Forging a professional identity is commonly assumed to be a key objective for new graduates transitioning to work. However, the extant literature on professional identity development gives minimal consideration to the role of contemporary work conditions such as increased contract-based employment and occupational instability in carving out a work identity. These workforce trends are particularly pronounced in the non-government community services sector, where worker mobility is high and workers often occupy roles that are not profession-specific. In light of these trends, this article seeks to broaden existing understandings of professional identity development. Focus groups were conducted with 24 newly qualified workers with degree-level qualifications in social work and the human services employed in the community services sector in Queensland. The findings suggest that these workers held a variety of allegiances, which were not necessarily aligned with a profession but instead shaped by the interplay of personal, professional, and organisational factors.  相似文献

ABSTRACT

Social work in Europe is facing numerous challenges in terms of promoting the participation of migrants and their descendants in super-diverse societies. This study investigates collaboration between social workers and intercultural mediators based on international debate and fieldwork in Italy. Does social work require collaboration with other professions specialised in intercultural relations? What are the characteristics of intercultural professionals? What are the pros and cons of collaboration between social workers and intercultural mediators? This study shows that local social services need to work with intercultural mediators, allowing local social services to implement various strategies for tackling cultural and linguistic barriers with their clients and rely on professionals inside or outside their own. Furthermore, intercultural mediators tend to have weak and heterogeneous training backgrounds and working conditions. This article aims to contribute to the debate on the welfare reform process to support migrants and their descendants’ equal rights and participation in society, highlighting the need for collaboration between interculturally aware social workers and intercultural mediators to tackle institutional structural weaknesses in such professions as part of an organisational innovation process in social-welfare institutions.  相似文献

The education of social workers in the Spanish university is structured around the professional competencies that will subsequently be applied in the labour market. As social work is a profession focused on the provision of social welfare and the prevention of social exclusion, it is expected of social workers that they become analytical, thoughtful professionals within their environment and that they play an active role in preventing social exclusion and inequality. However, there are important splits and contradictions between the official recognition of such competencies by universities and their effective implementation in the labour market. In this paper we analyse the main constraints and contradictions involved in the acquisition of the professional skills of social workers in their transition to the labour market. This article uses life coaching as a case study for understanding the attempts of one occupational group to define their work as a profession and themselves as professional people. Life coaches' efforts to legitimate their work are examined within the context of the economic downturn and exemplify an emerging employment trend in the American labor market: college‐educated workers pursuing non‐standard work as independent contractors in personalized service occupations. Using in‐depth interviews with life coaches, I focus on the collective and individual strategies workers use in their attempts to carve out new occupational jurisdictions for their services and bolster their professional status. I explore how gender shapes life coaches' experiences and professionalization tactics; further, I predict that these gendered processes will ultimately influence the trajectory of the life coaching industry more generally. My findings highlight the complexity of current employment relations and offer empirical insights into the study of work, occupations, and gender.  相似文献

ABSTRACT

The disparity of African American families in the foster care system is a concern in the field of child welfare services and the social work profession. African American families experience unique challenges related to discriminatory practices and implicit biases in the child welfare system and by mandated reporters. To address these inequalities, state and local agencies have implemented prevention and intervention services to support minority families. Additionally, child welfare agencies have invested in professional development training for their workers to alleviate possible intolerant practices. This article describes implicit biases and considers how they could contribute to the disparity of African American families involved in the child welfare system. Furthermore, the article presents approaches to help social work students to identify and challenge their implicit biases to support culturally sensitive practices while working with African American families. Since the 1990s, as a consequence of economic crisis and ideological and political redirections, welfare provision in Sweden has undergone processes of decentralisation, market orientation and privatisation. Publicly financed services provided by subcontracted private enterprises have increased substantially in every welfare sector, including social work. Furthermore, numbers of self-employed social workers also appear to be increasing. The aim of the article is to describe and analyse the debate on privatisation in professional social work journals. More than 700 articles gleaned from 1100 issues of four professional journals spanning the period 1985–2003 have been analysed using a combination of quantitative content and qualitative discourse analysis. The results show that the debate has shifted from ideology to pragmatics in the two major social work unions, although, despite de-polarisation tendencies, ambivalence towards private social work is evident.  相似文献

In response to the explosive growth and the changing demographic composition of public welfare recipients, this program has undergone four major reforms over the last three decades: the 1962 'Service' amendments, the 1967 Work Incentive program (WIN), the Family Support Act of 1988, and the 1996 program of Temporary Assistance to Needy Families (TANF). These reforms have had a profound impact not only on the scope and purpose of public assistance to needy families, but also on the nature of professional social work practice in this area of public social service. An analysis of the major welfare reforms over the last 35 years reveals how the national entitlement to income maintenance and social services has receded, local responsibility and private delivery of service have increased, and emphases on service functions have shifted from rehabilitative social casework/counselling to work-oriented training, job search activities, and local employment. The provision of public assistance has been transformed from a federal entitlement based on needs to a budget-driven-time-limited benefit enveloped by incentives and sanctions, with welfare clients increasingly subject to mandatory participation in work-related activities. This movement from welfare to workfare has infused the professional role of social workers with a steadily expanding function of social control, which is unlikely to encourage professional participation in the public social services.  相似文献

The provision of social welfare services by the voluntary sector is largely dependent on government funding. This paper highlights some of the inadequacies of this funding procedure particularly as it affects the quality and conditions of work in the voluntary sector.

There is a place for the employment of an experienced professional as consultant to voluntary agencies for the provision of support and supervision of less experienced workers. Funding for the voluntary sector should provide for this.  相似文献

The paper presents a birds-eye view of welfare in South Africa by noting how racial segregation in all areas of social life has left a legacy that still has to be tackled. Within this context of institutionalized racism the emergence of the voluntary welfare movement, national associations, and professional social workers is surveyed. In the new non-racial democracy the commitment to developmental social work, and social equity more generally, and the challenges this poses to both volunteers and professionals are explored.  相似文献

This paper makes a case for why welfare economics should be integrated and taught in social work courses, taking Malaysia a case in point. This is mainly a conceptual paper and secondary data are used to further support the arguments. Commencement of professional social work in Malaysia dates to 1946, to address the socio-economic problems of the Malaysians and migrants at that time. Social workers need a multi-pronged approach that is crucial to address the human problems that includes psychological, social, political, cultural and economic at micro and macro levels. Most of the problems referred to the social workers stem from poverty, unemployment, low access to material resources and corrupt governance practices coupled with unjust economic policies. Keeping in view the diverse economic needs and strengths of the clients referred to social workers, it is necessary that social workers are equipped with appropriate skills that include broader understanding about political economy. This paper argued that integration of welfare economics in the social work curricula is an urgent need considering the Malaysian economic development, austerity measures and the proactive role that social work as a human rights profession could play in the Malaysian society.  相似文献

The debate continues on what constitutes core knowledge in professional work in child welfare and child protection. The aims of this article are to examine what different sources of knowledge social workers report to use in their daily work and to determine the importance of different knowledge sources in relation to their work experience, educational background and type of employment (caseworker/manager). Data were obtained from a survey completed by 390 social workers in municipal child welfare services in Western Norway. Social workers answered questions regarding their use of different knowledge sources in their daily work. The information they obtained in a particular case and their personal experiences were the most frequently used sources. Factor analysis revealed four subgroups of knowledge sources: The most frequently used were: (a) Colleagues and Supervision and (b) Personal Experience, followed by (c) Social Work Education, Courses and Municipal and State Documents, with (d) Journal Articles, Textbooks and External Sources being the least frequently used. The most important source for social workers with less work experience was Colleagues and Supervision, whereas the factor Journal Articles, Textbooks and External Sources was more often important for social workers with a master’s degree than for those without this level of education. Overall, social workers seem to rely mostly on personal experience and their colleagues as sources of knowledge in their work.  相似文献

This article presents an overview of the challenges facing the diverse rural regions of Europe in delivering social services to its citizens. This is at a time of significant socio-economic and demographic change in Europe. Changes include the impact of globalisation, European integration, population ageing, international and regional migration and restructuring of employment. The uneven impact of change is transforming rural regions in different ways. The article uses findings from a scoping review of the literature that explored different definitions and policy dimensions of the term ‘rural social services’. A desktop search was undertaken of social services and rural policy literature published in the English language, from 1996 to 2007, and the limitations of this are acknowledged. This narrative review aims to scope the broad nature of challenges facing rural regions with regard to social services provision. The findings are grouped in sections exploring definitions, common trends and debates, key questions and underlying paradigms. The article concludes that policy makers and social work professionals may find it useful to take a wide view of existing literature while recognising that it is often limited and compartmentalised.  相似文献

Nurturing new, competent social work professionals requires multilevel preparation extending from school to the workplace. However, not much has been done to understand this school-to-work transition process in countries where the social work profession is still in an early stage of development. This paper reports the findings of an exploratory qualitative study of 28 new social workers in China, where social work is an emerging profession, on how they entered the field and what challenges they encountered. Their stories indicate that what they learned in school did form a foundation for the establishment of their professional identity in the workplace. However, due to workplace politics and to the lack of recognition of their professional status, they experienced an unsettling induction process. Coupled with the challenges of inadequate financial compensation, the careers of these new social workers may face an early end despite the great future for the profession promised by the government. Implications of this study for social work education in China are also discussed.  相似文献

Abstract

Communities in Australia and internationally are experiencing massive change. Climate variability is an aspect of change that social workers in Australia, particularly in rural areas, are grappling with. Vulnerable populations will be at increased risk as extreme weather events increase in frequency. Communities will be facing social challenges hitherto unknown. The experience of uncertainty and fragmentation as characteristics of postmodernism has exposed the ambiguous and contested nature of much of social work practice and contributed to a crisis of confidence for the social work profession. The move towards rationality and linear approaches in the postwelfare state is often at odds with the complexity and uncertainty of human situations that has always been social work terrain. It can be argued that social work, with its ethical base, person-in-environment approach, expertise in ambiguity and complexity, and recognition of context, is well-placed to manage postmodern uncertainty. Using the 2009 Victorian bushfire example, I argue that an uncertain future is an opportunity for social workers, those working in rural areas in particular, to reassert social work's moral purpose in working with communities facing change. Implications for social work policy, practice, and education are briefly explored.  相似文献

The Korean welfare state is facing diverse pressures and challenges due to changing economic, social, and demographic circumstances: prevalence of the service economy, labor market flexibility, weakened family function and increase of untraditional families, lowest fertility rate and the most rapid ageing of the population among OECD countries, and so forth. These challenges, which indicate new types of social risks, have been stimulating a series of discussions on welfare reform in Korea. The old social risks such as retirement, ill health, poverty, and unemployment have not disappeared because of insecure or inadequate welfare, and now these risks are even intertwined with the so-called new social risks. Thereby the Korean welfare state is facing complicated reform tasks. This study attempts to analyze the structure and context of these challenges in Korea, and to explore the various driving forces that have formulated Korean welfare reform in recent decades. Through the above analyses, this study will shed light the characteristics of welfare reform in Korea as a late-coming welfare state.  相似文献

Older people are facing a changed set of expectations regarding work and retirement. Until quite recently early retirement was being encouraged. Today's older workers, however, are contemplating longer working lives amid policy concerns about the costs of social welfare associated with an aging population. While working longer is, almost universally, being promoted as a social and individual good this article argues that this policy shift is unlikely to change the situation of many older workers who would have needed to continue working anyway. It also argues that the emphasis on prolonged employment undervalues engagement in activities beyond employment. As well, it argues that the emphasis on prolonging employment neglects to account for the attendant risks for many of continuing to work or having to seek work and the potential health- and well-being-enhancing effects of retirement.  相似文献

This article compares how child welfare workers in Norway and England experience and cope with communication problems resulting from cultural differences. This study is based on in-depth, semi-structured interviews with 53 front-line child welfare workers and draws on social theories that understand communication as a social act. We show cross-country variations in child welfare workers' perceptions of the communicative problems and coping mechanisms. In Norway, social workers think that minority parents' perceptions on children's needs and child-rearing and parents' lack of understanding of the child welfare system were challenging. Social workers in England perceive the physical abuse of minority children as problematic. They are also concerned about carers' fears of social workers forcing majority cultural values on minority families. While social workers in both countries spend more time with minority families, their approaches dealing with communication challenges correspond to their different problem perceptions. Social workers in Norway act as cultural instructors: they focus on the needs of the minority child and instruct parents about Norwegian values and the Norwegian welfare system. Social workers in England are cultural learners: they focus on practising in anti-oppressive ways, while protecting ethnic minority children from physical abuse. Both approaches avoid going into real communication about perceived problems and what a child might need. We also discuss the implications of these findings on social work practice.  相似文献

This article explores the new roles of frontline workers in Dutch local welfare agencies against the background of recent active welfare state reforms, with a specific focus on frontline workers involved in activating social assistance recipients. The results presented in the article come from case studies in four local welfare agencies. The article investigates how active welfare state reforms have influenced the room for discretion of frontline workers, how discretion is managed in local welfare agencies, and how frontline workers cope with discretion. The article argues that the discretion of activation by frontline workers has increased significantly. The research results show a clear though not unambiguous shift from a bureaucratic towards a more professional treatment of frontline workers, combined with attempts to introduce a more performance oriented style of management. However, given the low level of institutionalisation of the profession of activation work, activation frontline workers still seem to be professionals without a profession. This not only makes activation work a rather individual project, it also entails risks for clients for whom activation services may become unpredictable and lacking in transparency.  相似文献
