论养老机构中社会工作的介入——基于南通市养老机构的实证调查

随着我国人口老龄化趋势的日益加剧,养老问题逐渐成为一大社会问题,而且影响着经济社会的持续快速发展。但在当前形势下,居家养老模式已经受到现代社会发展的严重冲击和挑战,社区养老模式才刚刚起步,各种机制设施还有待进一步健全、完善。在新旧模式的转换过渡中,机构养老便成为解决养老问题的重要力量。本文通过对南通市养老机构的实证调查,发现了南通市机构养老存在的一些问题,提出了在养老机构中介入社会工作的设想。     

社会养老机构评估模式的本土化路径分析

在倡导责信的时代,对社会养老机构进行评估成为一种必然趋势。对社会养老机构进行评估是社会养老资源充分配置的依据,是社会养老机构及其行业发展的需要,也是社会养老机构评估理论本土化发展的需要。我国社会养老机构评估面临着评估缺乏规范、主体不明确、内容流于形式、手段单一等不足。借鉴国外的评估模式,在评估依据、主体、内容、手段等方面需要进一步规范和完善,借此走出一条有中国特色的简洁有效的评估路径。

养老金改革对国有企业改革的影响及成因分析

减轻国有企业的养老负担 ,使其平等地参与市场竞争是“统账结合”的养老金模式制度设计的目的之一。但这种初始目标并没有实现 ,具体实施中出现的偏差已对国企改革产生了不利影响 ,主要表现为 :国企职工个人账户的“空账运转”问题、过重的养老负担造成的企业财务困难等 ,其根源在于旧体制遗留的隐性债务问题 ,并提出政府承担隐性债务责任是实现养老金改革和国企改革良性互动的前提     

和谐社会的建构与民间组织的功能——南通市民间组织发展现状实证调查

民间组织在构建和谐社会中的功能是当前理论界探讨的热点问题。本文以实证调查为客观依据,主要从社会学的视角,选取南通市慈善会、银行业协会、港闸区葡萄协会以及开发区实验幼儿园这四个典型个案予以探析。文中提出了民间组织能够为社会成员提供归属感,缓解社会冲突、实现社会整合,凝聚社会资本、实现资源的优化配置这三个核心观点,以期推动民间组织的发展与和谐社会的构建。     

The Current Situation of Retirement Income Provisions in Japan: Social Security Pension Schemes and Corporate Pension Plans

Japan has been faced with rapid population ageing for decades. This has continuously reduced the level of social security pension benefits. Based on this it is often said that corporate pension plans should play a wider role forward in providing retirement benefits. However, we also have to know that there is a limit to what corporate pension plans can do in place of the social security pension schemes. In this paper we extract lessons from the history of social security pension schemes in our country and try to define the roles of corporate pension plans and social security pension schemes. In conclusion we should keep adequacy of social security pension benefits even if the contribution rate becomes a bit higher. Corporate pension plans just enrich people's life in retirement. We have to remember that corporate pension plans were not certain means for reducing the poverty in old age and that for this reason social security pension schemes by social insurance were invented.     

Structure, Agency and Social Transformation

Revisiting the structure/agency debate, the article puts forward the broad position shared by Giddens'structuration theory and Bhaskar's transformational model. It defends Giddens'concept of structure as'rules and resources'against charges of idealism, arguing that its strength is its focus on the interface of structure and agency. But both Giddens and Bhaskar emphasise social reproduction as an unintended consequence of social action. Taking issue with postmodern pessimism, the article goes on to consider the conditions of possibility, and requisite forms of knowledgeability, for deliberate social transformation.     

Pension Reform and International Organizations: From Conflict to Convergence

Analysis of pension schemes and recommendations for their reform have been one of the main items on the agenda of international organizations in recent years. However, the ideas and recommendations of the various organizationsinvolved in pension policy sometimes vary considerably. This paper will explore and compare the ideas on pension policy held by the International Labour Office, the International Social Security Association, the World Bank, the International Monetary Fund and the Organisation for Economic Co-operation and Development. Although, initially, the discussion of pension reform was characterized by fierce debate with a marked ideological bent, all the participants are now aiming at mutual understanding and, in particular, coordination and cooperation in member States and recipient countries. The previous, dogmatic approach has given way to a predominantly pragmatic position.     

近十年我国社会保障改革的历史进程与经验总结

近十年来,我国面临的国际国内形势出现了新的变化,社会保障改革在此背景下也进行了新的道路选择并取得一系列成就。2011年开展城镇居民社会养老保险试点工作,这与2009年建立的新农保制度初步构成了我国养老保障制度的基本框架,标志着我国覆盖城乡居民社会保障体系的主要制度都建立起来,是我国社会保障改革和全面建设小康社会的重大进步。总结近十年来我国社会保障改革的基本经验,有益于我们更明确的认识改革的历史与现状,为继续推进社会保障改革、发展社会保障事业奠定重要基础。     

Social Security in Rwanda: Overcoming Indifference

The current social security system in Rwanda, set up in 1962, has until recently been viewed with indifference by most Rwandans. This is because employees in the formal sense, who are the ones concerned by the pension and occupational risk branches, represent only a tiny minority of the population, attempts to provide medical cover for the population are still in their infancy, and in a context where unemployment is the rule and work the exception, the risk of unemployment is uninsurable. Faced with this situation the first challenge was to increase people's awareness of the problem by launching a debate in which social security was seen as part of efforts to combat poverty and underdevelopment. The greater awareness which this produced has enabled us to introduce a plan which we hope, on the basis of the first results, will lead to better things in future. Fundamental changes have just been made to the pension scheme, the management institution has been restructured and modernized, and efforts in the field of healthcare are producing their first fruits. Perhaps now, at long last, after years of indifference and inertia, a new day is dawning for social security in Rwanda!     

居家养老的困境与出路——探索一种适合中国国情的养老模式

面对汹涌而至的"银发浪潮",如何让老年人安享晚年,消除人口老龄化给社会经济可持续发展带来的负面影响,这已经成为全社会普遍关心的问题。虽然居家养老在解决我国现阶段的养老困境方面有家庭养老和机构养老所没有的优势,但如今也正经历着制约制度发展的"瓶颈"而陷入了困境。因此,应积极探讨完善居家养老的方法和对策,使其更加符合我国的国情,成为一种真正适宜中国国情的养老模式。     

北京市体育社会组织发展研究

通过分析北京市体育社会组织发展现状,认为北京市体育社会组织数量相对不足,滞后于当地经济社会发展;在成立方式上,"官办模式"依然占据合法社会组织的主流;在管理机制上,限制约束机制强于扶持培育机制;体育社会组织发展同时存在资金、人才、场地等因素的制约。建议完善培育措施、营造宽松政策环境、改变管理思想与模式。
