略论工程建设的投资控制

Quality self-control and co-supervision mechanism of construction agent in public investment project in China

Public investment project (PIP) plays an important role in the China economy. In order to improve the project management performance of public projects, the government is searching for a scientific system to build a construction management supervision mode. This paper introduces the policy background and connotation of Agent Construction System (ACS). As a public investment construction management model, ACS, is gradually being incorporated into the legal framework, it is necessary to improve the construction agent supervision mechanism. This article analyzes the supervision mechanism of construction agent quality management under the principle of two-stage agent mode and establishes an agent quality self-control system and a government co-supervision system. These systems take the contract management as the core and the project quality objective as the guidance. These systems also consist of a two-dimensional framework of vertical self-control and horizontal supervision, which form a quality supervision mechanism. Based on Rough Set theory, the article proposes the idea of building an agent quality self-control and government co-supervision model, and illustrates it with a flow chart for building the model, which paves the way of quantitative research for the future.

What makes it so hard to look and to listen? Exploring the use of the Cognitive and Affective Supervisory Approach with children’s social work managers

ABSTRACT

This paper reports on the findings of an ESRC-funded Knowledge Exchange project designed to explore the contribution of an innovative approach to supervision to social work practitioners’ assessment and decision-making practices. The Cognitive and Affective Supervisory Approach (CASA) is informed by cognitive interviewing techniques originally designed to elicit best evidence from witnesses and victims of crime. Adapted here for use in childcare social work supervision contexts, this model is designed to enhance the quantity and quality of information available for decision-making. Facilitating the reporting of both ‘event information’ and ‘emotion information’, it allows a more detailed picture to emerge of events, as recalled by the individual involved, and the meaning they give to them. Practice supervisors from Children’s Services in two local authorities undertook to introduce the CASA into supervision sessions and were supported in this through the provision of regular reflective group discussions. The project findings highlight the challenges for practitioners of ‘detailed looking’ and for supervisors of ‘active listening’. The paper concludes by acknowledging that the CASA’s successful contribution to decision-making is contingent on both the motivation and confidence of supervisors to develop their skills and an organisational commitment to, and resourcing of, reflective supervisory practices and spaces.

Dyadic Supervision Evaluation: An Actor–Partner Relational Model

This article contributes to research practices in marital and family therapy, specifically the dyadic and development over time in clinical supervision, and describes and applies methodological strategies to develop measurements congruent with the systemic and developmental principles of the field. This project evaluates the psychometric properties of the dyadic supervision evaluation (DSE) in terms of measurement equivalence and causality. A structural equation analysis is conducted utilizing the actor–partner interdependent model resulting in a goodness of fit. This study presents a longitudinal model for evaluating the supervisory relationship and proposes a model of clinical supervision evaluation. The relationship among latent constructs in the DSE and its limitations related to inference and application are discussed.

Using live supervision to teach counselling skills to social work students

This article reports on a research project which explored how anxiety can be managed when social work students receive live supervision as they are learning counselling skills. Eight social work students volunteered to participate in an eight session project in which they role played counselling sessions and received live supervision of their work. Their subjective experience of live supervision was elicited via survey reported surveys over the course of the project. They also submitted pre-and post-project recordings of their counselling role plays which were evaluated for changes in skill level. The participants’ survey results showed that, over the course of the project, each participant became less anxious about live supervision and came to find it a valuable learning experience. Their recorded role plays all showed improvements in skill level across a range of domains. The authors contend the establishment and maintenance of positive and trusting relationships between participants and between participants and the supervisor was crucial to the success of this project, as was attention to power dynamics and differences in learning styles. These results suggest that, under the right conditions, live supervision can be a valuable addition to counselling skills teaching strategies with social work students.
