An ecological risk assessment framework for aircraft overflights has been developed, with special emphasis on military applications. This article presents the analysis of effects and risk characterization phases; the problem formulation and exposure analysis phases are presented in a companion article. The framework addresses the effects of sound, visual stressors, and collision on the abundance and production of wildlife populations. Profiles of effects, including thresholds, are highlighted for two groups of endpoint species: ungulates (hoofed mammals) and pinnipeds (seals, sea lions, walruses). Several factors complicate the analysis of effects for aircraft overflights. Studies of the effects of aircraft overflights previously have not been associated with a quantitative assessment framework; therefore no consistent relations between exposure and population-level response have been developed. Information on behavioral effects of overflights by military aircraft (or component stressors) on most wildlife species is sparse. Moreover, models that relate behavioral changes to abundance or reproduction, and those that relate behavioral or hearing effects thresholds from one population to another are generally not available. The aggregation of sound frequencies, durations, and the view of the aircraft into the single exposure metric of slant distance is not always the best predictor of effects, but effects associated with more specific exposure metrics (e.g., narrow sound spectra) may not be easily determined or added. The weight of evidence and uncertainty analyses of the risk characterization for overflights are also discussed in this article.  相似文献

Children may be more susceptible to toxicity from some environmental chemicals than adults. This susceptibility may occur during narrow age periods (windows), which can last from days to years depending on the toxicant. Breathing rates specific to narrow age periods are useful to assess inhalation dose during suspected windows of susceptibility. Because existing breathing rates used in risk assessment are typically for broad age ranges or are based on data not representative of the population, we derived daily breathing rates for narrow age ranges of children designed to be more representative of the current U.S. children's population. These rates were derived using the metabolic conversion method of Layton (1993) and energy intake data adjusted to represent the U.S. population from a relatively recent dietary survey (CSFII 1994–1996, 1998). We calculated conversion factors more specific to children than those previously used. Both nonnormalized (L/day) and normalized (L/kg-day) breathing rates were derived and found comparable to rates derived using energy estimates that are accurate for the individuals sampled but not representative of the population. Estimates of breathing rate variability within a population can be used with stochastic techniques to characterize the range of risk in the population from inhalation exposures. For each age and age-gender group, we present the mean, standard error of the mean, percentiles (50th, 90th, and 95th), geometric mean, standard deviation, 95th percentile, and best-fit parametric models of the breathing rate distributions. The standard errors characterize uncertainty in the parameter estimate, while the percentiles describe the combined interindividual and intra-individual variability of the sampled population. These breathing rates can be used for risk assessment of subchronic and chronic inhalation exposures of narrow age groups of children.  相似文献

A one-year angler intercept survey was conducted on Choccolocco Creek, a rural, limited access tributary to the Coosa River in northeastern Alabama. The purpose of the survey was to collect data and information about the behaviors and fish consumption habits of the recreational anglers who fish there. Nine survey locations were included in the stratified sampling plan, and sampling occurred throughout daylight hours, on weekdays and weekends/holidays, during all four seasons of the year. Surveys were completed on a total of 101 survey days between June 28, 2008 and June 27, 2009.(6) Seventy-two anglers were observed fishing during the survey period, and 52 (72%) of those individuals agreed to participate in the survey. Based on the information collected by the survey clerks, the angler population fishes the Creek between 1 and 54 times per year, with an average frequency of seven trips per year. The average number of months fished was three months per year, with a range of one to nine months. Only 15% of the anglers who participated in the survey (eight individuals) had succeeded in catching fish by the end of their trips, and only four of those individuals (8%) had retained any of the fish they had caught for consumption. Reasons provided for not retaining fish were that they either only fished for sport, did not catch enough fish to eat, or the fish they caught were too small to keep. Because so few anglers used and harvested fish from the resource, fish consumption rates could not be determined with a high degree of confidence. However, from these limited data it was estimated that the three anglers for whom consumption rates could be estimated had annualized average daily fish consumption rates of 0.14, 0.44, and 7.9 grams per day (g/day). The majority of anglers traveled less than 10 miles to fish the Creek. It was estimated that a total population of 173 anglers use the Creek each year. The results of this survey indicated that Choccolocco Creek is a local fishery that is not heavily used by area residents.  相似文献

Consequence models for the risk assessment of man-made or natural disasters do not ordinarily take into account time-of-day variations in the size of the exposed population. Residential census population statistics are used instead. This paper proposes and illustrates a methodology for using metropolitan travel survey data to estimate the variations in question. Variations are computed from the Washington, D.C. area sample survey statistics on the number of trips taken in and out of different census tracts throughout each workday. Four principal patterns of population variation are identified, corresponding to four types of land use: commercial, residential, shopping/entertainment, and mixed use. Subjective probabilities are central to risk assessment, decision making, and risk communication efforts. Surveys measuring probability judgments have traditionally used open‐ended response modes, asking participants to generate a response between 0% and 100%. A typical finding is the seemingly excessive use of 50%, perhaps as an expression of “I don't know.” In an online survey with a nationally representative sample of the Dutch population, we examined the effect of response modes on the use of 50% and other focal responses, predictive validity, and respondents’ survey evaluations. Respondents assessed the probability of dying, getting the flu, and experiencing other health‐related events. They were randomly assigned to a traditional open‐ended response mode, a visual linear scale ranging from 0% to 100%, or a version of that visual linear scale on which a magnifier emerged after clicking on it. We found that, compared to the open‐ended response mode, the visual linear and magnifier scale each reduced the use of 50%, 0%, and 100% responses, especially among respondents with low numeracy. Responses given with each response mode were valid, in terms of significant correlations with health behavior and outcomes. Where differences emerged, the visual scales seemed to have slightly better validity than the open‐ended response mode. Both high‐numerate and low‐numerate respondents’ evaluations of the surveys were highest for the visual linear scale. Our results have implications for subjective probability elicitation and survey design.  相似文献

Estimates have been made of the cancer potency of aflatoxin exposure among the U.S. population. Risk modeling is used to assess the dose-response relationship between aflatoxin exposure and primary liver cancer, controlling for hepatitis B virus (HBV), based on data provided by the Yeh et al. study in China. A relative risk model is proposed as a more appropriate alternative to the additive ("absolute" risk) model for transportation of risk coefficients between populations with different baseline rates. Several general relative risk models were examined; the exponential model provided the best fit. The Poisson regression method was used to fit the relative risk model to the grouped data. The effects of exposure to aflatoxin (AFB1) and hepatitis B infection were both found to be statistically significant. The risk of death from liver cancer for those exposed to AFB1 relative to the unexposed population, increases by 0.05% per ng/kg/day exposure of AFB1 (p less than 0.001). The results also indicated a 25-fold increase in the risk of death from liver cancer among those infected with hepatitis B virus, relative to noncarriers (p less than 0.0001). With a hepatitis prevalence rate of 1%, the aflatoxin intake level associated with liver cancer lifetime excess risk of 1 x 10(-5) for the U.S. population was estimated as 253 ng/day, based on a liver cancer baseline rate of 3.4/100,000/yr.  相似文献

随着人口老龄化进程加剧和新型农村社会养老保险制度全面覆盖,农村老年人群与养老需求激增,农村养老金收支失衡与不可持续风险快速加大。本文基于新农保筹资和给付的双重视角,应用总体法构建农村养老金收支与平衡精算模型,基于全国东、中、西部三省六县(市、区)新农保试点地区实地调研数据(有效问卷5031份),通过甄选并调整关键参数,预测农村养老金收支及差额变化与发展趋势,对其可持续性进行仿真研究,针对预测结果提出增强农村养老金可持续性的改革思路。研究结果表明,政策参数缴费率、补贴率和经济参数农民收入增长率、基金投资收益率的提高及其联动增长均有利于增强农村养老金的可持续性,而养老金计发月数的增减对农村养老金可持续性的影响方向并不统一,二者的联合增长对农村养老金的长期可持续性发展具有积极作用。本研究对于丰富、发展农村养老金精算建模与仿真理论、方法及农村社会保障制度完善、政策改进具有重要的理论意义和实践价值。  相似文献

Although alternative forms of statistical and verbal information are routinely used to convey species’ extinction risk to policymakers and the public, little is known about their effects on audience information processing and risk perceptions. To address this gap in literature, we report on an experiment that was designed to explore how perceptions of extinction risk differ as a function of five different assessment benchmarks (Criteria A–E) used by scientists to classify species within IUCN Red List risk levels (e.g., Critically Endangered, Vulnerable), as well as the role of key individual differences in these effects (e.g., rational and experiential thinking styles, environmental concern). Despite their normative equivalence within the IUCN classification system, results revealed divergent effects of specific assessment criteria: on average, describing extinction risk in terms of proportional population decline over time (Criterion A) and number of remaining individuals (Criterion D) evoked the highest level of perceived risk, whereas the single‐event probability of a species becoming extinct (Criterion E) engendered the least perceived risk. Furthermore, participants scoring high in rationality (analytic thinking) were less prone to exhibit these biases compared to those low in rationality. Our findings suggest that despite their equivalence in the eyes of scientific experts, IUCN criteria are indeed capable of engendering different levels of risk perception among lay audiences, effects that carry direct and important implications for those tasked with communicating about conservation status to diverse publics.  相似文献

Risk Perception in a Developing Country: The Case of Chile   总被引:2,自引:0,他引:2  
In this work we characterize risk perception in Chile, based on the psychometric paradigm, exploring the difference between perceived social and personal risk. For this purpose, we conducted a survey including 54 hazards, 16 risk attributes, and 3 risk constructs. The survey, divided into four parts, was administered to 508 residents of Santiago, Chile. Using factor analysis, three main factors, which accounted for 80% of the sample's variance, were identified: factor 1, commonly called "Dread Risk" in the literature, explained 37% of variance; factor 2, "Unknown Risk," explained 28%; and factor 3, which we called "Personal Effect," explained 15% of the variance. On average, individuals perceived themselves as less exposed to risk and with more control and knowledge about them than the general population. OLS regression models were used to test the association of perceived risk with the three main factors. For social risk, factor 1 had the greatest explanatory power, while factor 2 had a negative sign. For personal risk, only factors 2 and 3 were significant, with factor 3 having the greatest explanatory power. Risk denial (defined as the difference between perceived personal and social risk) was associated with factors 1 and 2 only, with factor 2 having a negative sign. The difference between desired and actual regulation levels proved positive for all hazards, thus indicating that Chileans are dissatisfied with the current regulation level for all the hazards analyzed. The comparison of data at the aggregate and at the individual subject's level suggests that while the aggregate analysis overestimates the magnitude of the correlations it still reflects the tendency of the individual responses.  相似文献

To analyze the loss of life expectancy (LLE) due to air pollution and the associated social cost, a dynamic model was developed that took into account the decrease of risk after the termination of an exposure to pollution. A key parameter was the time constant for the decrease of risk, for which estimates from studies of smoking were used. A sensitivity analysis showed that the precise value of the time constant(s) was not critical for the resulting LLE. An interesting aspect of the model was that the relation between population total LLE and PM2.5 concentration was numerically almost indistinguishable from a straight line, even though the functional dependence was nonlinear. This essentially linear behavior implies that the detailed history of a change in concentration does not matter, except for the effects of discounting. This model was used to correct the data of the largest study of chronic mortality for variations in past exposure, performed by Pope et al. in 1995; the correction factor was shown to depend on assumptions about the relative toxicity of the components of PM2.5. In the European Union, an increment of 1 microg/m3 of PM2.5 for 1 year implies an average LLE of 0.22 days per person. With regard to the social cost of an air pollution pulse, it was found that for typical discount rates (3% to 8% real) the cost was reduced by a factor of about 0.4 to 0.6 relative to the case with zero discount rate, if the value of a life year was taken as given; if the value of a life year was calculated from the "value of statistical life" by assuming the latter as a series of discounted annual values, the cost varied by at most +/-20% relative to the case with zero discount rate. To assess the uncertainties, this study also examined how the LLE depended on the demographics (mortality and age pyramid) of a population, and how it would change if the relative risk varied with age, in the manner suggested by smoking studies. These points were found to have a relatively small effect (compared to the epidemiological uncertainties) on the calculated LLE.  相似文献

A new technique for deriving exogenous components of mortality risks from national vital statistics has been developed. Each observed death rate Dij (where i corresponds to calendar time (year or interval of years) and j denotes the number of corresponding age group) was represented as Dij=Aj+BiCj, and unknown quantities Aj, Bi, and Cj were estimated by a special procedure using the least-squares principle. The coefficients of variation do not exceed 10%. It is shown that the term Aj can be interpreted as the endogenous and the second term BiCj as the exogenous components of the death rate. The aggregate of endogenous components Aj can be described by a regression function, corresponding to the Gompertz-Makeham law, A(τ) =γ+β· eατ, where γ, β, and α are constants, τ is age, AττAττAj, and τj, is the value of age τ in jth age group. The coefficients of variation for such a representation does not exceed 4%. An analysis of exogenous risk levels in the Moscow and Russian populations during 1980–1995 shows that since 1992 all components of exogenous risk in the Moscow population had been increasing up to 1994. The greatest contribution to the total level of exogenous risk was lethal diseases, and their death rate was 387 deaths per 100,000 persons in 1994, i.e., 61.9% of all deaths. The dynamics of exogenous mortality risk change during 1990–1994 in the Moscow population and in the Russian population without Moscow had been identical: the risk had been increasing, and its value in the Russian population had been higher than that in the Moscow population.  相似文献

This paper makes the following original contributions to the literature. (i) We develop a simpler analytical characterization and numerical algorithm for Bayesian inference in structural vector autoregressions (VARs) that can be used for models that are overidentified, just‐identified, or underidentified. (ii) We analyze the asymptotic properties of Bayesian inference and show that in the underidentified case, the asymptotic posterior distribution of contemporaneous coefficients in an n‐variable VAR is confined to the set of values that orthogonalize the population variance–covariance matrix of ordinary least squares residuals, with the height of the posterior proportional to the height of the prior at any point within that set. For example, in a bivariate VAR for supply and demand identified solely by sign restrictions, if the population correlation between the VAR residuals is positive, then even if one has available an infinite sample of data, any inference about the demand elasticity is coming exclusively from the prior distribution. (iii) We provide analytical characterizations of the informative prior distributions for impulse‐response functions that are implicit in the traditional sign‐restriction approach to VARs, and we note, as a special case of result (ii), that the influence of these priors does not vanish asymptotically. (iv) We illustrate how Bayesian inference with informative priors can be both a strict generalization and an unambiguous improvement over frequentist inference in just‐identified models. (v) We propose that researchers need to explicitly acknowledge and defend the role of prior beliefs in influencing structural conclusions and we illustrate how this could be done using a simple model of the U.S. labor market.  相似文献

Ecological risk assessment embodied in an adaptive management framework is becoming the global standard approach for formally assessing and managing the ecological risks of technology and development. Ensuring the continual improvement of ecological risk assessment approaches is partly achieved through the dissemination of not only the types of risk assessment approaches used, but also their efficacy. While there is an increasing body of literature describing the results of general comparisons between alternate risk assessment methods and models, there is a paucity of literature that post hoc assesses the performance of specific predictions based on an assessment of risk and the effectiveness of the particular model used to predict the risk. This is especially the case where risk assessments have been used to grant consent or approval for the construction of major infrastructure projects. While postconstruction environmental monitoring is increasingly commonplace, it is not common for a postconstruction assessment of the accuracy and performance of the ecological risk assessment and underpinning model to be undertaken. Without this “assessment of the assessment,” it is difficult for other practitioners to gain insight into the performance of the approach and models used and therefore, as argued here, this limits the rate of improvement of risk assessment approaches.  相似文献

Nonlinear hazard models are used to examine temporal trends in the age-specific mortality risks of chronic obstructive lung diseases for the U.S. population. These hazard functions are fit to age-specific mortality rates for 1968 and 1977 for four race/sex groups. Changes in the parameters of these models are used to assess two types of differences in the age pattern of the rates between 1968 and 1977. The first measure of trend in the age-specific mortality rates is the temporal change in the proportionality constant in the function used to model their age variation. By allowing only this proportionality parameter to vary between 1968 and 1977, it is possible to determine an age-constant percentage increase or decrease. The second measure reflects the absolute displacement in terms of years of life of the fitted mortality curves for the two time points. This second index can be interpreted as the acceleration or deceleration of mortality risks over the life span, i.e., the number of years that is needed for mortality rates to achieve the same level as in the comparison group. The analysis showed that the age changes in chronic obstructive lung disease mortality rates differed by race/sex group and for both measures of change over the period. Adjustment of the fitted curves for the effects of individual variability in risk was significant for three of four groups.  相似文献

Since 1996, when bovine spongiform encephalopathy (BSE) was assessed as a possible human transmissible disease, a variant of Creutzfeldt-Jakob disease (vCJD), French people have entered into a long period of fear and avoidance of beef and bovine byproducts, which produced an unprecedented collapse in the beef market. This article deals with the perceived risk of the "mad cow disease" (MCD) in the French general population. Two surveys were conducted on a representative sample of the adult population, the first one in 2000 during the peak of the crisis and the second one 13 months later in a quieter period. The main assumption we made was that changes in beef consumption are strongly related to the perceived risk of MCD, which we defined as people's cognitive and affective responses to hazard. Our objective was to identify the determinants and consequences of this perceived risk and to compare them in different sociopolitical contexts. The results issued from a bivariate and multivariate analysis show that: (i) the distribution of most of the variables significantly related to the perceived risk identified in the first survey had changed in the second survey, in relation with the reduction of worry and the resumption of national beef consumption; (ii) the propensity for self-protection through avoiding or ceasing beef eating was more related to feelings of worry than to subjective vCJD risk assessments; and (iii) the main determinant of less avoidance to beef products was the preference for beef, a feeling identified prior to emergence of the risk of MCD, remaining unchanged in various contexts.  相似文献

Risk characterization in a study population relies on cases of disease or death that are causally related to the exposure under study. The number of such cases, so-called "excess" cases, is not just an indicator of the impact of the risk factor in the study population, but also an important determinant of statistical power for assessing aspects of risk such as age-time trends and susceptible subgroups. In determining how large a population to study and/or how long to follow a study population to accumulate sufficient excess cases, it is necessary to predict future risk. In this study, focusing on models involving excess risk with possible effect modification, we describe a method for predicting the expected magnitude of numbers of excess cases and assess the uncertainty in those predictions. We do this by extending Bayesian APC models for rate projection to include exposure-related excess risk with possible effect modification by, e.g., age at exposure and attained age. The method is illustrated using the follow-up study of Japanese Atomic-Bomb Survivors, one of the primary bases for determining long-term health effects of radiation exposure and assessment of risk for radiation protection purposes. Using models selected by a predictive-performance measure obtained on test data reserved for cross-validation, we project excess counts due to radiation exposure and lifetime risk measures (risk of exposure-induced deaths (REID) and loss of life expectancy (LLE)) associated with cancer and noncancer disease deaths in the A-Bomb survivor cohort.  相似文献

The Allee effect is a nonlinear phenomenon exhibited in the population dynamics of sparse populations in which the per capita population growth rate increases with increasing population density. In sufficiently sparse populations, the Allee effect may lead to extinction and is known to generate a threshold in the probability of establishment when presented as a function of introduced population size or density. As introduced populations are generally small, Allee effects are probably common in biological invasions and their consideration is necessary for accurately assessing the risk of invasion by many species, including all sexually reproducing species. Bythotrephes longimanus, an invasive, freshwater, cladoceran zooplankter from Europe, is one such species. Here, I review a previously published model of the Allee effect for continuously sexually reproducing species. Then, I develop a new model for seasonally parthenogenetic species such as Bythotrephes, and thereby demonstrate the potential consequences of Allee effects. This result underscores the importance of considering nonlinear phenomena, including thresholds, when conducting risk analysis for biological introductions.  相似文献

The present study was aimed at assessing the health consequences of the presence of radon in Quebec homes and the possible impact of various screening programs on lung cancer mortality. Lung cancer risk due to this radioactive gas was estimated according to the cancer risk model developed by the Sixth Committee on Biological Effects of Ionizing Radiations. Objective data on residential radon exposure, population mobility, and tobacco use in the study population were integrated into a Monte‐Carlo‐type model. Participation rates to radon screening programs were estimated from published data. According to the model used, approximately 10% of deaths due to lung cancer are attributable to residential radon exposure on a yearly basis in Quebec. In the long term, the promotion of a universal screening program would prevent less than one death/year on a province‐wide scale (0.8 case; IC 99%: –3.6 to 5.2 cases/year), for an overall reduction of 0.19% in radon‐related mortality. Reductions in mortality due to radon by (1) the implementation of a targeted screening program in the region with the highest concentrations, (2) the promotion of screening on a local basis with financial support, or (3) the realization of systematic investigations in primary and secondary schools would increase to 1%, 14%, and 16.4%, respectively, in the each of the populations targeted by these scenarios. Other than the battle against tobacco use, radon screening in public buildings thus currently appears as the most promising screening policy for reducing radon‐related lung cancer.  相似文献

Recent flood risk management puts an increasing emphasis on the public's risk perception and its preferences. It is now widely recognized that a better knowledge of the public's awareness and concern about risks is of vital importance to outline effective risk communication strategies. Models such as Risk Information Seeking and Processing address this evolution by considering the public's needs and its information-seeking behavior with regard to risk information. This study builds upon earlier information-seeking models and focuses on the empirical relationships between information-seeking behavior and the constructs of risk perception, perceived hazard knowledge, response efficacy, and information need in the context of coastal flood risks. Specific focus is given to the mediating role of information need in the model and to the differences in information-seeking behavior between permanent and temporary residents. By means of a structured on-line questionnaire, a cross-sectional survey was carried out in the city of Ostend, one of the most vulnerable places to coastal flooding on the Belgian coast. Three hundred thirteen respondents participated in the survey. Path analysis reveals that information need does not act as a mediator in contrast to risk perception and perceived knowledge. In addition, it is shown that risk perception and perceived hazard knowledge are higher for permanent than temporary residents, leading to increased information-seeking behavior among the former group. Implications for risk communication are discussed.  相似文献

The environmental health goals of many Native American tribes are to restore natural resources and ensure that they are safe to harvest and consume in traditional subsistence quantities. Therefore, it is important to tribes to accurately estimate risks incurred through the consumption of subsistence foods. This article explores problems in conventional fish consumption survey methods used in widely cited tribal fish consumption reports. The problems arise because of the following: (1) widely cited reports do not clearly state what they intend to do with the data supporting these reports, (2) data collection methods are incongruent with community norms and protocols, (3) data analysis methods omit or obscure the highest consumer subset of the population, (4) lack of understanding or recognition of tribal health co‐risk factors, and (5) restrictive policies that do not allow inclusion of tribal values within state or federal actions. In particular, the data collection and analysis methods in current tribal fish consumption surveys result in the misunderstanding that tribal members are satisfied with eating lower contemporary amounts of fish and shellfish, rather than the subsistence amounts that their cultural heritage and aboriginal rights indicate. A community‐based interview method developed in collaboration with and used by the Swinomish Tribe is suggested as a way to gather more accurate information on contemporary consumption rates. For traditional subsistence rates, a multidisciplinary reconstruction method is recommended.  相似文献
