This paper examines how organisations that conduct worldwide recruitment of project management professionals can derive insight from the cultural preferences stated within project management job advertisements. Drawing on project management practitioner job advertisements placed by 2040 organisations across seven countries and seven industries, we employ Hofstede’s national cultural framework to categorise cultural preferences which the organisations persistently replicate in their specifications of desired candidate project management practitioner competency. To map global trends and national variations, data analysis is undertaking and utilising exploratory data analysis, Poisson regression and negative binomial regression are used. The paper finds that specific national cultural dimensions – ‘Collectivism’, ‘Uncertainty Avoidance’ and, to a lesser extent, ‘Power Distance’ – are the most salient cultural denominators for advertised project management positions, while this is not the case with ‘Masculinity’ and ‘Individualism’. The findings raise issues about which organisations should seek to become more culturally intelligent, and which relate to the adaptiveness of the cultural preferences that they articulate through their job advertisements, both to project tasks and to cultural contexts for projects.  相似文献

The efficiency and effectiveness of local governments has become one of the main points of interest in public sector administration, as decision and policy making gradually move from the central to the local level. This paper introduces an efficiency analysis framework based on accrual accounting data obtained from the local governments’ financial statements. Data envelopment analysis is used to obtain efficiency estimates, which are analyzed through a second stage regression against a set of efficiency explanatory factors. Furthermore, the optimal reallocation of the municipalities’ inputs and outputs is explored to provide policy recommendations that a central government could implement in a budget reduction context. Detailed empirical results are presented from a panel data set of Greek municipalities over the period 2002–2009.  相似文献

The debate over an installation of high‐voltage power lines (HVPLs) has been intense, particularly in northwest Arkansas. Detractors claim that the installation will negatively affect both the natural environment and the local economy, which contains a large tourism component. By contrast, those in favor of installing HVPLs claim that the installation is necessary in order to reliably support the increasing demand for electric power. Using original data collected from a recent statewide Internet survey of 420 local policy elites in Arkansas, this article focuses on two key aspects. First, we examine how local policy elites’ perceptions of risks versus benefits of HVPL installation in their communities are influenced by their levels of trust toward information provided by various sources (e.g., energy industry, environmental groups, and government). Second, we utilize cultural theory to explain how the cultural worldviews of policy elites––specifically, egalitarianism, individualism, hierarchism, and fatalism––shape these levels of trust and HVPL benefit‐risk perceptions, while controlling for other factors claimed by previous literature, including levels of knowledge on energy‐related issues and demographic characteristics. In general, our analysis indicates that policy elites’ value‐oriented formation of HVPL benefit‐risk perceptions is partially due to the influence cultural values have on trust in information sources. We conclude this article by discussing broader implications for the origin and role of trust in policy elites’ decisions throughout the policy‐making process.  相似文献

In the face of a growing public health concern accompanying the reemerging threat of preventable diseases, this research seeks mainly to explain variations in the perceived benefits and risks of vaccinations among the general public in the United States. As Mary Douglas and Aaron Wildavsky's grid‐group cultural theory of risk perception claims, the analytical results based upon original data from a nationwide Internet survey of 1,213 American adults conducted in 2010 suggest that individuals’ cultural predispositions contribute to the formation of their perceptions pertaining to vaccine benefits and risks at both societal and individual levels, in conjunction with other factors suggested by previous risk perception literature, such as perceived prevalence of diseases, trust, knowledge level, and demographic characteristics. Those with a strong hierarch orientation tend to envision greater benefits and lesser risks and conceive of a relatively high ratio of benefit to risk when compared to other cultural types. By contrast, those with a strong fatalist tendency are inclined to emphasize risks and downplay benefits while conceiving of a low vaccination benefit‐risk ratio. Situated between hierarchs and fatalists, strong egalitarians are prone to perceive greater benefits, smaller risks, and a more positive benefit‐risk ratio than strong individualists.  相似文献

This paper seeks to compare two frameworks which have been proposed to explain risk perceptions, namely, cultural theory and the psychometric paradigm. A structured questionnaire which incorporated elements from both approaches was administered to 129 residents of Norwich, England. The qualitative risk characteristics generated by the psychometric paradigm explained a far greater proportion of the variance in risk perceptions than cultural biases, though it should be borne in mind that the qualitative characteristics refer directly to risks whereas cultural biases are much more distant variables. Correlations between cultural biases and risk perceptions were very low, but the key point was that each cultural bias was associated with concern about distinct types of risks and that the pattern of responses was compatible with that predicted by cultural theory. The cultural approach also provided indicators for underlying beliefs regarding trust and the environment; beliefs which were consistent within each world view but divergent between them. An important drawback, however, was that the psychometric questionnaire could only allocate 32% of the respondents unequivocally to one of the four cultural types. The rest of the sample expressed several cultural biases simultaneously, or none at all. Cultural biases are therefore probably best interpreted as four extreme world views, and a mixture of qualitative and quantitative research methodologies would generate better insights into who might defend these views in what circumstances, whether there are only four mutually exclusive world views or not, and how these views are related to patterns of social solidarity, and judgments on institutional trust.  相似文献

There is interest in the circular economy as a framework for transition from a linear take-make-dispose model of production and consumption, to a circular model which decouples economic growth from resource consumption. However, there is limited understanding of how that applies to the city through governance lens. This paper examines evidence from 28 municipalities in London to unpack the ‘government’ and ‘governance’ of circular economy in the city. It examines the ‘governmentality’ of circular economy in planning practice and reflects on what austerity localism and scalar politics might mean for the planning and governance of circular economy in cities.  相似文献

The objective of this study is to examine the impact of a short-term international experience, which is designed to address the conditions outlined in Allport’s (Allport, G.W. 1954. The Nature of Prejudice. New York: Perseus Book Group) contact hypothesis, on each of the four factors which make up cultural intelligence (CQ). A sample of 135 university students was broken up into test and control groups. The results for the test group suggest that the short-term experience ranging from 7 to 12 days within a structured study abroad service programme, including modest pre-trip preparation, found a significant increase in each of the four factors of CQ. At the same time, there was no significant change in the control group. Implications for human research development research and practice as well as limitations and suggested areas for future research are discussed.  相似文献

We examine the relationship between national cultural distance and equity participation using an analysis of a sample of more than 100,000 cross-border acquisitions from 1976 to 2008. We find that cultural distance has a curvilinear (U shaped) relationship with equity participation: Acquiring firms make large equity acquisitions at both low and high cultural distances and small equity acquisitions at moderate cultural distances. In addition, we find that industry relatedness of acquisitions positively moderates the relationship between cultural distance and equity participation: Acquiring firms take a higher equity stake for a given cultural distance if the acquisitions are in a related industry. Our findings offer important insights into firms' market entry behavior and provide guidelines for managers about entry strategies.  相似文献

This paper explores the moderating role of cultural values on relationships between participation satisfaction (PS) and employees’ organizational commitment (OC). A survey of 1390 employees of Bharat Sanchar Nigam Limited, a Government of India Public Sector Undertaking providing telecommunication services across India, shows that PS is directly related to OC, and is moderated by employees’ cultural values at individual level. The form of moderation reveals: positive and insignificant relationship between PS and affective commitment for employees high in uncertainty avoidance; positive and significant relationship between PS and normative commitment for employees high in individualism/collectivism, low in masculinity/femininity, and low in power distance. No moderation has been found in the relationship between PS and continuance commitment.  相似文献

Cultural Theory, as developed by Mary Douglas, argues that differing risk perceptions can be explained by reference to four distinct cultural biases: hierarchy, egalitarianism, individualism, and fatalism. This paper presents empirical results from a quantitative survey based on a questionnaire devised by Karl Dake to measure these cultural biases. A large representative sample (N = 1022) was used to test this instrument in the French social context. Correlations between cultural biases and perceptions of 20 social and environmental risks were examined. These correlations were very weak, but were statistically significant: cultural biases explained 6%, at most, of the variance in risk perceptions. Standard sociodemographic variables were also weakly related to risk perceptions (especially gender, social class, and education), and cultural biases and sociodemographic variables were themselves inter correlated (especially with age, social class, and political outlook). The authors compare these results with surveys conducted in other countries using the same instrument and conclude that new methods, more qualitative and contextual, still need to be developed to investigate the cultural dimensions of risk perceptions. The paper also discusses relationships between perceptions of personal and residual risk, and between perceived risk and demand for additional safety measures. These three dimensions were generally closely related, but interesting differences were observed for some risk issues.  相似文献

将HOFSTEDE提出的国家文化理论运用到人力资源管理中进行实证检验,对中国和澳大利亚两国企业员工的离职和激励行为背后的文化影响进行了分析研究。研究分析显示,相比澳大利亚企业员工,中国企业员工的离职倾向较低;可选择工作机会的主观感知对中国企业员工离职倾向的影响较小;中国企业员工认为职业发展是较重要的激励因素,而澳大利亚企业员工认为工作本身是较为重要的激励因素。研究结果表明,国家文化理论提出的5个文化差异维度中的"权利距离"、"不确定性规避"和"长期取向",在中澳两国企业员工的离职和激励问题上基本得到印证。  相似文献

Hoshin Kanri is a strategic management framework originally conceived in Japan and recognised for developing a deployment process that integrates business strategy and operations execution. Recently, there has been a resurgence of interest regarding Hoshin Kanri implementation among western managers, who usually face cultural challenges towards its use. This leads to the necessity of systematising a set of universally applicable guiding principles or guidelines, for Hoshin Kanri initiatives. This paper presents the results of an in-depth assessment of Hoshin Kanri guidelines carried out through a systematic process of experts? interviews. It uses as its starting point a model of the guidelines that was previously developed through a systematic literature review. The revising and refining of the guidelines is carried out by discussing their conceptual foundations and 20 guidelines are presented that may aid in the implementation of Hoshin Kanri in dfferent types of organisations.  相似文献

The concept that all peoples should have their voices heard on matters that affect their well‐being is at the core of environmental justice (EJ). The inability of some people of small towns, rural areas, minority, and low‐income communities, to become involved in environmental decisions is sometimes due to a lack of information. We provide a template for the ecological information that is essential to examine environmental risks to EJ populations within average communities, using case studies from South Carolina (Savannah River, a DOE site with minority impacts), Washington (Hanford, a DOE site with Native American impacts), and New Jersey (nonpoint, urbanized community pollution). While the basic ecological and public health information needs for risk evaluations and assessments are well described, less attention has been focused on standardizing information about EJ communities or EJ populations within larger communities. We suggest that information needed about EJ communities and populations includes demographics, consumptive and nonconsumptive uses of their regional environment (for example, maintenance and cosmetic, medicinal/religious/cultural uses), eco‐dependency webs, and eco‐cultural attributes. A purely demographics approach might not even identify EJ populations or neighborhoods, much less their spatial relation to the impact source or to each other. Using information from three case studies, we illustrate that some information is readily available (e.g., consumption rates for standard items such as fish), but there is less information about medicinal, cultural, religious, eco‐cultural dependency webs, and eco‐cultural attributes, all of which depend in some way on intact, functioning, and healthy ecosystems.  相似文献

Augmented reality is a new technology that merges the virtual and the real worlds and offers important support in all planning processes. Technologies are important tools because they make a city smart by making concrete contributions to trigger dynamic processes of place-based development. Three important factors improve urban planning fruition: participation in the early stages of listening and co-design; enlightened governance and new technology. This paper (1) presents the actual possibilities and challenges of augmented reality in the field of cultural heritage, (2) describes a simulation of one case study in a neighbourhood in Cagliari (Italy), by proposing customized paths with the aim of promoting cultural tourism and (3) explains the benefits of using augmented reality in touristic and place-based processes based on the case study.  相似文献

This paper examines the relatively unexplored area of underachievement in organization change programmes, where the original ambitions of the authors of change fail to be realized at the level of implementation. A case in point is the British Civil Service which after several years of government endeavour has not seen the large-scale, ‘second order’ change that had been expected. The paper offers a cultural perspective on this issue. Using the findings from an in-depth, ethnographic study of one of the newly formed agencies within the civil service, it argues that attempts at change can be frustrated by a ‘cultural infrastructure’ at the local level which acts to neutralize any attempt to change from above - in relative power terms a case of David defeating Goliath. This structure is a social defence against the anxieties and ambiguities brought about by the threat of impending change, and is manifested not as resistance, or even avoidance, but disregard and unstudied indifference. These local cultural orientations are the cause of ‘schematic myopia’ (Harris, 1989) or collective blindness, which prevent those affected from recognizing the significance of a major change initiative. An examination of these cultural processes reveals the inherent weaknesses and limitations of one of the most ubiquitous of change models to be found in organizations today: the top-down, ‘invasionary’ approach to change.  相似文献

Most cultural approaches to risk management deal with the connections between the forms of social relations within groups and the risk concerns of those groups. According to these theories, a certain limited set of different relational forms (usually three, four, or five) lead to specific, different and conflicting, risk concerns. In contrast to these theories, cosmopolitanism is an approach to culture that focuses, not on forms of sociality, but on changes among forms—expansions and contractions in the inclusivity of forms and movement by persons from one form of sociality to another. Relative to other cultural theories, cosmopolitanism thus is much more concerned with the solution of risk management problems than with their origins. Cosmopolitanism can be thought of as a cultural continuum, with cosmopolitanism at one end and pluralism at the other. Cosmopolitan persons are more open to cultural change—and thus the solution of risk management problems. In this article, we outline our new theory of cosmopolitanism, describe a method for measuring it and present an experimental study that tests some implications of the theory. Results from the study support the theory by showing that, compared to pluralistic respondents, cosmopolitan respondents are more inclusive in their risk management judgments—that is, they express equal concern for a local and a national issue, whereas the pluralistic respondents express greater concern in the local case. We discuss the risk management implications of a cosmopolitan approach to culture.  相似文献

A formal definition of cultural industries is developed following four distinct features of cultural goods: (a) oversupply, (b) quality uncertainty, (c) network effects and (d) demand reversal. Drawing on economic and socio-psychological notions of ‘network’, increasing returns and social contagion effects are distinguished. Increasing returns may govern the adoption of standards when choices are binary, social contagion explains the diffusion of cultural goods when choices are multiple. Together, the four structural features delineating cultural industries account for curious competitive dynamics prevalent in cultural markets, such as the notorious 10 : 90 proportionality (under which 10% of cultural goods account for 90% of the market), causal ambiguity about the reasons for success, and the formation of fashions. Six managerial recommendations are advanced, focusing on a criticial circulation point triggering self-sustaining diffusion patterns. Finally ‘project-based enterprises’ and ‘network forms of governance’ are identified as the organizational forms most suited to the dynamics of the cultural markets.  相似文献
