The abundant literature on welfare state policies, regimes or ‘worlds’ has been only limitedly interested in unemployment protection, and even less in youth unemployment protection. What is clearly lacking in the literature is an updated analysis of the most recent policies developed in European countries targeting youth. This mini‐symposium aims to fill in this gap by presenting findings from an EU‐funded research project entitled ‘Youth, Unemployment and Exclusion in Europe: A Multidimensional Approach to Understanding the Conditions and Prospects for Social and Political Integration of Young Unemployed’ (YOUNEX). The main aim of the research endeavour was to develop theory and contribute to empirical knowledge concerning the social and political exclusion of unemployed youth in Europe.  相似文献

This article was prepared as a contribution to the ILO's Action Programme on Youth Unemployment. It presents an overview of the youth unemployment problem and youth employment policy principally from a European perspective, although it is hoped that much of the comment and analysis is relevant to afar broader range of countries. In the first section, which considers the nature and causes of youth unemployment, it is shown that its basic cause is aggregate demand rather than high youth wages or the size of the youth cohort, and suggests that a successful strategy for dealing with the problem must take this into account. In the second section, dealing principally with the examples of Germany and the United Kingdom, a number of factors are identified which influence the effectiveness of youth employment policy. In particular, it is found that precise targeting of programmes and the involvement of employers' and workers' organizations, as well as government, in the design and implementation of policy are both important determinants of an effective policy. A third section attempts to set the analysis in a more general context.  相似文献

One of the biggest challenges currently facing European society is the dramatically high level of youth unemployment. Commonly, political solutions and strategies can be found in those countries that have been able to keep youth unemployment low in spite of the financial and economic crises. Austria is such a case. On the basis of European Union Member State data, the article gives a multifactorial explanation of youth unemployment and asks whether these factors can explain relatively low youth unemployment in Austria. With the country's “youth safety net” presented in detail, it is shown that active labour market policy reduces youth unemployment in Austria. The article also points out the limitations of cross‐country comparisons of youth unemployment rates and proposes the use of a greater number of indicators. Finally, the article argues for economic policies to stimulate demand, which have to be based on a political and social commitment to full employment.  相似文献

The starting point of this study is the implementation of seemingly similar youth‐oriented labour market policies in Greece and Portugal. Both countries have suffered high youth unemployment rates and have been pressured to restructure their labour market as part of the rescue programmes adopted during the European sovereign debt crisis. Despite convergence in terms of policy trajectories, there is a significant divergence in employment outcomes. In Portugal, youth‐oriented policies were better‐targeted and structured. Their implementation has been more effective and has involved the social partners from the outset of the crisis. In Greece, policy design failures, administrative weaknesses and unfavourable macroeconomic conditions have limited the dynamics of youth‐oriented policies thus increasing youth insecurity. Τhe analysis suggests that convergence in policy content can be compatible with divergence in terms of outcomes.  相似文献

This article analyses the development of unemployment policies over the past 20 years in four continental European countries: Belgium, France, Germany and the Netherlands. It shows that, far from being as ‘frozen’ as many analysts have suggested, each of these Bismarckian welfare states has in fact seen considerable change in this policy sector in recent decades. In Belgium, France and Germany, significant changes in unemployment policy reforms have unfolded gradually, through an accumulation of small changes. This finding offers some support to recent theorizing on the potential for policy changes that are both incremental and transformative. However, while such processes have led to shifts in unemployment policy that are far from negligible, the article also argues that they fall short of those seen in this policy sector in other welfare institutional contexts as well as in the Netherlands, where substantive reforms have in the last decade been complemented with changes to the institutional framework for unemployment policy. Through its analysis of the relationship between the institutional features of these welfare states and the possibility frontier of unemployment policy reform, the article develops a nuanced perspective on the scope for and resistance to social policy change in continental Europe.  相似文献

Since the beginning of the millennium, the institutions of the European Union have intensified their political efforts to combat youth employment. Youth‐specific policy initiatives were launched after the financial and economic crisis of 2008, and the overall subsequent rise of unemployment rates among young people. In this article, we analyse and assess these developments on the basis of an analysis of European policy documents and interviews. Our conclusions are twofold. One, we argue that the Europe 2020 Strategy and its flagship initiatives devoted to youth do not constitute a new policy field or approach, but are rather the outcome of an incrementalist logic of policy development. Two, the European youth strategy is clearly committed to activation, and it pushes policy developments towards a minimalist policy approach of precarious protection. Both developments are explained by the actor constellations and path dependencies of the European policy arena.  相似文献

This study investigated the effect of institutions on the unemployment duration gap between non‐EU immigrants and native‐born in 12 European countries. Going further than the existing literature, our study encompassed unemployment duration, distinguishing between exits to inactivity, primary and secondary employment. Additionally, we have provided a stronger micro‐foundation to the comparative literature by introducing institutional measures for unemployment‐related benefits at the individual level rather than merely using aggregate proxies. Our analysis found no disincentive effects of benefits for immigrants. Furthermore, the employment prospects of immigrants were better when the demand for low‐skilled labour was high, and immigration policy was labour market‐oriented. In contrast, employment protection legislation did not affect the unemployment duration of immigrants.  相似文献

This article contends that workfare programmes pursued by various OECD countries since the mid‐1990s do not amount to a fundamental change in policy. The limited potential of workfare is due to the fact that it fails to transcend the constraints of earlier forms of ‘active’ responses to unemployment. Furthermore, it suffers from specific policy‐making disadvantages not shared by these responses. The article opens with a survey of relevant academic debates on the subject. It then places workfare in a broader context by identifying its functional reach, as compared to other active policy responses to unemployment such as active labour market policy (ALMP). The third section analyses workfare policies in the United Kingdom, as developed since 1997, by re‐examining the British New Deal employment programme. That review demonstrates that workfare policies either depend on their ‘fit’ with the existing policy‐making heritage, or that they remain merely symbolic. The article concludes by suggesting that the potential of workfare to effect change in responses to unemployment continues to be of limited significance. In other words, capitalist employment and welfare systems continue to be characterized by incremental adaptation rather than by fundamental regime change as suggested by the critics of workfare.  相似文献

In this paper, we analyze the targeting and outcomes of the apprenticeship program implemented under the Youth Guarantee/YG scheme in the Czech Republic. We examine the outcomes and targeting using counterfactual impact evaluation (quasi-experimental design) of the apprenticeship program on the basis of administrative data from the Czech Employment Office. The implementation strategy is analyzed using various policy documents. The findings indicate that the program is apparently targeted at those groups of young people who are less disadvantaged as regards education level and previous unemployment experience. At the same time, paradoxically, the effects in terms of outflows from the unemployment register are weak for the short-term and medium-term unemployed, as well as for low-skilled and high-skilled youth, and stronger effects are evident in the case of long-term unemployed and medium-skilled youth. The failures in targeting and in adjusting the program to the needs of more vulnerable groups of youth are due to an inconsistent implementation strategy of Czech Public Employment Services.  相似文献

In this article we discuss the emergence of ‘youth unemployment regimes’ in Europe, that is, a set of coherent measures and policies aimed at providing state responses to the problem of unemployment and, more specifically, youth unemployment. We classify these measures and policies along two main dimensions: unemployment regulations and labour market regulations. Using original data, we show how seven European countries locate on these two dimensions as well as within the conceptual space resulting from the combination of the two dimensions. Our findings show cross‐national variations that do not fit the traditional typologies of comparative welfare studies. At the same time, however, the findings allow for reflecting upon possible patterns of convergence across European countries. In particular, we show some important similarities in terms of flexible labour market regulations. In this regard, the recent years have witnessed a trend towards a flexibilisation of the labour market, regardless of the prevailing welfare regime.  相似文献

Heightened levels of internal labour mobility since the European Union (EU)'s Eastern enlargements in 2004 and 2007 have shifted the context for member state policies geared towards the admission of non-EU workers. This article contends that the strategic use of the internal mobility regime by member states, as a justification for selective recruitment of labour from outside the EU, deserves more analytical attention. This contribution examines how labour migration policies (LMP) in the United Kingdom, France and Germany make use of the EU free-movement framework in current legislation, and how associated policy rationales are justified. In an interpretive policy analysis of legislative documents and decision-makers' meaning-making, as related in semi-structured interviews, the article identifies the logics, tools and rationales which link LMP to EU free movement. These links are shown to be highly selective and they serve common as well as nationally distinct governance goals. Across all three cases LMPs ascribe various degrees of relevance to EU internal labour supply, depending on the different skill levels of migrants targeted in respective policies. This shared pattern of economic coordination of LMP by skill level – in which the EU common labour market plays the role of delimiting additional migration in the skilled and especially low-skilled segments – is conflated with national migration control agendas. Member states draw on EU free movement to justify migration restrictions targeted at specific sending countries. As a result, the governance of the foreign workforce produces skills- and origin-based privileges rather than granting rights to mobile migrant workers in Europe.  相似文献

This article examines why unemployment is often experienced in a profoundly negative way, and explores the potentially mediating role of social policies. Three dominant theories of unemployment are described, which are often treated as competing, mutually exclusive explanations of the deleterious effects of unemployment. Subsequently, and through drawing upon a qualitative study of unemployed people, it is argued that all three theories are of worth and can be synthesized into a broader explanation of the experience of unemployment as an overarching process of loss. Three forms of loss are identified: loss of agency; loss of the functions of paid work; and loss of social status. The article then explores how these forms of loss can be both ameliorated and intensified through social policy interventions. Concluding, it offers policy recommendations to increase the efficacy of social policies in reversing the negative experience of unemployment, with the conclusion that this will require significant reform of the UK welfare state.  相似文献

Disability policy in European countries is displaying a shift towards social investment: increasing human capital and access to the labour market. The reasoning that underlies this transition is that disabled persons would benefit from mainstream employment, but are impeded in traditional policy by deficiencies in labour supply and demand. However, the shift towards more activating policies in many countries is accompanied by a decline in social protection. It is unclear whether social investment may effectively promote the employment chances of disabled persons within this context. The present research examines this question through a quantitative, cross-sectional, multilevel analysis on microdata from 22 EU countries. Our findings suggest greater activation to predict lower employment chances, while reducing passive support shows mixed effects. Conversely, measures for facilitation in daily life predict greater employment chances, as do measures for sheltered work. These findings raise questions over the value of social investment for disabled persons—and underline the need to overcome broader barriers in the labour market and in society.  相似文献

The article explores policies, trends and challenges related to social inclusion in Macedonia, and assesses the contribution of EU strategic frameworks and instruments towards the country's greater inclusive growth. In this respect, the article starts by exploring existing instruments for pre‐accession (IPAs) which are relevant for the achievement of the EU 2020 goals. Then the article offers a country analysis related to issues such as poverty, material deprivation, as well as exclusion from the labour market, accompanied by an overview of policies and measures undertaken by the current government in the respective domains. Unfavourable socio‐economic trends, such as undeclared work, jobless growth, high unemployment and poverty rates, present serious challenges to the creation of an effective social inclusion policy. On the other hand, the ‘delayed’ negotiation process with the EU, which in social policy results in a lack of Joint Inclusion Memorandum (JIM) and Joint Assessment Paper (JAP) processes even after seven years of candidate status, slows down the adoption of more strategic policy approach towards sensitive issues, such as social inclusion and anti‐discrimination. The main aim of the article is to assess whether there is a significant difference between current social inclusion policies, measures, indicators and trends with the similar EU standards and practices. In addition, the article explores the potential benefits of the process of Europeanization for Macedonian social inclusion policy.  相似文献

The European Union’s (EU) Youth Guarantee aims to improve the labour market situation of young people. Rather than prescribing a uniform policy model, it acknowledges that supportive measures need to align with national, regional and local circumstances. It thus seeks to promote mutual policy learning through the open method of coordination. As an innovative measure, the EU has deployed funding programmes to support the domestic measures related to the Youth Guarantee. We therefore examined in this study whether this mix of recommendations and financial incentives has entailed a convergence of member state policies. Our analysis of policy outputs for the period 2007?2014 yields a mixed empirical picture. There is catching‐up convergence regarding policies’ sectoral coverage but increasing divergence concerning the number of adopted policy instruments. The first two years of financial incentives did not produce any effect on enhancing policy experimentation among less active member states. We offer an optimistic and a pessimistic interpretation of these findings.  相似文献

The evaluation of social programs constitutes an important aspect in the modeling of economic policies. On the basis that the measurement of well being through subjective measures provides a broader perspective than through objective economic variables, this paper first identifies the determinants of deprivation in Spain, in monetary terms, and in non-monetary terms using satisfaction variables. In addition to establishing that the more unequal the income distribution within a group, the less income-satisfied is the individual, we find that unemployment is one of the main determinants of deprivation and satisfaction. Accordingly, we propose a reform of unemployment benefit policy that maintains individuals at the same utility level as when employed, rather than applying the current benefit system. Our policy conclusions reveal that the public budget dedicated to paying benefits to restore satisfaction levels, during the period 1994-1999, would have increased by €2,536,165.13 thousand on an average annually. It could be a desirable policy in good times but, since it increases public spending and thus public deficit, economic policy makers should decide whether it is adequate in rainy days.  相似文献

The comparison between France and Switzerland enables us to compare a country that has a strong interventionist tradition in the labour market and whose youth unemployment is endemically high with a more liberal country that is faced with a more recent increase in youth unemployment but which, nevertheless, remains relatively measured. Starting from different rules and values, the two youth unemployment systems resemble each other insofar as both exclude most unemployed youth from all available benefits. From this angle, French egalitarianism rejoins Swiss differentialism. In both cases, it is not the least of paradoxes that the system of unemployment insurance so little benefits those who are most vulnerable to the economic crisis and the present dearth of jobs.  相似文献

We focus on the first 20 years of the Euro, from 1999 to 2019, and we split this period into two approximate decades to examine the performance of three benchmarks: the real GDP quarterly growth, the annualized real per capita GDP changes and unemployment. These illustrate that the underperformance of Europe is more evident during the second decade. Searching for causes we find that the Global Financial Crisis was an exogenous shock to the EU but its impact was large in both the U.S. and the EU. One major reason is that the U.S. responded quickly and aggressively both fiscally and via an unconventional monetary policy. The Euro area was constrained by a European Central Bank that focused on price stability, and fiscal policy was not much of an option. The second shock of the Sovereign Debt Crisis was endogenous to the Euro area and it, more than the Global Financial Crisis, revealed the original weaknesses and fragility of the European monetary union. This financial fragility quickly translated into declines in aggregate demand and economic underperformance.  相似文献

The purpose of this paper is to develop the debate about a symbiotic approach to industrial policy with respect to the pharmaceutical industry in the EU. The EU has an increasingly important role to play in European markets but it seems, at best, to be following a fragmented industrial strategy. There is a real and growing danger that this strategy becomes worse for everyone than no strategy at all. Thus the EU can either go for a comprehensive and comprehensible strategy or let the industry fend for itself amongst disparate health care systems amongst member states. Alternatively it can continue to stumble along with a pastiche of policies. There are signs of some debate about a more holistic approach to industry. In the European Union for example DG (Directorate General) V and DG III produced a communication arguing that “the [European Union] Community policy in favour of the pharmaceutical industry must take notice of [the] twofold context of public health and social security” (Com(93)718:3). This paper identifies current fragments of EU pharmaceutical industrial policy and indicates what a social-symbiotic approach is. Whether or not the industry in the EU continues to decline with respect to the industry elsewhere Asia and America in particular, the sick people of the EU will still need medication: a symbiotic approach to industrial policy can help stem the relative decline in the EU and indeed could reverse it.  相似文献

This paper investigates whether general formal education still helps youth avoid situations of unemployment and inactivity in favour of other labour force statuses (dependent employment, self-employment, education) across EU countries over the period 2006–2010. In a second step, we analyse whether the relationship between education and the labour statuses above is affected by different degrees of country-level education mismatch. Our results show that after the outbreak of the crisis and in countries with high educational mismatch there is an additional reduction in unemployment risk for highly educated people that is accompanied by a higher probability of being an employee than of remaining in education.  相似文献
