This perspective presents empirical data to demonstrate the existence of different expert views on scientific policy advice on complex environmental health issues. These views are partly research‐field specific. According to scientific literature, experts differ in the way they provide policy advice on complex issues such as electromagnetic fields (EMF), particulate matter (PM), and antimicrobial resistance (AMR). Where some experts feel their primary task is to carry out fundamental research, others actively engage in the policy dialogue. Although the literature provides ideas about expert roles, there exists little empirical underpinning. Our aim is to gather empirical evidence about expert roles. The results of an international study indicated that experts on EMF, PM, and AMR differ in the way they view their role in the policy dialogue. For example, experts differed in their views on the need for precaution and their motivation to initiate stakeholder cooperation. Besides, most experts thought that their views on the risks of EMF/PM/AMR did not differ from those of colleagues. Great dissensus was found in views on the best ways of managing risks and uncertainties. In conclusion, the theoretical ideal–typical roles from the literature can be identified to a certain extent.  相似文献

Corporations are increasingly forced to widen their agendas to include social and environmental concerns, or corporate social responsibility (CSR). This development has been recorded in the current academic debate, and the views regarding its implications for business, the state, and civil society diverge. However, there is agreement within the CSR and corporate governance literatures that there is a lack of thorough empirical studies of these effects. Based on a case study of the multinational wind energy company Suzlon Energy's CSR projects in rural India, this article contends that CSR projects implemented through cross‐sector partnerships can help to build the capacities of civil society organizations (CSOs). Although the risk of corporate steering of the civil society agenda is reduced when CSR prioritizes community needs over business imperatives, CSOs tend to bear the highest costs in partnerships, through credibility losses and insecurity concerning project terms and funding, reinforcing the importance of critical cooperation and complementary core competencies in cross‐sector partnerships. The results have implications for the strategies of corporations, CSOs, and governments as well as for the planning of national and international development aid.  相似文献

针对如何从多个候选R&D联盟成员中选择最理想的R&D项目合作成员问题,提出了一种操作性较强的选择方法。首先通过静态博弈得到了候选R&D联盟成员进行某R&D项目合作时竞标价格的可行区间,在考虑专家采用模糊多粒度语言(fuzzy multi-granularity term sets,FMGTS)进行期望获利度评价的状况下,运用基本语言转换函数将评价信息进行集结,据此确定候选R&D联盟成员的期望获利度和优化的竞标价格。在给出价格满意度与工期满意度公式的基础上,利用效用值法将基于不同满意度下的排名决策信息进行一致化处理,最后采用互补判断矩阵中的排序公式来选择理想的R&D项目合作成员。  相似文献

Community based service-learning is a form of experiential education in which students engage in activities that address human and community needs, together with structured opportunities designed to promote student learning and development. Can it be effectively applied to address the current struggles of management education? Management education is facing a gap between traditional curricular content and society's needs for new competencies. The Academy is also faced with the challenge of more effectively relating to society's social, economic and civic problems. The results of this analysis indicate that service-learning offers a means of closing the gap by helping to prepare students who are lifelong learners and active, caring participants in their communities. Service-learning appears to be a promising means of developing such managerial skills as leadership, critical thinking, teamwork, and cooperation. The limitations of service-learning for management education are addressed as well.  相似文献

Probabilistic Seismic Hazard Analysis (PSHA) is a methodology that estimates the likelihood that various levels of earthquake-caused ground motions will be exceeded at a given location in a given future time period. Due to large uncertainties in all of the geosciences data and in their modeling, multiple model interpretations are often possible. This leads to disagreements among the experts, which in the past has led to disagreement on the selection of a ground motion for design at a given site. This paper reports on a project, co-sponsored by the U.S. Nuclear Regulatory Commission, the U.S. Department of Energy, and the Electric Power Research Institute, that was undertaken to review the state-of-the-art and improve on the overall stability of the PSHA process, by providing methodological guidance on how to perform a PSHA. The project reviewed past studies and examined ways to improve on the present state-of-the-art. In analyzing past PSHA studies, the most important conclusion is that differences in PSHA results are commonly due to process rather than technical differences. Thus, the project concentrated heavily on developing process recommendations, especially on the use of multiple experts, and this paper reports on those process recommendations. The problem of facilitating and integrating the judgments of a diverse group of experts is analyzed in detail. The authors believe that the concepts and process principles apply just as well to non-earthquake fields such as volcanic hazard, flood risk, nuclear-plant safety, and climate change.  相似文献

This article discusses the originality of European EUREKA consortia. Formed at the initiative of member firms, these consortia generally adopt a decentralised structure. Their main purpose is to conduct applied research, with the ultimate goal of exploiting its commercial opportunities. The consortia strive to ensure collaboration among firms in different countries, and at times, from different industries. Examining the management of R&D consortia, this article focuses primarily on the creation of new knowledge and competencies and on the benefits that member firms can reap from collaboration. Based on 20 interviews with project managers, the article brings to light two main observations: (1) the leader's positioning is a determining factor, and (2) a perfect balance between the firm's technological development and the consortium's strategic orientation facilitates the acquisition of competencies.  相似文献

We know very little about how a firm would compare against its peers when evaluated from a multiple-stakeholder perspective where the same variables are interpreted differently. Since most medium-to-large organizations acknowledge the multi-dimensional nature of their operations, finding out the performance evaluations of various stakeholders can inform managerial decision-making. Thus, the main motivation for this study is to capture the interactions among different perceptions on a common set of performance measures. Using data envelopment analysis (DEA), we work with an approach that allows a flexible designation of inputs and outputs based on varying perspectives of five key stakeholders in banking. The versatile approach demonstrates that different views from the stakeholder universe can be summarily captured in DEA scores. A numerical example on Chinese commercial banks identifies the compliant (efficient) banks versus rigid (inefficient) banks, as well as the amenable stakeholders (those evaluating banks as efficient) versus the recalcitrant stakeholders (those evaluating banks as inefficient). The aligned views held by management and shareholders as evidenced by significant correlation among performance rankings imply reduced agency costs. Similarly, shared perceptions between customers and employees may encourage management to examine how this important business interface can be improved.  相似文献

Differences in the context of developed vs. developing countries require different kinds of urban planning skills in each group. This paper intends to figure out the most important skills an urban planner should have in a developing country. A total of 341 questionnaires were filled by professionals, instructors, students, and graduates. The result shows that team work, research method and data collection, and technical skills are the most important skills at the undergraduate level, in Iran, while problem definition, analytical skills, and oral presentation are the most important ones at the graduate level. Managerial skills, at neither level, show any significance.  相似文献

Many companies are increasingly making use of coaching as an instrument of human resources development. The selection of the a suitable coach is more often based on intuition of the selecting human resources employees than it is objective. This underscores the need for a more systematic approach to the selection of coaches, which is based on the useable competencies of a coach and is also scientifically supported. This study investigates employer expectations of graduates to inform pedagogical practice within a context of industry–university collaboration. Employers’ views of graduates as future leaders are explored through interviews, focus groups and a survey, with a regional sample of 146 managers. Findings show employers have different understandings and diverse expectations of leadership traits and generic competencies. Employers anticipate future graduates will need greater adaptability and flexibility for volatile business contexts; with some highlighting rule breaking that implies a buccaneer approach rather than responsible leadership. The dissonance between an academic aim to educate socially responsible, global citizens and industry demands potentially undermines the coherence of partnership. Consequently, this study casts doubt on implicit assumptions that practice-informed, industry–university, collaboration will deliver better leaders. The main implications are that educators need to clearly communicate to employers how university learning transfers into actual work practice, and for graduates to better articulate their broad capabilities. The research offers fresh insight into on educators’ responsibility to nurture critical thinking in graduates with the learning agility to question and responsibly navigate organisational rules. The study also contributes to the industry–university partnership debate by revealing the academic complexity of developing future leaders given the multiple lenses of practice-informed views.  相似文献

With escalating costs of flood mitigation and relief, a challenge for the Hungarian government is to develop a flood mitigation and insurance/relief system that is viewed as efficient and fair by the many stakeholders involved. To aid policymakers in this task, this article reports on a recent study to elicit stakeholder views on flood risk management in the Upper Tisza Basin, including views on appropriate means of reducing losses and for transferring the residual losses from the direct victims to taxpayers or an insurance pool. This study is part of a project to develop an integrated approach to flood risk management coordinated by the International Institute of Applied Systems Analysis (IIASA) in collaboration with Swedish and Hungarian researchers. The discussion begins by describing the background of flood risk management problems in the Upper Tisza Basin. The results of interviews carried out with selected key stakeholders and the results of a public survey eliciting views on flood risk management are reported. The final section draws conclusions on incorporating stakeholder views into a flood risk management model, which will be used to illustrate policy paths at an upcoming stakeholder workshop. The conclusions are also of direct interest to Hungarian policymakers.  相似文献

This article reports on a study to quantify expert beliefs about the explosion probability of unexploded ordnance (UXO). Some 1,976 sites at closed military bases in the United States are contaminated with UXO and are slated for cleanup, at an estimated cost of $15–140 billion. Because no available technology can guarantee 100% removal of UXO, information about explosion probability is needed to assess the residual risks of civilian reuse of closed military bases and to make decisions about how much to invest in cleanup. This study elicited probability distributions for the chance of UXO explosion from 25 experts in explosive ordnance disposal, all of whom have had field experience in UXO identification and deactivation. The study considered six different scenarios: three different types of UXO handled in two different ways (one involving children and the other involving construction workers). We also asked the experts to rank by sensitivity to explosion 20 different kinds of UXO found at a case study site at Fort Ord, California. We found that the experts do not agree about the probability of UXO explosion, with significant differences among experts in their mean estimates of explosion probabilities and in the amount of uncertainty that they express in their estimates. In three of the six scenarios, the divergence was so great that the average of all the expert probability distributions was statistically indistinguishable from a uniform (0, 1) distribution—suggesting that the sum of expert opinion provides no information at all about the explosion risk. The experts' opinions on the relative sensitivity to explosion of the 20 UXO items also diverged. The average correlation between rankings of any pair of experts was 0.41, which, statistically, is barely significant (p= 0.049) at the 95% confidence level. Thus, one expert's rankings provide little predictive information about another's rankings. The lack of consensus among experts suggests that empirical studies are needed to better understand the explosion risks of UXO.  相似文献

For several years machine learning methods have been proposed for risk classification. While machine learning methods have also been used for failure diagnosis and condition monitoring, to the best of our knowledge, these methods have not been used for probabilistic risk assessment. Probabilistic risk assessment is a subjective process. The problem of how well machine learning methods can emulate expert judgments is challenging. Expert judgments are based on mental shortcuts, heuristics, which are susceptible to biases. This paper presents a process for developing natural language-based probabilistic risk assessment models, applying deep learning algorithms to emulate experts’ quantified risk estimates. This allows the risk analyst to obtain an a priori risk assessment when there is limited information in the form of text and numeric data. Universal sentence embedding (USE) with gradient boosting regression (GBR) trees trained over limited structured data presented the most promising results. When we apply these models’ outputs to generate survival distributions for autonomous systems’ likelihood of loss with distance, we observe that for open water and ice shelf operating environments, the differences between the survival distributions generated by the machine learning algorithm and those generated by the experts are not statistically significant.  相似文献

The aim of this study was to examine the prevalence and importance of management skills in the pharmacy profession and pharmacists’ ability to respond to current and future challenges in healthcare provision. As service professionals, pharmacists are engaged based on their expertise and skills, and are noted for their contribution to the knowledge-based economy and control over the application of their knowledge (Abbott, 1991). The same premise would apply to other professionals e.g. healthcare (nurses, doctors and psychologists); legal (lawyers, solicitors and barristers); consultancy; accountancy; banking and architecture (von Nordenflycht, 2010). An exploratory analysis of UK and Spanish pharmacists’ roles and their adoption of management skills was thus undertaken. Both healthcare systems are very similar and likewise the clinical training and role of pharmacists, professional standards and regulations are similar but there are subtle differences. Data were collected using semi-structured online surveys; two thirds of the data were collected from a UK audience and the final third from Spanish pharmacists. The data collection was planned and iterative in the first two stages (stage one influencing stage two) (UK) and the final stage (Spain) offered an opportunistic comparator study. The results demonstrated that there was overwhelming support for management skills to be part of undergraduate studies. The outputs of this study identify the most important management skills pharmacists need to perform effectively. Consideration was also given to the impact of inability to perform in their role, and hence the possibility of occupational derailment (leaving their role or being demoted). These findings offer important learning to support workforce development in all professional services.  相似文献

The purpose of this conceptual paper is to examine the use of assessment centre (AC) methodology for addressing the ever-increasing demand for effective talent management of global leaders. Research is reviewed on the most commonly used questionnaire tools for assessing global leadership competencies, which lack the AC’s ability to provide behavioural evidence of leadership competency. A literature search is conducted to identify the extent to which scholarly research to date has examined the use of ACs to measure global leadership competencies. Based on the findings from the review of the literature, the authors recommend further exploration of a leadership AC approach as a ‘best practice’ talent management tool for measuring global leadership competencies. A framework is provided for designing ACs to evaluate and provide developmental feedback on the competencies identified as critical for successful leadership performance in an organization’s global environment.  相似文献

The purpose of this study was to explore the status and future directions of blended learning in workplaces in Taiwan and to probe into emerging competencies of human resource development professionals. One hundred and twelve participants who worked in various types of organizations were surveyed. The survey results revealed that the most significant issue related to blended learning is a lack of understanding of what it is. Instructional strategies anticipated to be employed during the next few years included authentic cases, virtual teaming, problem-based learning and coaching. The technologies deemed useful were knowledge management technologies, cell phones and electronic books. When comparing different sizes of organizations, large enterprises were more likely to have adopted blended learning and to perceive diverse benefits related to blended learning. Based on these findings, we recommend additional professional development related to the design, development and evaluation of blended learning for practitioners in Taiwan.  相似文献

As developing excellent global leaders should be an urgent priority of companies in the global business world, there has been considerable research in this area. Despite this, there is limited research on the systematic global leadership competency structure reflecting both on its levels and dimensions and on specific competencies. The purpose of this article is to create a theory-based integrative framework that can be used to identify the competencies comprising global leadership. To accomplish this purpose, an integrative literature review was employed on competency theory and global leadership, resulting in the development of an integrative framework for global leadership competency. The framework, with three levels and four dimensions, established in this article contributes to corporations in providing a means of developing company-specific models of global leadership competency. Also discussed are implications for future human resource development research and theory building.  相似文献
