reversal of the power dynamic between student and service user contributed to the unsettling of assumptions about each other and empathy for each other's role. The student authors reflect on learning about the child's experience that has influenced their practice. The mentor authors welcomed the opportunity to participate in the development of ‘young people friendly’ social workers. Suggestions are made as to how this model could be developed to contribute to a more systematic approach to the role of service users in mentoring, advising and contributing to the supervision process of students and social workers.  相似文献

Abstract

This paper explores what the research says about the risks to children and young people of using social media. Taking a systematic approach this literature search identified 16 peer reviewed articles, written in English since January 2010. Four areas of risk were identified: cyberbullying and online abuse, exposure to negative forms of user-generated content, the converging of offline and online networks, and developing interpretations of privacy. The research also highlighted how the extent of the risk depends upon the developmental stage and social circumstances. This review provides several implications for social work practice. Social workers must develop their understanding of different social media platforms in order to identify risks and maximise opportunities. Assessment approaches must be tailored to ensure social media use and its effect on those of different ages and backgrounds is considered. Finally they need to consider their role in educating about the risks of social media use.  相似文献

ABSTRACT

Social Networking Sites (SNS) (e.g. Facebook, Instagram) have become a fundamental part of the daily lives of many young people. SNS engagement has been associated with a number of risks and benefits, some of which are particularly relevant to young people who access child and adolescent mental health services (CAMHS). Consequently, understanding how and why young people engage with SNS, and the associated risks and benefits, may become an increasingly important part of CAMHS social work.

This small-scale study (n = 15) utilised an online survey to explore the importance that a sample of Irish CAMHS social workers attribute to maintaining an awareness of how young people use SNS, whether they, in their professional lives, have been offered the opportunity to learn about SNS engagement among young people, and whether they have taken it upon themselves to learn about this topic.

Findings suggest that participants consider an understanding of SNS to be an important part of CAMHS practice. However, participants report that they do not feel sufficiently aware of SNS trends among young people, suggesting that there is scope for SNS-focused training/learning opportunities among this sample of CAMHS social workers. Implications for practice and suggestions for future research are outlined.  相似文献

This article explores the prevalence and characteristics of children with disabilities within the child welfare system using administrative data from the State of Minnesota. This study finds that more than a fifth (22%) of children with substantiated maltreatment are labeled in administrative records as having a disability, and more than one quarter of children (27.9%) over age five. The most common type of disability among children with substantiated maltreatment was emotional disturbance, while other common disabilities included intellectual and developmental disabilities and learning disabilities. Using logistic regression, this study finds that children with substantiated maltreatment with disabilities were about two times more likely to be in out of home placement than children with substantiated maltreatment without disabilities.  相似文献

The Assessment Checklist for Adolescents — ACA is a 105-item carer-report mental health rating scale, measuring behaviours, emotional states, traits, and manners of relating to others, as manifested by adolescents (ages 12 to 17) residing in various types of alternate care, as well as those adopted from care. The ACA was designed for population and clinical research with these young people, and for use as a clinical assessment measure. The ACA's content was largely derived from the Assessment Checklist for Children (ACC). Fifteen ACC items were modified to better reflect adolescent difficulties, and 25 additional items were derived using a combination of inductive and deductive strategies. Item and factor analyses were carried out on scores from a 136-item research instrument, obtained for 230 young people residing in long-term care (as part of the NSW Children in Care study). These data were supplemented by ACC scores obtained for 142 adolescents residing in treatment foster care in Ontario, Canada. A robust 7-factor model was identified among a core of 73 clinical item scores, accounting for 51% of score variance. Four of the factors replicate ACC clinical scales (non-reciprocal interpersonal behaviour; sexual behaviour problems; food maintenance behaviour; and suicide discourse), and three are unique to the ACA (social instability/behavioural dysregulation; emotional dysregulation/distorted social cognition; and dissociation/trauma symptoms). The ACA also contains two empirically-derived low self-esteem scales (low confidence; negative self-image) that are shared with the ACC. Initial data indicate that the ACA has good content, construct and criterion-related validity, as well as high internal reliability.  相似文献
