This article reviews the creation of Somali Bantu ethnicity as an object of humanitarian intervention during Somalia's civil war. A variety of local, regional and international actors combined to create the ethnonym Somali Bantu for a group of refugees identified as a persecuted minority by the UNHCR and the US government and selected for resettlement in the United States. I track the emergence of the name and its affective dimensions for those who embrace Somali Bantu identity and assess criticisms of its authenticity and legitimacy. The creation of Somali Bantu identity reveals critical dimensions of how race is translated across time and space. Since a fundamental dimension of Somali Bantu identity is based on presumptions of racial difference, the article traces the salience of constructed difference for social hierarchies within Somalia, colonial projects in Somalia, refugee camp life in Kenya, US resettlement policy and diaspora politics in the United States.  相似文献

In September 2001, the Danish Ministry of Foreign Affairs commissioned a study of the present and potential links between migration and development. In January 2002, the new Danish Government announced a decision to enhance the links between its aid and refugee policies as part of the overall focus on poverty reduction. The present paper provides a state–of–the–art overview of current thinking and available evidence on the migration–development nexus, including the role of aid in migrant–producing areas. It offers evidence and conclusions around the following four critical issues: Poverty and migration People in developing countries require resources and connections to engage in international migration. There is no direct link between poverty, economic development, population growth, and social and political change on the one hand, and international migration on the other. Poverty reduction is not in itself a migration–reducing strategy. Conflicts, refugees, and migration Violent conflicts produce displaced persons, migrants, and refugees. People on the move may contribute both to conflict prevention and reconciliation, and to sustained conflicts. Most refugees do not have the resources to move beyond neighbouring areas, that is, they remain internally displaced or move across borders to first countries of asylum within their region. Aid to developing countries receiving large inflows of refugees is poverty–oriented to the extent that these are poor countries, but it is uncertain what effect such aid has in terms of reducing the number of people seeking asylum in developed countries. Furthermore, such aid may attract refugees from adjacent countries experiencing war or political turmoil. Migrants as a development resource International liberalization has gone far with respect to capital, goods and services, but not to labour. International political–economic regimes provide neither space nor initiatives for negotiations on labour mobility and the flow of remittances. There is a pressing need to reinforce the image of migrants as a development resource. Remittances are double the size of aid and target the poor at least as well; migrant diasporas are engaged in transnational practices with direct effects on aid and development; developed countries recognize their dependence on immigrant labour; and policies on development aid, humanitarian relief, migration, and refugee protection are internally inconsistent and occasionally contradictory. Aid and migration Aid policies face a critical challenge to balance a focus on poverty reduction with mitigating the conditions that produce refugees, while also interacting constructively with migrant diasporas and their transnational practices. The current emphasis on aid selectivity tends to allocate development aid to the well performing countries, and humanitarian assistance to the crisis countries and trouble spots. However, development aid is more effective than humanitarian assistance in preventing violent conflicts, promoting reconciliation and democratization, and encouraging poverty–reducing development investments by migrant diasporas. The paper is a synthesis of current knowledge of migration–development dynamics, including an assessment of the intended and unintended consequences of development and humanitarian policy interventions. We examine whether recent developments in the sphere of international migration provide evidence of a “crisis”, as well as the connections between migration, globalization, and the changing nature of conflicts. We summarize current thinking on the main issues at stake and examine available evidence on the relations between migration and development. Then the consequent challenges to the aid community, including the current debates about coherence and selectivity in aid and relief are discussed and, finally, we elaborate on the four conclusions of the overview.  相似文献

This paper reviews economic policies and instruments available to the developed countries to reduce unwanted migration from developing countries, not all of which is irregular migration. Countries generally welcome legal immigrants and visitors, try to make it unnecessary for people to become refugees and asylum seekers, and try to discourage, detect, and remove irregular foreigners. There are three major themes: 1. There are as many reasons for migration as there are migrants, and the distinction between migrants motivated by economic and non–economic considerations is often blurred. Perhaps the best analogy is to a river – what begins as one channel that can be managed with a dam can become a series of rivulets forming a delta, making migration far more difficult to manage. 2. The keys to reducing unwanted migration lie mostly in emigration countries, but trade and investment fostered by immigration countries can accelerate economic and job growth in both emigration and immigration countries, and make trading in goods a substitute for economically motivated migration. Trade and economic integration had the effect of slowing emigration from Europe to the Americas, between southern Europe and northern Europe, and in Asian Tiger countries such as South Korea and Malaysia. However, the process of moving toward freer trade and economic integration can also increase migration in the short term, producing a migration hump, and requiring cooperation between emigration and immigration destinations so that the threat of more migration does not slow economic integration and growth. 3. Aid, intervention, and remittances can help reduce unwanted migration, but experience shows that there are no assurances that such aid, intervention, and remittances would, in fact, lead migrants to stay at home. The better use of remittances to promote development, which at US$65 billion in 1999 exceeded the US$56 billion in official development assistance (ODA), is a promising area for cooperation between migrants and their areas of origin, as well as emigration and immigration countries. There are two ways that differences between countries can be narrowed: migration alone in a world without free trade, or migration and trade in an open economy. Migration will eventually diminish in both cases, but there is an important difference between reducing migration pressures in a closed or open world economy. In a closed economy, economic differences can narrow as wages fall in the immigration country, a sure recipe for an anti–immigrant backlash. By contrast, in an open economy, economic differences can be narrowed as wages rise faster in the emigration country. Areas for additional research and exploration of policy options include: (1) how to phase in freer trade, investment, and economic integration to minimize unwanted migration; (2) strategies to increase the job–creating impacts of remittances, perhaps by using aid to match remittances that are invested in job–creating ways.  相似文献

This paper explores the relationship between migration and development in Sri Lanka, a country that has been the source of large numbers of migrants and the recipient of much development assistance. Commissioned as part of a wider study conducted by the Centre for Development Research, Denmark, this case study seeks to answer a set of specific questions about the nature and extent of links between development assistance and migration flows. The paper surveys the socio–economic context in which both migration and development have taken place in Sri Lanka, describing the causes, scale, and features of migration flows from Sri Lanka in recent decades. Two main streams of migration flows are identified: labour migration and political migration. The flows are distinguished by ethnic characteristics (the former is mostly Sinhalese and the latter pre–dominantly Tamil) and destination (the former to the Middle East and the latter to the West). Both flows have intensified during a time of protracted conflict and in the context of waraffected economic development since the early 1980s.
The importance of remittances from migrants to the Sri Lankan economy and the extent to which diaspora activities impact Sri Lanka are also discussed. Despite the lack of statistics, especially on informal remittances from the Tamil diaspora, it is suggested that the remittances have been and will continue to be a sizeable component of foreign exchange receipts in Sri Lanka. The paper concludes that the complex interactions between migration, development assistance, remittances, and conflict are important for the prospects for peace and reconstruction in Sri Lanka. The challenge in Sri Lanka will be to move from a vicious cycle of conflict, underdevelopment and migration to a more virtuous one. In this process, it is suggested that the diaspora will be a key player in the shift towards peace and remittances will be an integral part of reconstruction.  相似文献

The Cooperative Efforts to Manage Emigration (CEME) site visit to Italy and Albania – organized in cooperation with the Centro Studi di Politica Internazionale (CeSPI), an Italian independent research institute – took place in June 2002. Albania is a country of 3.1 million people with a GDP of $4.1 billion that switched in the early 1990s, after 45 years of communism, from economic autarky to a peculiar form of market economy, and experienced some of the world’s highest emigration rates in the 1990s. Some 600,000 to 700,000 Albanians, or almost one–fourth of Albanians, and half of Albanian professionals, emigrated. As a result, the labour force is only 38 per cent of the population, versus 50 per cent in most industrial countries (UNDP, 1996, 2000). The major destinations of Albanian migrants in the 1990s were Greece, which had 400,000 to 600,000 Albanians in 2002, and Italy, which had 144,000 legal residents and probably some tens of thousands illegals at the end of 2001. 1 The Albanian Government estimates that about half of the Albanians in Greece are legal residents. There are also about 100,000 Albanians in Switzerland, the UK, Germany, and other Western European countries.
Many Albanians have become legal residents of Greece and Italy as a result of regularization–legalization programmes. Albania is also a transit point for third country nationals attempting to reach the rest of Europe via Albania. Of particular interest to the CEME members were efforts by the Italian and Albanian governments to cooperate in managing the flows of Albanian and transit migrants. When the CEME visit was made, Albania was experiencing rapid, yet unbalanced economic growth as a result of $615 million in remittances from Albanians abroad (estimates: Bank of Albania annual report, 2001), and aid from the European Union (EU) and other sources. The spending of remittances and aid has fuelled a building boom, but there was no clear sense of how Albania would use the window of opportunity opened by remittances and aid to develop a viable economy. The optimistic scenario is that remittances and investments from Albanians abroad will produce an economic take off based on value–added food production and tourism in the “Switzerland of the Balkans”. The pessimistic scenario is that corruption and divided government will prevent the development of a successful economic strategy, and that low wages, high unemployment, and inadequate services such as health care and education will prompt the continued emigration of young and educated Albanians. Potential best practices include: joint Italian–Albanian marine patrols to discourage smuggling and trafficking in small “fast boats”; Italy granting Albania at least 6,000 work visas a year to publicize that there is a legal way to work in Italy, helping to discourage illegal migration; and bilateral and international assistance to enable Albania to develop laws and institutions to deal with foreigners transiting Albania, and foreigners requesting asylum in Albania. Albania does not, on the other hand, appear to be a best practice in managing the use of remittances to aid economic development. Although remittances play an important role in basic subsistence and construction of housing, there have been fewer efforts to encourage investment of these funds in infrastructure or productive activities. The banking system needs substantial reform to become a venue for transfer of remittances and source of credit for enterprise development. Albania would benefit from a more systematic examination of the lessons learned in other countries about the investment of remittances for economic development.  相似文献

This paper investigates the relationship between social remittances and land‐use change in the context of South–South migration. Focusing on the cyclical movement of Filipino oil palm workers between the Philippine province of Palawan and the Malaysian State of Sabah, we show how migrants transmit social remittances, such as ideas of prosperity associated with oil palm development and knowledge of production practices and land impacts of oil palm plantations. These social remittances affect farmers’ decisions to engage in oil palm development within the migrants’ home province, possibly transforming subsistence agricultural systems into large‐scale, monocrop plantations. We argue that such land development outcomes are an understudied aspect of how migration affects developing countries, especially in the context of South–South migration. Research findings also suggest how migrants’ social remittances are transmitted, diffused, and utilized at broader social and political units, beyond return migrants’ households and immediate communities in Palawan. Decision outcomes, however, are variable, with households and communities either engaging in or opposing oil palm development, depending on how social remittances are interpreted.  相似文献

This article discusses how violence between South Africans and Somali migrants plays out in different forms of spatial contestation, victimization and resistance during xenophobic attacks. It analyses Somalis’ entrepreneurial strategies and the implications for access and appropriation of social and economic spaces around Cape Town. The article attempts to connect Somali perceptions of xenophobia and South Africans’ claims of spatial entitlement to issues of spatial control, belonging and social inclusion in South Africa. It argues that by establishing businesses in urban spaces and townships, Somali migrants have managed to establish stronger bonds and a collective identity, which give them better control over these spaces. Although their business tactics have propelled spatial contestations in which they have become easy targets during xenophobic incursions, the clustering of businesses has also created Somali‐dominated localities around Cape Town, which facilitates rapid mobilization to respond to or to resist different forms of crime and violence.  相似文献

Are there best practices to foster economic development, reduce population growth, and protect the environment in source countries of unauthorized migration, in a manner that reduces emigration pressures and redirects migration towards legal channels? This paper outlines cooperative actions that can be undertaken by both source and receiving countries to better manage the movements of people over national borders. There are two broad approaches to foster wanted migration and to reduce unwanted migration. First, maximize migration’s payoffs by ensuring that the 3 Rs of recruitment, remittances, and returns foster economic and job growth in emigration areas. Second, make emigration unnecessary by adapting trade, investment and aid policies, and programmes that accelerate economic development and thus make it unnecessary for people to emigrate for jobs and wages. Most of the changes needed for stay–at–home development must occur in emigration areas, but immigration areas can cooperate in the management of immigration, guest workers, and students, as well as in promoting freer trade and investment, and in targeting aid funds. In a globalizing world, selective immigration policies may have important development impacts, as with immigration country policies toward students, and workers in particular occupations, such as nurses and computer programmers, as well as with mutual recognition of occupational licenses and professional credentials. Trade policies affecting migration are also important, such as trade in services and laws regulating contracts between firms in different countries that allow the entry of lower wage workers as part of the contract. opening channels for legal migration can deter irregular migration.  相似文献

This analysis considers international migration remittances and their impact on development in migrant-sending areas. The new economics of labor migration (NELM) posit that remittances lessen production and market constraints faced by households in poor developing countries. The article states that remittances may be a positive factor in economic development, which should be nurtured by economic policies. The impact of remittances and migration on development varies across locales and is influenced by migrants' remittance behavior and by economic contexts. Criteria for measuring development gains may include assessments of income growth, inequity, and poverty alleviation. It is hard to gauge the level of remittances, especially when remittances may not flow through formal banking systems. The International Monetary Fund distinguishes between worker remittances sent home for over 1 year; employee compensation including the value of in-kind benefits for under 1 year; and the net worth of migrants who move between countries. This sum amounted to under $2 billion in 1970 and $70 billion in 1995. The cumulative sum of remittances, employee compensation, and transfers was almost $1 trillion, of which almost 66% was worker remittances, 25% was employee compensation, and almost 10% was transfers during 1980-95. Total world remittances surpass overseas development assistance. Remittances are unequally distributed across and between countries. Migration research does not adequately reveal the range and complexity of impacts. Push factors can limit options for use of remittances to stimulate development.  相似文献

We discuss the balancing acts of inclusion and exclusion by analysing how Somali migrants in Germany attempt to manoeuvre between various norms, individual interests and various social networks. Building on Glick Schiller and Caglar (2016), whose work on urban sociabilities emphasizes social relations in which people act as equals, we argue that ethnic (self-)identification is important as it serves as a basis for boundary-making and for bonding within and bridging and linking between groups. Thus, a focus on sociability and ethnic identification (as a category of praxis) can, in some cases, go hand in hand. Moreover, we argue that inclusion into local Somali communities, which is often discussed in public discourse as leading to exclusion from German society, helps to establish connections. Simultaneously, exclusion through racism can lead to (self-)isolation of Somalis, but also places pressure on younger Somalis in particular to forge alliances with non-Somali Germans to stabilize their situation. Balancing social inclusion and exclusion among Somali migrants in Germany therefore can have ambiguous and at times paradoxical outcomes.  相似文献

This report, prepared at the request of the Organization for Economic Cooperation and Development (OECD), examines how remittances flow from employing countries to migrants' countries of origin and how they are used. The migrants examined largely come from Morocco, Turkey, Tunisia, Yugoslavia, Algeria, Portugal, Spain, and Italy, and work in France, Germany, Belgium, Austria, Sweden, and The Netherlands. Part 1 of the paper collects basic data on the finance flows formed by migrants' remittances, as measured by the balances of payment of the countries exporting and receiving manpower. These flows are related to such concepts as savings for real tranfers. The article also analyzes their composition, evolution over the past decade, and economic significance. Part 2 examines the use to which funds transverred and brought home from abroad are put by the income-producing migrants. Reports, field surveys, and expert communications supply data to examine whether such capital is invested to aid economic development. Part 3 explains how financial and economic flows from employing countries can play a positive role in the the development of the countries of origin and how international cooperation can assist. Recent changes in the migration policies of the main countries of employment, which now offer incentives to foreign manpower to encourage their return to emigrating nations, make the topic of this report especially timely.  相似文献

This analysis suggests a theoretical refinement of migrant acculturation theories to deal specifically with refugee acculturation experiences. Using the case of family dynamics among Somali refugees in Minnesota, we find that the same factors that are theorized to affect voluntary migrants are also important for refugees. Specifically, the nature of exit from the sending society, the reception in a new location, and group characteristics all appear to be important. However, within the category of exit from the sending society, there are specific concerns that will be more relevant to refugees than to “voluntary” migrants. Specifically, the ongoing condition of the sending society and the effects of any transitions on transnational ties are critically important in the refugee context. We demonstrate how the societal upheaval that created the Somali refugee community also affected culture and connections within Somalia, and how this has an ongoing impact on the US Somali refugee community. We argue that it is valuable to refine the acculturation framework when considering refugees.  相似文献

Return migration to Jamaica is associated closely with the existence and nature of the transnational linkages established between migrants and their home country, especially at the level of the household and family. Remittances invariably precede, accompany and follow the actual return of migrants and comprise money as well as a range of consumer goods.
Data on the number of returning migrants to Jamaica have been collected officially only since 1992; other information is derived from field studies. The figures show that the US is the source of most return migrants to Jamaica, with the United Kingdom second.
Likewise, there are few official statistics on remittances, especially of those entering the country through informal channels. Nevertheless, data on the receipt of money through the Bank of Jamaica, indicate that during the 1990s remittances as a percentage of GDP exceeded that of the traditional foreign currency earners of bauxite and sugar.
Growing awareness of the potential of the Jamaican overseas community has led the Government of Jamaica to establish programmes, including The Return of Talent programme, supported by the International Organization for Migration (IOM), to encourage the return of nationals.
Different types of return migrants have the potential to make different kinds of contributions to national development – some through their skills, educational and professional experience, others through the financial capital which they transfer for investment or as retirement income. However, the most significant development potential of return lies in the social and economic conditions in Jamaica itself. If confidence levels are high, there will be little difficulty in attracting persons to return and financial transfers and investments will increase. Furthermore, the social and economic environment largely conditions the extent to which skills and talent as well as the financial capital are effectively utilized.  相似文献

The development community has been rather reluctant in the past to integrate migration as a parameter for development policies, as often advocated by politicians and the migration community. The following analysis demonstrates that the position of development institutions on this matter has evolved, e.g., in the direction of increased interest among development practitioners to look at remittances as a tool for development. The article discusses the importance of brain drain and possibilities for using return migration as a brain gain. It introduces the concept "migration band" as an aggregate expression of Martin's "migration hump" for individual countries. Furthermore, it suggests policy options for a foreign input policy mix to developing countries composed of foreign direct investment, trade liberalizations, aid, remittances, return migration, and improved governance.  相似文献

Transnational Muslim NGOs are important actors in the field of development and humanitarian aid. Through micro-sociological case studies, this article provides new empirical insights on the organizational identity of some of these NGOs. Using the post 9.11. aid field as a window through which to explore transnational Muslim NGOs, the article analyzes the ways in which two of the largest Muslim NGOs Islamize aid and the kinds of Islam they construct in this process, discussing how this relates to their position in the contemporary aid field. The Saudi Arabian International Islamic Relief Organization and the British Islamic Relief serve as emblematic examples of transnational Muslim NGOs today, each presenting different ways of understanding Islam: One promotes an all-encompassing Islam, embedded in almost all aspects of the organization; while the other demonstrates a quasi-secular Islam, most often relegated to the personal sphere. Likewise, the two organizations Islamize aid in different ways, based on different interpretations of the Global War on Terror and mainstream development discourses. The article concludes that the positions of the two NGOs are best understood as poles in a continuum, stretching from an embedded Islam, encouraging a thoroughly Islamized aid and blocking integration into the field of mainstream development and humanitarian aid, to an invisible Islam, accompanied by an almost secularized aid and facilitating integration into the aid field.  相似文献

A fundamental problem that confronts the European Union today is how it can maintain its commitment to the institution of asylum while checking irregular migration and the abuse of its asylum system. In order to explore a response to this dilemma the paper addresses the following questions: what role can relief and aid policies play in influencing migration patterns? What should be the appropriate approach to the granting of relief and aid to developing countries of first asylum? Should it be viewed as a part of the larger problem of development or be treated as a distinct issue? What kind of a relief/aid model will help refugees return to post–conflict societies and stop the conflict from reproducing itself? The paper examines two different approaches to address these questions: the alliance–containment approach and the distributive–developmental approach. It also looks at some empirical evidence, which reveals that at present it is a conservative alliance–containment approach that informs EU relief and aid practices. This approach, however, does not help achieve the stated objective of checking abuse of asylum and migration procedures while sustaining a commitment to a liberal asylum regime. The paper goes on to identify the gaps in EU policy and the lessons that can be drawn. It concludes by looking at different policy alternatives and suggesting the adoption of a reformist distributive–developmental model. The implementation of this model holds out the hope of reverting to a more liberal asylum regime while controlling irregular migration and “bogus” asylum seekers, for the reformist distributive developmental model takes a more long–term view of migration trends and also seeks to address the growing North–South divide.  相似文献

In recent years, the Colombian government has embraced the migration‐development agenda by designing programmes to channel remittances to key sectors such as housing and finance,in an attempt to institutionalise migrant households’ transnational economic practices. However, little is known about migrant households’ multifaceted transnational practices, their broader impact on households’ and localities’ socioeconomic development and migrants’ engagement with these migration‐for‐development programmes. Drawing on qualitative data collected along the Colombia‐UK migration network, this paper contrasts the narrow interpretation of development that underpins the migration‐development agenda, as exemplified by the remittances‐for‐housing programmes implemented in Colombia, with the more nuanced social and economic contributions that remittance‐financed housing investments have for migrant households’ and communities’ socioeconomic development. Thus, it provides a more nuanced interpretation of development to account for the often invisible, socioeconomic spinoffs that occur in the process of migrant households’ attempts to produce and reproduce their livelihoods transnationally.  相似文献

This article describes the effects of the rise of Islamic extremism on women's lives in Somalia since the early 1990s. Throughout the conflict and afterwards, Somali women's organizations in different parts of the country have been active in both development work and advocacy for peace. They were challenging both the government and nongovernmental organizations to recognize and promote the role of women in society, and to resist threats to women's rights. It has been documented that religious extremists were challenging women's rights within marriage and family, to their economic and political participation outside the home, and to their freedom of dress and behavior. The paper also highlights the fact that wholesome and unwholesome traditional practices tend to be associated with Islam, and with other rights as defined in Islam. It reconfirmed that the violations against Somali women's rights are culturally rooted, and that such practice continues unchecked. Until Somali women received a better education, particularly in religious education, this situation will continue. The only hope are the women's organizations who seriously attempt to redress the extremists' strategy of marginalizing women on the grounds of religious evidence.  相似文献

Income remittances from migrant workers to countries of origin are central to the links between migration and development. Multiple, complex, and diverse forces, however, affect the flow of remittances. Factors may include the number and characteristics of workers abroad; levels and types of economic activity in sending and host countries; differential wage, exchange, and interest rates; political risk; and the facility for transferring funds. These factors then shape personal decisions made by migrants and their families regarding remittances, after which any longer-range development consequences of remittances may result. Debate rages over the effects of remittances on development. This paper therefore reviews papers on the measurement of remittances and gives recent findings on the volume and direction of flows. It continues by considering evidence on the uses of remittances and their consequences for development, and closes with a discussion of policy options for increasing and channeling remittance flows.  相似文献

While some migration research looks at how time influences individual migration trajectories, little attention has been paid to the ways in which temporal considerations influence migration and development. We propose the idea of “organizational time” and argue that bringing time into sharper focus calls into question how the categories of migration and return affect organizational change; reveals how the career stage at which migrants leave affects their ability to influence organizational change when they return, and shows how the role of senders and receivers of social remittances shifts over time. We draw on research on the impact of return migration and social remittances on institutional capacity building and policymaking in the health sectors in Gujarat, India to make these arguments.  相似文献
