In Western Europe, the children of Moroccan and Turkish migrants were found to be significantly disadvantaged in the labour market. This ethnic gap was found to persist after considering differences in schooling, which was argued to reflect ‘ethnic penalties’ driven by cultural, religious, or racial factors. This study uses data from the 1st Wave of the ‘Netherlands Longitudinal Life-Course Study’ (2009–2010) to revisit the analysis of ‘ethnic penalties’ for second-generation Moroccans and Turks. Unlike in previous research, empirical analyses not only consider differences in schooling, but also skills and social origins. Results show substantial ethnic inequalities in the labour market, with the exception of women from Moroccan origins. For men, these ethnic inequalities do not disappear when human capital factors are considered, but they do when accounting for the unprivileged social origins of ethnic minorities. For women, the disadvantage of second-generation Turks in achieving privileged occupations clearly disappears when human capital and social origins are considered. Yet, the chances of being unemployed among women of Turkish origins persist after controlling for education, skills, and social origins. Overall, this study has global academic and public policy implications to understand the socioeconomic integration of the Moroccan and Turkish second generation in Western Europe.  相似文献

In this paper, we examine the existence and development of the ‘refugee gap’: the difference in labour market participation rates between refugees and other types of migrants. Using the cumulative disadvantage hypothesis, we studied whether the ‘refugee entry effect’ scars refugees for their working careers in the Netherlands. To do so, we used register data (Social Statistical Database), containing information on all refugees who received refugee status in the Netherlands between 1995 and 1999 (N?=?33,030). We compared their labour market participation over the 2000–2011 period with that of labour and family migrants in the same cohort (N?=?78,298). We conclude that the ‘refugee gap’ exists at the start of refugees working career in the Netherlands and that it diminishes over time.  相似文献

This study contributes to the growing body of literature on the outcomes of labour migration by focusing on the effects of migrant legal status on the economic and perceptual measures of migration success. To study the effects of legal status, we use a sample of Central Asian migrant women who work in Russia and of their native counterparts who occupy the same positions on the labour market. Similar to the studies in the developed settings, we find that a temporary legal status is associated with an earnings penalty and that permanent legal status corrects this earning disparity. We also find that both temporary and permanent migrant status is positively associated with perceptions of pay inequality but that, irrespective of these perceptions, both types of migrants are more likely to be satisfied with their jobs than natives. We interpret these findings within the legal and social context of migrant economic incorporation in Russia and relate them to the findings from other migrant-receiving settings.  相似文献

The aim of this article is to study the feminisation and masculinisation of migration and the insertion of the migrant population into the labour market in Spain and Portugal from the perspective of gender. Rather than focusing on the appearance of the demand for migrant labour in social reproduction work, we analyse the situation of both men and women in highly feminised and masculinised activities by studying the impact each exerts on the other, and the way in which this conditions the gender breakdown of the migrant population. We provide a historical view of the work of migrants in the care and cleaning sectors, comparing it with male migrant employment—mostly in construction—and analysing the gendered breakdown of migrant communities. We argue that, in contrast to the generally accepted discourse on the international scene, there has not been a steady evolution in the feminisation of migrant labour in Spain and Portugal. Instead, the presence of migrant women on the labour market fluctuates in accordance with a specific set of variables: welfare state and care regimes, immigration policies, historical links influencing the national origin of migrants, the housing situation, labour markets and the respective economic situations in the construction industry and in domestic and care work.  相似文献

Migrants usually experience a downward mobility in their host country’s economy and are over-represented among lower status jobs. The present study contributes to the knowledge on migrant occupation mobility in Italy, assuming a longitudinal perspective and focusing on two aspects: first, the entry of migrants into the Italian labour market and, second, the working trajectories of migrants in Italy, reflecting the role of the first step in determining the following trajectory and migrants’ strategies.  相似文献

Can citizenship improve the economic integration of immigrants, and if so, how? Scholars traditionally understand a citizenship premium in the labour market, besides access to restricted jobs, as the result of a positive signal of naturalisation towards employers. While we do not discard these mechanisms, we argue that explanations should also take into account that migrants anticipate rewards and opportunities of naturalisation by investing in their human capital development. We thus expect to observe improved employment outcomes already before the acquisition of citizenship. We use micro-level register data from Statistics Netherlands from 1999 until 2011 (N?=?94,320) to test this expectation. Results show a one-time boost in the probability of having employment after naturalisation, consistent with the prevalent notion of positive signalling. However, we find that the employment probability of naturalising migrants already develops faster during the years leading up to citizenship acquisition, even when controlling for endogeneity of naturalisation. We conclude that it is not just the positive signal of citizenship that improves employment opportunities, but also migrants’ human capital investment in anticipation of naturalisation.  相似文献

ABSTRACT

Using data on new migrants to England from the Quarterly Labour Force Survey, we show how a key component of migrant integration - labour market progress in terms of wages and unemployment rates – is broadly positive in the early years after arrival across a range of migrant groups and across gender. However, the precise level of labour market success achieved varies considerably across groups reflecting both the initial entry-level and labour market trajectories after migration. Migrants from Western Europe and the Old Commonwealth countries have unemployment rates (wages) which are generally lower (higher) than other groups, particularly non-white groups, while migrants from the Accession countries experience relatively low unemployment but also low wages. Groups which have better outcomes on entry also tend to experience higher rates of progress over time in England. However, the extent of multiple deprivation in the local authority where migrants reside interacts with years since migration to dampen wage trajectories for some groups and accounting for deprivation highlights the importance of internal migration for access to employment. The results emphasise structural explanations for patterns of labour market integration of new migrants to England.  相似文献

Economic activity among Muslim women in the UK remains considerably lower and their unemployment rate significantly higher than among the majority group even after controlling for qualifications and other individual characteristics. This study utilises two data sets to explore possible factors underlying these differences, such as overseas qualifications, language skills and religiosity. It reveals that while religiosity is negatively associated with labour market participation among British Christian-White women, economic activity among Muslim women are not negatively affected by high religiosity. Furthermore, family structure and the presence of dependent children were among the most important factors explaining the latter’s labour market participation, although these relationships were moderated by qualifications. More women with higher qualifications were economically active even if married and with children, although some of them experienced greater unemployment, probably due to discrimination in recruiting practices and choices and preferences on religious grounds.  相似文献

Most studies demonstrating the vulnerability of labour migrants following the recession have focused on unemployment. This article examines how the labour market performance of East-European workers in the U.K. has been affected by the recession by focussing on four possible employment outcomes: unemployment, self-employment, over-qualification and part-time jobs. By showing the relatively low rates of unemployment amongst East-European migrants, which have become even lower following the recession, it argues that the vulnerability of immigrants in periods of economic downturn cannot always be solely measured in higher rates of immigrant unemployment. Labour migrants may be prompted to take jobs (any jobs) below their skills and qualifications, thus suggesting a ‘trade-off’ between unemployment and over-qualification.  相似文献

This study examines gender role attitudes of native and migrant adolescents in Germany and attempts to explain why adolescents of Turkish, former Yugoslavian, and Eastern European origin tend to have more traditional attitudes than their native peers. In order to do so, it combines a migrant–native comparative approach that highlights the impact of religiosity and host society integration with an intergenerational transmission perspective that emphasises the continuity of gender role attitudes across generations. The empirical analysis relies on dyadic parent–adolescent data (N?=?2744) from the first wave of the Children of Immigrants Longitudinal Survey in Four European Countries. It demonstrates the importance of incorporating intergenerational transmission processes to fully understand attitude differences between natives and migrants: a substantial part of native–migrant gaps in gender role attitudes can be attributed to migrant parents’ more traditional attitudes and a strong transmission of attitudes across generations. Once intergenerational transmission and the influence of religiosity and integration have been accounted for, the remaining differences between gender role attitudes of native and migrant adolescents are small.  相似文献

The rise in U.S. deportations has resulted in a growing number of studies focused on the reintegration experiences of these migrants in their home communities. Based on interviews with deportees shortly after their arrival home, these studies paint a picture of economic gloom, finding that deportees are too frequently stigmatised by governments and employers and consequently unemployed or working on the margins of their home economies. In contrast, our longitudinal and comparative study, which draws on the findings of 93 deported and voluntary migrants in Leon, Mexico, finds convergence in the labour market trajectories and social mobility outcomes of deportees and non-deportees, which reduces initial labour market disparities over time. We found that deportation can stymie migrants’ initial labour market re-entry, often relegating former migrants to undesirable jobs in the informal labour market, while they re-familiarise themselves with their local labour markets and identify promising opportunities. Yet, in the long run, successful reintegration depends primarily on the acquisition and mobilisation of human and financial capital across the migratory circuit.  相似文献

This paper investigates a transient border between the temporary and (potentially) permanent migration schemes, by reviewing the changes in migration policies relating to Korean-Chinese (Joseonjok) co-ethnic migrants in South Korea in the last 10 years. We pay attention to Working Visit Status and Overseas Korean Status and the fluidity between the two visa streams, to argue that the government utilises the arbitrary notion of ‘skilledness’ as an indicator to distinguish the temporary from the non-temporary migrants. To interrogate how the visa system operates, this paper reviews politics between and within the government, the market and the migrants. Although the government rhetorically uses visa policies as a quality-control mechanism to selectively accept a desirable population, it can only do so by relying on the market to ‘evaluate’ migrants. However, Korean-Chinese migrants are welcomed in the low-skilled employment market to fill labour shortages, and they also contribute to the expanding migration industry as consumers, which stand at odds with the government’s effort to limit ‘unskilled’ migration. The relegation of the state’s responsibility to the market provides an opportunity for migrants to contest the border and negotiate with the state. However, their negotiation comes at the expense of precarisation of their legal status.  相似文献

ABSTRACT

This paper traces the mobilities of Romani minorities between the ‘old’ EU Member States and the non-EU Post-Yugoslav space. It unravels how the mobilities of Romani individuals, who are Non-EU Post-Yugoslav citizens, were different from the mobilities of Roma coming from other post-socialist spaces, now EU Member States. Instead of focusing on motivations for mobility of Romani individuals as some previous work has done, this paper investigates the treatment of these mobilities by different states and the legal statuses these states ascribe to those labelled as Romani migrants. By using the combination historical and socio-legal analysis, this paper diachronically examines the precarious migrant statuses of Post-Yugoslav Romani minorities in the old EU, such as Yugoslav labour migrants, Post-Yugoslav forced migrants and subsequently the ‘bogus’ asylum seekers. The paper points to the interconnectedness of these statuses, but also to their interminable liminality: they are constantly on the verge of being rendered ‘illegal’ and are hence subject to deportability. I claim that while their legal statuses are being reshuffled, their liminality and interconnectedness also contribute to circular mobilities between the Post-Yugoslav space and the EU. I investigate how these mobilities are not only socially produced, but are also legally and politically conditioned by the hierarchical relationship between the Post-Yugoslav space and the EU. As a side effect of this relationship, Roma are positioned as a racialized minority, treated only as temporary migrants in their ‘host country’ and without prospects of inclusion in their ‘country of origin’ as minority citizens.  相似文献

Through an analysis of Ukrainian and Vietnamese migrant women in Poland, we study the extent to which their economic integration is influenced by the legal framework—for example, the visa regime—and migrants' possession of, or access to, different forms of capital. The article is based on interviews conducted between 2005 and 2008 with female migrant workers from Ukraine and Vietnam. The women faced administrative obstacles in accessing the formal labour market; their overall initial poor financial status and family situation pressured them to accept work in the informal labour market. Another barrier was the limited ability to convert their cultural capital into economic capital. To overcome these barriers, the women adopted two distinct strategies of economic integration. The Ukrainian women used networks built on strong ties from country of origin and on weak ties in Poland, while the Vietnamese women used strong ties within their own ethnic niche.  相似文献

Integration is often considered to be comprised of different dimensions which can influence each other in a linear fashion. For instance, if one becomes more proficient in the host country’s language, one’s labor market participation should also increase. In the Netherlands, this assumption has led to a plethora of policies (like mandatory integration courses) having targeted especially ‘Muslim’ women of Moroccan and Turkish descent, who are perceived as most isolated in society. Obliging them to learn Dutch was believed to increase their economic integration and their sense of home, the latter being considered pivotal for overall successful integration. However, the question is whether dimensions of integration really influence each other in this linear fashion – under all circumstances. With the help of biographical research conducted with first- and second-generation women of Moroccan and Turkish descent in the Netherlands and focusing on both linguistic and economic integration and their effects on sense of belonging, this study shows that mastering the new language and increasing labor market participation can actually have paradoxical non-linear, even curvilinear effects, leading to a decrease in sense of belonging. We try to capture this paradoxical phenomenon with the term doubleness of inclusion and exclusion.  相似文献

ABSTRACT

This article explores the intricate relationship between Georgian, Ukrainian and Polish women working as live-in elderly caregivers in the province of Reggio Emilia, Italy. Their case shows how both elements of competition and of support can articulate the relationship between national groups that, on the one side, have in common some cultural, linguistic and historical legacies, but, on the other, have a different legal status in the European Union and positions in the Italian labour market for elderly care. In so doing, this article contributes to the debate on migrants’ social networks by pointing to the necessity of further exploring the boundaries that define people’s participation to the same circle of contacts and relationships that constitute their network of reference. From the analysis of 36 in-depth interviews with women of these nationalities, the article shows how the three groups have overlapped through time in the same Italian areas and how they have emulated each other in their migratory trajectories as well as in their employment strategies in the elderly care sector, but it will also underline how in some cases they have competed and been divided, especially beginning in 2008 as a consequence of the economic crisis.  相似文献

This article examines the socio‐historical effects of the intersection of representations of gender, race, and the nation which determine black Brazilian women's subaltern social position and inform their self‐representations. This intersection is presented from two perspectives: analysis of quantitative data and a case study. Through the examination of socio‐economic data on black women participation in the labour market, it show that, when compared with white women and black men, black women are unequally concentrated in certain low paid jobs in the service industry, such as for instance domestic work. Through a brief case study, basically interviews with women from different colours and social classes — i.e. domestic workers and their employers — it shows how the particularities of domestic work inform black women's race and gender self‐definitions.  相似文献

ABSTRACT

This article probes how gender norms and male migrants’ legal and socio-economic position shape transnational fathering amongst Ghanaian-born fathers, residing in the Netherlands, who have one or more children living in Ghana. Drawing on ethnographic research with Ghanaian transnational fathers, this article compares fathers’ attitudes and actual practices. In conformity with cultural expectations of fatherhood in Ghana, the men in this study primarily addressed their paternal role in terms of financial support for their families as ‘breadwinners’. Alongside breadwinning responsibilities, however, over three-quarters of the Ghanaian fathers espoused more ‘engaged’ parenting ideals, challenging stereotypes of the uncaring and distant migrant father who neglects his ‘stay-behind’ children’s emotional needs. Our analysis shows that fathers’ legal and socio-economic status largely determines men’s possibilities to perform their material and ‘emotionally engaged’ paternal ideals across borders. The emotional distance was particularly pronounced for undocumented and low-income migrants who were legally or financially incapable of bridging the emotional gulf arising from physical distance.  相似文献

Gendered Mobilities and Work in Europe is an interdisciplinary collection of papers that, together, analyse the gendered aspects of migration and the labour market in Europe. The empirical research presented in this special issue of JEMS incorporates labour market sectors designated as both high- and low-skilled and points to shifting gendered employment opportunities and working conditions for contemporary labour migrants. The papers demonstrate how both national and regional policy frameworks intersect with specific employment sectors and different typologies of migration to produce varied outcomes for male and female labour migrants even when employed in the same sector.  相似文献

This study focuses on consequences of changes in intention to stay for Dutch language proficiency of recent migrants. It is anticipated that migrants who decide at a later instance to stay longer in the Netherlands have made less language investments and therefore have a lower proficiency than migrants who decided to stay longer or permanently at an earlier stage. Hypotheses are tested using Dutch panel data from the data set ‘Causes and Consequences of Social and Cultural Integration Processes among recent migrants.’ In this survey, migrants have been interviewed twice in the first years after migration to the Netherlands. Results provide that migrants who maintain a temporary intention and migrants who intend to circulate between country of origin and The Netherlands experience the smallest improvement and have the worst command of Dutch at the second wave. Changing a temporary intention to stay into a circular one improves the command of the Dutch language the most, whilst changing a temporary intention into a permanent one also strongly increases second language proficiency. Migrants changing a temporary intention into a permanent one do not differ in their language proficiency at wave 2 and experienced change herein from migrants maintaining a longer or permanent perspective.  相似文献
