During the last few years, changes in the Spanish educational system have had a far reaching impact. Several factors have been critical: (1) the progressive decentralization of education by the government, now a responsibility of regional governments; (2) the extension of compulsory education to the age of 16; and finally (3) the increase in the number of immigrant students, which has significantly added to the existing cultural diversity. The enrolment of immigrant students in Spanish schools is a relatively recent phenomenon (starting 15 years ago) when compared with other European countries. Madrid is the region in Spain with the largest number of students. As most of these students were born outside of Spain, we cannot yet speak of a second generation. The research described here investigated how the educational system in Madrid confronted the challenge of an increasing number of immigrant students. The institutional response was the Madrid Regional Government’s Compensatory Education Regional Plan. This encompasses several measures, which are described here. After a critical analysis of educational policies pertaining to immigrant pupils, the paper suggests ways of overcoming a purely compensatory approach. ABSTRACT

This study explored how 60 trilingual immigrant youth interpret and make sense of their educational experiences in Israeli schools. Conceptualizing the language knowledge of multilingual individuals as one unitary system, the study is based on the assumption that a fuller understanding of students’ educational experiences can be obtained by examining their written expression about school experiences in the three languages at their disposal: Russian (L1), Hebrew (L2) and English (L3), which were elicited via letter writing tasks. A total of 180 letters (60 letters in each language) were analysed through qualitative content analyses revealing five interrelated themes depicting immigrant youths’ scholastic studies as a complex multifaceted experience intertwined with issues of language, culture, identity, and social struggles. The findings provide insights into how the language repertoire of immigrant youth is powerfully linked to their sense of self, educational circumstances, and acculturation.  相似文献

This study examines the evolution of language attitudes of linguistically diverse adolescents in urban Catalonia a generation after the instauration of Linguistic Normalization, official language policies favoring Catalan. Woolard (1984, 1989) and Woolard and Gahng's (1990) classic Catalan/Spanish matched guise studies are used as a baseline. Current data come from a modified and expanded replication of those original studies. Findings show: (1) differences in attitudes between youths of Spanish and Catalan background have softened; (2) disparities in Status and Solidarity have evened out; (3) language choice can be highly gendered; and (4) bilingual proficiency is now valued by and for both communities. The support for bilingualism and the easing of divisions are understood as signs of increased ‘linguistic cosmopolitanism,’ a stance that looks beyond parochial own‐group communities and favors bridging linguistic boundaries. The significance is that minority languages can be valued when they take on such symbolic roles.  相似文献

Bilingual education programs, which consist of doing a substantial part of the instruction in a language different from the native language of the students, exist in several countries like the United States, India, and Spain. While the economic benefits of knowing a second language are well established, the potential effects over the learning of other subjects have received much less attention. We evaluate a program that introduced bilingual education (in English and Spanish) in primary education in a group of public schools of the Madrid region in 2004. Under this program, students not only study English as a foreign language but also some other subjects (at least Science, History, and Geography) are taught in English. In order to evaluate the program, a standardized test for all sixth grade students in Madrid on the skills considered “indispensable” at that age is our measure of the outcome of primary education. Our results indicate that there is a clearly negative effect on the exam results for the subject taught in English, for children whose parents have less than upper secondary education. This negative effect is a composite of two phenomena: the effect of the program on the student's knowledge of the subject and a reflection of the student ability to do the test in their native language when English is the medium of instruction. Although we are not able to separate quantitatively these two effects, the composite effect has a relevant interest, because the results for exams taken in Spanish are the measures that determine academic progression in the Spanish system. In contrast with the previous result, there is no significant effect for anyone on mathematical and reading skills, which were taught in Spanish. (JEL H40, I21, I28)  相似文献

This paper presents the results of a case study looking at the views of teachers and other educational professionals pertaining to the academic progress and general integration of immigrant schoolchildren in multicultural schools in the province of Huelva (Andalusia, Spain). It is organised into three sections: first, the geographical and social context of the study is described, focusing in particular on the impact on schools of migratory trends within the province associated with strawberry cultivation. This is followed by a presentation of the results of a field study into the educational panorama of immigrant pupils from various countries, drawing on verbal reports by teachers and school administrators. Finally, some conclusions are suggested for possible categories of analysis with a view to opening new lines of research in the future.  相似文献

From a critical sociolinguistics perspective, this paper investigates processes of minority‐language newspeakerism among 23 migrants from heterogeneous socioeconomic and language backgrounds. Informants networked in a cybercafé and a bench in Catalonia, a European society with a majority and a minority language, Spanish and Catalan. Drawing on audio‐recorded interviews, naturally‐occurring interactions and four‐year ethnographic data, I analyze how informants' language practices and ideologies interplay with self‐/other‐ascribed Catalan newspeakerhood. The results show that migrants do not envision themselves as Catalan newspeakers. They employ ethnicist constructions of Catalan as ‘the locals’’ language, and inhabit fluid identities whereby ‘Catalanness’ is vindicated through global Spanish. They invest in Spanish newspeakerhood instead, presenting Spanish as the language of ‘integration’. I conclude that newspeakerism contributes to understanding migrants’ roles in the linguistic conflicts of minority‐language societies; particularly, the ways in which they invest in majority languages, following nation‐state monolingual regimes which pervade as gatekeepers to post‐national citizenship.  相似文献

This paper discusses the processes of individualisation of work and redefinition of the referential category of worker fostered by youth employability schemes in Spain. Employability measures proposed by the recent Spanish Youth Guarantee Implementation Plan and its antithetical youth representations (as a group ‘without qualities’ – the ‘NEETS’– while at the same time as a referential value and cultural model – ‘the young entrepreneur’-) will be analysed. These paradoxes strengthened by employability policies, and further aggravated in the wake of the current economic crisis, do not give rise to political contradictions due to the depolitisation promoted by employability policies: social problems are converted into individual deficits. These processes of psychologisation of work are further discussed on the basis of a recent study on employment counselling and career guidance to help to enhance the employability of jobless people in three Spanish cities, Seville, Madrid and Valencia. These tools are aimed at fostering employability of unemployed people with a high risk of social exclusion and are emblematic concerning the principle of employability (new governance tools, different intervention logics/principles). Some paradoxes concerning employability policies (entrepreneuriality) in the current labour market crisis will be outlined.  相似文献

Globalisation has resulted in multicultural and multilingual societies where individuals, who often do not speak the official language, need to communicate with different services offered by public institutions in the host country. School plays a vital role as an education and training institution, and must guarantee that every student receives equal opportunities, and, in accordance with the principles of intercultural education, facilitate the integration of foreign students both into society and the educational context. However, linguistic and cultural barriers may sometimes prevent communication between foreign students, their families and the education centre.

The purpose of this paper is to analyse survey responses and interview talk about communication between teachers and immigrant users who do not speak or barely know the host country language, especially the methods employed and the resources available to Spanish education centres to communicate with students and families who lack the necessary host language skills. A case study will be used as example of the situation in which both educators and families very frequently have to turn to child language brokering, using methodology based on qualitative analysis of surveys and interviews carried out in two primary schools in the Madrid area.  相似文献

The educational transitions of Finnish youth of immigrant background are challenging. They confront more difficulties in a twofold manner: they have more difficulties in transitioning to upper secondary education and they seem to drop out of education more often than their Finnish-origin counterparts. This study aimed to accomplish a view of the complex intertwinement of attitudes and experiences with upper secondary education choices, gender and origin. We compared immigrant- origin students (n?=?161) with Finnish-origin students (n?=?156) in a survey conducted during the final year of comprehensive school. Our objectives were to analyse the variation in attitudes, experiences and aspirations concerning post-comprehensive transition in gender and origin of the youth, and to analyse the factors behind the indecisiveness of the transitions. We concluded that youth with immigrant origin in general, and boys in particular, share a contradiction we termed the ‘paradox of immigrant schooling’, which refers to the combination of a positivity toward education and difficulties in learning and studying. We also found an immigrant-related contradiction between determinant and quite high occupational aspirations, and uncertainty of upper secondary choices. Our outcomes indicate that the immigrant-origin youth confront the upper-secondary choices in a much more complex and multidimensional situation than their Finnish-origin counterparts.  相似文献

This article analyses the issue of immigrant students’ adaptation in Israeli schools, as perceived by their parents and teachers. The study integrates data from two qualitative, phenomenological studies: one explored immigrant parents’ perceptions of Israeli education and their children’s adaptation in school, while the other studied teachers’ perceptions of immigrant students’ education and their practices in the field. The data was gathered from in‐depth interviews with 17 parents and 20 teachers. The analysis yielded a list of themes related to parents’ and teachers’ views of the children’s adjustment, and their own roles in this process: their personal experiences in the field, the challenges and difficulties in interpersonal interactions between parents and teachers, and policy issues related to the educational integration of immigrant students. Findings emphasize the vital importance of parent‐teacher collaboration, clarification and better implementation of existing policy, and teachers’ qualifications for the successful educational integration of immigrant students.  相似文献

Italy has become a destination for immigration, and this has had an impact on the linguistic and cultural diversity of school populations. In response to this changing profile, Italy has developed a series of language‐in‐education policies for meeting the needs of immigrant children. This paper traces the development of these policies and examines the ways in which the linguistic and cultural education of immigrants has been conceptualized. It traces a movement from policies relating to language and integration to intercultural education with a focus on developing the intercultural abilities of the entire population. At the same time, Italy’s language‐in‐education policies, while responding to the changed social profile resulting from immigration, have marginalized some aspects of immigrant children’s educational needs.

L’Italia è diventata una destinazione per l’immigrazione e questo ha avuto un impatto sulla diversità linguistico‐culturale della popolazione scolastica. In risposta a questo cambiamento, l’Italia ha sviluppato una serie di politiche linguistico‐educative per soddisfare le necessità dei bambini immigrati. Quest’articolo traccia lo sviluppo di queste politiche ed esamina il modo in cui l’inserimento linguistico‐culturale dei bambini immigrati è stato concettualizzato nell’ambito scolastico. Inoltre, traccia la loro evoluzione partendo da politiche riguardanti gli aspetti linguistici e l’integrazione scolastica all’educazione interculturale, focalizzata nello sviluppo delle abilità interculturali della popolazione intera. Le politiche linguistiche italiane in materia di istruzione hanno cercato in questo modo di rispondere al nuovo profilo sociale risultato dall’immigrazione, ma hanno, allo stesso tempo, emarginato degli aspetti riguardanti i bisogni educativi dei bambini immigrati.  相似文献

The objective of this research was to identify effective strategies for socio-educational intervention with adolescents aged 12–16 years in a situation of social risk and provide some proposals from the field of social pedagogy. The research was conducted in three autonomous regions of Spain—Madrid, Galicia and Catalonia—between 2011 and 2013 and used the grounded theory approach. Thirty one practitioners and 19 adolescents participated in the focus groups and interviews. The main results suggest central strategies related to the empowerment and participation of adolescents, resilience and the flexible planning of interventions, with relevant implications for practice and policies.  相似文献

In this article, we examine the school-going and educational choices of youth living in sparsely populated regions of Finland that are located far away from educational institutions. We ask the following question: What kind of concrete impact does the geographic narrowing of educational possibilities have on the lives of youth in remote villages? Thirty-five interviewees (15 boys and 20 girls) between the ages of 14 and 18 were selected for this analysis. According to the results, gender and families’ symbolic resources are still strong predictors of youth’s educational choices; however, in the Finnish hinterland, families’ economic resources become a significant reflection of young people’s realistic educational possibilities. The youth in our analysis can be seen as ‘others’ of the contemporary educational and regional policies – that is, members of a learning society who are living in an educational vacuum and are forced to create their educational paths by making numerous compromises and forgetting many of their personal dreams. Their situation is not unique, as Finland’s wide-ranging neoliberal centralisation policies tend to create educational vacuums in certain regions on the edges of society.  相似文献

Roma, today perceived as the most numerous European minority, face marginalisation and exclusion. Education is considered to be one of the focal points for improvement, and numerous studies have analysed and reported on the educational situation of Roma. Several studies have argued that Romani cultural values are not compatible with institutional schooling and that Romani families perceive schools as an alien institution. Other studies have drawn upon cultural–ecological theory (CE theory), developed by Ogbu and colleagues, and argue that the Romani cultural frame of reference is oppositional to academic success and thus suggest that successful Romani students distance themselves from Romani culture. The paper discusses the application of CE theory in the context of the academic discourse about the educational achievement of Romani students. Drawing on interviews with Spanish Romani university students, the paper argues that Romani students themselves challenge the assumption that educational success leads to cultural alienation.  相似文献

This article examines the reasons older Spanish people participate in nondegree educational programs and the barriers they may face when they want to do so. Data were drawn from the 2007 Survey on Adults’ Involvement in Learning Activities (Encuesta sobre la Participación de la Población Adulta en Actividades de Aprendizaje: EADA) and correspond to a nationally representative sample of Spanish people aged between 60 and 74 years old (n = 4,559). Overall, only 8.7% of the sample participated in a nondegree educational program. Predictors of participation were being a woman, being younger, having a higher educational level, and being employed. The most frequent reason given for participation was of an intrinsic nature (e.g., interest in the topic), although instrumental motives (e.g., utility of the content for daily life) were more common than suggested by previous research. As for barriers to participation, the vast majority of older people (95.6% of those who did not participate) did not even express a desire to participate. The most frequent barriers were internal (e.g., age/health restrictions). This kind of barrier was ascribed a greater importance by older and less educated groups as well as by those who participate less in cultural activities. Policies to promote older people’s participation in nonformal educational activities are discussed in light of the data.  相似文献

Most schooling disproportionately emphasises national affairs at the expense of more global and local phenomena. Students’ resulting nation bias can be resituated both internationally and more locally by integrating internationalisation policies with place-based education approaches, which help to illuminate these different levels and, particularly, the extensive and complex interconnections between them. This task is particularly critical for colleges of education, where higher education internationalisation policies have the greatest potential to expand the perspectives of public school students. This article uses three cases drawn from the authors’ teaching and local service initiatives to illustrate the educational potential for future teachers and school administrators of working to broaden students’ perspectives through a ‘dialectic of the global and the local’.  相似文献

From a critical sociological perspective, this article advances the debate between global schooling with political incentives and local meanings with localized educational practices and supports. It focuses on the role of education policies in the pursuit of social inclusion and social justice, but also shows how local actors adapt and experiment in managing the socio-cultural diversity of the students and the school contexts. First, I show the issues of educational support policies in the French context with a historical background and their re-appropriation by local actors. Second, I present the theoretical framework of my research (2008 to 2013), the methodology and initial results. Last, I analyze the main qualitative results of my comparative research in order to highlight ‘good’ or ‘bad’ educational support practices according to various criteria, starting with interactional socio-cultural posture between different actors.  相似文献

Focus group interviews with secondary school students in Quebec reveal assimilationist discourses concerning the integration of newcomers. The first part of the study involved interviews with immigrant students. In the second part of the study, reported here, host society youth describe fears of losing their cultural identity. Interview data indicate influences of exclusionist discourses from the media and society at large in an era of cultural protectionism in Quebec, a society struggling with the delicate balance between increasing cultural diversity and protecting French language and culture. This study indicates a need to implement intercultural education and promote intercultural communication to bring together the two separate worlds of immigrant and host society adolescents.

Des entrevues de type groupe de discussion avec des élèves du secondaire au Québec mettent en évidence des discours assimilationnistes concernant l’intégration des élèves néo‐canadiens. La première partie de l’étude est constituée d’entrevues réalisées auprès d’élèves immigrants. Le présent article constitue la seconde partie de l’étude où les jeunes de la société d’accueil décrivent leurs peurs de perdre leur identité culturelle. Les données indiquent l’influence des discours exclusionnistes de la société et des médias dans une époque d’équilibre fragile entre l’augmentation de la diversité culturelle et la protection de la langue et de la culture distincte au Québec. Cette étude démontre le besoin d’implanter l’éducation interculturelle et de promouvoir la communication interculturelle.  相似文献

In contexts of minority language revitalization, educational assessment should consider the effect of language‐related factors on performance. Student score comparisons might be unfair if assessment does not take into account the student's language background, language of instruction or the level of minority language standardization. Including language‐related variables in assessment may improve validity, reduce sociolinguistic bias, and make it possible to monitor the progress of the revitalization plans. In this study, we present research conducted in the Basque Autonomous Community, where Spanish and Basque co‐exist. Based on population data (N = 16,270) from a study of fourth‐grade students, results show a positive relationship between the percentage of minority language speakers in the school catchment area and mathematical competence. Results also highlight differences in performance as a function of sociolinguistic groups based on the combination of family language and instruction language, showing better average performance for the Basque‐Basque group.  相似文献

Educational support is a key component of any inclusive school. However, many traditional forms of support have been proven ineffective and even exclusionary for the most vulnerable students and their families. This article presents the results of a study conducted over four years by a diverse research team of university professors, PhD students, teachers and head teachers of schools operating as Learning Communities in Catalonia, Spain. The communicative and dialogic approach of these schools offers an alternative understanding of educational support, which is influenced to a great extent by the creation of networks that include participation by diverse agents. The current article provides a theoretical grounding for this approach to support. The article describes the role of different agents from the community and analyses the main effects of this approach and students’ experiences. Finally, a proposal for a dialogic orientation for educational support is discussed.  相似文献
