ABSTRACT

There is little research about trauma, financial stress, and social service needs emanating from the experience of parenting grandchildren caused by the opioid crisis in the United States. We conducted a qualitative study with 15 grandparents who currently or in the past had custodial care of their grandchildren. We also interviewed nine issue-related stakeholders in Eastern Massachusetts. Specific inquiries centered on events leading up to a change in guardianship, stressors related to legal, financial, and family issues, and system-wide response to the grandparents’ needs. Results indicate that the opioid crisis presents distinct challenges for the grandparent-led families and for the systems that serve the new family arrangement. Crisis triggers a change in guardianship and continues throughout the years. The continued crises stem from events related to the parent’s opioid use disorder (OUD) and from expenses related to raising a young family, especially when the grandchild has adverse childhood experiences. Our analysis shows that systems break down on a number of levels, and the fluidity of custodial arrangements due to parents’ OUD status does not map onto existing support or benefit systems. Policy responses must focus on the immediate and long-term needs of grandparent caretakers, especially since the opioid crisis is likely to continue.  相似文献

Children and their parents who become homeless constitute a group of families with a complex range of social care and health needs, including mental health difficulties. In response to this, a local authority housing department established a family support team (FST) that provides assessment and detection of a range of problems, support to parents and children, parenting interventions for child behavioural problems, liaison with other agencies, and referral to specialist services when appropriate. The aim of this study was to establish the perceptions of parents and staff on their experience of the service, and ways of improving it in the future. The study adopted a developmental evaluation approach and used multiple methods, including in‐depth interviews with families; diaries; reflective activities; participatory learning and action; and observation of the FST. The study mapped the innovative service and captured the range of skills in the team and the complexity of agencies the team interacted with. It also identified areas for further development in terms of the mental health needs of children and parents who have become homeless.  相似文献

This paper presents findings from a study of the costs and effectiveness of family support services offered to 40 families with a high level of need, in two neighbouring local authorities in North Wales. It describes the level and type of services offered by different agencies in each of the authorities, estimates the costs of these services, and assesses outcomes for the families receiving them after three months. Information is also provided about families’ experience of the support they received, and the kind of help they would have liked. Parents’ well‐being and family functioning were found to improve over the intervention period in both authorities, although only to a limited extent. Improvements were greater among those who were living with partners, and less among families identified by social workers as having financial difficulties or problems with drug or alcohol abuse. Respondents who rated their problems as very severe showed less improvement. The pattern of service provision and the costs involved turned out to be similar in both authorities, so it was not possible to reach conclusions about the relationship between services and outcomes. However, a number of themes emerging from the data are discussed, including the role of day care services in supporting families with young children, the impact of poverty and deprivation on parents’ ability to provide good care for their children, and the importance of an interagency response to children's and parents’ needs. The article also includes a discussion of problems encountered in undertaking comparative outcomes‐based research and cost‐effectiveness analyses in the social welfare field.  相似文献

More than 20 years of research with disabled children, young people and their families has highlighted the need for the different professionals and services that support them to work more closely together. The British policy and legal framework for ‘joined up working’ has never been stronger. However, there has been an assumption that multi‐ or inter‐agency working will inevitably be a ‘good thing’ for families. This paper discusses findings from a 3‐year research project which looked at both the process and impact of multi‐agency working on families with a disabled child with complex health care needs. Interviews with 25 parents and 18 children and young people who used six developed, multi‐agency services were carried out. Findings suggested that the services had made a big difference to the health care needs of disabled children but were less able to meet the wider needs of the child and the family – particularly in relation to social and emotional needs. Multi‐agency working appeared to make some positive, but not significant, differences to the lives of families.  相似文献

ABSTRACT

During the past several decades, a wave of incarceration engulfed the United States. In the wake of this “mass incarceration” are children and families who continue to struggle from its impact. Although findings are now emerging on the impacts of incarceration, there are few studies that have examined how to best intervene to promote positive development for those children who have had a parent incarcerated. While there are common risks and challenges faced by children and their families, the significant variation between and among these individuals and their relationships highlights the challenges in finding solutions. Given the number of issues at play, it is clear that a “one-size-fits-all” approach to addressing child needs is not sufficient. This article examines some of the common challenges faced by families impacted by parental incarceration as well as existing interventions designed to help support children and families overcome these challenges. It then offers some potential directions for the field to move, to develop a prevention strategy that meets the needs within the population and leads to better outcomes for the children of incarcerated parents, their families, and their communities.  相似文献

Using aggregated national data, this paper compares outcomes of Australian ‘child protection’ (CP) and Norwegian ‘child welfare services’ (CWS). We highlight each nation's context and key elements of their CP/CWS organizations, with emphasis on policy and programme orientation. System outcomes are examined along with the implications of their different approaches. The main policy focus in Australia is protection and risk, while Norway's systemic approach stresses prevention, early intervention and support. These differences influence practitioner's intervention strategies and how the needs of children and parents are met. In Norway, approximately 80% of the children in the CWS receive some sort of supportive services. In contrast, Australian services for supporting families are narrowly targeted. Both countries share the ‘best interest of the child’ principle and an increased focus on children's rights, and have experienced increased service demands and rates of children in out‐of‐home care. ABSTRACT

This qualitative study used in-depth interviews to better understand the social service experiences and identified needs of 26 demographically diverse adolescent mothers and their mothers, who resided together in three-generational households. Most dyads accessed community services, particularly parenting and emotional supports, financial and material assistance, and medical care, and desired short-term assistance related to their circumstances and newly expanded families, rather than long-term support. The most commonly identified barrier to service utilization involved income eligibility guidelines. In light of welfare reform policies and the current economic climate, this research underscores the need for transitional supports for families, including assistance with basic needs. In terms of implications for social work practice and future research, adolescent mothers may need formal supports as they pursue independence after they leave their mothers’ care. Future research could further explore, within other communities and longitudinally, whether these preliminary trends hold true.  相似文献

This paper draws on findings from a study of outcomes for youngpeople leaving care funded by the Department for Education andSkills. It explores the informal support networks availableto a sample of 106 young people over a period of 12–15months after leaving care. It examines patterns of contact withbirth families and caregivers, the support that emanated fromthese links and the strategies of leaving care professionalsto strengthen these connections. It also considers the new familiescreated by many young people through relationships with partnersand the onset of parenthood and discusses the continuing supportneeds of young parents. The paper situates the needs and experiencesof care leavers in a wider youth transitions framework and highlightsthe need for continuing professional attention to be given tostrengthening family links as one strategy for helping careleavers to negotiate the transition to adulthood.  相似文献

ABSTRACT.

This article analyzes the gendered parenting experiences of mothers of children with disabilities in China. These mothers struggle to meet their children's needs, including daily care, financial security, and child development. In the context of China's social welfare development, are social services responding to their needs, so that mothers can share responsibility for the needs of their children with disabilities? The research analyzed qualitative data about 6 case-study children in rural and urban China. The data were derived from observation and interviews with their parents and other family and community members. The analysis revealed that the capacity of the mother, community, and local social services had an impact on the rights of the children and mothers. They experienced social discrimination, insufficient social support, and local failure to implement central policy social services and income support. These findings are consistent with international research about disability rights. They reinforce the importance of economic redistribution to enable local implementation of the national disability rights policies, rather than merely relying on ephemeral concepts of cultural change. Further research about the comparative impact of economic and social change in China on mothers and children with disabilities would extend these findings.  相似文献

Data are scarce on the long‐term needs of care‐leavers and on the support resources that are available for them in the years after leaving care. This mixed‐methods study presents data on the needs and availability of support of 222 Israeli care‐leavers, suggesting that the most urgent needs of care‐leavers are a lasting need for a stable and available support figure and assistance with educational issues. For some care‐leavers, these needs are fulfilled by their mentors. Parents and other familial figures were found to be the most common support resource for care‐leavers, which highlights the need for the intervention of social workers to improve relationships within families while the children are still in care. Due to high rate of young people who have no support resources and a low rate of services utilization, social services should provide a platform to support this group, using mentors and other supporters. The longitudinal data of up to 4 years after leaving care indicated that the availability of various types of informal support improved over the years, and the reports on difficulties in relationships of the care‐leavers with their parents were significantly fewer 4 years after leaving care than on the verge of leaving care.  相似文献

This paper examines, from the perspective of parents and child welfare workers, how cultural values and expectations are integrated and negotiated in public child welfare cases. The study focuses on the experiences and interactions of Mexican families with the public child welfare system in Southern California. Grounded theory is used to complete the content analysis. Findings indicate that workers' efforts to provide culturally congruent services are limited by organizational structural factors. Consistent with the value of personalismo, parents stress the importance of a good relationship with their worker and the implications to their case. Specific recommendations to enhance service delivery include (1) developing services models that are informed by families served; (2) developing/providing ongoing training and evaluation to ascertain if services are in fact culturally competent; and (3) promoting a change in child welfare policy that reflects the diverse needs of families.  相似文献

The family in late modernity faces demographic change. However, it is still apparent that intergenerational relationships and exchanges of resources are valued. There is a growing literature on the important role that grandparents play in their children’s families. In contrast, there is limited research exploring the support grandparents provide to families with disabled children. This is an important gap in our knowledge, as families with disabled children frequently face additional caring responsibilities and emotional demands. From the studies that do exist, it is clear that grandparents’ support to families with disabled children is generally valued. However, the literature remains partial: past studies are small‐scale, focused upon parents’ perceptions of support (especially mother’s), and frequently based upon North American data. Recognizing these limitations and the fact that grandparents themselves have support needs which require consideration, this paper identifies key areas where important issues remain unanswered and further research is required. It argues that research is needed to begin untangling the different support needs of parents, grandparents and other family members, and the different effects of grandparent support that different family members’ experience. Exploration of grandparents’ own support needs also indicates the need for wider policy and service consideration.  相似文献

This study aimed to find out how Korean adoptive parents were carrying out their adoptions in Korea and to see if adoptive families truly understood the meaning of adoption and their adopted child's specific needs to know about his genetic roots. This understanding on the adoptive parents’ part is needed to help the child to form a self‐identity for his well‐being. The study sample of 352 adoptive parents may be the largest study ever done involving families currently raising their adopted children in Korea. Results showed that families did not seem to understand adoption with its characteristics well. Though families’ satisfaction with the adoption was very high, it appeared that their satisfaction was limited to when their adoptees were young, not being extended to when children became old enough to know of their adoption. For adoption development in Korea, however, it was encouraging that parents’ participation in local (regional) meetings with other fellow adopters from self‐support groups appeared to be the most significant consistent factor in contributing to the families’ understanding of adoption and their positive attitudes for the adoptees’ well‐being and to their satisfaction with the adoption.  相似文献

The central position of parents, in particular, mothers, inchildcare has been the focus of much recent legislation andresearch in social work. This is evident in notions such asparental responsibility, family support and prevention. However,while family support and prevention have invited considerationof what formal and informal services can do to help familieswith difficulties, there has been less focus on what these families,particularly parents, do for themselves. This is particularlyimportant where thresholds for receipt of sustained social servicesintervention are so high, leaving families with considerableproblems and needs without access to sustained intervention.Drawing upon Coping Theory, this paper seeks to begin to answerthe question: how do these families (specifically the mother,who is generally the primary caregiver) cope? Focusing on familieswho have been service applicants, but not taken on to caseload,this paper focuses on the coping strategies employed by mothersin adversity, how these strategies vary, and how well the womenthemselves feel they have coped. Amongst the findings, therewas evidence of significant differences in problem severityand profile, as well as coping strategy, according to age ofchild; of a relationship between problem severity and ‘effortfor coping’; and that there was a strong relationshipbetween problem severity and women’s rating of their coping,although only in relation to parenting. ABSTRACT

Australia, like all developed Western countries, is experiencing a demographic shift resulting in an increasing proportion of the population being over the age of 65 years. Contrary to stereotypes, the vast majority of older people live independently in communities. This article explores the potential of social work practice informed by community development principles to enable socially disadvantaged older women to live in vibrant and supportive communities, in which they feel safe and are able to access the support services they need. It argues that participation in social action not only builds older women’s well-being but also enables them to become (or continue to be) agents for social change in local communities. Adopting a community-based research methodology, this article draws on a decade of community development practice with the Concerned Older Women’s (COW) Group. This data suggests that community development practice based on participation, empowerment, and social action founded on respectful relationships may accrue significant benefits to individuals and the broader community. This social work practice creates the social conditions to facilitate older women’s capacity to work collectively to achieve social change, challenging ageist stereotypes.  相似文献

ABSTRACT

This study investigated whether family transitions (disruptions due to parents’ divorce, separation, marriage, or death) were related to problems in the conduct and self-esteem of 331 boys aged 8 to 10 years old in elementary school in Kuwait. The boys were divided into two groups: one whose families had undergone a transition within the past 3 years and one whose families had not undergone such a transition. The two groups were compared on conduct and self-esteem as measured by the Child Behavior Checklist 6–18 and on the Self-Esteem Index. A two-tailed t test was used. The study revealed statistically significant relationships between the two groups. Transitions in the families of young Kuwaiti boys seem to be precursors to problems with conduct but not with self-esteem. Kuwaiti tribal culture may help explain why self-esteem does not suffer after a family transition. The findings suggest a greater need for social services to work with schools to gather information from families to track students and offer services to these families. Future research could study the broader factors surrounding conflict in families undergoing transitions to determine the later impact on children.  相似文献

Receiving a diagnosis of an autism spectrum disorder often elicits strong emotional reactions from parents of the diagnosed child. Follow-up services and continued support for these families is a necessary component to help families adapt and meet their and their children's needs. This pilot study measured the effects of a six-session, co-facilitated, support group on the advocacy skills and self-efficacy of parents coping with a child's diagnosis. Statistically significant increases in the average mean scores for the three subscales of the Family Empowerment Scale were found. Implications for practice and research are discussed.  相似文献

The Los Angeles Gay & Lesbian Center began providing services to LGBT seniors in 2008. Since then, the Center’s seniors program has grown to over 3,300 clients. It provides a variety of enrichment and support services with the overarching goal of empowering seniors to successfully age in place. This article outlines the service delivery program of the Center’s Seniors Services Department and describes its successes and challenges in meeting the needs of diverse LGBT seniors. It offers future directions for social work practice, policy, and research with LGBT older adults.  相似文献

This paper presents parents' experiences of community support and their recommendations for how their communities, and the services within them, might support their families. Generated through a human-centred design methodology and using a desire-centred framework, the findings suggest that parents receiving a family service require support invoking feelings of intimacy, trust, reciprocity, inclusivity, connection and belonging. Parents' recommendations for community support include addressing material and attitudinal constraints impacting on engagement with services; creating non-judgmental services tailored to their needs but accessed as a last resort; and creating peer-based opportunities to support each other. Parents reflect that moving beyond basic survival of risk and vulnerability to a position where thriving is possible requires purposeful integration of parent's existing and desired community into service interventions. Facilitating deliberate change at the intersection of community and service support is pertinent to current and future social work policy and practice. Wider opportunities for understanding and enabling the needs and aspirations of parents, which are often overlooked because of a focus on addressing risk and vulnerability, are considered.  相似文献

Based on qualitative research of the experiences of 23 kin caregivers and five school personnel, this article explores the role of informal kinship care in addressing the needs of school-age children left behind in rural China. The findings of this study suggest that kin caregivers' child-rearing capacity is limited in the rural context, and they are often overwhelmed by children's diverse and complex needs, particularly their emotional ones. In view of the huge population and their vulnerability, it is imperative for the state to take up its responsibilities and develop specific social work services and other support for children left behind and their families.  相似文献
